Salisbury University Police Footage: Part 1

OK, here is the first video from SU. It's actually pretty much all you'll want to see but to be fair we will publish Part 2 soon.

That being said, let me walk you through what you'll be looking at. In the top right hand corner of the screen you'll see Pat's Pizza on the corner. You'll see a group of students coming around the corner where the Police have asked them to move on.

As you continue watching you'll clearly see they are doing exactly what they were asked. Perhaps to some officers, it's not fast enough, which is a load of crap. 

As they continue moving you'll see a police vehicle pull up, provoking the situation. They cross the street and continue moving and even start heading into the tunnel, (keep your eyes on the guy with the yellow shirt next to the tunnel wall) when all of a sudden the police officer comes running across the street and tackles the guy in yellow from behind. The rest is history and spells out the cell phone footage from earlier.

  7. Where was the new m-rap attack troop carrier of Sheriff Lewis. This situation was requiring it's use. Why was there no bed checks made at the school? That would have showed they escaped.

  8. Speaking of loitering...why aren't the police chasing off the vigrants around Giant shopping center and all around Salisbury? I was approached by one of them recently by him coming up to my car window as I got in my got from leaving Giant. I contacted the police about this incident and they really could have cared less...basically letting me know to not shop at Giant after dark. Go figure!

  9. It's a wonder why this town hates the Univ. so much when I have been to many college towns and they have an absolutely wonderful relationship with their school...

    This town is full of hate and jealously where other towns fully embrace their school, their students, teams, (and SU has absolutely one of the best over all sports programs in the country--the best in DIII for sure

    That's not good enough for our small minded population of rental town folk

    How many of them have a child who attends a college or University?

    My guess, very few.

    How many commenters have had a bad experience with a police officer?

    Have a friend or family member who has had a bad experience with a police officer?

    When people are afraid or intimidated they usually become aggressive in behavior or language. Some police officers are not qualified to do the job they are assigned. When they get in over their head, something embarrassing can happen (overly aggressive or combative). This is many times the case with police misconduct. If no one is hurt the matter can be resolved easily. The officers involved should be investigated by their superiors. Proper protocol should take place including not making statements to the media about the incident until the facts of the matter are known.

    Just because there has been no admission of guilt doesn't mean it is not forthcoming.

    People should calm down.

    Are you saying Salisbury was designed or created somehow "for the blacks"? Get used to it. Meaning, it was designed or created this way (possibly by secrecy) and everyone else should learn to accept that fact.

    I disagree with you. I don't believe Salisbury is "for the blacks" as if that is somehow Salisbury's ethos (destiny). I simply do not believe there was an effort made somehow by someone to create a town called Salisbury and for it to be specifically identified as a black persons' town.

  21. About 10 years ago I was working a summer job near OC and one of my coworkers was telling me how he was applying to to the Salisbury PD.... When I first met this guy I noticed that he was a little off, low IQ, and just generally missing some core social skills, I thought that there was no way this moron was going to or should get a job of any sort of authority figure yet alone as a police office officer. Two years later I see him running through the plaza in uniform; I was shocked to say the least.
    I used to respect police but over the last 15 years the quality of police officers that I have met has really gone down hill.

    The kid didn't do anything at all.

    As far as I can tell the cop is way out of line.

  24. Ok what I saw is the students loitering in Pat's parking lot but they moved on and crossed the street. They were continuing to walk and I clearly saw the cop run up and pull they boy back to the tunnel. Cop was in the wrong in my opinion. SU students come here for education and they act like college students all across the country do. Big deal,but what I saw was the cops doing wrong. Thanks Joe keep up the good work!

    If a policeman's job was that "very dangerous" why isn't it EVER listed on any top ten list for dangerous occupations?

    Very little bit of money?? Most are OVERPAID for what they do. And then they game the system by getting undeserved overtime.

    There IS audio and it backs up what Joe has said. But you have to be willing to look for it.

  28. I objectively viewed all videos. In the first video it appears that a police officer enters the crowd to affect an arrest. However, it is unknown what is said or what occurred prior to the police officer taking action. The person could have been disorderly or committed another crime. It is unclear from a traffic camera point of view. A disorderly situation can be anyone screaming or yelling loudly or otherwise behaving in a disorderly manner to the contrary of the public peace. Secondly, as we hear from the person filming "are you going to read me my rights?" or something to that effect, is also incorrect. A police officer is not required to read someone their Miranda rights unless it is a custodial interrogation. Only then is it required to avoid suppression of said questioning at a trial. Absent of that, the police have no requirement to read anyone their rights upon arrest. Such is a complete misunderstanding of Miranda and the functioning of our criminal justice system. Such is reserved for Hollywood dramas and action movies.
    Moreover, while filming the police may provide someone who is not committing a crime some protections, it is not an excuse to provoke, inflame, or commit a crime. Mind that someone filming the police can still commit a crime while filming, such as yelling and screaming or otherwise being disorderly (again a general statement not specific to this case in particular). Persons in the crowd can be heard yelling profanities loudly.
    There is such a thing as freedom of speech but as an American you do not have absolute freedom of speech. For instance you cannot incite a riot or breach the public peace. You do have the right to peaceably assemble with a permit, which is not the case here.
    At the point where the police officer was arresting the suspect you see members of the crowd start to walk inward. The police officers orders them to back up. One person does not comply and continues to be close to the police, thus resulting in his arrest. This is also a disorderly statue violation, failure to obey a lawful order of a police officer and obstructing and hindering a police officer. The police, being only one or two officers with a large group, have an absolute right to their safety and security. Those officers do not know if someone in the crowd will assault them or otherwise interfere with an arrest procedure. Yelling loudly, it itself, if witnessed or creating a public disturbance in and of itself is illegal. People seem to forget that especially when recording the police.
    Police officers have an absolute right to use the proper amount of force to affect an arrest. At no time did it appear that anyone was beaten, shot, or otherwise abused or mistreated. At this point I did not observe the police acting unlawfully or abusing any authority afforded to them under the law.
    On the heels of Ferguson, citizens think that because they record the police, it gives them the right to abuse the police and carry on however they see fit (speaking generally, not specific to this situation). It is the contrary. The tendency to think that police officers taking police actions is abusive is incorrect. In this instance, what we are to believe is that persons, minding their own business, walking down the street were attacked by the Salisbury City Police, is completely incorrect and inane. Allowing persons to yell and scream in the street is the definition of disorderly conduct. Failure of police to take action results in lawlessness. Lawlessness begets anarchy.
    As a society we hang on a dangerous precipice of managing civil liberties with complete lawlessness due to societies lack of understanding of laws and abuse of police authority. As a big believer of the constitution I firmly believe in our civil liberties. However, they have limitations.

  29. I think making a judgment by this video is unfair to each party.

    That boy could of said anything. He could of said "I'll shoot everybody here" or "I'll be seeing your mama later".

    Who knows?

    The cell video in the tunnel, to me, does not show an out of line officer. He is arresting the initial kid and ordering the others to back up, which seems logical. The others were arrested for not doing so. It's a common thing.

    I feel that audio from the cell video cannot be trusted because kids are not stupid. They know how all this works. If they are on video saying "nothing happened, he arrested him for nothing", they think elders are stupid enough to think that's the way it was.

    Another example of why police should immediately be issued cams with audio.

  31. Here comes the observation from the parent of a SU student. Apparently my kid is a rich kid for being sent to SU??? Somebody please let me know where my $ is because I'd love to find it! 1) Looking at the videos I do not see anything that warrants outrage and definitely don't see anything that warrants a lawsuit. 2) When I was underage and had been drinking I bolted when I saw the cops 3) When I was of age to drink and found myself in situations where the cops were around I moved along, sober or drunk. 4) Today's kids are different they think that they can pretty much do as they wish and they love to video everything, I'm not bashing this group of kids or playing the whole I walked up hill to school both ways card, its just an accurate observation. The kids in this video should have moved along, period, though that alone wouldn't justify a brutal response. 5) I don't see brutality here, from all the videos best I can tell is that maybe a cop needs a reprimand or suspension and if the cop has a history as many on these pages seem to think, or atleast say they know, then maybe based on a totality of complaints and actions he gets fired. 6) That sure is a large response for what seemed like a minor incident. I have a kid 2 hours away at a school in a town that I understand has a crime problem, that worries me all the time and I can't help but to think that if the Salisbury Police responded to every case of loitering or reports of crime with this much force they probably could clean things up (I know, they can't be responsible for the legal system of Maryland that lets everyone walk so they can repeat their behavior) Bottom line for me is that I don't see any police brutality in the videos that have been posted, overly aggressive warranting a reprimand maybe, but brutality??? its just not there and whatever lawsuit being filed is a joke.

  32. I saw nothing wrong with anything the students did. Come on Salisbury Police and campus police WTF. Recently I was at Royal Farms on South Division Street when out Local Police and the Campus police complexly blocked the exits of the store just to have a conversation 8 police cars for a suspected pot bust.... When I asked the cops to move their cars all I received was a smart ass remark from the Cop. I came home and called the police department and voiced my concerns and was told that it was a POLICE matter. We all know their is tons of crime in the Salisbury area, however the police seen that they are afraid to address anything thing that may endanger them, Lets just stop people going 5 miles over the speed limit, ETC THEY are nothing more than REVENUE AGENTS FOR THE STATE OF MARYLAND.
