WBI Rape Investigation

INCIDENT: Rape Second Degree

LOCATION: Broad Street Parsonsburg, MD

NARRATIVE:
In the early part of 2008 the then 16 yoa female victim was raped by the suspect in this case. Mosley held the victim against her will even as she told him no and plead with him to let her leave. Mosley detained the victim, removed her as well as his own clothing and then forced her to have intercourse with him. The entire time the victim was attempting to fight off Mosley while begging for him to stop and let her go.

A warrant was obtained for Mosley and he was apprehended in Hernando County Florida yesterday, 4/22. He has since waived extradition and will be transported to Maryland in the near future to stand trail.

Body Pulled From Port Hahon Has Been Identified

Delaware State Police have identified the body pulled from the water of Port Hahon as Lisa Mumford.

The body was identified through a DNA profile at the University of North Texas.

She was last seen alive on May 10, 2009 at her home. The investigation is still on going. The cause and manner of death are still to be determined due to the decomposition of the body.

Troopers Investigating A Suspicious Death

Delaware State Police are investigating the suspicious death of a 40 year-old male who was found by a family member last evening.

Laurel Police were called to the 800 block of West 8th Street in Laurel to check on the welfare of a resident. When police arrived they found a 40 year-old man unresponsive.

The Delaware State Police Homicide Unit was called in to assist in the investigation.

The body was turned over to the State Medical Examiner’s Office pending an autopsy pending a cause and manner of death.

Breaking News: Bus Accident

There has been a Bus Accident on Gumboro Road. Paramedics are on the scene. This involved a Bus and a Car. More to come.

We're told three students may be injured and they're sending in additional Ambulances.

UPDATE: The accident is at Gumboro Road and Workman Road. They are transporting three right now. Two students are not hurt and going home with parents.

Mayor Announces Unveiling Of Wicomico River Project At Salisbury Festival

Mayor James Ireton, Jr. is pleased to unveil his Wicomico River Project at this weekend’s Salisbury Festival. The project stems from Ireton’s promise in 2009 to make the clean-up of the Wicomico River a focus of his administration. The Wicomico River Project Board began meeting earlier this year and will be on hand at the Salisbury Festival to sign up interested citizens to be a part of the effort. The Wicomico River Project table will be located outside City Hall alongside tables for the Salisbury Marina, Salisbury Dog Park Committee, Community Development, Neighborhood Services and Code Compliance, Building Permits and Inspections, the Mayor’s Office, Internal Services and Planning and Zoning.

“I am proud of the efforts of our citizens who have brought this project to fruition. The clean-up of the Wicomico River for future generations must be at the heart of our efforts to revitalize our downtown, and ultimately the city as a whole. With the removal of abandoned barges in the works, partnering with the Department of Natural Resources underway, and efforts to address pollution in the river on-going, I am pleased that we have reached a point where we engage our citizens with tangible ways to be involved. I hope to see residents who share my concern for the river at our Wicomico River Project table at the Salisbury Festival this weekend,” said Mayor Ireton.

So it should be numerous items.

Wave Of Deadly Bombings Hits Iraq

Violence comes after the killing of top 2 al-Qaida leaders

BAGHDAD
- At least 30 people were reportedly killed in a series of attacks in Iraq Friday, including bombs targeting Shiites attending mosques in the capital Baghdad.

One car bomb exploded near the main Baghdad office of an anti-U.S. Shiite cleric, officials told The Associated Press.

Hospital and police officials say 14 people were killed in the attack on Muqtada al-Sadr's office compound as worshippers were leaving a mosque after Friday prayers. The officials spoke on condition of anonymity because they were not authorized to speak to the media.

Salisbury Festival Is This Weekend


While I have received several messages asking me about the details on the Salisbury Festival, the Chamber of Commerce has not provided this information to Salisbury News.

That being said, (for now) you're on your own. Considering this event costs the taxpayers some $300,000.00 a year, giving out the details is clearly the last thing on their mind.

They're calling for rain showers Saturday afternoon and Sunday. I did notice in today's Daily Times article about this event, no details were provided there either. Not on line anyway.

The Perfect Recipe For A Disastrous Political Economy

Republican Study Committee Chairman Tom Price (R-GA) issued the following statement after President Obama’s speech in New York City urging the passage of the Democrats’ financial legislation (a.k.a the Bailout Protection Act).

“Look past the President’s rhetoric, and you’ll find an ivory tower approach to regulating the economy being pushed by people with a startling lack of real world business experience,” said Chairman Price. “Officially labeling an institution as too-big-to-fail will give it an advantage over other companies when competing for investment capital and empower it to take bigger risks, just like Fannie Mae and Freddie Mac. Too-big-to-fail will become even bigger and more likely to fail, and the inevitable bailout that the Democrats’ plan allows will hit the American taxpayer even harder.

“The Democrats’ plan should really be known as the Bailout Protection Act. It gives unelected bureaucrats enormous latitude to cover the debt of private companies and step in with bailouts for just about any reason at all. The bailout rules will allow unions and politically favored creditors to get a better deal than regular folks who invested their hard-earned money. It’s the perfect recipe for a destructive political economy.

“This plan is a corruption of the rules of free-enterprise. It will prevent entrepreneurs and small businesses from getting access to the capital they so desperately need to expand and create jobs. With Washington picking winners and losers in this political economy, the only real winners will be the well-connected special interests who benefit from bailouts.

“The real choice is not between this ivory tower Bailout Protection Act or the status quo. House Republicans have a better solution. It comes down to a choice between more bailouts with smothering restrictions that prevent job creation or an end to the bailouts with strong consumer protections that don’t hurt small businesses’ access to job-creating investment capital. We are at a crossroads where checks and balances are needed here in Washington to stop the government takeover of virtually every aspect of the lives of Americans.”

Uncle Steny Sent Out To Issue Apology

House Majority Leader Steny H. Hoyer said Thursday he and Speaker Nancy Pelosi made a mistake when they called anti-health care protests "un-American" last year.

"That was not a good phrase, not a good use of language, it was not correct," Mr. Hoyer, Maryland Democrat, said, adding that he did not see anything wrong with vigorous debating of philosophies.

In August, in the middle of a summer in which members of Congress were sometimes shouted down at town halls by constituents furious over the health care bill, Mr. Hoyer and Mrs. Pelosi wrote an op-ed article in USA Today decrying the tenor of the debate and complaining about baseless charges.

The leaders called the protests "an ugly campaign" and said it was clear some were trying to disrupt "a civil dialogue."

"Drowning out opposing views is simply un-American," the two wrote.

Overwhelmingly, Americans See Obama Inviting Attack

Nearly two of three Americans surveyed in a new poll believe the United States is more likely to be targeted in an attack – either by a hostile military or a terrorist organization – because of the policies of President Obama.

A majority also disagree with his newly announced policy against using nuclear weapons against nations or groups that would attack the U.S. with biological or chemical weapons of mass destruction.

Citing the possibility of either a terrorist attack or a military assault on U.S. shores, the poll, the first national assessment to address the issue, asked, "Do you think the current policies of the Obama administration are making it more or less likely that the U.S. will suffer such an attack?"

Forty-six percent responded much more likely and another 13.6 percent somewhat more likely. Only about 28 percent said somewhat less likely or much less likely.

Even a combined 28 percent of Democrats conceded an attack was somewhat more or much more likely. The categories included more than 92 percent of Republicans and more than 60 percent of independents.

The poll conducted by Fritz Wenzel of Wenzel Strategies for WND also revealed that a plurality strongly disagrees with the president's promise that rules out using nuclear weapons against enemies who attack the U.S. with a biological or chemical weapon.

Potentially Deadly Fungus Spreading In US, Canada

A potentially deadly strain of fungus is spreading among animals and people in the northwestern United States and the Canadian province of British Columbia, researchers reported on Thursday.

The airborne fungus, called Cryptococcus gattii, usually only infects transplant and AIDS patients and people with otherwise compromised immune systems, but the new strain is genetically different, the researchers said.

"This novel fungus is worrisome because it appears to be a threat to otherwise healthy people," said Edmond Byrnes of Duke University in North Carolina, who led the study."

The findings presented here document that the outbreak of C. gattii in Western North America is continuing to expand throughout this temperate region," the researchers said in their report, published in the Public Library of Science journal PLoS Pathogens at http://dx.plos.org/10.1371/journal.ppat.1000850.

"Our findings suggest further expansion into neighboring regions is likely to occur and aim to increase disease awareness in the region."

The new strain appears to be unusually deadly, with a mortality rate of about 25 percent among the 21 U.S. cases analyzed, they said.

"From 1999 through 2003, the cases were largely restricted to Vancouver Island," the report reads."

Between 2003 and 2006, the outbreak expanded into neighboring mainland British Columbia and then into Washington and Oregon from 2005 to 2009. Based on this historical trajectory of expansion, the outbreak may continue to expand into the neighboring region of Northern California, and possibly further.

"The spore-forming fungus can cause symptoms in people and animals two weeks or more after exposure. They include a cough that lasts for weeks, sharp chest pain, shortness of breath, headache, fever, nighttime sweats and weight loss.

Islamic Warning To 'South Park' Still 'Remains'

Muslim extremist repeats 'death' charge, declares 'not enough' to bleep out Muhammad

A decision by Comedy Central to bleep out the words "Prophet Muhammad" on a follow-up episode of "South Park" that aired yesterday is not enough to remedy the situation, the author of an extremist Muslim website told WND today.

Younus Abdullah Muhammad, author of RevolutionMuslim.com, charged "South Park" creators Trey Parker and Matt Stone continue to "mock" Muhammad even though the Islamic figure's name was censored from a follow-up show that aired last night.

RevolutionMuslim.com earlier this week warned the "South Park" creators should be "afraid for their lives" since there is a "very real possibility" they will end up murdered like Dutch filmmaker Theo Van Gogh. The Islamic site issued the warning after an episode of "South Park" last week depicted Islam's prophet Muhammad disguised in a bear suit.

Asked today if a network decision to bleep out Muhammad's name in a follow-up show satisfied his site, Abdullah Muhammad replied, "They continue to mock. It's a blatant mockery and it's typified by their response. We declared what is Islamically permissible."

I just watched the Wednesday night on line broadcast of FNC's Special Report. One of Fox's ongoing segments on the regular broadcast is finding things hidden in the recently passed Health Care bill. I think the segment is normally on Friday nights. Bret said that one of the things that they uncovered was that the Medicare contribution was being raised from 1.9% to 3.8%. This would now be charged on ALL income to include the capital gains on selling your house. Your medium priced house of $400,000.00 will cost you a mere $15,600.00 under this HC if you decide to move. How many years years will that add to the housing turn around?

Suspect: Male Juvenile, 17, Delmar, MD


Narrative: On 20 April 2010 at 4:30 PM, a deputy from the Wicomico County Sheriff’s Office observed a pick-up truck at the Exxon Station in the 2400 block of N. Salisbury Blvd. While driving by, the deputy noticed that the hard cap over the bed of the pickup was rising up and down as if someone was underneath, pushing it up. The deputy pulled into the lot and watched as the operator of the truck finished fueling, pulled into a parking space in front of the building and went inside. The deputy observed that the hard cap continued to rise up and down as if someone was attempting to peek out.

After the operator finished his business and headed out onto Salisbury Blvd., the deputy stopped the truck to investigate why someone was hiding in the rear of the truck. Upon opening the back, the deputy located a 17 YOA juvenile who the deputy discovered had absconded from his residence in violation of electronic monitoring. The deputy also discovered the juvenile to be in possession of knife with a blade in excess of twelve inches.

The juvenile was taken into custody and brought to the Wicomico County Sheriff’s Office where the deputy contacted the Department of Juvenile Services. The juvenile was detained in the Lower Shore Children’s Center pending further adjudication.

OCPD CHARGES BALTIMORE MAN WITH CHILD SEX CRIMES

The OCPD concluded a month-long child sex offense investigation stemming from a referral from the Worcester County Department of Social Services regarding an alleged case of child sexual abuse. OCPD detectives working in conjunction with the WCDSS concluded that during the spring of 2008, the female victim, who at the time was 15 years old (the victim’s name is not being released), came to Ocean City with a 42-year-old male and a 10-year-old male. During the visit, the male was acting as the guardian for both children.

While staying at ay hotel, the suspect allegedly provided the victim with numerous alcoholic beverages. While in Ocean City the victim was sexually assaulted. During the investigation, Ocean City Police learned the suspect, identified as James Sean Bennett, 42, of Baltimore, had been recently indicted by a Baltimore County Grand Jury for an unrelated case involving multiple counts of sexual abuse of a minor and attempted 2nd degree rape involving an unrelated female.

OCPD has obtained an arrest warrant for Bennett in this case charging him with two felony counts of:
2nd Degree Child Abuse
Sex Abuse Minor
Bennett is currently free on bond in the unrelated Baltimore County case.

The OCPD is advising citizens and/or their children who have had previous contact with Bennett and believe may be the victims of a crime, to please contact the OCPD Criminal Investigation Division, Detective Nick Simpson at 410-520-5349.

Butler Fans Career High Nine Batters

– The Delmarva Shorebirds scored five runs in the first three innings and cruised to a 7-1 victory over the Greensboro Grasshoppers at Perdue Stadium on Thursday night. Tony Butler earned his first career win at Perdue Stadium in five shutout frames. Shorebirds pitching struck out 17 batters. ­

The Shorebirds wasted no time in jumping out to a 1-0 lead. Brian Conley and Ty Kelly each walked to open the bottom of the first. Tyler Townsend reached on an error by third baseman Chase Austin. Two batters later, Mikey Planeta connected on a sacrifice fly to center field that plated Conley to give the ‘Birds a 1-0 lead.

Delmarva added two more runs in the second. Two more walks by Greensboro starter Curtis Peterson and a single by Garabez Rosa loaded the bases for Townsend. The former Cape Henlopen star hit a two run single up the middle to put the ‘Birds in front 3-0.

The Shorebirds stretched out the lead in the fifth inning. Mikey Planeta singled and Tyler Stampone was hit by a pitch to set the table. Steve Bumbry then blasted a sharp single down the left field line to score Planeta. Stampone scored later in the inning on a Rosa sacrifice fly to right field.

Shorebirds starter Tony Butler was outstanding. He struck out the side in the first inning to set the tone for his start. Butler allowed just two hits through five scoreless innings. He also tied his career high with nine strikeouts.

Nick Haughian was also superb on the hill. In three innings of relief, he struck out six batters.

The Shorebirds are back to the diamond on Friday night at 7:05 p.m.

Governor Announces SunBurst Program to Install Solar Panels on State Buildings and Create Jobs

– As Marylanders across the state this week commemorate Earth Day, Governor Martin O’Malley and Howard County Executive Ken Ulman today celebrated Earth Day and green jobs in Maryland, and joined Astrum Solar, a residential and small commercial solar panel systems installation company, to install solar panels on the roof of the home of Len and Michelle Ostroff of Clarksville, Md. Governor O’Malley today also announced that the State of Maryland will nearly triple the amount of solar energy produced in Maryland over the next 12 months, by funding solar installations on 32 government buildings through Project SunBurst.

“It is an honor to be here today with County Executive Ulman, Astrum Solar, and the Ostroff family to celebrate the 40th anniversary of Earth Day and green jobs in Maryland,” said Governor O’Malley. “I am proud to announce that Maryland will nearly triple the amount of solar energy produced in the State, creating an estimated 100 jobs. Maryland continues to lead by example through clean energy programs and incentives for all sectors. Last month, Maryland led the nation in job creation, and we’re showing each day that environmental stewardship can help drive economic progress and create green jobs throughout our State. Leveraging federal stimulus funds, Project Sunburst will fund solar installations on 32 government buildings. The project, originally unveiled earlier this year, received a tremendous response from state, county and local governments. Administered by the Maryland Energy Administration, Project Sunburst will be able to fund 21 government entities installing major solar arrays on up to 32 buildings that, when completed, will have generating capacity of up to 10 MW. This would nearly triple the amount of solar currently on the grid in Maryland today and will create an estimated 100 new jobs over the course of this year.

Grants for Project SunBurst are being awarded to selected government entities at a rate of $1,000 per kilowatt (kW) on photovoltaic (PV) systems installed on public buildings. Award recipients under Project Sunburst range from public school systems throughout the State, to the Salisbury Fire Station, the City of Baltimore Convention Center, and the Maryland Port Authority Marine Terminal.

Ehrlich Honors The Bay While O’Malley Celebrates Higher Energy Prices

ANNAPOLIS – In recognition of Earth Day, Bob Ehrlich today reiterated his commitment to restoring the Chesapeake Bay while highlighting the three failures of Governor O’Malley’s energy policy.

“Restoring the Chesapeake Bay is a big task that we can achieve with even bigger ideas,” Ehrlich said. “That is why I authored the Chesapeake Bay Restoration Act in 2004, which currently prevents one million pounds of pollution from entering the Bay each year. Sadly, the O’Malley Administration this year raided that fund in an attempt to close Maryland’s record budget deficit. The only loser in that equation is our Bay and the wildlife and watermen that depend on it.

“Governor O’Malley’s photo op today belies his three failures on energy policy: He broke his pledge to stop the 72 percent increase in energy rates that hurt one million Marylanders. He failed to prevent the layoff of 320 Marylanders when BP Solar closed in Frederick last month. Finally, he enthusiastically supported a $185 million Renewable Energy Tax this year on Maryland consumers, who are already struggling with high unemployment and even higher taxes.

“We need leaders who understand that the environment’s well being and that of Maryland’s families and economy are not mutually exclusive. As governor, I will hand our kids a cleaner Bay than the one we inherited without adding to the hundreds of thousands of Marylanders who are currently in the unemployment line.”

BACKGROUND: In the 2010 legislative session, Governor O’Malley championed Senate Bill 277, a solar energy mandate that lawmakers predict will cost Maryland customers $185 million in the coming years. As part of the Budget Reconciliation and Financing Act, Governor O’Malley also raided the Chesapeake Bay Restoration Fund by $155 million, weakening Maryland’s ability to prevent the flow of dangerous pollutants into the Bay and its tributaries.

– In support of National Crime Victims’ Rights week, the Maryland State Police, along with community partners and other law enforcement agencies, are reminding citizens how they can help protect their communities. When searching for a criminal on the run, police rely on leads from a variety of sources, including the public. By making an anonymous phone call, a citizen with valuable information can help lead police to the location of a wanted fugitive. In today’s “Right to Know: How to Keep From Becoming A Victim,” the focus is on protecting your communities and keeping dangerous criminals off the streets by providing useful information to police.

An important resource available to the public is Comcast’s signature Fugitive Files On Demand program, which launched in Maryland in 2006. Fugitive Files On Demand features regularly updated video profiles of individuals from Maryland’s statewide “Most Wanted” list. Comcast Digital TV customers can view Fugitive Files On Demand video profiles any time of the day or night at no additional cost. The profiles include information on how viewers with knowledge about the profiled individuals can contact the police anonymously.

Fugitive Files is the first public service programming of its kind utilizing video on demand to expose the identities of dangerous fugitives to the public. Each criminal profiled on Fugitive Files has a warrant out for his/her arrest for violent crimes including murder, assault, rape and/or gang violence.

Another valuable partnership between law enforcement and the media is with WBFF TV Fox 45. Weekly Saturday night newscasts, which are also available to Comcast customers, features a segment called, “Maryland’s Most Wanted”. A profile of one or two criminals, who are on the run in the Baltimore region, is described by a uniformed Maryland State Trooper. The public is then asked to call police if they have any pertinent information on the fugitive being profiled. The Maryland State Police has partnered with Fox 45 for over ten years in this crime fighting effort.

“It is an absolute necessity to promote cooperation between law enforcement, the community and the media,” said Colonel Terrence B. Sheridan, Superintendent of the Maryland State Police, “The public has the right to know they have the power to help law enforcement make a difference in their communities by making a phone call and sharing relevant information that could lead to a capture.”

“We are committed to promoting public safety and providing On Demand programming that is meaningful to our local community,” said Noah Kodeck, Director of Local On Demand Programming for Comcast. “Maryland’s Fugitive Files On Demand is another way Comcast is using its signature technology to make a positive difference.”

To view Maryland’s Fugitive Files On Demand, Comcast Digital TV customers can tune to Channel 1 on their Digital TV lineup or press the On Demand button on their remote control, then click on the “Get Local” section. Segments are produced on a monthly basis by the Maryland State Police Media Communications office and a Comcast video production crew at state police headquarters in Pikesville.

Motor Vehicle Collision

LOCATION: E/B Route 50 Business E/O Baptist Street, Salisbury, MD

BRIEF RESUME:
On 4/23/2010,
at approximately 0156 hours troopers from the Salisbury Barrack responded to a motor vehicle collision in the area of east bound Route 50 east of Baptist Street. There was road construction being conducted at the time of the collision and traffic was stopped in the roadway. The white Ford Explorer driven by Brad Wootten did not observe the traffic stopped and rear ended a passenger car at the end of the road closure. The initial collision caused a multi-car collision that resulted in four vehicles being damaged. Wootten fled the scene of the collision and was later stopped by troopers in the area of the collision. He was found to be under the influence of alcohol and was placed under arrest. Wootten is charged with driving under the influence of alcohol, leaving the scene of the collision, and negligent driving.
