House lawmakers say agency oversight of firearms is ‘deplorable’
Agencies don’t always know where their firearms are. Federal law enforcement agencies — including components of the Homeland Security Department, the Bureau of Land Management and the Federal Bureau of Prisons — lose a multitude of guns, bullets and other munitions every year due to faulty inventory tracking systems and theft.
The House Oversight and Government Reform Committee is investigating the severity of the problem and whether any progress has been made after the Justice Department Office of the Inspector General exposed these issues in multiple reports dating back to 2003.
“Gentlemen, you’re here because of your systems being deplorable. There’s no other word to describe them,” said Rep. Mark Meadows (R-N.C.).
DoJ IG Michael Horowitz said that after the most recent audit, the Bureau of Prisons has implemented three of the 14 recommendations listed in the report, which is roughly the amount of progress he expected.

School Financial Aid Worker Admits to Stealing Student Financial Aid Refunds
The guilty plea was announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Special Agent in Charge Kevin Perkins of the Federal Bureau of Investigation, Baltimore Field Office; and John L. Phillips, Assistant Inspector General for Investigations, U.S. Department of the Treasury - Office of Inspector General.
According to her plea agreement, on June 8, 2015, Rose began work as a student financial services representative at a school in Baltimore that provided postsecondary education. From June 15 to 19, Rose secretly wrote down the names of students, their account passwords and other information in a notepad that she then took back to her home. From June 19 to 23, Rose used the stolen information and her computer to access the electronic accounts of at least 40 students, and alter the student bank account information so that each of the student’s loan refund payments would be made to Rose’s Green Dot Bank account. Refunds to 20 of the students were processed and $73,996 was fraudulently deposited to her Green Dot Bank account.

DREAMER IMPREGNATES MIDDLE SCHOOL STUDENT IN TEXAS
HIDALGO COUNTY, TX (CBS 4 News) – Investigators have arrested a 20-year-old man accused of impregnating a Donna middle school student.
In April, a student at D.M. Sauceda Middle School — a girl younger than 14 years old — told the school nurse about her pregnancy.
“The victim told her that she was pregnant and the father of her baby is her 20-year-old boyfriend, Rodolfo Nava Jr.,” according to the criminal complaint.
During an interview at the Children’s Advocacy Center of Hidalgo County, the girl said her mother knew about the relationship and allowed her to stay at Nava’s home for about a month.

Clinton Charity Spends Nearly 80 Percent on Administrative Costs
The Canadian affiliate of the Clinton Foundation is spending an astounding 78 percent of the money it raises on administrative costs, according to the Globe and Mail.
The Clinton Giustra Enterprise Partnership (CGEP) spent nearly 8 dollars for every 10 that it raised on salaries, office supplies, expenses, salaries and consulting fees, according to filings with the Canada Revenue Agency. The charity only spent 22 percent on “charitable programs.”
The CGEP was set up by Canadian mining investor Frank Giustra, who is one of the largest contributors to the Clinton Foundation and a frequent traveling partner with Bill Clinton. Most of the funding has come from mining executives and companies. The CGEP was primarily set up so that Canadians contributing to the Clinton Foundation would receive a tax deduction in Canada.
CGEP officials defended the amount of money spent on administrative costs.
“These expenditures—far from being overhead—are critical to the operational success of CGEP’s work, and help maximize the impact of CGEP’s programs; ensure that more people are reached; and that these programs are run in an effective way,” they noted in a statement released to the Global and Mail.

Mike Pence, a steady, staunch conservative who would help to calm nervous Republicans wary of Trump's style, and New Jersey Gov. Chris Christie, a one-time rival who has become one of Trump's most trusted advisers.
That's according to a person familiar with Trump's thinking, who spoke on condition of anonymity because the person was not authorized to discuss the vetting process. Trump said in a Tuesday interview with The Wall Street Journal that Alabama Sen. Jeff Sessions is also still in the mix.

The number of sexual assault cases in Germany on New Year’s Eve may be much larger than previously believed, as leaked documents show authorities once again may be covering up what happened.
Germany’s largest newspaper Suddeutsche Zeitung released new figures Sunday of the magnitude of the events across Germany. The newspaper claims police estimate 1,200 women were assaulted by as many as 2,000 men across Germany’s major cities.
The number of sexual assault cases in Cologne alone are 642 instead of the around 500 previously reported. An additional 400 cases were reported in Hamburg, which is more than twice the official figure.
The unprecedented events became a massive scandal in the country, in part because authorities tried to protect the foreign perpetrators by not releasing any information.

Camp workers fired for rescuing bald eagle want new policies
“I want there to be an actual policy,” said Eliana Bookbinder.
Bookbinder, 20, and her twin brother, Jeremy Bookbinder, of Accokeek, Maryland, were fired after an incident on June 26 at Camp Marriott, on the Goshen Scout Reservation in Goshen, Virginia.
They didn’t think an injured young bald eagle found near the camp would survive the night to be collected by a game warden the next day. They were shocked, they said, when an Eagle Scout supervisor told them to leave the badly injured animal alone.
“I could not, as a Scout and ethical human being, leave this animal out overnight to be eaten by coyotes or skunks or whatever,” Eliana Bookbinder said.
The Boy Scouts of America has a coed program for girls and women 14 to 20 years old.
The Bookbinders have experience handling raptors, they said, from volunteering at the Clearwater Nature Center in Clinton, Maryland, so they captured the bird and took it to a wildlife rehabilitator.

BALTIMORE — The Coast Guard assisted 4 people on a vessel taking on water Wednesday near Ocean City Inlet.
Watchstanders at Coast Guard Station Ocean City received a report at approximately 11 a.m. of a 25-foot boat taking on water with 4 people aboard.
Station Ocean City launched a 24-foot Special Purpose Craft-Shallow Water boat crew to respond.
Once on scene, Coast Guard crew members assisted with dewatering efforts and escorted the vessel to West Ocean City Boat Ramp.
No injuries were reported.

ANNAPOLIS, MD – Governor Larry Hogan today joined 46 governors in signing the Compact to Fight Opioid Addiction, which was developed by and released today through the National Governors Association (NGA).
“Far too many families and communities have experienced the devastation caused by heroin and opioid abuse,” said Governor Hogan. “Our administration has been a leader in the fight against heroin and opioid abuse, and I am proud to partner with governors across our nation to build upon the progress that Maryland has already made in developing a coordinated, comprehensive approach to this crisis.”
A month after taking office, Governor Hogan established the Heroin and Opioid Emergency Task Force and a separate Inter-Agency Coordinating Council, both of which were created to address Maryland’s growing heroin and opioid crisis. In December 2015, the Heroin and Opioid Task Force issued their final report, which contained 33 recommendations to address heroin and opioid abuse, including expanding access to treatment and boosting overdose prevention efforts. Funding has been included in the last two budgets to address heroin addiction and treatment, as well as additional measures that are part of the administration’s criminal justice reform effort. The governor championed the Prescription Drug Monitoring Program, and provided state attorneys with new tools to pursue criminal organizations involved in drug trade.

OCEAN CITY, MD – : At the end of last month while the Maryland Municipal League conference was being held at the Roland E. Lewes Woman Arrested After Leaving Child in Car
Lewes, DE - Delaware State Police have arrested a 34-year-old Lewes woman after she left her 2-year-old child in a parked car.
Troopers were called to the Dollar General located at 1549 Savannah Road, Friday July 8, 2016 around 4:45 p.m. to check the welfare of a small child alone in a parked car. Upon their arrival, two people that called 9-1-1 had already removed the 2-year-old boy from the unlocked car after he was observed belted in his car seat with the windows shut and the engine off. Once removed, EMS arrived and checked the boy for any injuries he was transported to Beebe Healthcare where he was treated for dehydration and released to a family member. The temperature that day reached a high of 94 degrees.
Nicole J. Eames, 34 of Lewes, was located inside the store and it was determined through the investigation that she had been operating her vehicle under the influence of a prescription drug and may have left the young child in the car for more than an hour. She was transported back to Troop 7 where she was charged with Reckless Endangering 1st and Driving Under the Influence of a Drug. She was arraigned at JP2 before being released on a $3,000.00 unsecured bond with a stipulation of no unsupervised contact with her son.

Attorney General Frosh Announces Distribution of Checks to Maryland Consumers Harmed by Computer Chip Price-Fixing Conspiracy
Baltimore, MD - Maryland Attorney General Brian E. Frosh today announced that his Office, together with 32 other state attorneys general, began the distribution of checks ranging in amounts of $25.00 to $200.00 as part of a 2010 $300 million nationwide settlement with seven worldwide manufacturers of Dynamic Random Access Memory computer chips (DRAM). The settlement resolved allegations that the companies devised an elaborate scheme to raise prices on their products. DRAM is a type of computer chip used in all personal computers, servers, workstations and many other electronic devices.
"We usually warn consumers about receiving phony checks, but today, we want consumers to know that these letters are legitimate," said Attorney General Frosh. "For those consumers who submitted claims in 2014, a letter will be mailed with a check as part of the DRAM settlement. The check is real."
The settlement money is restitution for consumers who paid more for computers and other electronic devices because of the price-fixing scheme. Checks were mailed to Maryland residents who submitted claims forms by August 1, 2014. A sample of the letter sent from the Office of Attorney General to consumers can be found here. The amount of each check is based on the number of computers purchased between 1999 and 2002.
The DRAM manufacturers settling include the American companies Micron Technology, Inc. and NEC Electronics America, Inc. as well as foreign companies Infineon Technologies, Hynix Semiconductor, Elpida Memory, Inc., Samsung and Mosel-Vitelic Corp. The States' investigation revealed that from 1998 to 2002 these companies exchanged confidential information and agreed to quote inflated prices on DRAM to their customers, which included computer manufacturers such as Dell, IBM, and Hewlett-Packard. The computer manufacturers unknowingly passed on the inflated prices to consumers.
The settlement and these payments resolve the lawsuit which was first filed by the Attorney General's Office in 2007.

This is the third week in a row that Trump has held the lead, although last week he was ahead by a statistically insignificant 42% to 40%. This week’s findings represent Trump’s highest level of support in surveys since last October and show Clinton continuing to lose ground.

SNOW HILL – An 81-room hotel is expected to replace the well-known West Ocean City building that formerly housed the Wheels of Yesterday museum.
The county’s technical review committee took a look this week at initial plans for a Hampton Inn & Suites set to be built where the Wheels of Yesterday museum currently sits. The museum, once filled with antique automobiles, has been closed since 2012 and the circa 1955 building is set to be demolished in the near future. Ocean II Group LLC is listed as the property’s owner.
“There’s nothing major in the comments that would preclude you from moving forward,” zoning administrator Jennifer Keener told representatives of the project Wednesday.
Keener, other county employees and a representative from Maryland’s State Highway Administration (SHA) met with architect Steve Engel of Vista Design to discuss plans for the new hotel. Keener reminded Engel the hotel would need to have access to neighboring properties and told him that the developer should make contact with the county’s emergency services department to make sure construction wouldn’t interfere with radio service.

Earlier, in an interview with The Associated Press that appeared on Friday, when asked to consider a Trump victory, Justice Ginsburg replied, “I don’t want to think about that possibility, but if it should be, then everything is up for grabs.”
On Monday Justice Ginsburg doubled down, calling Mr. Trump “a faker,” who “has no consistency about him.” In that interview, with CNN, she added: “He says whatever comes into his head at the moment. He really has an ego.”

Agencies Across the State Receive Grants to Protect Victims of Domestic Violence
Funds Will Help Law Enforcement Units Move Quickly to Protect Vulnerable Residents
ANNAPOLIS, MD – Governor Larry Hogan today announced Maryland will provide $189,533 in state funding to help protect victims of domestic violence. The Domestic Violence Unit Program allows local sheriffs and police departments to create specialized units to serve ex parte and protective orders, and to update and maintain state and federal domestic violence databases.
Ex parte orders are temporary protective orders, which can be put in place without requiring the presence of the respondent in court. The grant funds announced today are designed to reduce the time between the issuance of an ex parte or protective order and its entry into Maryland and national data systems.
“As governor, the safety and security of Marylanders is my top priority,” said Governor Hogan. “Protective orders are vitally important for victims of domestic violence. Serving these orders quickly and then immediately placing that information in our state and federal database are important steps in our goal to protect innocent victims of domestic violence.”
“Narrowing the amount of time it takes to serve a protective order and then enter it into a database can be essential to the safety of a victim of domestic violence,” said Glenn Fueston, executive director of the Governor’s Office of Crime Control & Prevention. “These documents order a suspected abuser to stay away from the victim, or face legal consequences. A law enforcement officer can access the databases through their cruiser’s laptop or at their office and immediately know whether a person has been ordered to stay away from a victim.”

Man who caught 625 undersized crabs cited on violations / Hunter arrested on 125 wildlife violations
A Virginia man has been charged with six counts of violating Maryland’s fishing regulations after he was caught with 625 undersized crabs as part of his harvest.
Daniel Mercado Mariano Jr., 40, of Tangier, was offloading his catch in Crisfield, Md. on July 5 when officers on patrol arrived to measure. All six bushels contained undersized crabs, which were seized and returned to Maryland state waters.
This is not Mariano’s first offense in Maryland. In 2012, he was found guilty in Somerset County District Court of possessing unmeasured oysters and was ordered to pay $550 in fines and court costs. He is scheduled to appear in the same court on Aug. 9.

Emad Hasso, 22, of Syria pleaded not guilty Friday to inappropriately touching the girl at the state-run Raymond Lord Memorial Pool in Lowell, according to the Lowell Sun.
This marks the second high-profile sexual assault on an American girl in the past month by a refugee. On June 2, a 5-year-old girl in Twin Falls, Idaho, was reportedly raped by an Iraqi refugee boy while an older refugee from Sudan filmed and coached him during the assault.

The New Black Panther Party, a "black power" movement, will carry firearms for self-defense during rallies in Cleveland ahead of next week's Republican convention, if allowed under Ohio law, the group's chairman said.
The plan by the group this weekend comes as police in Cleveland brace for an influx of groups that plan demonstrations before and during the presidential nominating convention.
During the attack last week in Dallas that killed five police officers, law enforcement officials said demonstrators carrying rifles led them to initially believe they were under attack by multiple shooters.
Several other groups, including some supporters of presumptive Republican presidential nominee Donald Trump, have said they will carry weapons in Cleveland.
"If it is an open state to carry, we will exercise our second amendment rights because there are other groups threatening to be there that are threatening to do harm to us," Hashim Nzinga, chairman of the New Black Panther Party, told Reuters in a telephone interview.
"If that state allows us to bear arms, the Panthers and the others who can legally bear arms will bear arms."

On Monday, the town council gave Economic Development Director Ivy Wells permission to submit an application for a $130,000 Community Legacy grant. If received, the grant through the Maryland Department of Housing and Community Development would be used to buy property on West Street that could be used as a train platform.
“If we do need it, it’d be advisable for us to own it forthright,” Wells said.
Officials in Worcester County have been working on bringing an excursion train to the area since early last year. They’d like to see a train that would run between Berlin and Snow Hill on the existing Maryland Delaware Railroad Company track.
Though Berlin Falls Park has been suggested as an ideal site for a train depot, Wells said this week that the empty two-acre lot at the intersection of Washington and West streets would also be suitable. Though there’s no for sale sign on the property, Wells said it was on the market.

Incident: Motor Vehicle Collision
Date of Incident: 13 July 2016
Location: Pemberton Drive, Salisbury, MD
Narrative: On 13 July 2016, at approximately 8:13 am, deputies from the Wicomico County Sheriff’s Office responded to the intersection of Pemberton Drive and Royal Mile Boulevard for a motor vehicle crash involving a motorcycle and a pickup truck. During the investigation it was determined that Lewis Culbertson, 69 of Tyaskin, and his 14 year old grand-daughter were riding on a 2015 Suzuki Boulevard motorcycle traveling east on Pemberton Drive. As they approached the intersection of Royal Mile Blvd. a pickup being driven by William Mengason, 45 of Salisbury, turned into the path of the motorcycle. The motorcycle collided with the pickup causing it to go down under the truck and pinning Culbertson under the motorcycle.
Although both Culbertson and his grand-daughter were wearing helmets, they both suffered significant injuries and they were both air-lifted from the Peninsula Regional Medical Center. Culbertson was flown to Christiana Medical Center, where he is listed in stable, but critical condition, and his grand-daughter was flown to Nemours A.I. DuPont Hospital for Children, were she is listed in stable condition.
The WCSO, Collision Reconstruction Unit is continuing the investigation into this incident and at this time no charges have been filed. Pemberton Drive was closed for approximately three hours while the collision was investigated.

After the massacre of five Dallas cops, during a protest of police shootings of black men in Louisiana and Minnesota,President Obama said, “America is not as divided as some have suggested.”
Former D.C. Police Chief Charles Ramsey, an African-American, says we are “sitting on a powder keg.”
Put me down as agreeing with the president. For when a real powder keg blew in the ’60s, I was there. And this is not it.
In 1965, the Watts area of Los Angeles exploded in the worst racial violence since the New York draft riot of 1863 when Lincoln had to send in veterans of Gettysburg. After six days of looting, shooting and arson in LA, there were 34 dead, 1,000 injured, 4,000 arrested.
In 1967, Newark, New Jersey, and Detroit exploded, bringing out not only the Guard but the 82nd Airborne. After Dr. King was assassinated on April 4, 1968, a hundred American cities burst into flame.
Troops defended the White House. Marines mounted machine guns on the Capitol steps. Thousands of soldiers patrolled the city. The 7th and 14th street corridors of my hometown, D.C., were gutted and would not be rebuilt for years. That was a powder keg — that went off.
But only crazed cop-haters applaud that Dallas atrocity by the delusional anti-white racist Micah X. Johnson. As for the shootings of Philando Castile in Minnesota and Alton Sterling in Baton Rouge, almost all agree they must be investigated, and justice done.
