WHY DIDN'T CHIEF BARBARA DUNCAN'S NEW PROGRAM PREDICT ALL THESE BOMB THREATS?
After spending tens of thousands of dollars on a program the City of Salisbury must reinvest into every year, why haven't we heard of ANY crime stopped in progress over the past two years? Heck, you'd think day after day the system would have at least PREDICTED we'd see more bomb threats in Schools. Once again, the City of Salisbury throws good money after bad money and now it's a proven fact. Attn. All Other Law Enforcement Agencies, learn from this mistake.
They can't even close down the drug dealers selling out of the Old Jacks Religious building at Snow Hill and Buena Vista. Neighbors have been complaining for over a year, but the steady stream of five minute visitors continues, speeding down the street when they leave.
The tool doesn't address a crime like this, which is essentially unpredictable. There's nothing that can predict that a fifteen year old with issues will pick up the phone and do something incredibly stupid.
She's a bafoon...wasted tax payer money and has jakie fooled into believing she's not. Maybe if he actually spent time with the officers he'd see the ridiculous stuff not just the pretty flowers she fools people with
3:08, just flying under the radar is all. It's one thing to be a Cop. It's another to just have to go to work every day. You say there's been less complaints, you are wrong. There is a multitude of lawsuits against the City because of her staff. She spent 7 years being a puppet for Mayor Jim Ireton, scared of her own shadow. Mind you, Barbara is a wonderful person but nowhere near man enough to stand on her own two feet.
How about the alleged phone spoof too. The call was made in Delaware and received in Delaware, that is a fact. WHY would a Maryland police department take 7 detectives off their already overwhelming and overloaded case files for 30 days to investigate something for the Mayor when they knew from day one in Maryland a phone spoof is not a crime. It is in Delaware however.
Barbara Duncan proved to me that very day that she is weak, a follower and someone who will break all the rules of ethics.
Anything that deals with Barbara Duncan, Jim Ireton, Jake Day and the City of Salisbury is a joke and an embarrassment. Jake Day wears his green army coat with is name and city seal saying Mayor. How freaking embarrassing is that clown.
She treats officers like trash and that assistant chief (aka) asleep at the wheel meinschein doesn't do anything except show up late and throw tantrums
It really is funny that they would have to hire out a vendor to merely predict where a crime is to occur. Just goes to show how backwards and mentally stunted Sby officials are. They really really need to get off the Eastern Shore and see how it is in the real world. It would even benefit them to read news outlets beyond the DT's and WBOC.

Salisbury has had fewer murders since Webster left and Duncan came in. More robbers have been caught. With Webster, I don't remember anyone getting caught for anything.
They know this service is useless. The owners probably donated to their campaigns or lobby somehow like expensive dinner 'meetings.' That's how this all works. All the Salisbury politicians seem like they are not on the up and up. Anytime I've heard one talk they have nothing going on but BS.
How many officers are left that have more than 5 years experience? How many have left since Duncan started? How many vancancies do they still have. What is the morale like there? Why is Duncan still wasting time on programs that don't work? When has she put forth a get tough on crime agenda? Mayor Day are you seeing this?
Joe, give the officers an outlet (post) and they will tell you what they think of duncant. Jake needs to see what she has done to that department. Every officer I've spoken to says the same thing, that they aren't allowed to do police work. She has turned them into report takers.

One thing the Maryland State Police investigate all murders in Smallsbury. Hey there is a vote of confidence to her troops. Duncan is in way over head. You need a cop to run this department. She has her place maybe S.U. when Ed leaves she is just not cut out for city crime and politics. Jimmy set this city back 20 years and he thinks he could win a state election. Jimmy go ask John Cannon what happens to egotistical jerks when they run on a state level. The two of you should have a child together. Oh crap you already did her name is Hillary.
