If once he had been taken down he had quit resisting then they could have cuffed him without any problem. Once again it would also help to know why the police were chasing him.
I am pro cop but when the peep is down there are other ways to subdue him a Closed fist to the face is not taught in the academy and seems for personal than anything the so called trooper was way out of line and needs no be Fired.
Walking around smashing faces is not going to make cops any safer. He has actually made the job more dangerous for every other cop out there by doing this. That is why the good ones need to speak up, just like they ask us to do.

While police abuse is deplorable, we must not rush to judgment every time one of these video snippets is plaster on the internet. Not only is the perpetrator's preceding actions important, also the officers' precedence must be considered as well.
Also watch the guys right hand in the video. It looks like he is trying to get something out of his right pocket. It is possible he had a weapon in there and was trying to get it out. So totally justified to subdue him and get him in handcuffs as quickly as possible.

The simple answer is to comply with requests/orders from law enforcement. Those who are injured or killed are refusing to follow lawful commands, resisting arrest, threatening violence or running. Why do those who thumb their noses at law and order get sympathy and LEOs are always wrong? I'm not saying LEOs are right 100% of the time, but MANY times in these videos, they are reacting to someone who is being non-compliant. It is those who think they don't have to obey the laws or have no respect for authority that end up in these positions. Lack of respect for authority starts in school and continues through life for a lot of these people. It is a societal problem more than a law enforcement one in my opinion.
In China the law is 2 children. Would you be so willing to comply with the law if they came to take your 3rd child? After all it is the law, you should comply.
One has to wonder if maybe a lot of these resisting arrests are as a result of government officials making derogatory statements to the public whenever an officer shoots a perpetrator. It seems that brutality charges have become more and more present in our media outlets and on YouTube organizations such as Copblockers.org.
Yes, there are officers that abuse their power, just like in any other industry where there is power but every officer cannot be abusing their power. Usually there's one or two bad apples, by statistic reasoning; however, if a person is resisting or evading arrest, they do have the power to exert necessary force to subdue a person until they submit. If they didn't, we would have a lawless society with people running around doing anything they want with no fear of repercussion.
We have laws, people! And one of them is, when an officer is arresting you, don't resist. Simple. Furthermore, just for the record, I've never seen a perpetrator who was not guilty of some wrong doing, resisting arrest. Usually those resisting are trying not to get caught for doing something illegal. An innocent person would get arrested and then give their statement, hire a lawyer and go to trial - not runaway or take three officers (actually 5 if you count the local officers in the video) to subdue them.
the way they mauled him...and obscured the camera ..they could have planted anything on this guy...for all we know he could be after a girl one of them wanted for himself... I don't believe anything a cop says when they take license to inflict pain ..
Agreed, I know plenty of good cops, none of them are Staties. They will lie to pull you over in West Ocean City. They did it to me and when he realized I wasn't drinking he rushed to leave and find another victim. I watched one come through the 50+611 intersection at what had to be nearly 100 mph, no flashers. He nailed a guy who made a u-turn (not realizing he didn't have time with the speed the trooper was moving). Locked him up for DUI in an accident that was caused by the trooper. I'm sure he had to pay for the troopers vehicle and civil suit as well.

Sorry they all did well except the Trooper that popped him in the head multiple times. The guy clearly has some metallic in his hand not sure what it was. Head blows are never needed unless it is life and death. The Trooper will taking a beating on this one no pun intended.
