Wicomico County Needs To Create Their Own Fire District: UPDATE

With Jake Day and Chief Hoppes still threatening a "nuclear option" with Wicomico County, now is the exact time the County Executive needs to stand firm, take all the funds the County is paying the City and create their own independent Fire District.

Here's what you don't know. The City originally stated they wanted to collect $300.00 for every call for a fire truck into the County and $600.00 for every Ambulance call. Well, Hoppes and Day decided that wasn't enough and have asked for a LOT more. 

The County gives the City $155,000.00 each year for fire service. I stand corrected, the County gives almost ONE MILLION DOLLARS each year, (confirmed). Now add each and every call into the County and by the end of the year you are paying them out the tail. 

The County could provide a Chase Vehicle for paid EMS and Volunteers could meet EMS/Ambulance at the location of the call. This allows them to cover a lot more territory for a lot less money/expense.

Remember now, Day and Hoppes refused the $300.00 and $600.00 per call and want much more, so who knows what it will ultimately cost.

Nevertheless, the City has held the County hostage for far too long. Perhaps this is the perfect storm where Executive Culver can break away from the City and taxpayers will agree?

I'll add, maybe Culver should charge the City $300.00 for every ASSIST call from the WCSO to the Salisbury Police and $600.00 for every ARREST in the City? After all, don't they lock their prisoners up in a COUNTY facility!

This was supposed to be a service, not a financial enterprise to see who can scam the most money.   6. Actually; I believe the ballpark figure SFD receive's from the county(appropriations given to 16, 2, and 1) $980,000.00 give or take just a little.

    Take that away from the City, disperse it among the surrounding stations to cover more calls. and BAM! County budget doesn't change, we no longer fund the cities new toys, or answer to the demands of incompetent Salisbury leadership.

Sounds like voting time ill pay a visit to Gardners to have 1000 signs made to say replace the county council. I will post them all over. Oh and yes I can afford them. Your going to screw the volunteers over and it's a clear vision. Now I find out the city is using county offices for free. Wow real winning crew .

  11. I read SBY NEWS every day, I used to not give myself much credit. I used to think I was just a good old boy from the shore with no college. I wish I new long ago just how smart I really am. I read the info Joe puts out and I'm just besides myself. Based on some of our local leaders I should have been president! I could get so F...... mad at these so called leaders. I may not be college educated but I have more common sense then most of these leaders. I also have honor and integrity that can't be bought! I'm coming to the end of my career and in the position I hold I can not run for office, but when I'm retired I WILL be in the running!

  18. I have faith that the County will be pro and supportive of the volunteers.( They may just not know it yet.) Everywhere I go the Community is very supportive for the volunteers,and sick of all the crap that's coming out of the City. We need to put the Executive and the Councils "feet to the fire" with phone calls and emails.

  20. The SFD has burned so many good volunteers that the County will have no problem getting volunteers. So many people left because of the ignorance of the leadership of the SFD.

    Salisbury volunteers surpassed the amount of calls they can handle by home response years ago forcing a need for in station staffing by either volunteer or career. Fact is station 1 volunteers refused to staff their station so the need for career staffing is necessary. I do one night a week at station 2 works great for me.

  22. This reminds me of the state of the country. The City is the liberal east and left coasts and the County is the flyover heartland. Just like the liberals who were so sure they were superior to the heartland, the City clique thinks they are superior to the those in the County. Well, we all know how that turned out for the country. The same thing is happening in Wicomico County. The bulk of the County is disgusted with the City and wants no parts of it. If Culver has any ounce of leadership, he will pull all support from the City AND make them pay what they owe on rent in the GOB. Enough is enough! Let the City drown in its own low-income housing. When it completely fails, the County should take it over, clean it up, create a county police agency and end duplication of services. Culver, the time has come. Show us what you're made of!

  23. People who volunteer do so for many reasons. Being belittled and threatened, isn't one of them. I feel quite sure that volunteers in the County will be treated the way they deserve and will find the experience not only rewarding, but will be appreciated too.

  24. The county needs to support these volunteers and get rid of the city . Didn't see any public in the video just disgruntled employees in off duty clothes and on duty uniforms . Jake day and Rick are calling people they know in the public getting them to contact the council. I know that for a fact . John alot of the people that have contacted you is due to the leadership of the city due to running scared to loose funding . Maybe all the riding around and personal use of vehicles and miss use of funds will slow up for them leaders .

    2. The speaker had his ducks in a row you could tell a lot was thought out and all areas of concern was addresses. I think it is awesome that when he is not on his paid job he volunteers his own time for the community. I'm really hoping they will succeed in this and if the county was smart they would also consider covering the rest of the county districts and let the city deal with just the city limits. This would finally put an end to this. As far as Hoppes speaking I thought he was arrogant and demeaning to the volunteers. And if you'll notice on here and Facebook the paid crews is part of the problem with their nasty statements.

SFD is not the problem the people failing to conform to rules and regulators is. When that bunch shows up to calls and do the basics that's a problem when they refuse to train.

  39. Baltimore city career and Baltimore county volunteers had the same issues, they split volunteers take care of county calls career handles the in city calls and it worked great.

With that being said I don't see an additional fire station being built and funded when that service is already being provided. the little bit of money appropriated to them each year forcing them to work bingos and dinners to provide a free service to the public

    The City is DEMANDING millions of dollars from the County right now. It's called their "nuclear option" in which the City is flat out threatening the County with an ultimatum.

    In any REAL business, you give a business person an ultimatum, you're done!

    The City has held the County hostage for literally decades and right now the County has the support of the Fire Chief's throughout the County to assure perfect safety to ALL areas within the County and without the City FD at all.

    Tilghman, Ireton and Day called a BLUFF and Culver needs to call that bluff. Especially since the City hasn't paid the County for 1/2 the GOB, 1/2 the yearly expenses, HVAC, Boiler, you name it.

    The County needs to divorce the City is many ways and this is a good start, seriously.

  47. In the course of this and all city/county conversations, don't forget that city residents also pay county taxes. The priority should be the best outcome for ALL county taxpayers...not a spitting match between the elected officials. If Culver can rise above the vanity and stupidity of Day (and his cronies) and those with nothing but political agendas (Cannon, for one) he will become an exemplary leader. There are plenty of pitfalls in the very self-serving posturing that is currently in play.

  48. Joe nobody is holding anybody hostage. Simple geography of the city and county intertwined and the long standing service by the city fire department make a simple business agreement. It cost money to run the business of fire protection and the city is just making sure their business is run as such. The problem is that the agreement had been neglected and time had passed while cost had risen. The two parties are working together and will soon have a deal in place.

    Station 1 was created as a VOLUNTEER station. Interesting how the City backed and now CONTROLS ALL Fire Stations that include Volunteers, who raised the funds to create and fill them with money raised by fundraising. Funny how the City changed their charter to STOP fundraising, crippling the Volunteers forcing them to BOW to this BS charter.

    The City STOLE everything the Volunteers worked so hard for and that is a fact. Station 1 is right on the City/County line and what scares the crap out of Jake Day is that there's a possibility the Honorable Volunteers might actually compete with them.

    Bruce Bright is a GENIUS Lawyer and I know this first hand as he beat the CRAP out of every single person who attempted to screw with me and Salisbury News.

    The City cannot hold a monopoly on fire service and Culver can in fact go independent and not take the City's crap any more.

  54. Joe I would like to respectfully correct two of your statements. Station 1 was opened in 1986 with 5 career firefighters and 35 volunteers. The career staff handled calls Monday thru Friday 8 a.m. to 5 p.m. The volunteers handled the calls on nights and weekends. The station was opened by the City with Paid and Volunteer staffing. The city did not steal what the volunteers worked hard for. The City purchased the building and the apparatus was transferred from the HQ station. The City also pays for heat, air conditioning, electric, insurance, turnout gear, health physicals, fuel and training. There is no need for the volunteers to raise funds. Everything is provided. I hope this helps clear up any misunderstanding.

Then watch your taxes sky rocket when you have a union fire dept. why would there be a union rep at the meeting yesterday grinning like a rat over a piece a cheese. It's all a politic game, run the volunteers off, make it look like their fault then hold the public hostage till the union which is already in the SFD has to be recognized.

But to bash someone in the union because he volunteers at his hometown is stuipd, especially when most of you all volunteer at your hometown stations. Ironic to say the least.   59. 2.22 I for one would never knock some one for volunteering I do it my self and have for 30 plus years .But it is pretty idiotic to fight against another Union. As a fire service what makes you a professional is how you do the job not because you get a check. I personally hate when career fire fighters say one thing were they work and do another when your home. And there are a few of them in the Salisbury area both career and volunteer that do that. I will stand behind my Union brothers but I will be the first one to say if something is screwed up. Just like I know plenty of people have shit to say about me. I truly believe what chief Hoppes and the Salisbury fire department is doing is correct. His job as the fire chief is to look out for all of Salisbury not just a select area. For all you who think it's a easy job go try it.

  62. the union rep was there to observe after receiving reports of member misconduct. he was invited by the local to come observe and sent by his local because polidore is a member there. polidore you didntsee a rep there, funny from my vantage point i saw him at the end of the hall with you in a rather heated discussion and heard you say this is going to effect my job. you group behind you thinned out rather quickly, therefore you intimidation factor was gone and your conversation ended soon after. i dont think from talking to the guy that your intimidation had an effect.
    for those who dont know, the problem isnt volunteering. the union realizes i am sure that places still have volunteers. however the issue comes when one union member tries to heelstring another local by territory or staffing influences, as shown druring this meeting. the territory seizure is the issue, therefore possibly creating a staffing issue and having a negative affect of staffing levels of the union firefighters, so sure they are going to show.

I replied on March 2nd that it was false and that I did not see a union rep yesterday at all. Yesterday referring to Match 1st. The meeting was March 2nd. Nobody is lying, you just don't know how to read or interpret what you probably wrote yourself. Furthermore, the lack of confidence in your stance or position further supports the cowardice in which you refuse to leave your name.   63. Union is union and they don't hire you. For one anybody knows that 1 it won't affect anybody jobs because this has nothing to do with the union 2 he isn't on the clock . Good try but I have been a part of the Union for years and honestly it has no benefit. Funny how half of Salisbury paid guys aren't union and that there are trying to cause issue with Polidore job. His job has nothing to do with here . You paid clowns are just trying to pressure him which really from what I can see he isn't breaking. He has done no wrong nor has he messed with your jobs. I'm sure there's a lot of dirt to be pulled on you SFD paid boys and girls . Everybody should be concerned over the issue and not mess with somebody income . No the paid guys won't loose there jobs in the SFD but the fire chief might tell you that but he is just trying to worry you . Now you might not need your grant anymore but hey that's good leave that for other stations that need it .   64. Aint nobody going after his job i dont believe. I dont think the two can be intertwined, unions and departments are two things that work together but not like that i don think. What union would go after a job of its own member, dont make sense. From what i saw there was no heat on colgrove or his guest. The heat was on polidore and he didnt take it well. talking with the guy the union was there to observe as stated before in a post back a few steps. I seriously doubt aa county could care what he does, but maybe his union does. They have a member creating issues for other union people and i know from talking to them that they dont like that kind of stuff.
    And please do not call me colgrove, cause i like him but am not him, but i thank you for the kind gesture.

The issue in itself involves neither. Furthermore, to clarify, no member from Company No. 1 has made any negative statement about Chief Gladwell and his family. The membership of Company No. 1 have all agreed to keep this about the conflicts between the corporation and the administration. We choose not to be involved in the personal attacks, slander, and defamation that is being spewed out by others.   69. Wow reported fire right now in mill pond and no volunteer piece on the street station 2 re alerted no engine from 2 1 or 16 just paid guys . The mayor says the volunteers are still working hard . The only hard working ones you had was the ones that left the way I see this .

  78. It would make a lot of sense to have a County Wide EMS division and ran by Wicomico County, NOT the fire department.

    A Wicomico County EMS Division should be totally separate from the fire departments and answer only to the County EMS Chief who answers to the County Executive.

    With that said anytime an ambulance is dispatched and a fire engine crew from Salisbury decides to chase that ambulance crew they should be told to return to service by the 911 center. If they don't return to service then they fire company would be fined.

    Also do County Wide Box Alarms and any piece of apparatus that responds without being dispatched would be told to return to service. If they don't then they would be fined.

    If you don't like the rules then get out of the fire and EMS service.

    I would like to see a Statewide Finance Task Force like Delaware just created to audit every single fire department in Maryland starting with Wicomico County. Look what just happened to Showell Volunteer Fire Company in Worcester County.

    Why does every fire department have command units? Why does every fire department have rescue trucks? Why does every fire department have ladder trucks? Why does every fire department have chrome or polished aluminum wheels on all their apparatus? And on and on....

    Cotter said he was "retired" so what was he there running his mouth for? In order to be retired from something you have had to work there.     The City is DEMANDING millions of dollars from the County right now. It's called their "nuclear option" in which the City is flat out threatening the County with an ultimatum.

    The City has held the County hostage for literally decades and right now the County has the support of the Fire Chief's throughout the County to assure perfect safety to ALL areas within the County and without the City FD at all.

    Tilghman, Ireton and Day called a BLUFF and Culver needs to call that bluff. Especially since the City hasn't paid the County for 1/2 the GOB, 1/2 the yearly expenses, HVAC, Boiler, you name it.

    The County needs to divorce the City is many ways and this is a good start, seriously.

    If they were as intelligent as they think they are then they would have enough sense to know that Wicomico County doesn't have to give any of the fire departments one single penny. The money they do give is a grant. It isn't an obligation so wake up before you uneducated fools keep looking stupid.

    Another thing why do you assume that Wicomico County has to fund the volunteer fire companies, but the municipalities don't. How much do the towns of Delmar, Hebron, Mardela, Sharptown, Fruitland, Pittsville and Willards give to their perspective volunteer fire companies? Let's find out how much they pay up? Let's make threats to them saying they need to pay more or we won't respond in any municipality or within town limits! I pay city taxes and get absolutely no services. I pay for water and sewer and my state and gas taxes pay for the roads. What am I really getting from my town?

  98. If you pay attention you can clearly see Steve Records is speaking his mind about the group of members that separated from Station 1. He is a volunteer at Pittsville and spent many years as a volunteer in Salisbury. He has nothing bad to say about any other group of volunteers that I've heard. Steve has never been shy about telling it like he sees it, nor has his brother Brian. The actions of the former group from Station 1 has made a lot of people speak negatively about them.
