An eight-year attempt to tighten statewide controls on stormwater and sediment runoff will go to a crucial public hearing Tuesday, with critics and supporters recommending changes and in some cases calling for a new delay and new compromises.
The Department of Natural Resources and Environmental Control effort began after a series of destructive floods and storms in 2003 and 2004 prompted a task force study and call for reforms. Opposition throughout the years prompted rewrites of at least two public draft plans and repeated delays.
