The only way you are going to reduce crime to a controllable level is to engage the people. Open the police stations and cell area for people to go on guided tours to see what and how police operate and handle calls. Bring back the police boys and girl clubs so kids and officers regain a trust in each other. Give the kids activities that involve interaction with police, such as boxing, defensive fighting, pool and ping pong tables, anything that involves officers interaction. As a retired person in people management when you had a number of bad elements in a group you had to show the good ones you were doing your job as a manager by seeing that those who did not work were found something to do. A percentage would join the ranks or leave for lazier fields. If you have empty lots, get the city to clean the area and ready it for planting. Neighbors who use the lot will damm sure report those who try and destroy the lot. Get that destructive element off the street and people save money by growing their own vegetables. My not be the on the mark answer but these are the kind of things that could help turn things around in some neighborhoods. Engagement on all levels. Over a period of time the numbers will grow.Kids would look forward to hanging with or just being in the presence of police, knowing they are the ones that have their back. Set up more trade type schools where kids can learn skills that use their hands. Ok, my soap box is gone.

As long as their parents are dealing drug the popo will never be viewed as anything other than the enemy and will pass that down to their kids, along with their other racist attitudes.
