11:58 Biden is actually opposed to using public funding and does not support partial birth abortion. What you are referring to is governor Northam of Virginia. Biden endorsed him in 2017 but later called for his resignation. Nowhere is Biden quoted saying anything you mentioned and has previously stated he is personally opposed to abortion but supports a woman's right to choose. What you're spreading is misinformation.
