GOVERNOR O’MALLEY, SENATOR MIKULSKI TO ANNOUNCE MAJOR STEP FORWARD IN ENSURING BROADBAND ACCESS FOR ALL OF MARYLAND
The grant award, made to the Maryland Department of Information Technology, will make it possible for the State of Maryland to build new high-speed Internet cable, bringing high-speed Internet to more underserved areas, businesses and homes throughout Maryland.
The event will be streamed live to an audience of elected officials and business leaders gathered at Memorial Hospital in Easton, Maryland. A physician from Memorial Hospital will speak about the benefits of increased broadband. His remarks will be streamed live to the Baltimore event. Memorial Hospital, like many health centers, will benefit from increased broadband as it strives to implement electronic recordkeeping and the sharing of medical records in real time.
Bike Week Is Officially Here
I just returned, (for a little while) from Winter Place Park and the crowd has to be 90% bigger this year than it was at this time last year. Bikes are everywhere and everyone is having a blast.
This is one of my most favorite times of the year. Perfect weather, loud Harley's and living proof that motorcycle owners and just great people.
There are plenty of food vendors there as well as merchandise vendors. Tonight would probably be your best night to visit as it will be slower today than the rest of the weekend.

Laurel-Wednesday September 15, 2010 Delaware State Police investigated an attempted abduction on the 13000 block of Wooten Road Laurel Delaware.
The incident occurred on Tuesday morning September 14, 2010 at approximately 7:45 a.m. The 8 year old child who attends North Laurel Elementary School made the school aware of the incident. The incident was originally handled by Laurel Police Department however it was discovered that it did not occur in their jurisdiction. On Wednesday September 15, 2010 Delaware State Police was contacted regarding the attempted abduction.
Delaware State Police learned that the 8 year old victim Tuesday September 14, 2010 was waiting for his school bus while in his driveway. The victim then observed a newer light red 4 door car pull into his driveway. The white male suspect described above attempted to lure the child into the car. The suspect offered to provide the 8 year old a ride to school. The 8 year old repeatedly refused the suspect’s demands to enter the car.
Following the refusals the suspect then exited his car and a black handgun fell on the ground outside the driver’s door. The suspect is believed to have been alone in his car. The 8 year old child then ran inside his residence and notified his mother. The suspect fled the area in an unknown direction of travel.
Delaware State Police is seeking the public’s help in identify the suspect in this case. Callers may remain anonymous. Tips may also be forwarded to law enforcement through tip lines maintained by Delaware Crime Stoppers at 1-800-TIP-333 3 or on line at www.tipsubmit.com.
UTILITY WORK SCHEDULED
Salisbury Public Works Water & Sewer Branch will be closing East Market Street to through traffic between Poplar Hill Ave. and Baptist St. to replace/upgrade a 1.5” water line. The target date is Tuesday September 21, 2010; inclement weather date will be the following day. This closure will begin at 7:00 AM and traffic is expected to return to normal flow by 4:30 PM.
Parking lot # 16 will remain accessible from both the Baptist St. and Poplar Hill entrances.

Doctor's condition unknown, Baltimore emergency services on the scene
Spokesman Gary Stephenson says the shooting was on the eighth floor of the main hospital building. He says that floor remains locked down.
Earlier, Baltimore police said the hospital was being evacuated.
Police say they do not know the doctor's condition.

A Letter To The Editor
As Seth Mitchell rolled to victory over Davis Ruark, we spent more than a moment or so thinking of the late Sam Vincent and Davis Ruark’s outrageous attempt to intimidate him from running for the State’s Attorney office. Ruark’s threatening letter was issued shortly before the tragic accident that took Sam’s life.
While many attribute Ruark’s defeat to his personal involvement, as a defendant, in the criminal justice system, it may be that letter that brought him down. In any event, Davis gets credit for defeating himself.
I wonder if that reality has been recognized by Mr. Ruark or by Mr. Mitchell?

The 12 Mobile Data Terminal Lap-Top computers, and in-car cameras will be installed in all patrol vehicles currently assigned for road patrol.
The Somerset County Sheriff's Office has currently applied for a grant from the Governors Office for Crime Prevention for the procurement of 12 additional Mobile Data Terminal Lap-Top computers.
9-9-10 Anthony Wayne Adkins of Fruitland, arrested on a warrant regarding theft of a motorcycle. Deputies received information from a citizen that Adkins had stole a motor cycle from Fruitland, and was staying at a residence on College Backbone Rd. Deputies verified the information through the Fruitland Police department and responded to that location. Adkins was arrested, and the motorcycle was recovered. Adkins was later turned over to the Fruitland Police department.
9-14-10 Wallace David Moore of Crisfield, arrested on a warrant regarding failing to appear in court. Moore was later held on a $50,000 bond.
9-13-10 Michael Paul Glordano Sr. of Baltimore, arrested regarding a felony theft charge. On 9-13-10 Deputies investigated a theft of oyster equipment in the Frenchtown area. The investigation showed that Glordano had removed the equipment from a shanty, and sold the equipment for scrap. Glordano was later released on a personal recognizance bond.
9-13-10 Rodney William Burke of Crisfield, arrested on a circuit court indictment regarding 2nd degree burglary, and two counts of malicious destruction of property. Burk was later held on a $50,000 bond.
9-13-10 Martino Terron Jackson of Marion station, arrested on a warrant regarding failing to appear in court. Jackson was later held on a $10,000 bond.
9-13-10 Clifton Ricardo Fields of Crisfield, arrested on a warrant regarding failing to appear in court. Fields was later held on a $1,000 bond.
9-13-10 Tyron Jerel McCready Sr. of marion, arrested on a criminal summons regarding two counts of destruction of property over $500.00 and two counts of theft less than $500.00. McCready was later released pending trial.
9-15-10 Mark Smith of Parksley Virginia, arrested on a fail to appear bench warrant. Deputies later learned that Smith was wanted through Virginia regarding armed robbery. Smith was later held without bond pending extradition to Virginia.
Democrat Congresswoman Leaves Voicemail For Lobbyist Cash
Congressional Democrats are scrambling to assemble the financial resources they hope can stave off their electoral armageddon. Speaker Pelosi and her leadership team are putting a lot of pressure on Democrat members to pony up campaign contributions to the Democratic Congressional Campaign Committee. The pressure is especially strong on members from “safe” districts, who need little campaign money of their own to win reelection.
In [a] voicemail recording, Holmes Norton seeks a campaign contribution from the lobbyist and even mentions that she hadn’t previously asked for a donation. Such is the pressure Speaker Pelosi has placed on the members.
At the very beginning of the message, Holmes Norton notes that the lobbyist:
'ha[s] given to other colleagues of the Transportation and Infrastructure Committee'
Beyond being a bit heavy-handed, where did she get this information? Such donations are listed in FEC reports, but it is a violation to use that information to solicit campaign donations.
More serious, however, is her frequent mention of her seniority and her Chairmanship of a subcommittee. She is attempting to solicit funds based on her past actions taken in her official capacity in Congress. She is implying to the lobbyist that, should he decline to donate, he will be turning down a senior member of Congress who Chairs a subcommittee highly relevant to his “sector”.
Worse than that, she details her role overseeing a large economic development project in the District, funded by “stimulus” funds. It would appear that either the lobbyist has an interest in this project, or the Congresswoman thinks he does, as she states she is “frankly surprised” the lobbyist hasn’t given to her.
Especially, she notes, because of her
'long and deep work …in fact it has been by major work on the committee and subcommittee it’s been essentially in your sector...'
“In your sector.” This raises additional concerns, and we note potentially relevant laws here:
She who promises, directly or indirectly, any government contract or other government benefit (provided for or made possible by any Act of Congress) as a reward for a political contribution shall be guilty of a misdemeanor (18 U.S.C. § 600).
She who attempts to cause anyone to make a political contribution by denying or threatening to deny any government payment or other government benefit (provided for or made possible, in whole or in part, by any Act of Congress) shall be guilty of a misdemeanor (18 U.S.C. § 601).

Banks Seize Record Number Of Homes In August
NEW YORK — A record number of homeowners lost houses to their banks in August as lenders worked through the backlog of distressed mortgages, real estate data company RealtyTrac said Thursday.
New default notices decreased at the same time, suggesting that lenders managed the flow of troubled loans and foreclosed properties hitting the market to limit price declines, the company said.

Super-Cars Split $10 Million In X Prize Race
WASHINGTON — A four-seat car that gets 102 miles per gallon is the top winner in a $10 million contest designed to encourage the development of ultra-efficient automobiles.
Edison2, a team of racing engineers from Lynchburg, Va., won the $5 million prize in the mainstream-vehicle category of the Progressive Insurance Automotive X Prize. The list of winners was released in advance of Thursday's awards ceremony in Washington.
The winners in two of the three prize categories — Edison2 and Swiss-based X-Tracer — were a foregone conclusion because they were the last surviving entrants. The third winner, Li-ion Motors of Mooresville, N.C., squeaked out a slim victory.
The competition began in the spring with 136 vehicles, entered by 111 teams from around the world.

FedEx 1Q Profit Doubles; Will Cut 1,700 Jobs
NEW YORK — FedEx Corp. indicated Thursday that the global economic recovery isn't as strong as previously thought, and moved to fix the weak spot in its operations: its money-losing truck business.
FedEx did raise its financial outlook after its first-quarter net income doubled. But the projections for the second quarter and full year fell shy of Wall Street expectations, and the stock dropped 2.6 percent in premarket trading.
Growth in international air shipments has been driving FedEx's results lately. That continued in the first quarter. But the FedEx Freight segment lost money again as demand for large items like refrigerators and other appliances continues to be weak.
FedEx will combine its FedEx Freight and FedEx National less-than-truckload operations on Jan. 30, closing 100 facilities and cutting 1,700 workers. FedEx says the move, along with other cost cuts, will ensure the trucking business is profitable next year.

3 Dead After Head-On Crash With Ambulance
A violent crash between an ambulance and an SUV left three people dead in Prince George's County.
Paramedics had just left their station in response to a 911 call at about midnight in District Heights. The ambulance had lights and sirens activated and was traveling west on Marlboro Pike.
Investigators said that's when an SUV crossed the center line and was speeding down the wrong side of the road.

Police: Terrorists Fired Phosphorus Shells Into Israel
Two phosphorous mortars were fired at southern Israel from Gaza on Wednesday, Police Spokesman Micky Rosenfeld told The Jerusalem Post.
"A police bomb disposal team examined a number of mortars that were fired... we can confirm that two out of the nine mortars contained phosphorous," Rosenfeld added.
Israel Police said it was not the first time that phosphorous shells had been fired at Israel from Gaza.
Haim Yalin, head of the Eshkol Regional Council where the phosphorous mortars landed, reacted sharply to the news of the phosphorus mortar attacks. "These weapons have been banned by the Geneva convention. They cause burns among victims and they kill. This is an agricultural area, and we now have to explain to farmers how to deal with burns in light of the phosphorus mortars," he told the Post.
Yalin added that firefighters and paramedics operating in his area would now have prepare for further phosphorous shells. "We are preparing to go back to the situation that we faced before Operation Cast Lead, when we faced continuous mortar, rocket and sniper attacks," he said.
Barry Goldwater Jr.: GOP Establishment Should 'Shut Up' Over O'Donnell
In an exclusive Newsmax.TV interview Goldwater, the son of the Republican icon whose presidential campaign in 1964 revitalized the American conservative movement, said the Republican Party is now undergoing a full-fledged realignment.
"No more of this middle of the road, no more of these moderates. The American people, and in the Republican Party, want to be redefined as solid conservative," he said.
Goldwater said tea party activists are actually fighting for many of the same principles his father stood for: smaller government and lower taxes.
"Reminds me a lot of the conservative movement in 1960 and 1964,” Goldwater said. “It is an effort by people who are sick and tired of the country moving to the left."
Harry Reid: Coons, 'My Pet,' Will Win
Reid talked up the New Castle County executive following a memorial ceremony on the Capitol's east steps to commemorate the Sept. 11, 2001, terrorist attacks. O'Donnell on Tuesday night won the GOP nomination to face Coons in November — a result that has split the national Republican Party.
But Reid said Coons would have won even if Rep. Mike Castle (R) had prevailed over O'Donnell.
"I'm going to be very honest with you — Chris Coons, everybody knows him in the Democratic caucus. He's my pet. He's my favorite candidate," Reid said.
"I've always thought Chris Coons is going to win. I told him that and I tried to get him to run. I'm glad he's running. I just think the world of him. He's my pet."
Republican Establishment Backpedals

But after Christine's website crashes from supporters trying to donate to her campaign, and she raises over $500,000 in one day, you suddenly get religion?
The "damn good Republican" you all backed was Mike Castle-- the one who votes with the Democrats as often as not.

Ohio Town Won't Allow Tea Party To Celebrate U.S. Constitution In Town Square
Several residents of the small central Ohio town formed The Andover Tea Party in May 2010, and in that same month, they asked to use the square for a rally to commemorate Constitution Day, which celebrates the anniversary of the signing of the U.S. Constitution on September 17, 1787.
But on July 19, a trustee informed one of the tea party organizers, Margaret Slingluff, that they would not be allowed to hold the event, which would have included singers performing patriotic songs and public policy-related speakers, in the square. In an official letter dated Aug. 25, the trustee said the reason was “due to your group’s political affiliation.”
A nonpartisan law center in the state, the 1851 Center for Constitutional Law, has now filed a lawsuit in federal court on behalf of the Tea Party group, claiming their First Amendment rights are being violated.
“The first thing that you note is the extreme irony of the unconstitutional prohibition of the commemoration of the Constitution,” Executive Director Maurice Thompson, the lawyer of record on the case, told CNSNews.com of the incident.
“[A]nd the second thing that’s notable is either the extreme arrogance or ignorance of many local government officials. There’s so much focus on federal government, yet some of the worst actors are at the ground level,” Thompson said.
Are Poll Workers Being Used To Inflate Jobs Report?
Is this really a little Election Eve trick? You decide.
The New York City Board of Elections, which uses 30,000 to 36,000 temporary workers for both the primary and general election, said it is being ordered by the Internal Revenue Service to make "employees" out of the very temporary workers who tend the polling sites.
But an IRS spokesperson couldn't find such an order.
"The Internal Revenue Service has determined that all poll workers are considered employees of the Board of Elections for tax purposes," said a Board memo dated Aug. 2 and signed by Rosanna Kostamoulas Rahmouni, coordinator of Election Day Operations.
"Therefore, the Board is required to have every poll worker complete the following before processing your application for work," her note added, listing tax forms W-4 and IT-2104 as necessary.
"It is imperative that you promptly submit the forms or you will not be paid for your training class or processed to work on Election Day," she said.
Although the note was dated Aug. 2 it apparently wasn't delivered to poll workers until very late in August. Workers get paid only $100 for training and $200 each day for working the primary and general election. So it's unlikely that the main purpose of this order is to collect the measly amount of taxes that would be owed -- mostly by the low-income retirees who man the polling centers -- on such a small amount of wages.
But if the election boards in all 50 states suddenly report an influx of additional government workers, the effect on the monthly employment numbers could be very, very significant.
As you know, the monthly employment report -- in which the number of jobs created or lost by the US economy is revealed -- is closely watched by the public and the financial community. And it's often cited publicly by President Obama.
The next employment report before the election will come on Oct. 8.
Because this report is more complex than others it is being released on the second Friday of October, not the first Friday. And because of this it will be one week closer to the election.
There won't be another employment report until days after the Nov. 2 election.
So any temporary poll workers included in the October count wouldn't be removed until voters have already decided on who will represent them.
I couldn't find figures on how many poll workers there are throughout the country.
But if New York alone hires 30,000 to 36,000 workers, the nationwide figures could easily rival the contribution that Census 2010 had on employment figures in earlier months this year.
Tancredo Gets Good News In Polls, Court
Mr. Tancredo surged ahead of GOP candidate Dan Maes in a Rasmussen Reports poll released Tuesday, capturing 25 percent of the vote to 21 percent for Mr. Maes. Both trail John Hickenlooper, a Democrat with 46 percent support in the survey of 750 likely Colorado voters.
Mr. Tancredo, a former congressman and outspoken critic of illegal immigration, received more good news Tuesday when a state judge ruled that he may remain on the November ballot as a candidate from the American Constitution Party. Two Republican voters had filed a lawsuit saying he violated state election law because he was a member of the GOP until July.
Colorado law states that third-party candidates must be registered with the party by the first business day of January in the year they plan to run. But the law also says that political parties may set their own standards for selecting candidates.
"Huge victory today," Mr. Tancredo said. "I will be on the ballot in November."
Two weeks ago, Mr. Maes held 24 percent of the vote in the same poll, with just 14 percent of voters for Mr. Tancredo. Since then, however, Mr. Maes has been dogged by accusations that he exaggerated his credentials when he said he was an undercover agent on a Kansas police force.
"In those two weeks since Labor Day, Maes has been accused of padding his resume, which is always a negative with voters," pollster Floyd Ciruli said. "Meanwhile, you have Tancredo picking up the endorsements of a number of Republicans."
The Tancredo campaign released last week a list of Colorado Republicans who have decided to cross party lines and support his candidacy. The list includes former Rep. Bob Beauprez and 16 current or former state legislators. Rep. Steve King, Iowa Republican, also has endorsed Mr. Tancredo.

Sen. Reid To Allow A Vote On DREAM Act
Univision is reporting that Sen. Reid is contacting both Democratic and Republican Senators trying to get the 60 votes needed to pass the bill.
In an interview with El Tiempo, the Spanish language version of the Las Vegas Review-Journal, Reid said...
...I will keep fighting for it. I have five or six calls I need to make to Republicans senators to see if they will work with me on this. I will call them to see if they are willing to support this.
The DREAM Act (S.729) was offered by Sen. Dick Durbin (D-Ill.) and has 38 cosponsors who are still in the Senate. Supporters of the DREAM Act say it would provide amnesty for illegal aliens who are under the age of 35 and attended high school in the United States, hold either a high school diploma or GED, and attend a U.S. college or serve in the military for at least two years.

Ehrlich Stresses 'Crossover Ability' At GOP Rally
That will be a key goal for Ehrlich in his rematch with Democratic incumbent Gov. Martin O'Malley, who won his party's nomination with about 86 percent of the vote. Democrats outnumber registered Republican voters by a 2-1 margin in Maryland.
"We feel very comfortable with where we are: unapologetically pro-business, obviously more Libertarian on social issues, very conservative on fiscal issues, and that's been a formula for me for many, many years," Ehrlich told reporters after the rally.
Business investor Brian Murphy, who was endorsed by Sarah Palin in the GOP primary race, attended the rally and spoke briefly with Ehrlich afterward. Murphy, who received nearly 25 percent of the vote in Tuesday's primary, said he is supporting the former governor now that the primary is over. But he also expressed "disappointment in the way my own party treated my candidacy and my supporters."
"All we expected was a fair and honest race, based on ideas and principles," Murphy said in a statement. "But the actions of the Maryland GOP and the RNC prevented that from happening."

Felton-Tuesday September 14, 2010 Delaware State Police investigated a rape complaint which occurred on Skinner Lane Felton, Delaware. Delaware State Police learned that on August 20, 2010 Cassandra Epperson-19 of Skinner Lane was at another residence on Skinner Lane to babysit.
Epperson was babysitting five children including the victim at the time of the incident. Epperson is alleged to have followed the victim into a bathroom at the rear of the residence and conducted inappropriate actions.
The victim later disclosed this information to his mother, who then contacted Delaware State Police. State Police obtained arrest warrants and on Wednesday September 15, 2010 and charged Epperson with Rape First Degree. Epperson was remanded to the Dolores J. Baylor Women’s Correctional Institute on $2,000 secured bond.

Transition I Fund-Raising Lunch with Special Guest Fernando Guerrero
Café 3, Wicomico High School
The first fund-raising luncheon of the year for the Wicomico High School Transition I classroom will take place Friday, Sept. 17, with guests from the school system having a great lunch to benefit students while meeting professional boxer Fernando Guerrero. Luncheon guests from the school system either dine in, carry out, or have their lunch delivered to an office within Wicomico High (deliveries and carryouts must be ordered in advance; dine-in guests may just come in). Lunch - including a choice of fried chicken, BBQ chicken or pulled pork, sides, roll, dessert and drink - is served from 10:50 a.m.-12:30 p.m. Guerrero, a nationally recognized boxer who as a Parkside High graduate who maintains close ties with his community, will arrive around 11:30 a.m. Thanks to generous community and restaurant support, the students and staff of Transition I are able to host luncheons throughout each school year to raise money to help cover the cost of a history field trip. Last year’s destination was Philadelphia and Valley Forge, and this year’s students will visit a Civil War site in connection with their studies. Transition I is a classroom dedicated to helping certificate students become as independent as possible. Teachers work with them to advance their academic levels, daily living skills, social skills, and work skills to the point that they could eventually live on their own, supporting themselves. Each of our students is involved in job training or a paid job in the community for at least two mornings per week. Every semester each student who is not in a paid job moves to another work experience to expand their vision of what they would like to do for a living when they leave school. The Transition I class studies a different period of American History each year, and plans, raises funds and takes a two-day history field trip. 410-677-5146

Northwestern Elementary will welcome young actress Sammi Hanratty at 10 a.m. Oct. 26 (instead of Sept. 17) for a presentation. She is known from the big and small screen, making her television movie debut starring opposite Lacey Chabert and Wendie Malick in ABC Family's "Hello Sister, Goodbye Life." Sammi quickly built her resume with notable guest star and recurring roles on ABCs "Pushing Daisies" (Young Chuck), "The Suite Life of Zack and Cody", "House M.D.", and CBS' "The Unit" with her older sister Danielle [Hanratty]. She also played “Chrissa Maxwell" in HBO Films' "An American Girl: Chrissa Stands Strong."

Shore students are invited to take part in a back-to-school Anti-Bullying Rally Sept. 18 at Sailwinds Park. (Due to scheduling issues, television and film actress Sammi Hanratty will not be able to attend, but the event will go on as planned.) The rally is free and open to all from 12-4 p.m. at Sailwinds Park in Cambridge with games, the Horn Point Laboratory touch tank, moonbounces and rock-climb-slide, McGruff the Crime Dog, many other activities, and prizes. The KaBOOM! National Campaign for Play is a strategy to raise the issue of play to one of National importance. On Sept. 22, the City of Salisbury will host the second annual KaBOOM! Playday 2010 on the grounds of the Mid-Shore Family YMCA (715 South Schumaker Drive.) The Day will start from 11-1:30 with a walk at the Riverwalk near Baptist St. Pavilion Downtown Salisbury sponsored by Wellness Information Nutrition and Physical Activity Coalition (WINPAC). Additional events, including games, face painting by members from Neighborhood Services & Code Compliance (NSCC) and a moon bounce will begin at Mid-Shore Family YMCA from 4-6 p.m. PlayDay 2010 will be recognized at sites from Wicomico Parks and Recreation after school programs, in addition to programs at RSVP & MAC Inc. Area on Aging.

Salisbury Middle School
The first STEM (Science, Technology, Engineering & Mathematics) Saturday of the 2010-11 school year will be held at Salisbury Middle School from 10 a.m.-noon on Saturday, Oct. 9, with students in grades 4-5 exploring the stars and the universe in “It’s a Starry, Starry Night” and middle schoolers building a bridge for competition in “Bridge Design and Fabrication.” The elementary offerings are new to the STEM Saturdays schedule this year. Anyone interested in attending a STEM Saturday event must pre-register, and early registration is recommended as the courses fill up early.
