Feds say red tape bars firing incompetents, but won't, even when they can

Managers in the federal government say they can’t fire underperforming employees because of too-restrictive civil service rules, but when they do have ample opportunity and authority to do so — during the one-year probationary period for new hires — they use it less than two percent of the time, according to the Merit Systems Protection Board.

The board also reported that most federal hiring managers don’t rely on references from previous employers when evaluating applicants.

And President Obama’s removal of an essay portion of the job application process has led to people applying for jobs indiscriminately, leaving civil service bosses with little ability to judge whether a person is a good fit for a job and whether they really want that particular job at all.

  1. Duh!!! Look at the city. Try to get rid of the lazy cut throat inept employees what do they do? ?? Blog about how mean and rude their bosses are. Spread lies and here say about them with the help of their friends. Then the boss leaves and guess what. Everyone is happy until the city goes broke then they will have to find someone else to blame. Ahh!!! The city of Salisbury. Where workers get paid to be inept, lazy backstabbing POS. That's how they like it.

  2. It is akin to the probationary period for beginning teachers. Some are hired for reasons other than their ability to demonstrate professional competence. They struggle with the basics of written and oral communication, and some have not passed the required Praxis exam. Why would anyone assume that kids of any ethnic group are better served when their teacher lacks a quality education?

It's part of the 'Peter Principle' which in short says that in any government job people advance to the next level where they become inept and cannot do the job they are given and there they stay because you can not fire them. Thus government is full of people in positions they can not do! AND the wheels on the bus go slower and slower.....

  4. It is politically correct to say you hold all groups to a high standard, but try sticking to that when members of some groups can't meet even average standards.
