Superintendent, Board of Education Announce Appointments of Assistant Superintendent – Chief Academic Officer, Chief Finance and Operations Officer

Here are some things that make you go Hmmm!

Why is Assistant Superintendent Dr. Cathy Townsend retiring after she applied for, interviewed for, and begged for the Superintendents job??

Why is a Principal, "Rick" Briggs, leapfrogging over a Director, Micah Stauffer, that was next in line for the Assistant Superintendents job? He has been trained and groomed for the Asst. Superintendents job for nearly 3 years at the BOE Central Office? I'm sure Briggs will do a good job, but Stauffer is trained and well liked at the BOE and in the community.

Superintendent of Schools Dr. Donna C. Hanlin and the Wicomico County Board of Education are pleased to announce two new members of the senior leadership team for Wicomico County Public Schools, effective July 1.

At the April 11 Board meeting, the Board of Education acted on the recommendation of Superintendent Hanlin and approved the appointment of Frederick “Rick” Briggs as Assistant Superintendent – Chief Academic Officer. He will take over from Assistant Superintendent of Instruction Dr. Margo Handy, who is retiring June 30. Mr. Briggs is currently serving as Principal of James M. Bennett High.

During the Board meeting Dr. Hanlin also announced that Edwin “Bruce” Ford will be the Chief Finance and Operations Officer for the school system. He will take over the Administrative Services duties currently held by Assistant Superintendent Dr. Cathy Townsend, who will retire on Aug. 31. Mr. Ford is currently serving as Comptroller for Wicomico County Public Schools.

“We conducted an extensive search and interview process to fill these two senior leadership positions, and I’m delighted by the experience, leadership, and vision of these two candidates,” said Dr. Hanlin. “I’m proud to say that both are not only longtime employees of Wicomico Schools, but are also success stories from our school system.” Mr. Ford is a 1972 graduate of James M. Bennett High, and Mr. Briggs graduated from Parkside High in 1994.


After earning a bachelor’s degree in Mathematics from Salisbury University, Mr. Briggs began his career with Wicomico County Public Schools in 1999. He taught math at Wicomico High for five years, then served one year as the school’s Dean of Students and four years as one of the school’s assistant principals. He was promoted to Principal in 2005, serving first at Bennett Middle for two years, at Mardela Middle and High for five years, and at James M. Bennett High for one year. He earned his Master of Education in School Administration from Salisbury University in 2005.

Mr. Ford earned a bachelor’s degree in Business Administration with a concentration in Accounting, Magna Cum Laude, from Salisbury University in 1976. He has been a Certified Public Accountant in the State of Maryland since 1978. He worked in the financial field as an Audit Manager for PKS & Co. and as Assistant Comptroller at Delaware Electric Cooperative Inc. He has served as Comptroller for Wicomico Schools since Aug. 1, 1987. He holds many professional memberships and leadership roles including American Institute of Certified Public Accountants, Maryland Association of Certified Public Accountants, Association of School Business Officials International and Association of School Business Officials MD/DC, the Government Finance Officers Association, Board of Education Negotiations Team, and other statewide organizations.

  6. I've got a feeling Dr. Hanlin didn't like Cathy Townsend. She wasn't going to retire. That's what happens when you go for jobs like that and someone else gets it. I wonder if there is any legal recourse?

    I guess Cathy Townsend is going to have to step down as President of the Salisbury Area Chamber of Commerce.

  19. kudo's to Dr. Hanlin and Rick, bennett has a student population of over 1500 kids the majority of whom are great kids and truly want an education. it's the only 3A school on the shore. Out of 1500 kids you're gonna have those who choose to act up, break the rules / and sometimes the law. They appear to be dealing with this and working within the system. MD comar has alot to say about what the administration can and can't do. so rather then beating up those working for the betterment of the local school system. why not call up your legislators/senators/governor and ask them when the parents of these children will be held accountable. If you can find that in the maryland comar's along with a judge willing to enforce it, then by all means enlighten me!!

    1. Absolutely!!! The woman can't even read. My child attended a school in Wicomico County where Margo Handy showed up and read the book "Twas the Night Before Christmas". For such a well known story that most of us could pretty much recite from memory, Margo stumbled and bumbled her way through it. It honestly was painful to watch. The parents were laughing and helping her out. That told me all I needed to know about the "leadership" at the Board of Education.

  26. You want to hear something bizarre?? I just found out that the Parkside JV and Varsity baseball coaches are making children run with tires around their necks when the coaches get mad at them.

    What the F**k kind of child molester will make a child, a kid run laps with a tire around their neck. Someone should report them to Child Protective Services. How humiliating is that to a child. Is that the kind of ship Dr. Hanlin runs? She needs to go and everyone of those coaches that participate in that kind of punishment needs to be fired. Coaching is one thing, degrading a child is another thing. These are children, not adult convicts.

    I have known Rick Briggs his entire life and if he could expect those such as law enforcement, BOE and other staff had the spine to support himself and those in the trenches with him things would be different at Bennett and throughout Wicomico County. The truth facing those in the trenches are facing entire schools full of students that cannot be disciplined properly, expelled, charged criminally and that when they assault a teacher or administrator these poor people are forbidden to take physical action to stop an assault on anyone let alone fight back. If Rick Briggs or anyone else were to fight back they would get thrown to the wolves and left to defend themselves in court where the system would love to put you in prison. Even if you escape criminal charges you would be fired, sued and unable to ever find employment in education again! We have witnessed a violent rebellion and hostile takeover of our nations schools by LIBTARDS & THUGS and unless something is done immediately we as a country will be doomed to ever increasing violence and further socialist, progressive change in all facets of life. I am hoping that God will intervene on behalf of the minority who are found faithful crying out for His forgiveness and a change back to moral absolutes and real change in our nation! If this does not happen I see civil war and the judgement of God against a nation that has turned it's back on Him.

    This is everything about a case of child abuse. Whomever is familiar with this needs to report this to the proper authorities. Apparently this has happened to several children at Parkside and this is a case for Sheriff Lewis' office to investigate immediately. This is a totally reprehensible Heinous Crime against children. It is outrageously evil, wicked and abominable to do this to children. These are children, this is a baseball team, not a drill academy.

    This Parkside case is child abuse and it's physical and mental child abuse. Everyone of the coaches need to be fired and possibly arrested and charged with child abuse for each case.

Forcing athletes to do something physically demanding and humiliating when they screw up is part of sports. It's a way to make them uncomfortable so that they learn from their mistakes. People do it to pets ALL THE TIME. You have to show there are consequences for your mistakes so that you learn to NOT MAKE MISTAKES. Typical parent who thinks their special little tater head can't be held accountable. You should have your child quit the team.     Who said a doctorate was preferred or working towards one. What makes you think Stauffer wasn't working towards one? Do you know how many Superintendents and Assistant Superintendents over the years haven't had a Doctorate? I'm sure the job requirements were based around Briggs anyway. The man can't control thugs in his school, but he is qualified to be the Assistant Superintendent??? That's what happens when you hire a female for a mans job!

    I agree, Micah Stauffer is well liked in the school system and through out the community. How many people do you know coach little league as a ranking school employee? How many school board employees to you find involved in their church or any church for that matter. I've known him for 8 years now and I think he would have been a better choice. Briggs can't even control a school and now he is supposed to control and entire school system. Big mistake!

    Any Coach or supervisor in this school system who condones the child abuse of making children run with tires around their necks for punishment then he needs to be fired and investigated for child abuse. I've been told Hollamon makes the varsity players run with the tires all the time and Daubert makes some of the JV players run with the tire around their neck. That is strange and anyone who thinks this is Ok has lost their mind.

    Here is something interesting.

    "If you are a health care practitioner, educator, human service worker or a law enforcement officer, you are required by law to report both orally and in writing any suspected child abuse or neglect."

    If what these coaches are doing is classified as "Child Abuse" then it looks like a lot of people have been breaking the law for quite sometime at Parkside High School. Educators(Coaches and Admin Staff),health care practitioner(team trainers), human service worker or a law enforcement officer(sheriff's paid to cover the games and parents who work as cops). Could get quite interesting. Remember these are children, not college athletes, Pros or even criminals.

  48. For the dumbass above about Parkside baseball. My son played for the team and no one ran with tires around their neck. They would have to run a lap around the baseball field rolling the tire to make it more difficult when they were late for practice. Then some snowflake parent like you complained and he had to stop. After my son had to do two laps rolling the tire he was never late again. Now because of someone like you future kids will never get to experience this. To this day i still remember the lessons i was taught as a kid by my coaches. It only made me stronger. To the JMB parent above that is supporting briggs, did you know about the gun in the school and the MANY other fights. He has been the best at hiding things thats why he got the promotion. Same with Stauffer. Hanlin is clueless about what is going on in the schools. She has never visited our school. Wicomico county administration is only about padding the numbers and making themselves look good. We have kids walking around that done really bad things (gun crimes, burglaries, carjacking) and nothing is done. So glad im out now.

  52. A great number of these comments do not or cannot back up their statements. Too many "I heard" opinions instead of facts. Consider going to BOE, school, Administration, Teachers,students, etc and asking questions.

    These comments are of the Dr Fredericksen era, except the name has now changed to Dr Hanlin. There is much speculation as to why Townsend is retiring and Briggs and Stauffer have been promoted but no one seems to have knowledge to answer. The comments are based upon the like or dislike of person you speak of.

    If any of you have children in public school why are you writing trash on a
    blog - instead of attending BOE meetings or spending time at the school. There are many avenues to explore to get to the truth.

  55. Why has no one addressed why Briggs was REMOVED from Bennett and sent to Mardela? That's right...he was REMOVED!!! Now, after the old administration is gone, he is promoted to Assistant Superintendent. What he did with a subordinate on school grounds should permanently disqualify a person from being promoted to Assistant Superintendent. Just my opinion.

  57. The tax payers and voters of Wicomico County voted for an elected school board. Why hasn't this been set up? Why no public hearings on this? The voters spoke to stop this taxation without representation!!! School board is out of control with spending and their liberal policy's that are hurting both the tax payers and the kids they are supposed to educate, which the schools are failing to do. I attended these meetings for the elected school board. Once again the tax payers of this county have taxation without any representation!

    As a single parent, I take offense to that. I had no idea there was PTA meetings across the county or I would have gone. Maybe the schools system should do a better job with communicating with all the parents.

    6. I stopped going when, every time I went, the teacher would barely speak to me other than to say "your child is a pleasure. I have no problems at all". The teachers spend the time laughing and joking with their peers or parents that they are friends with. It turned out to be a monumental waste of time. It is easier to email them with any thoughts and concerns. Email also provides written documentation of what the teacher told you and what was discussed.

  71. How is running with a tire over your head abusive? Sounds like hard core exercise that will build muscles and improve their game. It's hard work playing on a sports team. If you're not pushed outside your comfort zone, you can become complacent. These kids obviously are fine with it if they choose to stay on the team. Stop trying to get someone in trouble for expecting hard work to maintain a position on a team. Let the coach do his job without a bunch whining in the sidelines. Humility builds character, good positive character. Tires are heavy, they build strength. You need both to succeed in sports and in life.

    1. They never had to do that. The kids were simply told to do a lap with a tire. Most would roll it for a while, then carry several different ways because it was not an easy thing to do. The parents that were there would laugh at their kids because they had to do it including myself. When kids get a punishment because they do something stupid that is a good thing. Nothing wrong with holding them accountable. Nothing even close to abuse there. People are morons. No wonder our society is falling apart.

  74. Why does everyone think going to a PTA meeting will do anything? Trust me, the PTA has no say in anything regarding the function of a school let alone the board. Your best bet, would be to contact someone on the PAC or ILT committees.

    1. Going to PTA is a JOKE. How about this, how about these "teachers" start by entering scores and grades into the computer system in a more timely manner. The computer system was set up so that parents could monitor their childrens progress in "real time". It ONLY works if the teachers enter the data. Sadly, the teachers don't do THEIR job and enter the information on a daily basis.

There is only one person to blame, YOUR child! It is not the schools fault, not the coaches fault, not other parents fault, and not other players fault. This is high school baseball, not little league, your child is not guaranteed any playing time. It's parents like you that have destroyed youth sports. It is parents like you who have made babies out of this generation of kids. These kids expect everything without having to work for anything. Be their parent not their friend. Let them fail, let them know disappointment, and support and guide them in their efforts to be better. These are not just baseball lessons these are life lessons.

Just seems like this is a case of hurt feelings and insighting drama. Somewhat typical in this day and time. If I had been punished by a coach or teacher for breaking the rules when I was in school, my parents wouldn't have started a "witch hunt", they would have doubled the punishment. The same ones complaining about an adult enforcing rules and consequences will be the same ones complaining that this generation is out of control and has no respect (and will wonder why!?!?!).

  82. The issue at Parkside has been blown way out of proportion. There are 20 kids on that team which is probably too many.The coaches decided to keep that many to try and help the ones that maybe shouldn't have made the team at all.Out of the 20 parents, I think 15 or 16 are perfectly fine with the team discipline. It's only a couple of parents that are creating all the drama. It is the "travel ball" mentality that is killing youth baseball. The disappointed parents feel that since their kid was given a uniform, he must play. The coaches job is to field the best team they can. All I can say is that if you don't have a kid on the team, then don't feed the drama. If you do have a kid on the team you need to use this as a learning moment. If the kid is not happy with their role on the team, they need to work harder than the next kid to improve their game and prove to the coach why they deserve to play. As usual, the drama parents are really sending a lousy message to the kids about how adults are supposed to act.

    Does anyone know if the Board of Education has a smoking policy?

    I always see the Board of Education employees driving those white vans with Local Government tags and the "W" sticker on the door. I also see them on school property smoking before they go inside the buildings to do a job. The sit in the vans or stand there with the door opened right in front of the school smoking away.

    This morning at 7:30ish I saw one of the white vans and the employee was smoking a cigarette. He did have the window cracked a little bit thinking that is good enough. The guy had dark hair and a mustache. If I remember correctly he was wearing glasses.

    I wish I had the camera ready and I was in a good position to catch it on film. I did get his vehicle ID number though. CA-03 was on the back door right above the area of the license plate.

    As a tax payer it pisses me off knowing that Donna Hanlin, Cathy Townsend, Margo Handy and immediate supervisors allow BOE employees to smoke in those vehicles we paid for!! Last time I checked it was still against the law!!
