Speaker Paul Ryan’s leadership team will hold a series of private meetings Monday and Tuesday in Annapolis, Maryland, ahead of Congress reconvening for the 2016 session.
The Elected Leadership Committee’s retreat, which will be held Monday afternoon into Tuesday in Maryland’s capital city, comes at the beginning of a critical month for the House GOP. President Barack Obama will deliver his State of the Union address next Tuesday, and, on Wednesday, congressional Republicans will decamp for Baltimore for their annual legislative retreat.
With the biggest battles over spending and the debt limit already resolved, Ryan, a Republican from Wisconsin, has signaled two main goals for 2016: He wants the House to serve as a breeding ground for conservative policies that can shape the 2016 election, and he wants to normalize the appropriations process in the chamber. The meeting in Annapolis, followed by the larger gathering in Baltimore, will be critical moments in those quests.
The so-called Elected Leadership Committee is the most important power center in House Republican politics. While Ryan has said he wants to decentralize power, the ELC is critical in executing the House agenda.
