BREAKING NEWS: David Recor Resigns

City Council President Lloyd Martin has just announced that, in closed-door meeting prior to tonight's regular council session, the council "mutually agreed to and accepted City Manager David Recor's resignation."

The departure is presumably linked to allegations that Recor had been uncooperative with requests to complete a drug and alcohol screening following a minor traffic accident on Friday, July 10.

It is known that the council met with other City Hall staff members this past Thursday, July 16, to discuss Recor's actions following the incident. These reports apparently painted a very different picture of events than Recor had stated publicly.

    4. Nelson did absolutely nothing! Not that your wrong about Karen either. The ring leader of the most non productive circus is the head building inspector, that Recor chose to reform and not fire. Truth be told, nothing that happened last week cost him his job.

  5. Last month, Recor also spilled a can of gasoline inside the Tahoe, causing carpet and upholstery damage.

    The gasoline was for his boat, Recor said. As part of his employment contract with the city, Recor is allowed to use his city vehicle for personal tasks.

    My response: Ain't this a crock of horse dung!!! I have stated many times on this blog to stay the heck out Ocean City. This is why the whole City is out of control. Unions have saddled the OC property owners with such a high tax burden - and for what - to fund the purchase of vehicles to fetch gasoline for a City Manger that makes way in excess of 150,000 per year???? My advise still is - avoid Ocean City at all costs. The Bulls eye is painted on every tourist's backs.

  6. The council had no other choice. When he decided to wait 9 hours to take the required drug/alcohol screening he then set the standard for all other city employees finding themselves in the same situation.
    If he was incapable of realizing how his own actions would set a precedent then he doesn't possess the forward thinking skills necessary to be successful in management.

  7. Poor David and Maria, high dollar lease on home they just moved into, tens of thousands in improvements, all gone not because of one accident, but the failure of integrity and honesty. I feel for them, and the daughters the most.

  8. Finally the major blemish of the Hall, Hall, Pillas, Ashley regime is gone. All this guy had was his strategic plan and that's it. He should've been fired for bringing in that Zoning Administrator from Florida that was drinking on the job too (something was always weird about that guy). There are a number of in house candidates that would be good: Hal Adkins, Terry Mcgean, Jenny (Budget Manager), and Martha Bennett. Maybe hire someone you know will work hard then waste 3 years with Recor.

  9. Please. I worked there. Citizens of OC seem blissfully unaware of where their tax money is going. And how many people who make over $100,000 do very little but sit back and wait to rake in their retirement off the backs of the taxpayers. Wake up! There are so.many people that work there who are making way too much money to look at kittens online or that nobody can tell you what exactly it is they do! While others who make way to little bust their ass. I'm glad I don't live there. I'm glad I don't work there anymore either. For the record I quit after I figured out the "status quo". It's not pretty. Recor should have NEVER been hired in the first place! Or his little cronie Matt. Hal Should have had that job! But maybe he doesn't play the 'good ol boy' game well enough because that is exactly what it is there!

  10. Nelson always did a great job for our department when he was asked. Its that other fat slug that pretends to make maps that should have been removed. Plus that chief building official who is worthless and we all know it.

  11. 8:13 Nope you are wrong. They wanted Adkins but that goofy bunch known as the minority at the time dreamed up the brilliant idea to do a "nationwide search" and hire a company to do it.
    This speaks volumes to their stupidity. Not only has an out of town city manager never worked but it goes to show that the group formerly known as the minority doesn't have the confidence to do the hiring. They admitted they are incompetent and stupid by having to hire a company!
    Not one of them should be involved in anyway with the choice of a new one, the way they fouled the last one up and wasted tax payers money.

  12. Did Nelson work in P and Z? I remember Matt talking about someone in his department's weaknesses at a budget meeting in open session, I thought that was so unprofessional. Why was Rick so supportive of Recor? Because he didn't want to have to be Interim City Manager again (like he is now)?

    1. Yeah that would be Kevin Brown... or as he is know in his own department time thief..not chief..
      Puts in about 28 hours but still manages to put 6 hours of accrude comp time earned every pay period...
      He has always been untouchable just ask the girls who have to enter his hours for payroll.. and since no one oversees his doings its open season for dishonesty..
      Maybe the council should ask them in closed session about his time card of lies..

  14. There is more than one guilty party here. Hall Hall Pillas &
    Ashley hired Recor but the Martin, Cymek, Knight & Meehan click managed him for the last 3 years. and covered up recors vehicular accidents. acts of vandalism. who believes that. anybody out there find any police reports to support that claim. Remember Martin Cymek Knight & Meehan managed former CM Dennis Dare. How many times did they cover up his mistakes? I no longer have faith in the Meehan click to manage this town.

  18. It's time for Ocean City to hire someone local, but someone out of Ocean City. Someone that can't be influenced from the insides. Let someone new, but local from another county come in and clean house if they need to. It can be done and they don't have to look far.

  19. The entire council wanted Kevin Brown removed, like they did Kelly almond. For some crazy reason Recor wanted to " council " Kevin. IMPOSSIBLE stupid is as does! Maybe it was the margotta mess Recor felt bad about, thought he would run the building dept on his own. Either way, Kevin, your next, all bets are placed.

  23. Kelly should've never been City Clerk. It was embarrassing to the city when she was at the Council budget meetings apologizing and saying they are trying to do ok. It made no sense. It was a great move to move Diana over to City Clerk. And I remember people having issues with Brown 6 years ago. Nothing has changed.

    1. Funny thing is, Recor claimed to be interviewing candidates to oversee Brown rather than urine test. Now, imagine the prize that is hired. Another Matt, just how did that work out? Put the building department under Wayne Prior, oh, he's talking care of transportation after that wasteoide was fired. Tell Hal to take back transportation, move Prior, fire Brown, Zera, and Blazer, savings 250k, and the service would improve 10 fold.

  24. 9:30 So true. How much of this was having a absentee leader, guess we will never know. Diana Chavis is an absolute class act, everyone knows that, one of the few. Ditto on your comments about Kelly, likewise everyone knows that. Kevin Brown has disgraced the 2nd floor of city hall, and should have been fired not enabled. I know for a fact the Council told Recor several times to do something with him, and all he did was micromanage his tactics, truly the blind leading the blind. Rick, do us (City Hall & the Public) a big favor, can Kevin next!

  25. Kevin Brown isn't the only one up there that needs to go. There are TWO Karens that do little to nothing but collect a paycheck............nothing will ever change there. Unless the people of Ocean City put their foot down and keep putting their foot down. A HUGE housecleaning needs to be done. And not just in P&Z but it is a good place to start.

    1. P&Z would be a great place to start. There are a couple good people, well, they were good before the time cheat ruined them. Don't stop M&CC, your on a roll, and you know it needs to be done. Hartman and Cymeck won't touch it, they have a golden goose in thier corner. Dam place full of crooks. I will never work in OC again.

  27. I thought transportation was under Hal's department? When did that change? George Thorne has been gone for over a year hasn't he? If the council wanted Brown gone he should've been. He couldn't answer any questions about anything 6 years ago, can't believe he is still there!! People were complaining about him then. Is the new Procurement Manager any good? At least things are getting better with Diana as City Clerk and hopefully a capable City Manager and Planning Head.

Most departments have six figure people that stay employed with the town for no other reason than they have been there X amount of years and no one wants to do anything about it. Six figure people reporting to higher paid six figure people who don't manage anyone.....its all a joke.

Terry was put in charge of the building dept, every comment on here about the chief inspector he could have stopped, FAILURE, then he was put in charge of information technology, notorious for being 20 years behind, again a FAILURE, then in charge of town projects, LAST FAILURE!   38. Yes, there are some at TOC that actually work for their salary. There are many, in fact. That is true without question. BUT, it is the ones that are allowed to stay that nobody knows what they do for their paycheck or they are entirely overpaid for what little they contribute that are the problem. Or the ones who are making way too much money for their total lack of competence or leadership in their department
