CNN was afforded a written report of remarks Biden made among a gathering of ministers in a private meeting after a public campaign event at Allen University, a historically black university in Columbia.

Among some of the odd comments Biden made was his statement that he was "the only white boy on the east side of Wilmington (Delaware)."

Ebola in the Big Apple? CDC tells NYC to get ready

Federal health officials are focusing their attention on New York as a key potential Ebola point of entry, with a new report warning: “Ongoing transmission of Ebolavirus in West Africa could result in an infected person arriving in NYC.”

The report from the Centers for Disease Control and Prevention noted that New York is key entry point for those coming in from West Africa, but apparently so far Ebola free.

“New York City is a frequent port of entry for travelers from West Africa, a home to communities of West African immigrants who travel back to their home countries, and a home to healthcare workers who travel to West Africa to treat Ebola patients,” said the early warning report titled “Surveillance and Preparedness for Ebola Virus Disease — New York City, 2014.”

Va. to cut 565 jobs, shut Powhatan prison to close money gap

Virginia’s prison system is bearing the brunt of state spending cuts to close a revenue gap in this year’s budget, with layoffs of up to 506 employees in that field alone, and closure of a correctional center in Powhatan County, a work center in Augusta County, and a diversion center in Clarke County.

The layoffs in the Department of Corrections represent 90 percent of the 565 employees to be released throughout state executive branch agencies to help cut spending by $92.4 million this year under the strategy on which Gov. Terry McAuliffe and General Assembly budget leaders agreed in order to close a revenue shortfall projected at $2.4 billion in the two-year budget.

Nearly 900,000 Illegal Aliens with Removal Orders Are Still in U.S. - 167,000 Are Convicted Criminals

Nearly 900,000 illegal aliens who have received a final order of removal are still in the United States - and about 167,000 of these are convicted criminals who were released by ICE and are currently at large, a new analysis of government data by the Center for Immigration Studies (CIS) shows.

According to the CIS's review,of a leaked Dept. of Homeland Security (DHS) document, 883,000 total illegal aliens are legally required to leave the U.S, but are still here:

"As of the end of the 2014 fiscal year, there were approximately 167,000 convicted criminal aliens at large in the United States (released by ICE) who have been ordered removed and exhausted all appeals. In addition, there were approximately 716,000 deportable non-criminal aliens at large who have been ordered removed and exhausted all appeals."

Ga. Court: Parents Can Be Held Liable For Children's Facebook Posts

 
A Georgia appeals court has ruled that parents can be held responsible for what their children post on Facebook.

The court found that the parents of a seventh-grade boy could be held liable for a Facebook page that their son created to imitate another student.

Court documents say that the student helped make a fake Facebook profile, imitating another student and claiming that the student was a gay, racist drug user. The parents allegedly punished their son after they found out about the Facebook profile, yet the profile remained active for nearly a year after the punishment, still accepting friend requests.

The court’s decision opens the door for a possible trial for the parents and their son.

College files 631 lawsuits against students over unpaid tuition



VALHALLA, N.Y. – Students are finding out not only is there no such thing as a free lunch, there’s no free education, either.


New York’s Westchester Community College is turning to the courts with far greater frequency to collect money owed by former students, the Journal News reports.

Since the beginning of 2014, the college has filed 631 lawsuits against students over unpaid tuition.

So far this year, the Valhalla-based WCC has won $116,816 in judgments against 76 former students, according to the paper.

The Daily Voice notes, all told, WCC is owed $779,000.

Rockland Community College which uses debt collectors to recover unpaid student tuition. The company employs letters followed by phone calls.

RCC, meanwhile, has past due notices totaling $3,395,000.

‘Governing for Results’ Series Focuses on Combating Domestic Violence in Maryland

ARNOLD, MD – Governor Martin O’Malley today visited the YWCA of Annapolis and Anne Arundel County to announce the state has awarded $2.3 million in grants to organizations across Maryland under the federal Violence Against Women Act (VAWA). The grants from the STOP (Services*Training*Officers*Prosecutors) VAWA Formula Grant Program will fund 73 projects by 57 organizations in every region of the state.

“One of the O’Malley-Brown Administration’s 16 strategic goals is driving down violence against women and children,” said Governor O’Malley. “By working together with law enforcement personnel, our Congressional delegation, and state and local officials, we’ve driven down violence against women and children by 26 percent since 2006.”

The YWCA of Annapolis and Anne Arundel County is one organization receiving VAWA funding to provide victim services programs for survivors of domestic violence. The Governor’s visit is the latest in the ‘Governing For Results’ series, a statewide initiative to promote the O’Malley-Brown Administration’s 16 strategic goals, with today’s event highlighting progress towards reducing violent crimes against women and children.

Ebola Exposed US Troops To Be Quarantined Near Washington DC

Any soldier exposed will immediately be brought back to US; UK will NOT bring back infected troops

A Defense Department memo indicates that military commanders will be given the authority to quarantine US troops returning from Ebola ravaged nations in a secure DoD facility for 21 days.

The memo, obtained by CNN, says that troops will be monitored at the facility, tested for Ebola, and treated there if necessary.

The memo does not specify the location of the facility that will house the troops, but an official speaking anonymously confirmed that it will likely be a site close to Washington DC.

With 500 troops already deployed to West Africa, and potentially 4000 in total authorized to ship out, the DC facility must be a large complex equipped to deal with and contain hazardous materials.

The CNN report says that the memo, which has not been made public, “spells out precise procedures for monitoring troops’ exposure and how any problems will be dealt with.”

It is said to explain that troops potentially exposed to bodily fluids of Ebola patients will be immediately evacuated from West Africa, shipped back into the US and quarantined at the military facility.

Bullets fly in all directions on public street

Four teenagers have been charged with attempted homicide, robbery, assault and other counts after they allegedly tried to rob two state representatives only blocks from the Pennsylvania state capitol and ended up exchanging gunshots on a public street.

State Rep. Marty Flynn, D-Scranton, formerly a prison guard for the Lackawanna County Prison, was walking along the street with Rep. Ryan Bizzarro, D-Erie, late Tuesday after a day of legislative work then dinner out, according to PennLive.com.

The men were confronted by a man who allegedly pulled out a gun and demanded their wallets, police reported.

According to Thom Welby, chief of staff for Flynn, one of the alleged attackers pulled the weapon and demanded money, “to which Rep. Flynn responded with some expressive language that they’re not getting anything from him.”

3 Armed Men Break in and Threaten to Kill 8 People. What Happened Next Was Exactly What Should Have Happened.

When three Spanish-speaking males broke into a Harris County, Texas home, they probably thought they were going to walk right in and walk right out.

It is not known whether the men were in Texas illegally or not. But because of the lax enforcement of border laws in the state of Texas, the men might have thought burglarizing a home would be something they could easily get away with.

Little did they know one of them was about to lose his life.

Eight people were inside of the home when the men broke in. The grandmother, joined by her three granddaughters, were inside of the kitchen cooking breakfast at 4:30 a.m. when the armed men forced entry into the home.

The woman’s adult son heard the commotion, and when he heard the grandmother’s plea for the men “not to hurt the girls,” he sprung into action. As eight people were in the home at the time, he had to act quickly.

In true Texas fashion, the man quickly found himself in a standoff situation with the men. Before the men had a chance to respond, the son pulled the trigger and dropped one of the thugs like a bad habit.

City of Salisbury Neighborhood Services Task Force Announces 2nd Service Week

The City of Salisbury Department of Neighborhood Services & Code Compliance, Salisbury Police Department, Salisbury Fire Department, Department of Public Works, and the Department of Building Permits & Inspections will be performing a saturation of City services in the Areas of Buena Vista Avenue to Washington Street and over to Snow Hill Road during the week of October 20 – 24, 2014.

During this effort, City departments will educate property owners and residents about property maintenance codes, available City services, and provide smoke detectors to those in need. The Department of Public Works will be performing street sweeping, tree trimming, water & sewer cleaning and inspections, sewer flushing, and spraying weeds with the weed busters program. The Salisbury Police Department will have the Princeton Avenue Substation open to the public during this effort.

Disbelief and panic as mystery man WITHOUT a hazmat suit is seen helping 2nd Ebola nurse board her plane to Atlanta, disposing waste and then boarding the jet

As news helicopters swarmed over Dallas' Love Field on Wednesday evening to watch the second U.S. nurse to contract Ebola board a private plane bound for Atlanta, one lone mysterious man stood out from the pack.

Holding a clipboard and directing the transfer, the unidentified man seemed to be the only person on the tarmac without protective clothing, wearing just a button down shirt and slacks.

While Ebola is not an airborne disease, his presence so close to patient Amber Vinson's medical team sparked fears after he was seen grabbing a container and hazmat trash bag from one of the workers' in full-protective gear and later boarding the flight.

He then flew with Vinson and the other hazmat-suited medical staff to Atlanta and local television crews spotted him with the stricken nurse as she disembarked at the airport in Georgia to be transferred to Emory University Hospital.

ABC News reports that the man is a supervisor for Phoenix Air, the company that flew Miss Vinson from Dallas to Atlanta.

When the plane landed in Atlanta, the man had still not donned any protective clothing and was seen openly interacting with Vinson and the other medical professionals caring for the nurse.

City Water Shows No Legionella

Results came back negative for all six areas of the city’s water supply tested for Legionella, the bacterium that causes Legionnaire’s Disease.

Each site was in the vicinity of 145th Street, the area that tested positive for the disease a few weeks ago.

Officials launched the initial investigation after two visitors who had stayed at the Econo Lodge on the same street contracted Legionnaire’s Disease. It revealed the bacterium, which causes a form of pneumonia when a person inhales water vapor, steam or mist carrying it, in the motel’s water system and in a 145th Street fire hydrant.

“Luckily, all six test samples came back negative,” said Jessica Walters, communications manager for the Town of Ocean City.

Unreal: With Ebola Crisis Raging, Obama Administration Started Streamlining Visas From West Africa in August

Not only is the Ebola crisis continuing to degrade, but the optics of how the White House has handled the situation are getting worse by the day too.

A new report published at Breitbart shows the Obama administration started expediting visas from West Africa in August as the Ebola was (and still is) raging out of control with a 70 percent mortality rate. According to the report, the man who died from Ebola in a Texas hospital after visiting Liberia, had his visa approved in the same month visas were being streamlined.
In short, the USCIS has been waiving fees, expediting the immigration process, and allowing extensions of visas for anyone coming from the three designated Ebola-stricken countries, provided that they are in the United States. The Free Republic blog reported that the law firm of Edward W. Neufville, III, LLC, a Washington, D.C. area immigration firm, added a section to their website two days after the USCIS announcement, with more details about how these relief measures would work, including extensions of the time that the foreign national could remain in the United States, additional work permit opportunities, and even forgiveness for failure to appear at required interviews or submit required evidence. According to the Neufville firm, the new USCIS policies mean that "[i]ndividuals from Liberia, Sierra Leone, and Guinea currently in the United States may apply for an extension or change in status due to the Ebola Outbreak, even if their request is filed after the authorized period of admission has expired." Otherwise stated, this means that someone from one of those countries who illegally overstayed their visa can now apply for an extension, or someone who arrived illegally can apply to get legal status.

Thomas Eric Duncan, the Liberian man who died from Ebola earlier this month, had traveled to the United States after his visa was approved in August, the same month that USCIS announced the new relief measures.

Medical Research Org CIDRAP: Ebola Transmittable by Air

The highly respected Center for Infectious Disease Research and Policy (CIDRAP) at the University of Minnesota just advised the U.S. Centers for Disease Control (CDC) and World Health Organization (WHO) that “there is scientific and epidemiologic evidence that Ebola virus has the potential to be transmitted via infectious aerosol particles,” including exhaled breath.

CIDRAP is warning that surgical facemasks do not prevent transmission of Ebola, and healthcare professionals (HCP) must immediately be outfitted with full-hooded protective gear and powered air-purifying respirators.

MIKULSKI, CARDIN ANNOUNCE MORE THAN $6 MILLION IN FEDERAL FUNDS TO FIGHT CRIME IN COMMUNITIES ACROSS MARYLAND

WASHINGTON – U.S. Senators Barbara A. Mikulski and Ben Cardin (both D-Md.) today announced that $6,062,413 in federal grant funding has been awarded from the U.S. Department of Justice (DOJ) to municipalities across Maryland through the Byrne Justice Assistance Grants (BJAG) program. These funds will be used to support public safety activities and reduce violent crime as well as crimes against victims and children throughout Maryland.
 Senator Mikulski is Chairwoman of the Senate Appropriations Committee and the Commerce, Justice, Science and Related Agencies (CJS) Subcommittee, which fund DOJ. Senator Cardin is a member of the Senate Finance Committee.

Anthony Brown tax hikes will cost Marylanders an additional $10 billion by 2018

ANNAPOLIS, MD – The 40 consecutive tax hikes levied by Anthony Brown and Martin O'Malley would cost Marylanders nearly $10 billion more by the end of 2018, in addition to the $10 billion taxpayers have already been saddled with in their first two terms in office.

"Anthony Brown and the current administration have taxed Maryland's economy into the ground," charged Larry Hogan. "Many of these taxes, such as the gas tax and others, hit working- and middle-class Marylanders the hardest. Anthony Brown has promised that he would not raise taxes as governor, but his record shows otherwise."

"If Anthony Brown was really concerned about providing relief for Marylanders, he wouldn’t be talking about another blue-ribbon commission with vague promises of examining the tax code. If he were serious about easing our tax burden, he would pledge to roll back these regressive taxes. It is becoming increasingly clear that the Brown-Ulman administration would be a third term of the O'Malley-Brown administration: more focused on political pet projects than providing relief in working Marylanders pocketbooks," Hogan continued. "In the last few weeks, Brown has tried to change his tone because he knows Marylanders are fed-up with the tax and spend mentality of the Lt. Governor and his allies in Annapolis."

"Maryland simply cannot afford four more years like the last eight; we need to get spending under control so we can begin to roll back as many of the 40 consecutive O'Malley-Brown tax increases as possible, and provide hardworking Marylanders some financial relief. That is what I have been advocating for the last three years, and that is exactly what will happen with Boyd Rutherford and I in the State House."

Tax increases from fiscal year 2008 – 2014 cost hardworking Marylanders $10.05 billion. These taxes are projected to cost taxpayers an additional $9.86 billion from 2015-2018, bringing the grand total to $19.91 billion.​

Austin, Texas, health officials are monitoring a University of Texas student for Ebola after the student flew on the airline with the second nurse infected with the disease, according to a local radio station.

KLBJ 590AM reports:

The Austin/Travis County Health and Human Services Department (HHSD) is monitoring a Travis County resident who was a passenger on Frontier Airlines Flight #1143 from Cleveland to Dallas on Monday night.

While the passenger is considered low risk, and was not in close proximity to the health care worker later identified with the Ebola virus, the Health and Human Services Department is following the appropriate protocols to ensure that the individual does not present symptoms of the virus.

Couple Charged in August Death of Child


New Castle - The Delaware State Police Homicide Unit has charged a 26 year old woman and her 35 year old boyfriend in connection with the death of her 4 year old daughter, which occurred in a New Castle motel in early August of 2014.

The incident occurred on August 8, 2014 at approximately 2:24 a.m. when the Delaware State Police Regional Communications Center (RECOM) received a call from the Budget Motor Lodge located at 140 S. DuPont Highway, New Castle, reporting an emergency requesting assistance for 4 year old Autumn Milligan, who was found unresponsive on the floor of a motel room shared by her mother, identified as Tanasia C. Milligan-26 of New Castle, Delaware and the mother’s boyfriend, identified as Willie Reeder-35 of Wilmington, Delaware.

Autumn Milligan was pronounced dead at the scene. Troopers along with the Division of Forensic Science launched a death investigation into the cause and manner of death, and the circumstances surrounding the death of the child.

An autopsy was conducted by the Delaware Division of Forensic Science and it was determined that Autumn Milligan suffered multiple injuries including abdominal bruising that had been inflicted days prior to the death. The cause of death was ruled homicide by blunt force trauma.

After a thorough and comprehensive investigation by the Delaware State Police Homicide Unit, Delaware Division of Forensic Science, along with review by the Delaware Attorney General’s Office, Troopers obtained warrants on October 10, 2014 for Tanasia C. Milligan and Willie Reeder in connection with the death of Autumn Milligan.

On Thursday, October 16, 2014 Troopers were able to locate the couple while they were traveling in a vehicle in New Castle, Delaware. They were taken into custody without incident. They were transported to Delaware State Police Troop 2 in Newark where they were formally charged with Murder by Abuse or Neglect 1st Degree Recklessly Causing the Death of a Child and Conspiracy 1stDegree.

Tanasia C. Milligan was arraigned and committed to the Baylor Women’s Correctional Institution on $106,000 Cash Bond.

Willie Reeder was arraigned and committed to the Howard R. Young Correctional Institution on $106,000 Cash Bond.

Brown-Ulman Campaign’s $450 million “school construction” ploy ignores audit finding “unsanitary conditions” in public schools; Dozens of school inspection reports not filed on time

In a sign of increased desperation, a reclusive and embattled Lt. Governor Anthony Brown has sent Ken Ulman on the road to try to convince overtaxed Marylanders that Larry Hogan is going to cut school construction funds by $450 million, which is completely false.

At issue, the Hogan campaign highlighted an April 2013 audit of the $450 million Board of Public Works Interagency - Committee on School Construction (IAC), which found the O’Malley-Brown Administration had failed to file 75 percent of required school maintenance reports in a timely manner. More troubling, of the reports that were filed on time, numerous found “Deficiencies affecting the health and safety of its students and staff at these schools, such as unsanitary conditions.”

Instead of addressing the facts in the official state audit (attached) that management and leadership failures that may have placed at risk the health and safety of children and teachers, Anthony Brown is claiming that Hogan opposes the entire program.

According to Hogan spokesman Adam Dubitsky, “Anthony Brown will say anything to distract parents from an official audit which found that our children’s schools were failing maintenance inspections; the Lt. Governor is even trying to convince parents that we oppose the entire $450 million program. As governor, Larry Hogan will make it a job requirement for all agency heads to address outstanding audits within the first 90 days. And when our children and their teacher’s health and safety in schools is at risk because public servants aren’t doing their jobs, those in charge will be held accountable.”

Among the audit’s findings, the IAC had failed to issue reports on 75 percent of the school maintenance inspection it conducted in 2011 and 2012. Of the 57 of 232 reports issued, the condition of numerous schools was deemed “not adequate.”

The audit also found accounting and project management failures in the school construction program. According to Dubitsky, “Every tax dollar wasted through Martin O’Malley and Anthony Brown’s failed leadership and mismanagement in the school construction program is a dollar that didn’t going into making sure our children and educators have modern and safe facilities in which to learn and work.”

Congressman Harris Criticizes Ebola Czar Choice

Washington, D.C. - Congressman Andy Harris, M.D. released the following statement criticizing the political choice of Ron Klain to serve at the "Ebola Czar."

"We are experiencing the worst Ebola epidemic in recorded history and President Obama announced today that he is putting an individual with no healthcare or infectious disease experience in charge. He can't be serious. This new "Ebola Czar" is the same man who oversaw the wasteful spending of billions of dollars as part of the "stimulus," and the same man who thought investing in Solyndra, the failed energy company, was a good idea. Ebola is a real threat, and the President's choice for his "czar" shows he doesn't grasp the seriousness of this situation."

Congressman Harris is an anesthesiologist who spent more than 25 years working and training physicians at John Hopkins Hospital. He is also a former NIH-funded researcher.

A state ballot referendum, Amendment 3, would write prohibitions of both income and payroll taxes into the state constitution, pushed by anti-tax advocates who are worried about previous government efforts to add an income tax.

For the foreseeable future, there is little chance of either tax being added in the Volunteer State. The Republicans control both the statehouse and the governor's mansion, and no one expects them to endorse either levy.

Nevertheless, anti-tax advocates are concerned that attitude may not last and have pushed to make it nearly impossible for any future administration to enact the taxes.

The warrant was issued back in July after Duffy failed to appear for a driving while suspended case. Duffy was released by the District Court Commissioner on Personal Recognizance.



2.  On 14 Oct 2014 at 2:24 PM a deputy arrested April Jane Newkirk, 21 of Fruitland, MD, on an outstanding District Court Bench Warrant. Newkirk was being sought on a District Court Bench Warrant that had been issued back in September after she failed to appear for a Theft and CDS case. Newkirk was released on $10,000.00 unsecured bond by the District Court Commissioner.



3.  On 15 Oct 2014 at 10:00 AM a deputy arrested Thomas Francis Keen, Jr., 59 of Salisbury, on an outstanding Circuit Court Bench Warrant. The warrant was issued after Keen violated the conditions of his probation following a conviction in a CDS Possession with the Intent to Distribute case. Keen was detained without bond pending an appearance in front of a Circuit Court Judge.



4.  On 14 Oct 2014 at 9:20 PM, a deputy charged Lillian Marlene Saldana, 56 of Salisbury, following her extradition back to Wicomico County from St. Louis County, MO. Saldana was facing charges connected with a felony theft at a local church. Saldana was released by the District Court Commissioner on $10,000.00un secured bond.

5.  On 15 Oct 2014 at 11:23 AM, a deputy arrested In Yang Pak, 62 of Salisbury, on an outstanding District Court bench Warrant. The warrant was issued after Pak failed to appear for a case where he had been charged with failing to properly record and report pawn transactions. The District Court Commissioner released Pak on Personal Recognizance.

Suspect: John Ellsworth Lyon Jr., 68,Salisbury, MD
            
Narrative:   On 15 October 2014 at 12:01 PM, a deputy stopped to check on an individual stopped on the side of the road in the 8000 block of Hickory Mill Rd. Upon approaching the operator, John Lyon Jr., the deputy observed indications that led the deputy to surmise that Lyon was under the influence of alcohol. The deputy also observed that while Lyon was sitting behind the wheel, the engine was also on.  Following the conclusion of sobriety testing, the deputy placed Lyon under arrest for DUI. Lyon was processed at the Sheriff’s Office which included the administration of a breath test.  Lyon was released upon the issuance of citations.

Narrative:   On 15 October 2014 at 9:40 PM, a deputy arrested Amy Daniels in connection with a reported assault. According to the victim, it is alleged that Daniels assaulted the victim with an umbrella and attempted to push him down a flight of stairs. Daniels is also accused of throwing a glass candle and a glass bottle at the victim.  Upon arrest, Daniels was transported to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Daniels in the Detention Center in lieu of $15,000.00 bond.

People with retinitis pigmentosa — an inherited condition which causes cells in the retina to die — are at greatest risk. Victims lose their peripheral vision, as well as their ability to see well in dim light, and they can become blind. Dr. Nivison-Smith and fellow researchers at the University of New South Wales also found that people whose sight is normal, but carry the gene for retinitis pigmentosa, are at risk as well. They warn that Viagra could cause permanent damage to the retina.

From the World Health Organization: “For WHO to declare an Ebola outbreak over, a country must pass through 42 days, with active surveillance demonstrably in place, supported by good diagnostic capacity, and with no new cases detected. Active surveillance is essential to detect chains of transmission that might otherwise remain hidden.”

The WHO estimates 2% of Ebola incubations occur after 21 days.

In other words, a number of people who passed the 21 days of observation without symptoms may in fact be infected and when released possibly pass the disease on to others.

How Obama’s EPA Is Trying To Regulate Your Creek Beds And Ditches

Have you ever seen some water runoff in your yard during a hard rain and attempted to put a boat in it for an afternoon cruise?

I didn’t think so. Such a thing is almost as ridiculous as the continued actions by the Obama Administration, and such runoff isn’t far from the type of “water” it is trying to put under the EPA’s control. Earlier this year, the Environmental Protection Agency (EPA) and U.S. Army Corps of Engineers (CoE) proposed a new regulation under the Clean Water Act (CWA) that would sweep in, as “waters of the U.S.,” millions of new miles of rivers and streams and, more alarming, areas of land that are dry most of the year and aren’t near a body of water.

The 86-page proposed rule, appended with almost 400 more pages of “data,” would put under the EPA and CoE’s jurisdictional thumbs such “waters” as a drainage ditch in Maricopa County, Arizona that carried water five times from 1993 to 2000 in 182 rain events for a total elapsed time of flow of 7.5 hours. A park ditch in Pinellas County, Florida, of the type in which you may see teenagers skateboarding, would cost taxpayers there over $31 million just to maintain for hypothetical “fishable, swimmable” uses under the proposed rule.

Attacking Dog Killed, 10 Others Removed From Home

SILVER SPRING, Md. -- A dog mauled a dog sitter on Thursday in a small home with 11 total dogs. By the end, the victim had severe injuries all over her body, and the attacking pet lay dead from a police gunshot.

The home, located on the 4300 block of Garrett Park Road in the Kensington neighborhood, has been condemned.

The pet sitter, a 54-year-old woman who had been dog sitting for a relative, called 911 while the attack was in progress.

Neighbors heard screaming and so did police, once they arrived.

"When the officers went to remove the dog from the victim, the officers were themselves charged at by the dog," says Nicole Gamard, a spokeswoman with Montgomery County Police.

West Ocean City Harbor Receive National Recognition for Boating Access

After undergoing major renovations in 2011, the West Ocean City Harbor, which provides top notch boating access to the Atlantic Ocean and Maryland’s Coastal Bays, earned the national Outstanding Large Project Award. The States Organization for Boating Access (SOBA) presented the award last week to project partners ─ the US Fish and Wildlife Service, Maryland Department of Natural Resources and Worcester County ─ at its annual conference in Little Rock, Arkansas.

The completely renovated facility has a six-lane boat ramp, two ADA-compliant aluminum floating piers and a 73-foot vinyl sheet bulkhead. It also features a repaved 153-space parking lot. The makeover was critical, as the facility was originally constructed in the mid 1970s and last remodeled in 1988. Owned and operated by the county, the site is free to use, open year-round, and serves 100-150 boats per day during the summer.

“On behalf of DNR, congratulations to John Tustin, the Director of Public Works for Worcester County, for undertaking what is now a nationally-recognized boating access project,” said Mark O’Malley, DNR director of Boating Services. “Because of his hard work and leadership, this facility will serve boaters for many years to come.”

Kansas man charged in the rape of 100-year-old during burglary

Kansas authorities charged a Wichita man Wednesday in the sexual assault and burglary of a 100-year-old woman during a break-in at her home.

Kasey Nesbitt, 35, was charged with rape and aggravated burglary.

The woman, who lives alone, told police that intruders forced open the door of her home on Sept. 29. She says they were in her home for several hours. Police say forensic evidence linked Nesbitt to the rape.

Nesbitt, who police have reportedly documented as a gang member, is being held in the Sedgwick County Jail on $250,000 bond. Online jail records didn't indicate an attorney.

While he lied on an airport questionnaire about whether he had had contact with anyone suffering the disease, and while hospital workers blundered badly even though they knew he has been in Liberia, the bottom line is Duncan would not have been in America had the president banned visitors from Ebola-stricken countries. Simple.

Many African countries have instituted such bans, and most Americans think such a ban would be a good idea, according to a recent survey. But Team Obama and his band of incompetent minions argue that shutting off flights from affected countries would “harm” the economy. Absurd.

In Brooklyn, a mob of 100 black people rampaged through the streets on Saturday, destroying property, releasing the brakes on buses, and attacking the clerks in a grocery store.

8 People In Ohio Under Quarantine As Officials Looking For Shoppers At Bridal Store Nurse With Ebola Visited

COLUMBUS, Ohio (AP) — Eight individuals in northeast Ohio were under quarantine Thursday as health officials broadened the group of people being notified that they may have had contact with a Texas nurse who was diagnosed with Ebola after visiting the area.

The Centers for Disease Control and Prevention is expanding its investigation to include passengers on Amber Vinson’s flight from Dallas to Cleveland last Friday. Meanwhile, Summit County officials are looking for shoppers who were at an Akron bridal store she visited.

Officials are investigating whether she had symptoms as far back as Saturday, or possibly earlier, said Dr. Chris Braden of the CDC.

“Some more information that’s come through just recently would say that we can’t rule out the fact that she might have had the start of her illness on Friday,” he said.

A new analysis by InsuranceQuotes.com finds that a single claim can hike up your homeowner’s insurance an average of 9 percent per year, which can amount to hundreds of dollars. Two claims increase your insurance an average of 20 percent per year – though increases depend on many factors, including your location and the type of claim you file.

“Homeowners need to be really careful when filing claims,” InsuranceQuotes.com senior analyst Laura Adams said in a statement. “Even a denied claim can cause your premium to go up. Make sure you know your policy’s specific guidelines and only file a claim when absolutely necessary.”

Liability claims have the biggest impact on premiums – they push them up an average of 14 percent. (Fire, theft and vandalism claims are all tied for the next biggest impact, at 13 percent.) Medical and weather claims were the cheapest, increasing premiums just 2 percent. The average homeowner’s insurance costs $978 per year, according to the National Association of Insurance Commissioners.

The impact of a claim varies by state, with one claim pushing premiums up an average 32 percent in Wyoming – but just two percent in New York and Florida. In Texas, however, insurers are not allowed to increase premiums after one claim. That’s a result of the Lone Star State tightening regulations for how insurance companies can raise premiums after a consumer files just one claim.

Overall, premiums in 37 states and in Washington, D.C., went up an average of 10 percent or more after people filed a single claim, the study found.

Researchers Expect Over 20 US Ebola Cases In Weeks, "You Don't Want To Know Worst Case"

"We have a worst-case scenario, and you don't even want to know," warns Alessandro Vespignani, a researcher creating simulations of infectious disease outbreaks, but there could beas many as two dozen people in the U.S. infected with Ebola by the end of the month. The projections only run through October because it’s too difficult to model what will occur if the pace of the outbreak changes but, as Bloomberg reports, Vespignani warns if the outbreak becomes more widespread in other regions, it "would be like a bad science fiction movie."

As Bloomberg reports,

Alessandro Vespignani, a Northeastern University professor who runs computer simulations of infectious disease outbreaks warns there could be as many as two dozen people in the U.S. infected with Ebola by the end of the month.

The projections only run through October because it’s too difficult to model what will occur if the pace of the outbreak changes in West Africa, where more than 8,900 people have been infected and 4,400 have died, he said. If the outbreak isn’t contained, the numbers could rise significantly.

“If by the end of the year the growth rate hasn’t changed, then the game will be different,” Vespignani said. “It will increase for many other countries.”

US Nurses On Ebola: 'We've Been Lied To'

Healthcare workers across the nation are ill-equipped to handle patients with the Ebola virus, according to reports from workers affiliated with the National Nurses United nurses union. Not only do many US nurses lack proper protective gear — like sealed gloves, masks, and protective goggles — healthcare workers are not being trained to use these materials in a way that would prevent transmission of the virus, union workers say.

"This situation has been a nightmare," National Nurses United executive director RoseAnn DeMoro told reporters on Wednesday. "We've been told a lot of things wrong. We've been lied to. And we know this because the nurses have told us this."

The attention is currently on Dallas, where critical errors at the hospital where the first patient in the US was found to have Ebola may have contributed to the infection of two healthcare workers with the virus. One of them boarded an airplane shortly before showing symptoms.

But what happened in Texas could happen anywhere, nurses say.
