They will do it in a different way. Watch the movie Gattica. The movie is based on a future where IQ is celebrated and those who are deemed inferior are called the invalids. In the new age of designer babies, and genetic engineering, discrimination won't be based on race, but on IQ. I see some of this now. My son is autistic, and has been deigned jobs and opportunities in education because of this, even though he was qualified to do the job. When applying for employment, he no longer states he has a disability on a job application.
In the 1920s this was a hot issue, supported by big names and big, big money. A third of the sterilizations performed were done in California, where liberal sentiments ran high.
Most shocking of all this was never taken off the laws. The American government still has the "legal right" to sterilize people. I learned this listening to NPR by the way.
