As part of the ongoing effort to keep the public informed of improvements within the City of Salisbury, please be advised that a private contractor will be affecting the flow of traffic along Beaglin Park Drive in two locations to conduct repaving operations. The areas from Hannibal Street to South Schumaker Drive, and from Snow Hill Road to College Lane will experience delays during paving operations.
The work will be performed beginning Monday, July 10, 2017, at 7:00 a.m. and will be completed on Friday, July 14, 2017, at 4:30 p.m., barring unforeseen problems or weather delays. Expect minor periodic traffic delays due to traffic pattern modifications between 7:00 a.m. to 6:00 p.m.

Scientists have long believed that a slower walking pace in older people may be linked to dementia.
Now a team of researchers have identified the changes in the brain which explain why.
They discovered that people who developed slowed walking show a shrinkage of their right hippocampus.
This area of the brain, which is similar in shape to a seahorse, is primarily associated with memory and the ability to maintain posture.
The findings suggest dementia could be treated earlier if doctors regularly measure the walking speeds of older patients and watch for changes over time.
That's according to a 14-year study carried out by experts at the University of Pittsburgh Graduate School of Public Health.

Infant Casket With Human Organs Inside Found On North Philly Sidewalk
PHILADELPHIA (CBS) — Philadelphia Police are investigating a disturbing discovery on a North Philadelphia street Monday night.
People walking along the 3100 block of W. Clearfield Street came across an infant- or child-sized casket lying on the sidewalk just after 9 p.m.
“I was pretty shocked,” said Chris James. “It looked like something straight out of ‘Thriller.'”
Officers arrived and opened the casket to find a bag of organs inside, but no body.

A week ago, we reported on a study from the University of Washington that exposed how the city of Seattle’s progressive minimum wage increases, which began in 2015, are – contrary to the hopes of so many liberals – actually crushing the city’s poor.
Specifically, the study found that higher minimum wages caused a 9.4% reduction to total hours worked by low-skilled workers, or roughly 14 million hours per year. Given that a full-time employee works 2,080 hours per year, that's equivalent to just over 6,700 full-time equivalents who have lost their jobs, just in the city of Seattle.
While the higher minimum wage law remains intact in liberal Washington State - despite the research suggesting that it’s harming Seattle's most vulnerable workers - the Missouri legislature recently acted to prevent a similar catastrophe from playing out in St. Louis by passing what’s known as a preemption law to invalidate a city-approved minimum wage hike that was slated to take effect in late August. "The cash register woman says to this 4-year-old girl, verbatim, 'You have no money,'" said Holt, describing the incident last year. A milk carton was taken away, and the girl's food was dumped in the trash. "She did not protest, other than to walk away in tears."
Holt has joined a chorus of outrage against lunchroom practices that can humiliate children as public school districts across the United States rethink how they cope with unpaid student lunch debts.
The U.S. Agriculture Department is requiring districts to adopt policies this month for addressing meal debts and to inform parents at the start of the academic year.

Texas city official 'killed dad and son while high'
A Texas city official has been charged with intoxication manslaughter after admitting that she smoked marijuana before mowing down a father and son, according to authorities.

The move reflects deep concern in Vienna and elsewhere in Europe over the huge number of asylum seekers who continue to cross the Mediterranean from Libya – so far this year more than 85,000 have been rescued and brought to Italy.
But it prompted a rebuke from Rome, with the Italian foreign ministry summoning Austria’s ambassador to explain the beefing up of border security. Italy has warned in the past that such measures would contravene EU rules on free movement.
Austria said it would ramp up border controls at the Brenner Pass, a key trade and transport route through the Alps that connects the two countries. "We are ready to protect our Brenner border if necessary,” said Sebastian Kurz, the Austrian foreign minister.
The 750 soldiers could be rushed to the border within 72 hours if there was a migration emergency, officials said. "I expect border controls will be introduced very soon," Peter Doskozil, the defence minister, told the newspaper Kronen Zeitung.

Abandoned puppy at airport bathroom highlights domestic violence issues
LAS VEGAS (KSNV NEWS3LV) — A 3-month-old puppy was abandoned inside an airport bathroom over the weekend with a heartbreaking note from its owner.
The miniature Chihuahua was left with a handwritten note from the dog’s owner telling a tale of domestic abuse and the owner’s rush to escape her abuser.
The note reads: “Hi! I’m Chewy! My owner was in an abusive relationship and couldn’t afford me to get on the flight. She didn’t want to leave me with all her heart but she has NO other option. My ex-boyfriend kicked my dog when we were fighting and he has a big knot on his head. He probably needs a vet. I love Chewy sooo much – please love and take care of him.”

Regular moderate activity lowers the risk by 14 per cent, a study review found.

Prince Street Elementary Now Registering Students for New Full-Day Prekindergarten; Special Registration Event July 6-7
Wicomico County Public Schools is pleased to announce that Prince Street Elementary will have full-day Prekindergarten for the 2017-2018 school year, providing greater educational opportunities for students as they prepare to enter Kindergarten.
Prince Street will hold a special Prekindergarten Registration Event from 8 a.m.-2 p.m. Thursday, July 6 and Friday, July 7. On these two days the school will have extra registration staff as well as Spanish and Haitian Creole interpreters on hand to provide the best possible service to families.
“I feel that full-day Prekindergarten will give a better opportunity for us to get children school ready, educating them early and for a full day so they’ll be prepared to be successful in Kindergarten. We are delighted that Prince Street Elementary has just received a Prekindergarten Expansion Grant to expand our Prekindergarten program to four full-day classes starting this fall,” Principal Jason Miller said. “We’re eager for parents in the Prince Street serving area to come in as soon as possible so all of us – students, parents, and school staff – can begin preparing for full-day Prekindergarten in September.”
Children in the Prince Street attendance area must be age 4 by Sept. 1, 2017 to sign up for full-day Prekindergarten at Prince Street. No special permission requests to attend Prince Street for Prekindergarten will be considered, due to grant stipulations. Prince Street’s expansion to full-day Prekindergarten is made possible by a federal and state grant awarded by the Maryland State Department of Education.

OC: Residence Inn set for fall opening
Despite delays and disputes that have clouded the completion of a 150-room Marriott Residence Inn & Suites on 61st Street bayside, the project should wind down this fall.
The eight-story hotel, located on a four-acre parcel that formerly housed the Ocean City Health and Racquet Club, is being developed by the Inns of Ocean City LLC.
Rich Palmer, a managing member of the hotel corporation, said the project hit a snag last fall when problems arose with the original general contractor, Berlin-based general Sens Mechanical Inc.
In late November 2016 contractor Whiting-Turner was selected to shuttle the project to fruition. Palmer credited the bonding company with taking on the responsibilities of general contactor and selecting Whiting-Turner to complete the remaining construction.

A law meant to block anti-military protests and picketing during Arlington burials was passed in 2006, and an unintended consequence of that act has made it illegal to display anything at the cemetery… even the American flag. Doing so could result in a fine or up to one year in prison.
There are special circumstances, of course, including flag displays that are “part of a funeral, memorial service, or ceremony,” which explains why it’s okay for soldiers to place those tiny flags next to each headstone and marker for Memorial Day and other national holidays and ceremonies.
In all other cases, U.S. code forbids the display of “any placard, banner, flag, or similar device” at the cemetery unless pre-approved by officials.

BALTIMORE (WJZ) — A Maryland man who is facing deportation is getting support from the community in a big way.
On Monday, hundreds in Baltimore rallied downtown calling on immigration officials to release a man who’s been detained for several months.
Guillermo Recinos-Morales has been locked up since April.
Immigration advocates are upset because while he has been here illegally, they say this a man with no criminal record, whose only crime found a better life for himself and his family.

Black Mother SUES School For Forcing Daughter To Be Co-Valedictorian With White Student
Every year, high schools across the country honor the student with the highest GPA as class valedictorian. But one mother is crying foul, saying that her daughter was unfairly forced to share the honor — and according to her, it’s solely because her daughter is black.
Sherry Shepard filed a federal discrimination lawsuit on behalf of her daughter, Jasmine Shepard, against the Cleveland School District. Her complaint is that Jasmine was named “co-valedictorian” with a white student in May of 2016. This wouldn’t necessarily be a problem, Shepard says, except the white student had a lower GPA.
The suit, filed in Mississippi at the end of June, claims that there was a racial motivation to the school’s decision. “Prior to 2016, all of Cleveland High School’s valedictorians were white. Duke University admitted Sunday that it used manipulated and completely fabricated data about respiratory illnesses to obtains grants from the Environmental Protection Agency, among other agencies.
Internal investigators at the school believe that former lab technician Erin Potts-Kant falsified or fabricated data for medical research reports, attorneys for Duke said in response to a federal whistleblower lawsuit against the school. Potts-Kant told investigators that she faked data that wound up being “included in various publications and grant applications.”
Former analyst Joseph Thomas alleged in a recent lawsuit that the university ignored warning signs about Potts-Kant’s work and tried to cover up the fraud, but the university denies there were warning signs. The lawsuit contends that all the work Potts-Kant did in her eight years at Duke was fabricated, and that the bogus data was done through grants worth $112.8 million to Duke and $120.9 million to other universities in North Carolina.

Kobach: Why States Need to Assist the Presidential Commission on Election Integrity
Last Thursday, the Presidential Commission on Election Integrity officially asked each state’s chief election official for a copy of their state’s publicly-available voter information, in order to better investigate voter fraud across the nation.
I’m the Vice Chair of that Commission, and the letter went out under my signature.
Immediately thereafter, several prominent Democrats declared that they would not comply with this request. California Secretary of State Alex Padilla stated, “California’s participation would only serve to legitimize the false and already debunked claims of massive voter fraud made by the President, the Vice President, and Mr. Kobach.”
Similarly, Virginia Governor Terry McAuliffe fumed, “I have no intention of honoring this request. Virginia conducts fair, honest, and democratic elections, and there is no evidence of significant voter fraud in Virginia.”
Governor McAuliffe’s declaration was particularly amusing, because only three days earlier In Virginia, a college student had been convicted of fraudulently registering 18 dead people. Evidently, there’s plenty of voter fraud in Virginia. Apparently, McAuliffe is ignorant of what’s going on in his own state.
The hyperventilating on the Left about this request is particularly strange since the Commission only requested information that is already publicly available..
Although private information like the last four numbers of a voter’s social security number is sometimes included in a state’s voter database, that information is usually not publicly available. The Commission didn’t request that information. Thus, there is no threat that the Commission’s work might compromise anyone’s privacy.

Would you know or be able to find out the status of the ongoing roadwork on Isabella? It's a nightmare that does not end. Not sure what is being repaired. Hopefully when it is finished the road will not remain in the bad condition that it has been for years. Residents in that area would appreciate less stress on their vehicles. The same could be said for the road heading down Parsons road into Fitzwater.

I have now heard multiple reports of mail removed from mailboxes, mail and packages opened and left in the street. I'd appreciate it if you'd write a post and ask if others have had any problems. (The was over the past few days) in the vicinity of the University. It's being reported to postal authorities. Some victims may have reported to local law enforcement or not realized the serious nature of postal theft/tampering.
In one instance I'm aware of outgoing mail was opened. In ours, it was an incoming package.

Congress Taking Separate Action to Stop IRS From Enforcing ACA Mandate
It might not pass healthcare legislation over the summer, but Congress is making sure at least one part of Obamacare gets repealed — the individual mandate.
The House appropriations committee has drafted a provision to stop the IRS from enforcing the individual mandate of the Affordable Care Act, which penalizes individuals to pay a penalty if they didn't purchase health insurance, The New York Times reported.
That restriction on the IRS would take effect Oct. 1, start of the new fiscal year.

NEW STUDY: Christians More Tolerant And Open-Minded Than Atheists
The left has long claimed that people of faith are more close-minded and intolerant than atheists. A new study says that is not so. We all knew that, but someone actually put it in writing. It was conducted by Dr. Filip Uzarevic, a researcher at the Catholic University of Louvain in Belgium. In his study, the exact opposite of current thought is the truth here… atheists tend to be less tolerant of differing opinions. No offense to atheists, but I have found that to be very true.
And I would go even further here to say that both atheists and Christians have those among them that are tolerant and intolerant, which this study bears out. Those of faith and particularly Christians, are taught to be tolerant and understanding. It is part of our faith and it is ingrained in our teachings. Slapping a label on either side though is judgmental and really, people should be evaluated individually on their tolerances and reactions to others. Otherwise, you risk pigeon-holing whole classes of individuals. That leads to very bad things. See Nazi Germany.

OCEAN CITY — The replica tall ship El Galeon Andalucia will be making a return trip to Ocean City in August for the first time in three years after resort officials on Monday worked out a few issues in the Memorandum of Understanding (MOU) with the vessel’s owner.
Special Events Director Frank Miller presented the Mayor and Council with the MOU that will bring El Galeon Andalucia back to Ocean City for roughly three weeks next month. The 170-foot, 500-ton tall ship replica is set to arrive in Ocean City on Aug. 10 and will make a pass in review under full sail down the beach front before beginning the trip through the Inlet, up the shallow bay and through the Route 50 drawbridge to its berth along the dock between 2nd and 3rd streets.

It will remain moored at the dock along 2ndand 3rd streets and open for tours and special receptions until Aug. 27 and will make its departure along the same path it entered on Aug. 28. One of the last, and perhaps most significant, details to work out was the water depth in the stretch of bay between the Inlet and the Route 50 Bridge.

Falsified debt prices do not promote macroeconomic stability. They lead to reckless credit expansion cycles that eventually collapse due to borrower defaults. We’re now seeing that play out in the auto sector, especially since anyone who can fog a rearview mirror has been eligible for a car loan or lease.
If that reminds you of the sub-prime housing disaster, you’d be right.
That, in turn, will make the looming collapse even worse, due to the sudden drastic shrinkage of credit in response to escalating lender losses.
