Somerset County Has Some Serious Problems
"In February 2007, an investigation was initiated by the Wicomico Bureau of Investigation at the request of Somerset County State's Attorney Kristy Hickman into alleged physical abuse by Warden James L. Henderson of the Somerset County Detention Center. Hickman acknowledged a conflict of interest due to her close working relationship with Henderson.
The investigation continued for several months, and was eventually turned over to the Maryland State Police Homicide Unit. In July, Sheriff Mike Lewis was quoted in The Daily Times as saying: "If allegations are true, State's Attorney Kristy Hickman could ask the WBI to press criminal charges against Henderson, or she could allow a grand jury to weight findings for a potential indictment."
It is now April 2008 and the silence is deafening. After thousands of taxpayer dollars spent and hundreds of hours used by county and State Police detectives, will there be no closure? I am not an attorney, but common sense would seem to indicate if Hickman had a conflict of interest in this case from the beginning, that would exclude her from making the final decision as to whether this case should go to a grand jury. Even the perception of a conflict is reason to exclude oneself.
It is also puzzling that Hickman would state in the July 6 edition of The Daily Times: "Results would be forwarded to the Somerset County Commissioners, who hired the warden."
Why? The warden had already resigned at this point; since when would the commissioners start handling criminal cases? Obviously the commissioners never received a report, since they rehired Henderson to another supervisory position at dog control. County Commissioner Daniel Powell was quoted as saying: "We've never seen anything from anybody in terms of criminal charges or civil actions."
So the question remains: Where's the report?
If allegations were found to be untrue, I think those results should be published to clear Henderson's good name. If I were Henderson, I would be demanding this be done.
On the other hand, if the allegations were found true, why haven't charges been brought? Could it be the "good old boy" network, a cover-up or could someone be waiting for the statute of limitations to run out?
I do not know the answer, but I do know the public deserves answers.

As Seen In The Daily Times HERE.
Mr. Cullen, you are absolutely correct! I received a call early this morning asking if I'd dig deeper and investigate what's going on here and quite frankly, it's a mess!
State's Attorney Kristy Hickman has absolutely failed to present the evidence and demanded closure. There is clear evidence to substantiate all charges brought forth, yet nothing seems to be happening to the people involved.
I have been informed that Warden Henderson assaulted and physically abused inmates, one of which he dragged through the Jail naked and another he dragged by his feet, (also naked) making a joke about his genitals. The evidence will also show the Warden regularly showed up at the Jail on weekends allegedly under the influence of alcohol.
I have also been informed that the Sheriff, (Bobby Jones) is also being investigated for his alleged involvement with the Warden by allowing Inmates to come to his home and pull weeds in his front yard as well as other allegations.
Warden Henderson resigned from his position and is now working as the head of Animal Control in Somerset County. Many wonder why he would be able to hold any position, let alone be charged for these acts?
It reminds me of something that belongs in a movie because ALL of the allegations brought forth can and have been substantiated, so I'm told. Perhaps with enough attention on this matter, (state wise) justice will be brought against those involved? There is also some talk about Grant money and the statute of limitations but time will tell.
I will say that these cases are still under investigation with the Attorney Generals Office and there will be more to come.
We have our very own "Gitmo" right here on the shore?
ReplyDeleteThose prisons are a lot harder convicts than any local jail, some probably deserve to be dragged behind a pickup truck.
They spit and throw feces and urine at guards, to be frank, I'd have to kick some ass if one of those punks did that to me. Where's that rubber hose?
Yes the good ole boy network is alive and well in somerset county, and you have only nicked the tip of the iceberg with this story.
ReplyDeleteBack on 2/26/08 there was a teacher arrest at the intermedate school, and we still haven't heard anything more about that story. http://www.wmdt.com/topstory/displaystory.asp?id=8063
Also a couple of years ago Frank White came in and fired all the men working at the town road department, and replace them all with people he wanted to run the place. we still haven't heard what all that was all about.
If you ask me, they all need to be investigated in this county from Judge Daniel M. Long right on down to Superintendent of Schools, Karen-Lee N. Brofee.
Joe:
ReplyDeleteThe movie you should watch is BRUBAKER Starring Roert Redford.
The simalaritesa are creepy.

ReplyDeleteI worked with Henderson at ECI and he got away with a lot including filing false reports. The GOOD OLE BOY Somerset County system was very prelevent at ECI and that is how he got his promotions. So when he retired it was no surprise he would get the Wardens position at the Detention Center when Charnick left. He will not be found at fault as long as the GOOD OLE BOYS has a say.
ReplyDeleteFunny thing Henderson is now the dog catcher, rumor has it that while at ECI he was suspended for shooting and killing Logan Widdowson's (Somerset County DA) dog.
ReplyDeleteWhat an ironic twist of fate
ReplyDeleteMaybe Hickman needs to be voted out. It appears the rumors that she and Henderson are more than friends may be true. As for alcohol on breath just smell the Sheriff's. When the head of county Law Enforcement rides around smelling of booze it does not make for a good example. Just like the Trooper running his business out of the barrack charter fishing, auctions hmmmmmmmmm. Maybe they all could take a little time and look for the missing people of this county. All good ole boys, all getting away with what ever they want. Wake up Somerset clean house next election or sooner.
ReplyDeleteGary Cullen is public enemy #1. He's gigantic POS. I'd never condone such behavior by Henderson if it is indeed true, but Cullen has been in trouble since he exited the womb.
ReplyDeleteGary Cullen’s troubles are irrelevant. Henderson’s troubles are the issue here!
ReplyDeleteyou need to look at the relationship between hickman and Judge Long! He lets her get away with everything because they have been an item for a long time. How do you think she got the job!
ReplyDeleteI am tired reading all this fuss over prison treatment. They are criminals and should be treated so bad that they would never want to return. Strong-arm tactics should be used and public examples made of those who don't follow prison rules. Some of you do-gooders want them bathed daily ,hair-styled and pampered. Prison should not be a nice place to be.
ReplyDeleteSometimes the coverup becomes the story. Remember Richard Nixon. That may happen in this case. It sure looks like a lot of people have been lied to and mislead including the mainstream press (Daily Times) by the prosecutors office.
ReplyDeleteWhat was the Somerset County Commissioner's thinking when they rehired James Henderson to fill another county position? They had to know of James Henderson's activities as the warden to place him on aministrative leave in the first place.
ReplyDeleteJoe, I am curious why you did "Not" post my long thoughtful comment I wrote to this last night?
ReplyDeleteThe blog isn't a day behind I hope??
ty in advance for your answer.
for all the people who have comments to make a good ole boys i'd like to see you do their job for a week, better yet a day. It's funny because you are not only way behind on your information, but the fact your gonna make a dig at certain people and don't even have enough nerve to state your name. that could be the problem in somerset county, not the good ole boys.
ReplyDeleteThe fact that the Commissioners rehired Henderson is truly mistyfying. Daniel Powell would not even reveal how many of them voted for rehiring him. More government secrecy. This had to be one of the worst decisions ever made by a government body in the history of the country. They should all be voted out of office next election.
ReplyDeleteGary Cullen had the nerve to state his name in his letter to the editor and I think he raised some ligitimate questions that need answers. It seems that procecutors Kristy Hickman and Davis Ruark are the ones that are afraid to comment on this case. What are they hiding?
ReplyDeleteIt seems that a lot of the comments above have been proven true. Fact is that Henderson has been fired by Somerset county again. It seems that the commissioners are again trying to hide the reasons why. You do a good job a getting to the truth Joe so maybe you can get some facts and do a post on this issue. Thanks!
ReplyDeletePeople really like to know what public servants are doing while being paid with our tax dollars. I've heard this firing may be because of some missing money down at animal control.
