WCSO Arrest Armed Robbers
Incident: Robbery
Date of Incident: 20 April 2010
Location: 7900 Royalty Way, Salisbury, MD
Suspect: 1. Charles E. Vane, 18, Quantico, MD
2. Ekoye E. Spates, 18, Salisbury, MD
3. Ricky S. Sanabria, 17, Hebron, MD
Narrative: On 20 April 2010 at 10:27 PM, the Wicomico County Sheriff’s Office received a call in reference to an armed robbery that had just occurred in the parking lot of the Royal Farms store at 7900 Royalty Way in Salisbury. Upon arrival, the deputies located four individuals who stated they had been accosted at gun point at the Royal Farms store. Their account stated that while in the parking lot, three individuals pulled next to them in a white Chevrolet Camaro and two of the occupants point handguns at them and demanded money. One of the victims stated he gave the subjects cash and they then fled the area.
During the investigation, deputies managed to identify a possible suspect involved and went to his residence in the Hebron area where they located the white Camaro.
Upon arrival, Charles Vane and Ekoye Spates were still inside the vehicle. Ricky Sanabria was also located on the property.
Deputies located two loaded 9mm semi-automatic handguns, both with a chambered round, inside the Camaro.
After further investigation deputies placed Van, Spates and Sanabria under arrest for the Armed Robbery. One of the suspects, Ekoye Spates, was also discovered to be in possession of cocaine. All three were transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner.
After an initial appearance, all three were detained by the Commissioner in lieu of $500,000.00 bond each.

SALISBURY SEWAGE PLANT LAWSUIT TO BE TRIED RIGHT HERE!
The Federal court in Baltimore has said thanks, but no thanks, to the engineer firm Obrien & Gere that the City of Salisbury has sued for its alleged bad design, etc. of the facility that still (?) does not work properly. This is a victory of sorts for the home team, as it will mean a local jury trial, which the City has demanded, and somewhat lower legal fees and costs of litigation.
And now the brawl can proceed before our very eyes!

Trooper’s Arrest Suspect For C.D.S. Violations

BRIEF RESUME:
On 04/21/2010 at approximately 1513 hours troopers from the Salisbury Barrack stopped a 2010 Gold Ford Fusion bearing North Carolina registration YST3313 for a traffic violation. The traffic stop occurred in the area of US Rt. 13 S/B south of Rt. 12 in Wicomico County MD. During the traffic stop troopers detected the odor of marijuana and conducted a probable cause search on the vehicle.
The search revealed 32 pounds of marijuana which was concealed in a US Post Office priority cardboard box and two black plastic bags which were inside the trunk of the vehicle.
Both the driver and passenger were arrested.

Driver Charged In June’09 Fatal Crash
His arrest came as a result of the investigation by DSP Collision Reconstruction Unit members and a review of the case by the Attorney General’s Office. Mr. Parker voluntarily turned himself in and was released on a $1,000.00 unsecured bond.
Massive Manual PC Cleanup Expected After McAfee Error
News reports and Twitter chatter suggest thousands of Windows PCs in large organizations around the globe were thrown into fits of rebooting yesterday after antivirus giant McAfee distributed a routine update carrying an egregious error.
Now each one of those computers will have to be manually cleaned. Affected organizations can expect to expend a minimum of 30 minutes of manual labor per PC to get each one back into working order, says Steve Shillingford, CEO of tech forensics firm Solera Networks.
"There's no way to automate the process," says Amrit Williams, CTO of security management system company Big Fix. "It will take however long it takes to touch each single machine. The companies affected by this could be dealing with this for days or weeks."
In a blog posting late Wednesday, McAfee executive vice president Barry McPherson said "less than one half of one percent of our enterprise accounts globally" were affected. "McAfee teams are working with the highest priority to support impacted customers," he says.

Buying Green Won't Change A Thing
Buying green and changing personal behavior won't save the planet.
With apologies to a cliché that predates the advent of Earth Day by a year, it is easy being green. Too easy. From adorable reusable shopping bags and organic clothing to hemp shower curtains (no nasty petroleum-based vinyl liner!) and "natural is now fun!" beauty products for girls, the proliferation of green products makes doing our bit for the planet a blast, since Americans can combine environmentalism with their favorite sport, shopping. Indeed, a Gallup poll released this month finds that large majorities of Americans are shopping for the good of the planet: 76 percent said they'd bought a product specifically because they thought it was better for the environment.
Shopping for the planet is just one manifestation of how green activism has gone seriously off course as it has spread a gospel of personal change rather than collective action. Of the Nature Conservancy's five recommendations for Earth Day, four—figure out your carbon footprint here, time your shower, go for a walk (!), and find a farmers’ market—involve individual behavior. Only a single suggestion, "speak up on climate change" by letting lawmakers know you support the energy and climate bill that Sens. Kerry, Lieberman, and Graham plan to introduce this week, gets at the only kind of change that has been shown in the 40 years since the first Earth Day to make a difference.

BREAKING NEWS: Home Sales Surge Amid Government Incentives
WASHINGTON - Home sales rose more than expected in March, reversing three months of declines, as government incentives drew in buyers and kicked off what's expected to be a strong spring selling season.
The National Association of Realtors says sales of previously occupied homes rose 6.8 percent to a seasonally adjusted annual rate of 5.35 million last month, the highest level since December. February's sales figures were revised downward slightly to 5.01 million.
Sales had been expected to rise about 5.2 percent to 5.28 million, according to economists surveyed by Thomson Reuters.

Mock Crash At Wi-Hi
Early this morning the WCSO, SPD & the SFD conducted a "Mock Crash" at Wi-Hi. It was announced that this was the biggest attendance they had ever had.
I was personally surprised at how they produced this event and I'm confident the students learned a few things about drinking and driving, especially during Prom Week.
After they finished outside they assembled in the auditorium where key speakers Sheriff Mike Lewis and John Holloway spoke openly with students from all over the County. We will produce a video this evening of Sheriff Mike Lewis' speech as I want to make sure all young children who did not attend are forced to sit down in front of Salisbury News to watch his message. It was very powerful.

Democrats Ready Radical Agenda
Democrats in the House and Senate are gearing up for a major push to advance their radical agenda while they still have an overwhelming advantage on Capitol Hill. Last week, Roll Call reported that House Democrats plan to pass a major homosexual rights bill called ENDA by May. Reuters notes that cap and trade legislation will be unveiled in the Senate by the end of month, and Politico reports that Speaker Nancy Pelosi and Senate Democrat Leader Harry Reid met late yesterday and agreed to bring up an amnesty bill for illegal immigrants this year. Each issue is a priority of the far Left.
The Employment Non-Discrimination Act (ENDA) elevates homosexual behavior to the same protected legal status as race and religion. Business owners and institutions that adhere to Judeo-Christian values will be forced to compromise their beliefs if this legislation passes. And this year, Democrats have taken their extremism to a new level by including special protections for transgenderism and gender identity – whatever those are. With unemployment hovering near 10% and out-of-control deficit spending, why is appeasing the militant homosexual movement so high on the Democrats’ “to do” list?
If that radical assault on our values wasn’t bad enough, Obama’s allies in the Senate, led by Massachusetts liberal John Kerry, are pushing legislation to tax and regulate carbon. We live in a carbon-based economy, so when you hear “carbon,” think energy. Democrats want to tax and regulate energy production.
Think about everything you do in the course of a day that requires energy in any form. How many of you flip a light switch first thing in the morning? Do you drive to work? Use a computer or other machines? Do you like air condition in the summer? All of it will be taxed more if the Left gets its way. If you thought unemployment was bad now, wait until this massive job-killing tax hike leads to $7.00 a gallon gas.
And then there’s “immigration reform.” With this leftwing president and this liberal Congress, it can only mean one thing: amnesty. Reports indicate that President Obama has already started calling members of the Senate to push the issue. But I don’t think the public is in any mood for amnesty. In fact, the Arizona legislature just passed one of the toughest anti-illegal immigration laws in the country. A new Rasmussen poll finds that 70% of likely voters support the law, including 69% of Independent voters and even 51% of Democrats. Moreover, 73% say that securing the border is more important than legalizing “undocumented workers.”
With unemployment so high, there’s no shortage of workers – there’s a shortage of jobs. This is not the time to legalize millions of illegal aliens. But Obama and his allies may well need millions of new voters as the country turns against their radical agenda.
Still Falling
A new Quinnipiac University poll of registered voters finds that President Obama’s 44% approval rating is “his lowest approval rating since his inauguration.” On specific issues, 55% disapprove of his handling of the economy and healthcare. Among Independent voters, Obama is running a 12-point deficit – 38% approve and 50% disapprove. According to Peter A. Brown, assistant director of the Quinnipiac University Polling Institute, “The White House had predicted passage of the health care overhaul would boost his fortunes, but that has not been the case, and that legislation itself remains decidedly unpopular.”
But at least that’s better than the Democrat-dominated Congress. Just 20% of registered voters (16% of Independent voters) approve of Congress’ job performance.
While we’re on the subject of polls, a new CNN poll finds that 73% of Americans want President Obama to nominate a moderate (37%) or a conservative (36%) to the Supreme Court. But 61% expect Obama will nominate another liberal to the high court.
Interestingly, the same poll found increasing support for the right to life. Just 34% of adults said abortion should be legal in most or all circumstances, while 64% said abortion should be illegal or legal in only a few circumstances. Two years ago, those numbers were 37% and 61%.
Unfortunately, I guarantee that this radical president will nominate a liberal, pro-abortion justice who is committed to Roe v. Wade’s abortion-on-demand regime.
Telemarketing Scam
I just got a call from somebody claiming to represent an organization that "helps terminally ill cancer patients in their struggle."
I asked if it was a solicitation, and the girl dodged the question.
I told her we are on the Do Not Call list.
She said "We are exempt from that-- we are a non-profit."
She was very pushy.
I told her to put us on their Do Not Call list and not to call anymore.
That's when she started ranting-- she said "You don't want to help? You won't help these people??"
She was interrupting, rude,and very aggressive-- trying to intimidate me.
Typical behavior of a scam.

Prayers Needed
I would like to let our community that a Friend is in PRMC and in need of our prayers.
Barbra Mixter had a lung transplant some years ago. Because of her transplant from a donor, Barbra and Steve were determined to give back in some way.
As Steve is a car guy (64GTO), they were the driving force behind forming the Wheels That Heal Car Club.
WTHCC started with a few people and today we are around 85 members and families.
During this time Barbra was on the donation committee charged with finding worthy recipients of the donations raised by WTHCC.
Over the years WTHCC has run the Cruise For A Cause in the fall. Thousands of dollars have been raised and given to people in need.
Remember the little boy burned by a BBQ fire near Pittsville/Whaleyville. He and his family were one of those helped by the Car folks.
All of the Car community is supportive of the Mixters during this time.
I hope folks will say a little prayer for a Family that has given so much to the community.

Calling For Reform, Obama Warns Of More Crises
WASHINGTON - President Barack Obama will urge Congress Thursday not to let the chance for an overhaul of Wall Street regulations slip away and will warn of the risk of another financial crisis if reforms are not enacted.
In a speech in New York laying out his case for legislation to crack down on Wall Street regulation, Obama will tap into widespread anger at large financial institutions by highlighting the impact of the 2008-2009 financial crisis on the broader economy. The speech is scheduled for 11:55 a.m. ET.
"One of the most significant contributors to this recession was a financial crisis as dire as any we've known in generations," Obama will say, according to excerpts from his speech released by the White House.

Teacher's Aide Accused Of Beating Special Needs Student
In a press conference today, a family spokesperson announced the allegations.
"An attack such as this is terribly horrifying within itself, but what makes this more sickening … and more unexcusable is the fact that this attack happened to a 14-year-old child … that has a mental handicap and mental capacity of a 6-year-old child," Blitz Associates CEO Natalie Williams said.

Obama Suggests Value-Added Tax May Be An Option
Before deciding what revenue options are best for dealing with the deficit and the economy, Obama said in an interview with CNBC, "I want to get a better picture of what our options are."
After Obama adviser Paul Volcker recently raised the prospect of a value-added tax, or VAT, the Senate voted 85-13 last week for a nonbinding "sense of the Senate" resolution that calls the such a tax "a massive tax increase that will cripple families on fixed income and only further push back America's economic recovery."
For days, White House spokesmen have said the president has not proposed and is not considering a VAT.
"I think I directly answered this the other day by saying that it wasn't something that the president had under consideration," White House press secretary Robert Gibbs told reporters shortly before Obama spoke with CNBC.
After the interview, White House deputy communications director Jen Psaki said nothing has changed and the White House is "not considering" a VAT.
Many European countries impose a VAT, which taxes the value that is added at each stage of production of certain commodities. It could apply, for instance, to raw products delivered to a mill, the mill's production work and so on up the line to the retailer.
In the CNBC interview, Obama said he was waiting for recommendations from a bipartisan fiscal advisory commission on ways to tackle the deficit and other problems.
When asked if he could see a potential VAT in this nation, the president said: "I know that there's been a lot of talk around town lately about the value-added tax. That is something that has worked for some countries. It's something that would be novel for the United States."
"And before, you know, I start saying 'this makes sense or that makes sense,' I want to get a better picture of what our options are," Obama said.
He said his first priority "is to figure out how can we reduce wasteful spending so that, you know, we have a baseline of the core services that we need and the government should provide. And then we decide how do we pay for that."

Democrats’ Plans Ignore Fannie Mae And Freddie Mac
“Officially, the Congressional Budget Office expects the bailout of Fannie Mae and Freddie Mac to cost taxpayers $380 billion,” said Chairman Price. “Unofficially, Democrats promised the companies an infinite bailout, forcing taxpayers to choke down all $1.6 trillion of their combined debt if necessary. At this point, that $1.6 trillion debt may as well be issued in U.S. Treasury bonds.
“The largest taxpayer bailout did not go to Bear Stearns, AIG, or Goldman Sachs; it went to Fannie Mae and Freddie Mac. But those are the two government-created entities President Obama will likely not mention in his speech on Wall Street tomorrow because the Democrats’ notion of financial reform ignores them completely.
“The Democrats’ plans are bad enough by perpetuating and codifying Washington’s bailout mentality. They are made even worse because Democrats just do not care to acknowledge the huge role Fannie and Freddie’s reckless decisions played in the financial meltdown. This intentional omission is a sure way to guarantee more bailouts in the future.
“House Republicans introduced a better solution last year that protects consumers and ends the bailouts for everyone, including Fannie and Freddie. The too-big-to-fail guarantee that allowed their irresponsible decisions to tank our economy must come to an end.”
Issa Applauds Appeals Court Decision To Temporarily Reinstate ACORN Funding Ban
WASHINGTON D.C. – On Wednesday, U.S. Rep. Darrell Issa (R-CA) Ranking Member of the Committee on Oversight and Government Reform and Judiciary Committee Member released the following statement on the U.S. Court of Appeals Second Circuit decision to stay the December 2009 injunction by Clinton-appointed Judge Nina Gershon that the Congressional funding ban on the Association of Community Organizers for Reform Now (ACORN) was unconstitutional. As a result, as the U.S. Court of Appeals further reviews the case, the Congressional funding ban will go back into effect, and ACORN will not receive taxpayer dollars.
“I applaud the Court of Appeals for immediately addressing the effects of Judge Gershon’s attempt to legislate from the bench. Today’s action immediately restores the congressionally mandated ban on funding ACORN and its affiliates as a result of their criminal conduct and wasting of taxpayer dollars. Congress has the constitutional right to deny an organization the benefit of taxpayer dollars.
“With today’s action by the Appeals Court, the Obama Administration must take immediate steps to re-implement the funding ban for ACORN Congress put in to law. In recent months, ACORN has undergone a rebranding campaign to disguise itself and its affiliates. As a result, the White House and all federal agencies must be extremely vigilant to ensure that rebranded organizations who have continued to make deals and maintain connections to ACORN don’t receive taxpayer dollars.”
Read My Lips..
As the Associated Press reported Thursday, the president said he was 'amused' by the Tea Party faithful gathering in cities across America to protest soaring government spending, ballooning debt and the explosion in taxes that will be needed to pay for it all. 'You would think they'd be saying thank you,' he said.
And why should they be thankful? As the president himself said on his weekly radio address a week ago, 'one thing we have not done is raise income taxes on families making less than $250,000; that's another promise we kept.' In fact, that wasn't his promise at all.
Here's what candidate Obama really said in September of 2008: 'Under my plan, no family making less than $250,000 a year will see any form of tax increase. Not your income tax, not your payroll tax, not your capital gains taxes, not any of your taxes.'
Got that? 'Not any of your taxes.'
The claim of no tax hikes on those below $250,000 as a result of the current administration's policies is completely and utterly false.
A report from the House Ways & Means Committee's GOP members notes that, since January 2009, Congress and the president have enacted $670 billion in tax increases. That's $2,100 for each person in America.
At least 14 of those tax hikes, the report says, break Obama's pledge not to raise taxes on those earning less than $250,000. Roughly $316 billion of the tax hikes -- 14 increases in all -- hit middle-class families, the report says."
Does Paul Wilber Have A Conflict?
Paul Wilber is Salisbury’s city attorney. He is also an attorney in private practice. Therefore, it is logical that a conflict may arise from time to time between one client (the city of Salisbury) and another client. I wouldn’t think that this would be a particular problem – provided that Wilber discloses such a conflict to all parties (and the public) as soon as that conflict comes to Wilber’s attention.
Next Monday the Salisbury City Council is expected to consider a request for a special zoning exception for a property at 505 Collins Avenue. This property, which was permitted as a single family residence, now claims (or I should say, the owner claims) to be a “Veterans’ Home”. Translation – the owner wishes to put a boarding house in a district zoned for single family residential properties. OK, this kind of stuff happens all of the time. What’s the problem?
Well, it seems that at least one of the parties involved, a Mr. Jerry Black, happens to be a client of none other than Paul Wilber. That’s right! The same Paul Wilber who currently serves as the Salisbury City Attorney. Mr. Wilber serves as the registered agent for the corporation operated by Mr. Black.
So far, Mr. Black has appeared before the city planning commission. The matter has been discussed in council work session. The matter is due to be considered in a council legislative session in four days. YET, Mr. Wilber has not bothered to inform the planning commission, the city council, or the public that he has an attorney / client relationship with Mr. Black. I have no idea whether he has informed Mr. Black about both relationships, although I’m confident he is aware of the situation (he is using another law firm in this matter).
This isn’t the first time that there have been apparent conflicts between Wilber’s duties as city attorney and his private law practice. About 2 1/2 years ago, Wilber’s firm represented a party in a dispute with the developers of the Old Mall project. Given the city’s TIF financing of the project, one would argue that this may cause a problem.
To be fair to Wilber, I have neither heard of any actions by Wilber that were not in the city’s best interest in this matter, nor do I have any evidence of double dealing by Wilber. However, that isn’t really the point. The Salisbury City Council needs to demand that Wilber answer some questions IN PUBLIC:
- What is your relationship with Mr. Black? Is it ongoing?
- Is Mr. Black aware of your relationship with the city and has he waived any potential conflict?
- Why didn’t Wilber disclose his relationship with Mr. Black prior to any involvement on his part on behalf of the city of Salisbury?
- When, exactly, was Mr. Wilber planning on disclosing his relationship with Mr. Black?
I’m quite sure that councilwomen Debbie Campbell and Terry Cohen have a few other questions. Needless to say, the Barrie Comegys bloc doesn’t have much concern with little matters like this. Shanie and Louise still want to give everyone raises and spend money on “worthy projects” like “The Bricks” and that brown field known as “Linens of the Week”.
After Wilber makes his mea culpa, perhaps councilwoman Shanie Shields can explain why she isn’t conflicted out due to a financial relationship with the property’s owner.

Ariz House: Check Obama's Citizenship
The House approved the measure on a 31-29 vote, sending it to the Senate.
It would require U.S. presidential candidates who want to appear on the ballot in Arizona to submit documents proving they meet the constitutional requirements to be president.
Supporters say the bill would help settle a controversy over whether Obama was born in the United States.
Opponents say it's a waste of time that makes Arizona mocked by the rest of the country. Obama has released his Hawaii birth certificate proving he's a "natural-born citizen" qualified to be president.

All the President's Goldman Sachs Men
Obama is headed to Wall Street on Thursday to demand "financial regulatory reform" -- just as the U.S. Securities and Exchange Commission has filed civil suit against Goldman Sachs for mortgage-related fraud. Question the timing? Darn tootin'. There are no coincidences in the perpetually orchestrated Age of O. Everyone from disgraced former New York Attorney General Eliot Spitzer to analysts at the Brookings Institution and Barclays Capital to the GOP leadership and Rush Limbaugh has noted the reeking political opportunism in the air.
As the New York Post reported Tuesday, the Democratic National Committee immediately bought sponsored Internet ads on Google that direct web surfers who type in "Goldman Sachs SEC" to Obama's fundraising site. "It's time to hold the big banks accountable," the money-grubbing DNC message bellows. But just like his crony capitalist predecessor George W. Bush, Obama has relied on Goldman Sachs and Wall Street power brokers to engineer massive government interventions to "rescue" failing businesses with the tax dollars of ordinary Americans.
While irony-challenged Democratic candidates like mob-linked banker Alexi Giannoulias in Illinois (who hopes to fill Obama's old Senate seat) call on Republicans to return their fat-cat Goldman Sachs donations, the Democrats are silent on the $994,795 in Goldman Sachs campaign cash that Obama bagged. The class-warfare Dems are also mum on all the president's Goldman Sachs men sitting in the catbird's seat:

Confirmed! Global Warming Is 'Settled' – As A Scam
Al Gore's insistence that global warming is "settled science" has been used to defend claims humanity is on the edge of destroying the world. Now author Brian Sussman, whose book "Climategate" is being released Thursday – Earth Day – agrees it's "settled," as a scam.
Sussman unveils in his book evidence that the move to restrict carbon-dioxide emissions, tax a multitude of energy programs and create a "Big Brother" that would limit household energy use, among other programs, is a move to give government unlimited control over people.
National Public Radio reported in 2007 how Gore took his "climate-change crusade" to Congress and said the science on the issue was "settled." Then in 2009 the Environmental Protection Agency declared carbon dioxide and other emissions are endangering the future of the world.

Mammoth tax hikes for all while union bosses reap millions
Senate Vote Possible this Week
County and municipalities budgets will be dealt a huge financial blow if forced to pay salaries of union bosses that will bankrupt local coffers.
Looming on the horizon is the Police and Firefighter Monopoly Bargaining Bill (S. 3194).
This is the first step in forcing ALL state and local public employees under Big labor's thumb.
In California, the city of Vallejo went bankrupt after nearly 75% of its budget was spent on UNIONIZED police and firefighters. Now with a $26 billion state budget deficit, the out-of-control union bosses are threatening strikes rather than taking blame for the problems and shouldering needed cuts.
In other states where union bosses have been granted monoply bargaining privileges over public sector workers similar problems are seen.
The Mayor of Lancaster, Pennsylvannia states struggling cities are 'handcuffed' by public sector monoply bargaining.
If Big Labor's allies ram the Police and Firefighter Monoply Bargaining bill into law, this kind of dysfunction will affect all municipalities.
This bill will force:
*state and local governments already experiencing severe budget shortfalls to pay the salaries and perks of union bosses.
In the Post Office alone, taxpayers have been forced to fund over 1.75 million hours of union organizing.
*small communities that depend on volunteer police and firefighters for their safety will be forced to do without them.
Or these communities will have to deal with mammoth tax hikes to pay for union boss-controlled public safety workers.
The Police and Firefighter Monoply Bargaining Bill will do nothing to stop crime or make our communities safer.
On the contrary, forcing police and firefighters under the control of power-mad union bosses tend to drive many of the best men and women out of their jobs.
Local and state public officials even if so inclined to stand up to the federal government, will be able to do little.
Under the provisions of S. 3194, regardless of state and local officials, every police officer and firefighter will be handed over to union boss control. If municipalities refuse to go along, the Federal Government will step in and turn over first responders to Big Labor.
As with all labor negoiations, there is the possibility of a break down and the resulting strike.
This legislation will pit honest taxpayers against the very dedicated people that protect the populace.
Police may be ordered to strike leaving communities unprotected.
Union militants may set up picket lines around fire stations.
This is dangerous legislation.
Union members will also be subject to 'card check' which seeks to abolish the secret ballot while intimidating prospective members with home visits. No one should be subject to strong armed tactics or intimidation in their home. Employees deserve a secret ballot without pressure from union thugs that scrutinize the vote.
NO one wins and everyone loses.
Please speak out against this dangerous bill which may come to a vote within days. If passed the Police and Firefighter Bargaining Bill (S.3194) could force America's public safety workers under union boss control.

"Working Together for Children" Teacher of the Year Special Now Airing On PAC 14
A special Wicomico Teacher of the Year edition of "Working Together for Children" is now airing on PAC 14 (Comcast Channel 14). The show will air at 8 a.m. and 6:30 p.m. Thursday, April 22, as well as other times throughout the month.
The 40-minute show features the 2010-11 Wicomico Teacher of the Year, Lisa E. King of Delmar Elementary, as she is named Wicomico’s top teacher, celebrates with her school the next morning, and is interviewed by Working Together host Aaron Deal, himself a former Wicomico and Maryland teacher of the year.
The show celebrates all 25 semi-finalists for 2010-11 Teacher of the Year, giving insight into what they love about teaching and taking viewers into their classrooms.

Suspect: Brandon L. Meekins, 24, Salisbury, MD
Narrative: On 19 April 2010 at 12:40 PM, deputies from the Wicomico County Sheriff’s Office responded to a reported altercation in the 27000 block of Log Cabin Road for a reported altercation between a couple that resided together there. Upon arrival, they met with a female who advised her boyfriend Brandon Meekins was examining her cell phone when Meekins became upset and began assaulting the female victim. The victim stated that Meekins punched her in the face and pushed her through the glass storm door. The deputy saw signs of physical injury on the victim along with a broken front storm door that corroborated her account.
The deputy placed Meekins under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Meekins in the Detention Center in lieu of $7,500.00 bond

Narrative: On 20 April 2010 at 9:48 AM, a deputy from the Wicomico County Sheriff’s Office ran the registration plate on a vehicle utilizing his in car Mobile Data Terminal and discovered the vehicle he was behind had its registration suspended for an insurance violation. Upon stopping the vehicle and approaching the occupants, the deputy observed what the deputy recognized as marijuana stems on the passenger’s shirt and pants. When the deputy also observed a marijuana stem on his lips, the deputy realized that the passenger, Jack Braboy was attempting to destroy marijuana he had in his possession by eating it. Braboy then spit out what the deputy recognized as marijuana and the remnants of a cellophane baggie into Braboy’s palm.
The deputy was able to collect the marijuana as evidence and subsequently placed Braboy under arrest. Braboy was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released him on Personal Recognizance.

Narrative: On 20 April 2010 at 10:54 AM, a deputy from the Wicomico County Sheriff’s Office responded to a reported problem at the Maple Shade Youth Center on Ocean Gateway in Mardela Springs. Upon arrival, the deputy observed one of the residents, John Garrett, walking up the driveway that led to the facility while ripping up mail that was destined for Maple Shade. During a subsequent investigation and interview with staff members, the deputy learned that Garrett had thrown a rock at a van owned by the facility causing one of the windows to shatter.
The deputy placed Garrett under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Garrett on Personal Recognizance.

HOW TO KEEP FROM BECOMING A VICTIM
TODAY: PROTECTING YOURSELF FROM AUTO THEFT
(Pikesville, MD) – In conjunction with National Crime Victims Rights Week, the Maryland State Police and their community partners are observing a victim’s right to know about the resources available to them in times of need. In today’s “Right to Know: How to Keep From Becoming A Victim,” the focus is on protecting yourself from becoming a victim of auto theft by taking precautionary measures and utilizing some of Maryland’s free programs.
In terms of auto theft, today’s preliminary year end statewide report for 2009 reports almost 20,000 vehicles stolen. Although this is a number that has been steadily decreasing over the past few years, law enforcement and government continue their efforts to further reduce the trend in vehicle theft.
The Maryland State Police, along with the Maryland Vehicle Theft Prevention Council and the Maryland/Washington, D.C. Anti-Car Theft Committee continuously work to educate Maryland’s communities about auto theft prevention. There are also free statewide programs available to Marylanders to help decrease the odds of ever becoming a victim of auto theft.
The Watch Your Car program is provided as a public service to owners of vehicles registered in Maryland. Currently, there are 40,000 vehicles registered in this free program. Vehicle owners sign an agreement stating their vehicle is not normally used between the hours of 1:00 a.m. and 5:00 a.m. Official Watch Your Car decals are then displayed on the front windshield and rear window, which indicates the vehicle is registered in the program. If a police officer observes the vehicle being driven anywhere in the United States during these hours, they may stop the vehicle and verify the vehicle owner or a person designated by the owner is operating it. Another program made available to Marylanders free of charge is Vehicle Identification Number (VIN) etching. VIN etching is the permanent engraving of a vehicle’s federally registered vehicle identification number on its windshield and windows. Cars and trucks are frequently stolen for one of two reasons, resale value or individual parts. VIN etching is often seen as a deterrent to thieves because it’s difficult for thieves to profit from selling the windows and windshields. It also makes it hard for them to dispose of the vehicle once it has been stolen.
The Maryland/DC Anti Car Theft Committee (MD/DC ACT) is a non-profit organization dedicated to reducing auto theft through support for law enforcement. There are many preventive techniques that motorists can incorporate into their daily routines. The Maryland State Police encourages the use of the following tips to avoid becoming a victim of auto theft:
1) Lock your car and take the key.
Maryland Auto Theft Units report approximately 30 percent of vehicles are stolen with a key. Leaving your vehicle running or just leaving the keys inside the vehicle, serve as an invitation for a thief to steal your property.
2) Etch your Vehicle Identification Number (VIN) on your vehicle.
Getting a VIN number etched on your vehicle makes it difficult for a thief to market your stolen car parts. It is similar to writing your name on your property so that when police recover the vehicle, it can be properly identified.
3) Never leave valuables in plain view, even if your car is locked.
The majority of cars are stolen by ‘opportunists’. Valuables left in the car are an invitation to criminals. Crime prevention begins at home by keeping your vehicle safe.
4) Never leave personal identification documents, vehicle ownership title, or credit cards in your vehicle.
Many times, stolen vehicles are used to commit other crimes. Leaving identifying information about yourself in your vehicle can result in identity theft. Instead, always have your license plate and VIN numbers handy in the event you become a victim. This will assist police with the recovery of your vehicle.
5) Explore the options of anti-car theft options that come installed with the vehicle or after market devices that are visible from the outside of the vehicle.
Any protection is better than no protection. Any easy to use and inexpensive anti car theft device will deter many criminals. Explore the purchase of a vehicle theft tracking device, security system, or a steering wheel locking device, especially if you own a frequently stolen model vehicle.
“By impacting auto theft crimes, we know we are impacting other crimes in progress,” said Colonel Terrence B. Sheridan, Superintendent of the Maryland State Police. “Auto theft crimes lead to other criminal acts such as carjacking, handgun violations, and armed robberies. Marylanders can assist law enforcement in continuing to reverse the trend in auto thefts.”

Navy SEAL Cleared In Iraq Abuse Case
BAGHDAD - A U.S. military jury cleared a Navy SEAL Thursday of failing to prevent the beating of an Iraqi prisoner suspected of masterminding a 2004 attack that killed four American security contractors.
The contractors' burned bodies were dragged through the streets and two were hanged from a bridge over the Euphrates river in the former insurgent hotbed of Fallujah, in what became a major turning point in the Iraq war.
The trial of three SEALs, the Navy's elite special forces unit, has outraged many Americans who see it as coddling terrorists.

MARYLAND TO RECEIVE $20 MILLION AS PART OF U.S. DEPARTMENT OF ENERGY’S RETROFIT RAMP-UP INITIATIVE
“This increased investment means the creation of up to 5,400 jobs to benefit Maryland's economy as well the significant impact of helping 4,000 families who own or rent homes,” said Governor Martin O’Malley. “This initiative also assists small businesses and communities to save money and energy by improving energy efficiency in their workplaces. More importantly, this will stimulate private investment which will ensure the sustainability of these programs and help expand Maryland's burgeoning green workforce.”
In addition to the $452 million Recovery Act investment, the 25 projects announced today will leverage an estimated $2.8 billion dollars from the private sector over the next 3 years to retrofit hundreds of thousands of homes and businesses across the country.
The Retrofit Ramp-Up projects, which are part of the overall $80 billion Recovery Act investment in clean energy and energy-efficiency, complement the Obama Administration's 'Recovery through Retrofit' initiative, which lays the groundwork for a self-sustaining and robust home energy efficiency industry. The awards are the competitive portion of DOE's Energy Efficiency and Conservation Block Grant (EECBG) Program, which was funded for the first time under the Recovery Act to help state, local, and tribal communities make strategic investments in improving energy efficiency, reduce energy use and fossil fuel emissions.
In addition to the focus on homeowners and rental and commercial properties, Maryland's plan includes a state-wide bulk purchasing program for supplies and equipment that will lower overall costs. The initiative also will highlight multi-family and small business retrofits that will result in significant, measurable reductions in energy consumption.
Projected outcomes detailed in DHCD's initial proposal include:
$20 million in DOE funds to leverage more than five times that amount in other funds. Efforts will be focused in target communities where the following outcomes for homeowners, renters and small business owners are anticipated.
An estimated 2,000 homeowners will benefit from energy efficiency retrofits of their homes in first 3 years.
Twenty buildings comprising approximately 2,000 affordable rental units will benefit from energy efficiency retrofits.
A projected 900 historic commercial properties will benefit from energy audits and low-interest retrofit financing in concert with DHCD's Neighborhood BusinessWorks program.
Based on the initial application, DHCD projected the creation of 2,100 jobs in the first three years, with an increase of up to 5,400 jobs within six years.
The establishment of sustainable financing resources for homeowners, rental properties and commercial properties
The creation of a Statewide Energy Efficiency Purchasing Cooperative to maximize purchasing power for retrofits.
Providing funding for affordable housing, energy retrofit and energy efficiency. This not only supports families who are on a limited income but relieves financial burdens on property owners and developers of affordable housing.
Funding also will be used to implement targeted outreach, compliance and educational efforts for the implementation of the 2009 International Energy Conservation Codes (IECC), recently adopted in Maryland and required for local jurisdictions by July 2010.
The targeted communities were selected by weighing what would benefit the greatest number of Marylanders, taking into consideration those areas that have not yet received an allocation of EECBG funding. The selected areas are all in communities where there is significant leveraging and partnership activity. Each area is a Main Street Maryland community, has numerous multifamily developments and is a target area for other funds through DHCD.

Mock Crash Wi-Hi
To combat these statistics, the Wicomico Highway Safety Task Force is hosting a “Mock Crash” at Wicomico High School and seniors from Mardela High School will also be attending. This event is scheduled for April 22, 2010 and will begin at 8:20 am and will show the effects of drinking and driving and of not wearing a seat belt.
In a “Mock Crash” two cars are placed as if they have crashed and local agencies such as the Wicomico County Sheriff’s Office, Salisbury City Police, Salisbury Fire Dept and MSP Aviation respond as if the crash is real. Students will get to see what really happens at a crash scene. They will even see a crash victim taken away in a hearse.
Immediately following the crash, there will be an assembly in the auditorium where local people including Sheriff Mike Lewis will speak about how crashes have impacted their lives.
Prom season starts this weekend. The hope is that this demonstration will have an impact on the students who watch it and the ones who hear about it from their friends.
