Should be mandatory for anyone renting a boat or PWC.

This should be required for EVERYONE, not just those born after 1972.
Just because I'm old doesn't mean I know how to drive. Look at all the idiots on the water born before 1972 (45 and up). I have good friends that I would NEVER turn over the helm to.
Each of my kids got their safe boaters certificate by the time they were 12.
Of all the laws on the water, this one has me SMH.
