Steelers Help Stimulate NFL
March 26, 2009. Pittsburgh, PA. The Super Bowl XLIII Champion Pittsburgh Steelers, the only NFL team to win six NFL world championships, will soon be giving up half of those trophies—but not without some controversy. After a meeting between NFL Commissioner Rodger Goodell and President Barack Obama, a plan was conceived to help struggling and less fortunate NFL teams by redistributing NFL Super Bowl victories to others around the league.
"We live in one of the greatest sporting nations on earth, a great nation filled with long-standing traditions and values. A country in its great wisdom and passion drew lines on the battle fields of magnificent coliseums to help reunite and invigorate the spirit of competitiveness. And to always remember the struggles of those who have fought so hard to gain the respect and admiration of the people," said Obama. "We are not about to lose this Great American tradition in the wake of these difficult times."
Obama's plan calls for the Steelers, who are at the height of their NFL reign, to give half of their Super Bowl victories to teams that have not been as successful. "The Detroit Lions are just as much a part of the same fiber of the NFL as the Steelers. Through my NFL stimulus plan they too will be entitled to what every NFL team deserves, a Super Bowl trophy they can claim as their own."
Obama and the democratic led House and Senate are expected to pass his plan overwhelmingly later this week. Republican National Committee chairman Michael Steele and republican opponents have strongly denounced the NFL stimulus plan as too overreaching and thus rewarding NFL teams who do not deserve championships. Even across the nation with the NFL pre-season on the loom, non-sport fanatics and untalented footballers alike have begun voicing their concerns. “I’ve spent my whole life sucking at football. Where’s my trophy?” one man exclaimed.
The Pittsburgh Steelers, who by virtue of hard work, excellent team play, stellar draft choices, careful hiring of coaches, excellent community service and commitment to their fans, have prospered greatly during the past 30 years and have six Super Bowl championships as a result. But President Obama's plan calls for the Pittsburgh Steelers to carry the larger burden of the NFL's less successful teams. Obama went on to further proclaim, "In these arduous times we are each required to share part of the burden and work together for the greater good. We must reclaim the NFL championship dream for every team, for every city and for every fan."
"My plan will not affect 31 of the 32 teams in the league," Obama assures. Or more precisely, this plan will only affect those teams who have been overly successful in the past. According to analysts it will not affect 97% of NFL teams, but will charge the remaining 3% to contribute where the most help is needed. "The worst teams in the NFL and the teams that can't seem to win a championship will no longer have to worry about going without a title." Obama promises. "We are a country and league of hope. We all need to make sacrifices. It does not matter the color of the teams uniforms, the personal decisions that the teams make or their performance but rather that they are a member of this great American league."
The first transfer of titles will see the Super Bowl XLIII trophy redistributed to the 0-16 Detroit Lions. Through no fault of their own incompetence, the Lions could not manage a victory all season and this championship will help ease their pain and give them hope once again. The redistribution of Super Bowl XL trophy will go directly to the Steeler's division rivals, the Cincinnati Bengals. The Bengals who also have fallen on hard times have never won a Super Bowl. This victory will bring a smile to hundreds of Bengal fans all over the world as they can now celebrate. Finally, one of the Steeler's two Super Bowl victories over the Dallas Cowboys will go back to the Cowboys since the league needs to provide hope and change in the face of difficulty and uncertainty.
This will be a heavy burden for the Steelers, but most commentators agree that too many Super Bowl victories can be detrimental to a team’s psyche. “Just think if the championship Steelers have too many trophies? Where’s the motivation? Where’s the desire to win more?” one person close to the organization but wishes to remain anonymous has said.
But all hope is not lost for Pittsburgh fans. President Obama has another plan in place. He has met with MLB and Commissioner Bud Selig on a similar plan to have the New York Yankees redistribute two of their World Series trophies to the Pittsburgh Pirates as a supplement to losing 16 straight seasons and counting. This plan will help stimulate the Pirates and enable them to regain the American Dream.

Breaking News: Waller Landing Appeal
This Just In.................. A Petition for Judicial Review (appeal) has been filed in the Circuit Court regarding the mega-development of Waller Landing (1691 residential units plus 450,000 sq. feet commercial) which Hebron Commissioners approved.
All of you who live in or near Hebron should be thankful that a citizen has taken this step in an attempt to save true Hebron from these developers looking to make a fortune from our home town.
The present Commissioners and Hebron Planning have force-fed this project to the public from the beginning. Now we'll see what a Judge has to say about the flaws in Hebron's process.
Maybe the Hebron election on 4/14/09 will change three seats on the Commissioners to make sure this type of project does not happen again to Hebron and the citizens can take back their town!

Camden Neighborhood Association Thanks Candidates
Our thanks go to Salisbury mayoral candidate Jim Ireton and council candidates Cynthia Polk and Debbie Campbell for appearing as our guests at the Camden Neighborhood Association's Mayoral and Council Candidate Forum on Thursday evening, the follow up to our mayoral primary forum held a few weeks ago. Special thanks to Ms. Polk, who made it to the forum despite a second engagement.
Owing to the absence of invited candidates Gary Comegys, Muir Boda and Shanie Shields, the format of the forum was slightly changed from the original. Each candidate was able to be given as much time as he or she liked to answer each of the questions submitted by Salisbury citizens and posed by the moderator. This resulted in an event that was both richly informative and extremely refreshing: responses that weren't hurried or pressured, ample opportunity to present supportive historical data and background on each of the issues, and excellent interaction with the audience. Not least, it also resulted in some very interesting and enlightening discourse among the candidates.
The mayoral and council elections quickly approach. It is incumbent upon the voting citizens to choose how and by whom they want their city to be run. Some told me that they made their decisions last night.
Thank you, candidates, for giving us your views on how you look to change our city for the better. Your candor, honesty and forthrightness will go a long way toward curing many of Salisbury's ills.

Wicomico County’s Tax Cap Could Cost Big Bucks
In the next couple weeks we may learn that the “tax revenue cap” can be harmful to the public interest. County Executive Rick Pollitt recently announced that his proposed budget has a $12 Million deficit in revenue, which must be balanced by spending cuts. In order to obtain the maximum state funding for the school system, he plans to seek a waiver of the so-called “maintenance of effort” rule, which mandates that a county cannot reduce its own funding of the school system (on a per pupil basis) from the previous year.
Many and probably most counties in Maryland are expected to do likewise in light of the reduction in their revenues from income tax and property tax sources, which is especially great in Wicomico County because the tax cap has resulted in significant reduction in the property tax rate in recent years. That, however, may impair the chance of obtaining a waiver – the state law requires that a county must demonstrate that its financial conditions “significantly impair” its ability to fund schools at the same level as in the prior year.
The fact that Wicomico and a few other counties are continuing to reduce their tax rates and revenues as the State faces a fiscal crisis has resulted in critical comment by many legislators from counties that have not done so. Because there is no precedent in granting maintenance of effort waivers, the outlook is uncertain at best whether the tax cap factor will result in denial of the waiver request. But not much sympathy may be available in Annapolis.
The attempt by the Maryland Association of Counties (“MACO”) to obtain a blanket waiver by the General Assembly – as happened about 15 years ago – seems unlikely to succeed this year. So Wicomico County may find itself between a rock and a very hard place, thanks to the tax revenue cap, in striking next year’s budget.

Obama Seeks Muslims For White House Posts
WASHINGTON – Barack Obama is conducting his own affirmative action program to get more Muslims in the White House.
The move began with Rep. Keith Ellison, D-Minn, who took his oath of office with a hand on the Quran, to solicit the resume of what he considered to be the nation's most qualified adherents of Islam.
According to the Denver Post, when White House officials heard about the program, it was put on overdrive.
So far, 45 Ivy League grads, Fortune 500 executives and government officials have been submitted for consideration.

Baby Faced Burglars Identified
Suspects Actually 27 and 20-Years-Old
(Wednesday, March 25, 2009- State Police Seek Identity of Burglary Suspects)
Bear- Last Wednesday, the Delaware State Police issued a news release in regards to a burglary investigation at the Aquinas Academy in Bear. Pictures of the suspects, caught in the act, were disseminated to the local media. In the days that followed, investigators soon gathered enough information, including the possible names of the suspects, to obtain a search warrant.
Detectives executed the search warrant at the home of Paul Ellifritz, 27, of Hunters Run Way in Bear, and Christopher Godfrey, 20, of the same address, in the development of Hunters Run, on Friday, March 27th and recovered evidence which positively linked the named suspects to the pending investigation.
Paul Ellifritz was arrested for the following burglaries at Aquinas Academy:
September 15, 2008- charged with Burglary (felony), Theft (misdemeanor)
October 23rd, 2008- charged with Burglary (felony), Theft (misdemeanor), and Criminal Mischief (misdemeanor)
November 2nd, 2008- charged Burglary (felony), Theft (misdemeanor), and Criminal Mischief (misdemeanor)
November 13th, 2008- charged Burglary (felony), Theft (felony), and Criminal Mischief (misdemeanor)
January 24th, 2009- charged Burglary (felony), Theft (misdemeanor), and Criminal Mischief (misdemeanor)
March 17th, 2009- charged Burglary (felony), Theft (misdemeanor), and Conspiracy (felony)
He was committed to the Howard Young Correctional Institute in lieu of $17,500.00 secured bond.

Date and Time of Occurrence: Thursday, March 19th, 2009
Suspect(s): Two white males wearing dark clothing. See attached photos.
Resume: Detectives from the Delaware State Police Burglary Unit are investigating an incident which occurred last week.
Troopers were called to Aquinas Academy, a small Catholic School educating about 100 students, on March 19th for a burglary that took place over night. The suspects, two white males, forced their way into the school via an unknown means. The bandits successfully located an undisclosed amount of money and fled.
Surveillance pictures were obtained and are attached to this release. Anyone who may recognize these suspects is asked to call 302.834.2630 ext. 254.

More rumors are flying about certain landlords offering to fore go or substantially reduce a month's rent for some renters who agree to vote for the landlords' candidates of choice.
The offers seem to vary, from a whole month's rent, to an offer of 40% off to a paltry $40.
In today's economy, $40 is definitely affordable for those landlords, and a welcome couple bags of groceries for each of the voters.
It seems that in Maryland, it's not illegal to sell your vote. It is, however, illegal to buy one. For each offense, the penalty is $2500 and/or 90 days.
If one, just one person came up and was willing to swear that he or she was approached with an offer by a landlord or agent to have their vote bought, they would send a clear message to anyone who is of sufficiently low standards and foolish enough to actually purchase votes.
Similarly, the state laws also state that coercion, threat and promise of reward are also prohibited. Same fines and jail time.
Anyone who has received such an offer or threat, etc. or knows for a fact that one or more offer has been made is encouraged to contact Joe Albero via email at alberobutzo@wmconnect.com. Confidentiality is guaranteed.

Deer's Head Hospital has an electrical fire that just broke out on the 2nd floor in the electrical room. Station 2 was dispatched and now 16 & 1 are on their way. The Heat & A/C System caught on fire. When they cut it off the smoke started dissipating. More to come.
UPDATE: While the City of Salisbury has dumped millions upon millions of dollars into the Fire Department, some very scary things happened at the Hospital fire today.
The duty crew from Station 2 was on the scene and inside the building calling out over the radio 4 TIMES asking for the Assistant Chief to bring in Thermal Imaging Cameras. The Assistant Chief did not respond to their request. Finally the Assistant Chief called in on his radio and learned that his radio was NOT working properly.
Also, at the same time, Paramedic 16 Ambulance was at PRMC where they had left their radio in the vehicle with the emergency button locked on. This created quite a scare as well. The radios are not working properly and this is frankly inexcusable. The firefighters safety should be priority #1. Looks like the citizens will be forking up some more money real soon for new equipment there too.
The fire/situation is now under control at 1:00 PM.

Just wanted to take this moment to thank the Delmar VFW Post 8276. On Saturday night after less than a week of preparation there was a fundraiser for Conner. They had numerous silent auction items, 50/50 and door prizes. Through these efforts there was over $8,000.00 raised for Conner’s family. The family does have insurance but the hotel stays, meals, gas etc are adding up. If anyone wants to contribute to this worthy cause make your check out to the Delmar VFW putting Conner Niblett in the memo area. The Post in turn is going to give the family a debit card they can use. Once again THANKS to all who participated in this cause. A friend of the family.

Counties interested in making formal request for waivers from the State’s Maintenance of Effort (MOE) requirements have until April 1, 2009.
Under the requirements of Maryland Education Article §5-202, Annotated Code of Maryland, county governments must prove that the county’s fiscal condition “significantly impedes” the county’s ability to fund MOE. The State Board of Education by May 15, 2009, is required by law to issue a decision granting or denying the waiver request. To meet that deadline, the State Board hereby announces the filing requirements and expedited schedule for hearing such waiver requests.

BARRIE & GARY: LET’S DISCUSS SALISBURY’S CRIME RATE – AND YOUR APOLOGY
A slight decrease in the crime rate might be meaningful – if the level were low to begin with. But, that’s certainly not the case in Salisbury according to data compiled by the U.S. Department of Justice based on reports by local police departments.
The data is tabulated for various types of violent crime and property crime. In 2007, of Maryland’s 15 largest cities, Salisbury had the highest or 2nd highest rate in 7 of the 9 categories.
In violent crime, Salisbury had the highest rate overall and in forcible rape and aggravated assault; also it was 2nd highest in robbery. What’s really scary is that the violent crime rate in Salisbury is significantly greater than in Baltimore City.
In property crime, Salisbury had the 2nd highest overall rate in Maryland; Hyattsville had the highest rate. Salisbury had the highest burglary rate and 2nd highest larceny theft rate. Except for Hyattsville, Salisbury’s property crime rate is much higher than elsewhere in Maryland.
As a 2nd check on things, we pulled the data for towns in Delaware of similar size; Salisbury’s crime rate was higher, often much higher, in each of the 9 categories. The data for both Maryland and Delaware appear in the attached tables.
The historical data also show that the crime rate here has not decreased during the years of the Tilghman administration, and that it seems to have reached a permanently high rate, albeit slightly lower (5-10%) in some years, but then higher again in others. Thus, to suggest that a small decrease is meaningful is simply nonsense.
Once again Barrie Tilghman and Gary Comegys owe Salisbury residents a formal apology for trying to scam them about the crime situation. More to come on this later today.
Lewes Man Steals Police Vehicle
Lewes - The Delaware State Police are presently investigating a Trooper involved shooting which occurred on Savannah Circle, at approximately 3:30 pm on today's date.
A Delaware State Trooper was conducting a follow-up investigation into residential burglaries in the Lewes area. This investigation resulted after John C. Austin, 18, of East Atlantic Apartments, Lewes, was arrested this morning for his involvement in a domestic related assault.
Shortly before 3:30 pm, a Detective drove Mr. Austin to the development of Savannah Place, on Donovan's Road in an effort to identify homes that were recently burglarized. While in the area, the trooper was out of his vehicle talking to an area resident when the defendant slid across the front seat into the driver’s side of the vehicle and attempted to flee from the trooper, striking the area resident with the vehicle.
The trooper, in an attempt to stop the defendant from fleeing, drew his divisionally issued firearm and fired several rounds at the vehicle in an attempt to disable the vehicle. The defendant fled the area while the trooper attended to the injured resident who was later treated at Beebe Medical Center for non life threatening injuries.
Troopers from the Delaware State Police as well as officers from surrounding police jurisdictions saturated the area conducting a search for Mr. Austin and the vehicle. Within a short time, the police vehicle was located abandoned in the rear of Hawkseye Point neighborhood.
Mr. Austin was eventually located at a residence in the unit block of Spinning Wheel Drive, within Colonial East Mobile Home Park, Lewes. Troopers located Mr. Austin hiding in a rear bedroom where he was taken into custody.
As a result of this incident, Mr. Austin was charged with the following offenses:
1-Count of Carjacking (Felony)
1-Count of Assault 1st Degree (Felony)
1-Count of Burglary 2nd Degree (Felony)
1-Count of Possession of a Weapon During a Felony
1-Count of Resisting Arrest (Felony)
2-Counts of Criminal Mischief (Felony)
1-Count of Escape 3rd Degree (Misdemeanor)
1-Count of Resisting Arrest (Misdemeanor)
1-Count of Theft Under $1000.00 (Misdemeanor)
Additionally, detectives were able to link Mr. Austin to two Lewes area burglaries and arrested him for two counts of Burglary 3rd degree, two counts of Theft and two counts of Criminal Mischief. He has been remanded to Sussex Correctional Institute in default of bond.
The Trooper involved in this incident has been placed on administrative duty per divisional policy.
Crane Has Issues In Front Of Atlantic Hotel This Morning
Found Dog
This dog was running loose earlier today near the 1200 Block of Emmerson Ave. It had a choker collar on but not any other collar that would tell who the owner is. He kept running into traffic and almost got hit 4 or 5 times before we could get him on a leash. We turned him over to SPD. If anyone knows who the owner is the dog was taken to the Humane Society. This dog is very friendly and obedient. I hope one of your viewers may be able to help locate the owner.

Critics of such ordinances argue that they violate the equal protection clause of the U.S. Constitution and abridge parental rights. The critics also argue that no studies have proven the effectiveness of curfew laws.

Councilwoman Debbie Campbell's Fundraiser A Huge Success
The fundraiser at the Ward Museum for Debbie Campbell was a huge success. As you can see from the photos above, many people were shocked at the value of some of the items they brought in to have appraised.
This was a very creative way to raise money for a campaign as you actually got something in return for your investment. Leave it to Debbie Campbell to always give back to those who support her.
We can't forget Stuart from Flannery's. The food was once again out of this world and I can't tell you of a single person that came through that door that didn't get something to eat.

While I was out and about on Sunday I ran into a friend who explained to me how they have a Daughter in another Country and she was telling her parents to go to Salisbury News and see what was being recognized around the WORLD. At first I thought, nah, couldn't be. Then when I Googled it I couldn't believe my own eyes.
I don't care what anyone says, this woman Barrie Tilghman is her own worst enemy. Here's a few pages out of 10 pages, (if not more). Mayor Barrie Tilghman is a disgrace to the City of Salisbury. One can only hope she goes back to doing what she knows best, well, I can't think of what that might be but politics worked really well for her before Salisbury News came along. Now that she has been exposed she chose to retaliate, thinking she would win every battle with intimidation, she was wrong. Enjoy your 10 minutes of fame Barrie because the World now knows just how big a loser you really are. Enjoy the links BPT!

Salisbury Fire Department Celebrates Dave Merritt's Retirement
Station 7 in Pittsville was the chosen place to host Dave Merritt's Retirement Party Sunday evening. If you don't know Dave personally, he's one hell of a guy and the SFD has lost one of the finest Firefighters ever to walk through their doors.
Dave was injured two years ago on the old Ladder Truck and was unfortunately forced into early retirement. Dave did a lot of their computer work for the SFD, so it always blew me away as to why they forced him out when he could have simply stayed and continued doing the work he had been doing.
Nevertheless, Station 7 seemed to be the perfect place to hold such a Party and we at Salisbury News wish Dave the very best.

Plaza Tapatia will soon open where the old Fudruckers used to be. I'm not sure what to expect but I'll be one of the first to get in there and give it a try. I'm at least pleased to see someone giving Salisbury a try anyway. In these economic times restaurants are a scary investment. Does anyone know their opening date?

TAXATION - KILLING FIELD FOR WICOMICO BUSINESSES
Today's Daily Times piece on delinquent Hotel/Motel backtaxes is interesting.
The article should have been entitled;
'Taxation creates DEMAND DESTRUCTION for area Businesses.'
The article points out that many of our hotels and motels are delinquent in remittance of room taxes. They forgot to mention the 1% tax imposed on each room for propping-up the Wicomico Youth and Civic Center. Hark. . .could it be that between the taxes, Civic Center Fees, that the traveling public can not longer afford to dwell in Wicomico?
After all, look just across the State line in Delaware and see the hordes of businesses that have now relocated across the State line. I went up 13 just yesterday and spotted another reknown business. . . Midway RV . . .that has now relocated to Delaware. Could it have been the Wicomico inventory tax on their unsold RVs that convinced them to make the switch?
I've got news for Marylanders. . . .we can't take anymore new taxes or increases. We need a REDUCTION and ELIMINATION of these unjust fees.
Bottom line - we are running our own people out-of-here.
