Double Dipping at Taxpayers Expense

Delegate Norman Conway has been known to two hold two offices - a position on the Board of Education - while simultaneously holding an office as an elected State Delegate. 

Fact is - he should have recused himself from voting and promulgation on issues that would ordinarily in the private sector be deemed a conflict of interest.

So you be the judge for yourself - and see what he has collected while serving for the Wicomico County Board of Education.  Then ask yourself the question - what were his specific job duties while drawing a salary from the Board of Education.  It is long overdue for the citizens to speak out!

  6. If seeing is believing - this photo is worth a million words. No wonder he lobbies so heavily for the educational establishment. Wouldn't you if you rolling in 78k at taxpayers expense. Plus, he has his Delegates salary to boot.

  7. I don't understand why the DT, WBOC, or WMDT doesn't cover this type of activity. It seems as though all they are interested in reporting are printing coupons.

  8. Absolutely he is guilty of double dipping. He's collecting 2 salaries out of the same pot, the pot being the State of MD.
    He absolutely should not ever vote on anything to do in relations to salaries, perks, benefits having to do with the Board of Education.

    My response, my wish is that the DT would simply report instead of just allowing it to be swept under the rug.

  12. Correct me if I am wrong but isn't that his wife listed just above his name? She was a principal and if I remember correctly, wasn't a new job position created,"Principals Mentor" just after she retired? I believe she held that position also. It does seem to me that if a principle needed mentoring they could go to one of the two Assistant Superintendents. I'm sure they are capable. Anyone out there remember any of this? John Palmer.

  13. This issue has to do with well established ethical standards. I have a problem with Conway drawing a salary from the BOE and then him crafting or voting on legislation effecting the very institution he is being paid by. Has anyone checked-in to possibly launching an investigation into this matter?

  15. I worked for the board then as a teacher. I always heard he was not paid a board salary while he was serving as a delegate.

  17. 7:01 Poster - It still represents a conflict of interest irregardless if he was not paid a board salary while serving as a Delegate. If you work for board then you know full well that you can elect to receive your paychecks spread out evenly throughout the year, or, during you time that you actually working. Bottom line - it is unethical by any set of standards. He ought to have been reprimanded and disciplined.

  18. To 6:48 Poster - you are correct. That is Norman Conway's wife listed above - Jan Conway. As you can tell they have both been drawing from the public trough for as long as I can remember - with Norman dipping twice. The public should to be outraged.

    You are correct. They have several of those "mentoring" jobs that they waste money on for retirees.

  22. Wasn't Mr. Conway responsible for eliminating the elected school board. Why didn't he bow out from voting on this key piece of legislation if he was employed by the school board. It reminds me of having a fox in the hen house mentality. This guy has got to go.

    If that is the case then he was paid $78,000 per year when actually his salary at the board of education would have been well over $100,000 per year way back then.

    Somehow I am skeptical about this.

  30. If I'm not mistaken - Bonnie Walston is Norman Conway's treasurer. And she is the same Bonnie Walston that has been abusing the BOE credit cards. I have seen her name on dozens of Joe's postings on the credit card purchases.
    These people need to go!

  32. Yes Bonnie is Norman Conway and her job at the BOE Central Office allows her a lot of free time to work on Normans campaign. This is done under the supervision of BOE Superintendent John Fredericksen.

  33. I do not understand why the Daily Times doesn't cover more like this. This should be a prime directive for any noteworthy newspaper. I have never read one IOTA about any of this in The Daily Times and that really puzzles me.

    You are correct. I just visited Norman Conway's website and it says;

    'Paid for by Friends of Norman H. Conway Authority: Bonita Walston, Treasurer.'

    This is the same Bonnie Walston that works for the BOE and she has also been listed many many times as one of the frequent abusers of the BOE credit cards. Meal after meal has been charged to the taxpayers account.
