    A model helicopter with a camera on it is not a drone.

    Not a helicopter. It is a quad rotor.
    The DJI Phantom.
    The FCC used to try to enforce a law that didn't exist. Ie: Not for commercial use.
    They used to confiscate equipment, threaten fines and prison.
