Legislation introduced in Washington, D.C., would allow certain residents to write out parking tickets to their neighbors.
The goal of the omnibus Vision Zero bill, from council member Charles Allen of Ward 6, is to decrease the number of traffic accidents with pedestrians and cyclists.
The bill proposes the establishment of a Citizen Safety Enforcement Pilot Program, where the District Department of Public Works will allow up to 10 trained residents per ward to be able to write up the parking infractions.

We need to have this here. A citizen safety patrol would really cut into the crime around here, God knows we would do more than the Donut eaters!

I'd slap one on all the people parked in the street at Moss Hill because they are too lazy to park in the lots and walk a few extra steps. Cars driving can barely squeeze past each other because they are parked on both sides of the road and with kids playing all over the place and running out between the parked cars it is a matter of time before one is killed.
