A Comment Worthy Of A Post 7-22-18

Dunn has made a living out of being devious, starting with Sassafras Meadows, where his name was on the deed of a parcel outside of town for "convenience's sake" (sounds like Hillary, doesn't it?) just before his hand picked "Dream Team" Barrie Tilghman council voted to annex it. Dunn made, according to him, "millions" on the deal with the developer to get a slice of all development profits on the site. 

Next, the Old Mall development scheme, where over 750 housing units were to be inserted into those two lots, violating zoning codes and forcing the neighborhood residents to accept radical changes in density and all the headaches that come with it. The proposal used a tax credit for the developers, wherein no city property taxes that pay for roads, lights, sewer and water, would be collected from them for about 30 years. Dunn and the Baltimore County developers were very, very chummy over this proposed project. In the end, the court prevented the whole thing, based on what the judge saw as an illegal switcheroo that was being perpetrated by Dunn, Tilghman, Comegys and their tools on council, the same people who brought you the failed wastewater treatment plant. Thank a group of concerned citizens for bringing the issue before the court to determine its legality.

The city attorney at the time, Paul Wilber (yes, that Paul Wilber), was responsible for writing and reviewing the proposal documents for the housing project, just as he was the wastewater treatment plant contracts, which, curiously, had a one million dollar liability clause for the builders of the $70 million project, the project that failed from day one and will cost city taxpayers over $170,000,000 in the end, if there ever is an end.

Dunn moved from a cozy home across from SU on College Avenue immediately after his council term to a half million dollar house in Tony Tank, an enclave for some of the area's wealthy just outside city lines. A few years later, he sold that place and moved back into the city, much to the dismay of many, into a more modest place in a nicer part of the Camden district. 

He went from part time job to part time job, most notably as corporate donation director of WSCL, the non-profit radio station at Salisbury University. Under his "leadership", WSCL's on air fundraising hit new lows, especially when he was at the microphone and his syrupy whine assaulted the ears of Delmarva Public Radio Listeners. He was let go soon after. 

His appointment as the highly overpaid office boy for the Greater Salisbury Committee came as a shock to many who had witnessed his short, crony-filled, self-serving political career. 

To say that Dunn is a snake in the grass would be a major understatement. He is not to be trusted with your toys or your money unless you have it in mind to not get them back. If Dunn is for removing the revenue cap, which modestly limits the county's income via property taxation and thereby puts respectable limits on county spending, then you know there's something in it for Dunn, something more than a few hearty pats on the back from his developer, investor, banker and landlord pals. Salisbury has its own swamp, just as DC does, and Mike Dunn is one of the uglier creatures in it.

In the Sasafrass Meadows, it is worth mentioning that the pipe stem annexation was illegal, the city reimbursed the developer (Dunn) for water and seeer lines at a cost of over $1,000,000 when there was no legal obligation for the city to do so...and he never said a peep about his involvement. He labeled those that successfully fought these illegal acts as the “Dirty Dozen.” He is a shameful disgrace.

    Well written and informed 10:10, but you didn't mention the reason for this more. Word on the street was he had to be located in the city to run for mayor. After Dunn pointed out to the public that he had issues with self control (child like behavior) like other city official's he didn't have the stones to face defeat and chickened out.

  8. Don't forget the Station 16 debacle that also came while Dunn was council president. The land on Cypress Street, a former town dump site and cranberry bog, was sold by a longtime Salisbury resident to a "friend" of the Tilghman administration in April for about $125,000. In June, barely three months later, the city, with mayor and council majority approval, bought it for $640,000 using taxpayer funds, then put an overpriced, unstable building there that required dozens of hundred foot steel girders to be driven into the ground to make it even minimally stable on paper.
    Then there are million dollar developer reimbursements that didn't have to be paid in lump sums, one of which was to the Sassafras Meadows developer. The streets, streetlights, water and sewer are there today, but the residential housing stalled early on, so profits were almost nonexistent. Maybe that's partly why Dunn is claiming bankruptcy today.

    4. The Salisbury School has not lost its accreditation. It is in the process of re-accreditation, which is required by Middle States every seven years. Any students that left did so for sports, financial, or other personal reasons.

    5. not true.. if you stayed as an enrolled student and graduated you would receive a GED diploma not a diploma from the school because of lack of accreditation..and once you are flagged you cannot just “fix” all problems in a few weeks-the accreditation team must come back to re-evaluate the school which is a 5plus day process. .its a lack of structured programming, teacher ability to teach as per degrees, student safety, school resources and class/teacher planning.. it takes time to be approved for accreditation again..

As a current parent of multiple students attending The Salisbury School, with one of them being enrolled in the high school, and one that just graduated, I can assure you that the school is accredited and is currently going through the routine re-accreditation process. Every student that graduates from our school receives a TSS (The Salisbury School) diploma (and usually multiple scholarships to colleges and universities). I encourage anyone genuinely interested in this to contact the school directly. Unfortunately, whoever started this thread doesn’t know much about our school. 410-742-4464. Admissions, Heads of School and the Business Office work on campus all summer and I know would want to clear this up for anyone who really wants to know the truth.

If they hadn't called the Old Mall Project for the hoodwinking that it was, the civic center wouldn't have extra parking, city taxes would be even higher and city and county services would be additionally stretched to accommodate the traffic, crime, and infrastructure maintenance for the thirty years of no property tax collection going to the city.

  16. This is finally a one man years of corruptible greed and unchristian like behavior that destroyed what was once a beautiful city. Dunn did not do this alone. He had help. To have worked part time here, part time there and achieve the rich and mischievous lifestyle that you and others only dream of was given to him by all the taxpayer citizens of Salisbury while their heads was in the sand. This is the ONLY way this man could have created the swamp. The citizens of Salisbury allowed this thief to create such shenanigan swamp. And, unfortunately the county citizens and employees suffered greatly over the years including the writer of this report.

He was supported by the Tilghman/banker/real estate investor/landlord gang 100%. He didn't even have to campaign or ask for contributions. It was a "Dunn" deal all the way.

    1. A business associate of mine who had encounters with this man in the past told me this. Of all the people he had dealings with in the past he was the most devious and untrusted he has ever known.
      Everything was calculated for personal gain for himself. Never turn your back on this man.

    But some of us tried to let the public know about him and his father and the scam they were pulling. We got nowhere because the Daily Times and other mainstream media would not report the facts, thanks to the Greater Salisbury Committee and local slumlords aided by the likes of Greg Bassett, who is still covering for Dunn.

  31. I read an article elsewhere awhile ago on this subject and what annoyed me was the impression that the voters were too stupid to realize what the cap meant and voting for it was wrong.

    I am not 100% but it was either the daily slime or the independent. So if you are wondering what their stance is they are FOR removing it.

    And the fact that we have one of the highest piggyback tax rates and then if they remove the cap this town is destined to become even more ghetto than it is.

    I measured the pipe stem and it was exactly 1.5 miles from the city limits to the development. All you had to do was follow the long patch in the middle of the road that looked like crap and made the road rough and uneven.

    Don't forget that the property was bought for close to nothing because of it's location. It was located in the Reservation which is the County Ghetton and no one in their right mind would develope that property because of the high crime rate. But the Dunn's and the developer were smart and worked out a plan. If they could get city water and sewer they can increase the density. The plans were to develope an old folks retirement village and the old folks have no clue they are in the middle of a ghetto, all they know is it's a new retirement village and they don't have to cut the grass.

    What a plan.

    Yes don't forget that Cypress Street property. The property that belonged to the Bill Gordy klan. That was worthless and dangerous property that no one wanted and it was sold for much more than it was worth. Bill Gordy was the come-here volunteer chief appointed by that snake in the grass David See. The first person in the history of the Salisbury Fire Department to have a volunteer get off probation and make Deputy Chief, the third ranking fire officer in the entire Salisbury Fire Department and he was from Delmar and still living in Delmar just like David See was. David See also filed for bankruptcy but his claim to shame was when his wife's/girlfriends son kicked his drunk a$$ and left him in a ditch on the side of the road. He then started telling everyone he got his bumps, bruises and black eye because he slipped and fell and hit his head on the coffee table.

    Yeah, but Liberal Rick Pollitt and John Cannon bought 5 acres of that Mall property for $2 Million dollars an acre. They probably could have gotten it for nearly nothing.

    There are many nights that I got on my knees at night and prayed that DingleBarrie Tilghman, Bubba Comagys, Mike Dumb and Lynn Catfart would get arrested. I prayed many a night.

    Yes David Ryan is a person getting paid to do absolutely nothing and he is in charge of "Economic Development." What got me I was watching a county council meeting on PAC 14 and it was the last night that the county council had to vote on the budget. I was watching them discuss some cuts to the budget and SWED was one of them. Some idiot invited David Ryan to the table to negotiate what was being cut and the council didn't have the balls to say no in front of David Ryan. That was a smooth move by John Cannon to do that knowing SWED would get fully funded. John Cannon is the snake on the council. Who made him their president??

  52. 3:24 AM - $2 million was closer to the total cost, not the per acre cost.
    Several other lots were sold for $400,000 to $600,000 each before the county bought more parking area for the WYCC. The Bank of Hebron paid $600,000 for the just over two acre corner lot in 2003, then sold it to Rite Aid for $1,100,000 a year and a half later.

He thought that it made him look like an asshat in front of his partner in crime, Queen Barrie, his neo good old boy entourage and his recently acquired best friends from Baltimore.
