SFD withholding personal property of Company No. 1 members

The Salisbury Fire Department saga continues...

When the volunteers of Company No. 1 were locked out of their station back in February, Chief Richard A. Hoppes and his fellow administers removed all property belonging to these volunteers from their gear racks; personal property including rescue gloves, tools and even members' leather fire helmets.

SFD and Mayor Jake Day eventually agreed to allow Company No. 1 members to retrieve their personal property, however the only way they could do so was to go to Station 16 and sign for it once all items were inventoried.

Several members have been to get their stuff, however, Bryan Lewis and Angie Jenkins have refused to release to Company No. 1 members' leather helmets. These helmets were purchased by Company No. 1 Corporation for members as awards for years of service. They are valued between $550 - $650 a piece!!

Mr. Lewis and Ms. Jenkins have been specifically instructed by Chief Hoppes not to release these helmets to Company No. 1 members. Each member is forced to sign an inventory list which does not include said helmets in order to obtain their personal belongings. The only way these members are able to get their leather helmets is to agree to have a sit down meeting with Chief Hoppes. Several Company No. 1 members have agreed to meet with him and are now patiently waiting to sit down with him. Those that have already sat down have been ridiculed for their decision to leave SFD.

Company No 1. has reached out several times to Mayor Day to get this situation rectified but to no avail. He has continually stated he would take care of it and make sure all items were returned to the members but the chief is still withholding the leather helmets. It is truly crazy what these men and women are going through to obtain their personal/private property from SFD. When is enough enough? These volunteers are ready to move on and serve the community but have yet again hit another road block when it comes to retrieving their personal property from Hoppes and the SFD administration.


This scheme needs to be stopped!!

  2. What a clown show. Complete lack of professionalism and leadership. The correct way to do things would have been to inventory the items BEFORE any of the items left the premises if it was absolutely necessary to remove to begin with. That's the first problem. Sby has no leadership from the mayor on down to this fire chief. Amateurs pretending and the city and the tax payers suffer from their lack of good judgement and professionalism.

    IMO too many times we do not get "all" the story. We are only fooling ourselves when thinking one person's view of events is news. I learned many, many years ago a one sided story is never the whole story or the whole truth.

  15. I read the helmets were paid by Station 1 and that they were GIFTS for years of service.
    If it was a gift, then doesn't it belong to the person to whom it was given?
    Either a person did the years of service or not, but if the person did the service and was given a helmet, then I assume the helmet belongs to the person.

    What am I missing here?

  18. Your personal items and property were inventoried, bagged and tagged before leaving Station 1. I believe the whole process was videotaped. How was any of this done fraudulently?
    You accused the city of mismanaging money and stealing and then tried to come up to Station 1 late at night to remove property. All after you gave your secession letter.
    I don't blame the city or the Chief one bit for calling the police, locking you out, carefully documenting everything and making you sign for it. Seems prudent given the accusations you all are quick to make.

So get your menbers together, go to the sheriff or msp and file a felony theft against Hoppes , they will lock him up for a felony charge. As nasty as this has been you all need to follow through with the charge. Lock him up.

  29. There is a legal process any non-profit must go through to dispose of property. This process includes documentation of any and all gifts or in kind services. If this was done, simply produce the proper gifting documents and hire a lawyer. Otherwise it' the volunteers that are attempting to steal property. These helmets do NOT meet the legal standard to be considered personal property.

Someone told me that someone was upset because they never knew the old fire house was for sale and would have brought it for much more money to open a place for their stuff when they work locally. A few good paying jobs would have come out of it too. Evidently they were told by a prominent democrat no less to not get involved in Salisbury because they are half a$$es and drunks running things there. I would like to know if this is true or if just a perception.

The fire co won't use these helmets. I don't even live anywhere around Sby but the more I read on here and other places about the government of Sby and many of it's residents it's easy to see with it's abundance of lower class dishonest people it is referred by many to as The Crotch of the Eastern Shore.

As fast as the local jobs have been drying up around here, it's quite an accomplishment to get one or two years in without being laid off or business closing.

    Mr. Lewis had one of the most severe cases of bone cancer that I've ever heard of , he is still not out of the woods . He was extremely ill for years , he's on the road to recovery now . So you mean to tell me that anyone that received a watch or other "award" and since then left the dept, needs to return that to Hoppes? I think not. They were given as service awards and need to be given back to the members that received them. SMH It's pathetic that there's even a fight to get this stuff back.

Funniest part about all this is that the fact station 1 corporation and its members have never been sent any information as to why they have had their gear taking or the fact that they are no longer members of the SFD. Why not what is your problem hoppes why can these men not fight fire or respond like they have said they are willing to do. Nothing has come to anyone yet they took their gear from them. Where is the paperwork requested for this?

  56. How many of these volunteers that received a helmet as a service award have been actively volunteering for 20 years? Most companies give service awards for 20 years of service. If there is anyone that received a helmet and did not actively volunteer for 20 years, then they really shouldn't have been given one. Just curious.

  60. 12:23 just being on the roster, that's station 16, they have positions filled, but with firefighters, no there is a lot of hose rollers, utility control , engine wreckers, lawn nomes, big mouths, and firefighter wanna bes . But firefighters at station 16, they don't exist. They don't even have to conform to the Chiefs standards, no records of their turn out times. They never made the mark ever.

    I get what you are trying to say about station 16, but I was only asking about the station 1 volunteers that received the fire helmets as a service award. I meant to say is, I hope that the volunteers that did receive a fire helmet as a service award, actually showed up on a regular basis to a fire call or ambulance call and physically helped. Also, I would hope that a fire helmet would only be awarded to a volunteer that had at least 20 years of service, due to the cost. I would hope that the service awards for 5, 10, and 15 years would be something not as expensive.

  65. There is a lesson for OC to be learned here. OC started out as a town of volunteers. Government eventually learned that campaign money comes from Unions which volunteers do not support so they created (more) PAID firefighters. PAID firefighters generally belong to families running the Town. The Unions help their members get MORE money. The Unions also help politicians get MORE money. The money is not limitless so there's this careful balance of CAREER and VOLUNTEER that the Town touts on their OCFD vehicles. The truth may be that VOLUNTEERS would provide ALL the services that the town needs if the Town would simply give them the recognition they deserve.

    Does this sound like Salisbury? Probably.... and for the very same reasons.

  67. Again unions have destroyed another organization in our area for nothing more than greed. This incessant fighting between full-time paid firefighters and volunteers has gotten ridiculous and irrelevant in many respects. The city's big nose squarely planted in the middle hasn't help because their liberalism is just a mental disorder, corroding everything and weighing it down with corruption. Back in the day, all firefighters were volunteers without exception. Maybe we should go back to that time because its clear the paid firefighters are too busy with politics to properly serve our community. How many more companies and organizations need to fail before we realize unions are no longer necessary and only create more problems then they solve?

    Could be the unions and our idiotic local government are the reason why many big business don't seem to find our area desirable?

  69. Joe check this corruption out with Rick Hoppes, BS, Wannabe Fire Chief. Station 2 got dispatched for an automatic fire alarm on Naylor Mill Road. Truck 2 responded with "16B" and 2. Then Assistant Chief 1 responded in the $100,000 SUV that Chris O'Barsky wrecked right after they placed it in service.

    Well anyway here is the kicker. Station 2 isn't supposed to have any paid firemen running calls other than the ambulance because they divided up the paid firemen at Station 2 and sent them to Station 1 to cover calls full time since the Station 1 volunteers separated and were ultimately locked out of the city buildings.

    Well back to Truck 2 with the officer which is 16B. 16B is a paid assistant chief which shouldn't be riding the officers seat of Truck 2 according to the Paid fire chiefs self imposed guidelines.

    16B?? Guess who 16B is?? None other that Chris O'Barsky the paid assistant chief who wrecked the $100 4x4 SUV right after it was bought and placed in service. Now this is the 3rd time Chris O'Barsky has wrecked and expensive vehicle bought by the tax payers of the City of Salisbury and Wicomico County.

    Anyway Truck 2 with a paid Assistant Chief(O'Barsky) and Assistant Chief 1 with another paid Assistant Chief. They have been on that False Alarm on Naylor Mill Road for over an hour and they still can't find out what is going on. Not to bright are they.

    Now what Rick Hoppes is doing with that situation is trying to burn that overtime budget before the end of the upcoming fiscal year to make it look like they need more manpower and more money in the overtime budget.

    O'Barsky's salary is pushing $80,000 per year. So you do the math and multiply his hourly times a 24 hour shift. See what I mean. They could have paid for 3 new firemen to work a 24 hour shift for what they are paying "A seizure Chief" O'Barsky.

    Pure corruption from Day, Hoppes, Tull, Scott, O'Barsky and the entire rank and file of the SFD.

    Okay, your comments answered my question, regarding how much service did a volunteer have to give, to get one of those expensive fire helmets. As a taxpayer, it sounds like there is way too much money being wasted on these service awards. I can agree that someone who has actively put in 20 years, would be entitled to a fire helmet. But, if these expensive fire helmets are being given to a volunteer that only has 5 or 10 years of service, that is just wrong! I certainly hope that the fire helmets weren't given out to any volunteer, just because there was money that could be spent/wasted. I would really like to see a list of the volunteers, along with their years of active service, that have received the fire helmets as a gift/service award. That would be the fair and honest thing to do.

    You are correct. It makes no difference if a gold watch or fire helmet is given as a service award. I just hope that when those types of gifts are given, they are given to a person that has "actively" volunteered for 20 years....not 5, 10 or even 15 years.
    Not saying that anything less than 20 years is not important. The value/cost of the service awards should be customized for the years actively put in.

  72. Does anyone remember going to station 1 a couple Christmas's back the day of their company Christmas party. I recall seeing the door prize gifts they had purchased. It looked like everyone left with a gift, TVs and high dollar type electronics. Very much a waste of tax payer money. It is one thing to thank a volunteer or giver away donated gift cards but come on and get real. There is lack of accountabality on everyones part involved here. Years of service awards or Top Ten responder awards used to be a jacket or a job shirt. 60 dollars vs 5 ot 600

    Reading your comment, is very disappointing. It seems like there is a lot of taxpayers money being blown for Christmas parties, and who knows what else. If hundreds of dollars are being blown to make it look like these volunteers are in need of all of this money, then to me, that is the same as stealing. I think that this certain group of volunteers need to be made to show where all of the money that they spend every year goes, "in detail". Hearing about this ridiculous gift giving, sure does make me want to see what "gifts" have been bought.

    1. What happens July 1? Does the 911 center stop dispatching the City of Salisbury to Salisbury county areas? Who do they dispatch and how? From what I have read Culver gave Mr. Polidore and his group the airport. Yet Mr Polidore's groups face book page stated something like they accept the airport along with their county area. Someone is going to get their feelings hurt in a month. I'd also like to know how much of our tax payer money is being wasted on this from both sides? If they become established at the airport will they then go after the surrounding area to be part of their district? Is Parsonsburg and Powellville ok with that?

    2. It's going to court . Chief association had the say and was ignored. This is the first time in history that a recognized fire company in Wicomico has not been funded. Yea not smart . The court will settle this .

  74. It just seems like this certain group from the station #1 fire department, that decided they wanted to start their own fire station, is not as worthy as the public may have first thought. That doesn't mean that they aren't a good bunch of guys. It just seems that the more time that goes by, there is more hidden sneaky information about them. As a county taxpayer, I feel that this fire helmet issue needs to be brought out in the open. There seems to be some volunteers that would like to get their "gifted" fire helmets back. But now there are comments that have been made saying that these expensive fire helmets have been given as gifts or service awards, to volunteers that have not even been in the fire dept that long. Plus, there have been other extravagant gifts given out at other functions. I feel that all taxpayers should have the right to know how this allotted money that is given to this group from the station #1 fire dept, is being used...or abused.

  75. Yes, a lot of residents are very curious what will happen on July 1, with this certain group of volunteers that wanted to open up their own fire company. That time will be here before we all know it.

    1. What will happen? Business as usual except the taxpayers won't be buying expensive gifts anymore for "firefighters" that never showed up and couldn't function as firefighters even if they did.
      With the Station 1 corporation members gone, the SFD has better staffing and coverage to ALL its citizens in ALL of the SFD fire district.
      Instead of maybe having some kind of response 50% of the time in Station 1 volunteer response area, there is a fully staffed apparatus ready to roll with fully trained personnel. Nobody in the SFD fire district will lack coverage.

    2. As far as those Station 1 volunteer corporation members that left the SFD and wanted to start their own department? They are still a corporation (501c or whatever) on paper.
      The reality of the situation is that there never was a justifiable need for another station or additional county department to be added. This was all about their personal ego.
      They have no territory, no station and no firefighters. They can hang their corporation paperwork wherever they want and start themselves an "Independant" social club. Not at taxpayers expense.
