I was expecting to see Salisbury in the top ten, but not third, next to Hagerstown and Baltimore.
Hagerstown? Would this have anything to do with the presence of the prisons there? If you build it, the families and friends will come, and with them, the problems.
Another thing that is similar with Salisbury and Hagerstown is the cost of living. It is cheaper in Hagerstown than in other parts of Maryland. The same goes for Wicomico County. The only difference is the people in Hagestown can commute to their job. The people in Wicomico County have at least a 2 hour ride before we even get to the bridge.

Cambridge and Salisbury, at least they are good at something. I wonder about racial make-up?
