NARRATIVE:
On December 1, 2010, at approximately 2354 hours, Troopers from the Maryland State Police Salisbury Barrack responded to the “Dash In” Store located at 7201 Main Street Willards, Wicomico County, Maryland for a report of an armed robbery. A Deputy with the Wicomico County Sheriff’s Office was on patrol in the area of Willards, when he observed two black males run from the “Dash In” and get into a vehicle which quickly left. The Deputy stopped the vehicle and observed paper currency on the floor of the vehicle and numerous cartons of cigarettes in the passenger compartment of the vehicle, which matched what was stolen from the Dash In. The clerk from the “Dash In” was able to positively identify two of the occupants of the vehicle as the subjects who had robbed him a short time before and who had stolen cash and cigarettes during the robbery. Wicomico Bureau of Investigations assumed the investigation. The investigation indicated that these subjects were potentially involved in a convenience store robbery that had occurred earlier in the evening in Worcester County. Investigators also obtained video surveillance from the “Dash In”. All four suspects were turned over to Wicomico County Central Booking for processing. Both juveniles were charged as adults due to the nature of the charges.

Now, if the event was being produced by an organization like HOPE, that would be a different story. First of all, they'd have enough class to NOT hold the event from 8 PM to 12 AM. Secondly, they'd have ALL of their contact information as well as tax exempt information. More importantly, HOPE would never make the statement that ALL proceeds are going here or there. That statement may have these two groups in a bit of trouble.

NEW LAW CHANGES TRAFFIC CITATION TRIAL DATE PROCEDURE
(PIKESVILLE, MD) -- Maryland State Police are reminding motorists that if they receive a traffic citation on or after January 1, 2011, a new law requires the driver to request a trial date if they want one, instead of one being automatically assigned.
The new law gives drivers who receive a traffic citation three options:
1-Pay the full amount of the preset fine;
2-Request a hearing regarding sentencing and disposition in lieu of a trial, (meaning you do not dispute the truth of the facts as alleged in the citation, but you wish to be heard regarding sentencing); or 3-Request a trial date at the date, time and place established by the District Court.
The law requires that a person who received a citation make one of these three choices and notify the District Court within 30 days. If not, the Maryland Motor Vehicle Administration will be notified and may take action to suspend the person’s driver’s license.
Previously, persons issued a citation were automatically given a trial date. The law required them to either pay the fine by the trial date, or appear in court that day to answer to the charge. Often, people waited until the day before, or even the day of trial to pay the fine. This meant the police officer who issued the citation was already scheduled to appear in court and it was too late to notify him or her that they were not needed to appear. This created scheduling difficulties for police officers and often incurred overtime expenditures for police departments required to have police officers present in court, even though they were not needed.
House Bill 829 and Senate Bill 560 were passed in the 2010 Maryland General Assembly Session and will become law on January 1st. Supporters of the new law believe this will increase efficiency in both the courts and police departments across Maryland.
State troopers believe the new law will eliminate needless trips to court and supervisors will be better able to schedule the deployment of personnel. State Police commanders believe there will be an overall cost savings to the Department in overtime pay. They also believe the new procedure will keep troopers on patrol who would otherwise be in court waiting for a case in which they ultimately were not needed.
The new law does not apply to citations issued for ‘must appear’ violations, such as drunk driving. Persons receiving citations for ‘must appear’ offenses will be automatically notified by either a circuit court or the District Court of a trial date and location where they must appear.
Information about the new procedure will be printed on citations given to motorists. Troopers will be reminding motorists of the new procedure when citations are issued. Persons with questions can also visit the District Court of Maryland website at www.mdcourts.gov/district, or call 1-800-492-2656.

Pension Commission Will Vote On Cutting Benefits, COLAs
The commission studying changes to state pensions and retiree benefits will vote in two weeks on whether to recommend that the General Assembly and governor raise the retirement age, trim the cost of health insurance benefits, and eliminate cost-of-living increases for at least five years.
Casper Taylor Jr., the former speaker of the House of Delegates who heads the Public Employees’ and Retirees’ Benefit Sustainability Commission, said the goal is not just to make the pensions more sustainable in the long term, but to save $400 million to $500 million in the next fiscal year.
Taylor told the commission he also favors shifting 40% of the cost of teachers pensions to the county governments, rather than the 50-50 cost sharing passed by the state Senate last year.

Update On James M. Bennett High School Keychains
James M. Bennett High School sold 272 keychains made from the gym floor of old JMB during the new school’s Nov. 27 open house.
The keychains proved very popular with those who wanted to have a last piece of the old school. Sales of the $10 keychains will support the continued maintenance of and improvements to the James M. Bennett High Memorial Garden.
No more keychains from the gym floor are available for sale, but JMB fans will soon be able to purchase keychains made from another part of the old school, library shelves. Former JMB parents who purchased the shelves at auction last summer have donated some of the maple shelves for the keychain project. A sale date for these $10 keychains will be announced in the near future, with all proceeds going to the Coach Orr Memorial Scholarship Fund, in honor of the late track coach.

During the incident, a credit card that had been taken was used at a business in Salisbury. Somerset County Sheriff's Office Press Releases
Devall Domnic Jackson of Crisfield, arrested 11-24-10 regarding a warrant for failing to appear in court, resisting arrest, obstructing and hindering police, disorderly conduct, and fail to obey a lawful order. Sheriff Deputies along with Crisfield Police officers attempted to arrest Jackson on an arrest warrant. Jackson fled law enforcement on foot, and was later captured after entering a unknown Crisfield residence. Jackson was later held on a $10,000 bond.
Robert Lee Hudson Jr. of Baltimore, arrested 11-26-10 regarding a warrant for second degree assault, and malicious destruction of property. Hudson was later released on a personal recognizance bond.
John Wesley Evans 3rd. of Mardela, arrested 11-29-10 regarding a theft warrant out of Wicomico County. Evans was later turned over to the Wicomico County Sheriff's Office. The arrest was a result of a traffic stop conducted by Deputies on Ocean Highway.
Liantwanette Lashanetta Lumpkin of Salisbury, arrested 11-30-10 on a warrant regarding failure to appear in court for child support. Lumpkin was later held on a $500.00 bond.
Juvenile arrested at Washington High School on 11-30-10. The arrest was a result of a reported fight between students. Deputies arrested a juvenile for second degree assault, and disturbing school functions. The juvenile was later released to parents pending juvenile court actions.
Frank James Sterling Sr. of Crisfield, arrested on a warrant regarding violation of a protective order. Sterling was later released on personal recognizance.

Palestinian Arabs Upset Over Hannukah Menorahs
The local Jewish leadership in Judea and Samaria has put up oversized Hannukah menorahs throughout the land of the Forefathers – and the local Arabs don't seem to like it.
The "WAFA" Palestinian Authority News Agency reported Wednesday about a new large menorah put up at Tapuach Junction, near Shechem, on its Arabic-language website.
“Witnesses said that the menorah was set by a crane near the Za'tara triangle [Tapuach Junction], a few kilometers south of Nablus [Shechem], and pointed out that this region is a center to a number of extremist Jewish settlements.
"The menorah is often used in Jewish religious rituals, and it seeks to impose settler ideology in the West Bank [Judea and Samaria] through these actions," WAFA complained.
David Ha'ivri, Director of the Shomron Liaison Office, said in response: “Hannukah is one of the most nationally identifying holidays of the Jewish people. We celebrate the amazing victories of the Maccabees who fought against all odds and succeeded in freeing our holy city Jerusalem from the Greek invaders and re-lit the candles of the Menorah on the Temple Mount.”
“Historically, all of the battles of the Jewish army under the leadership of Yehudah Maccabee took place within the areas of Judea and Samaria and the most famous of them all was the purification of the Temple Mount.
“Those are the events that we celebrate for eight days starting tonight. Around the world, Jews will hold public displays of the candle lighting but there is no place more significant for showing the light of Hannukah than Judea and Samaria.”

GOP Senators: First Things First
Republican senators said Wednesday they will block all business in the chamber until Democrats tackle the long-overdue spending bills and impending tax increases, raising the level of brinkmanship to new heights even as House Democrats prepared to push ahead with a partisan tax vote Thursday.
House Majority Leader Steny H. Hoyer said the chamber will vote on a bill that would extend the 2001 and 2003 tax cuts for most Americans, but would mean a tax increase for those making more than $250,000.
That vote comes even as a high-level working group organized by President Obama and congressional leaders met to try to make a binding deal, and even as Senate Republicans said they won't accept tax increases that could affect small businesses.
"It says that every Republicans will vote against proceeding to any legislative matter until we've funded the government and protected every taxpayer from a tax hike," said Minority Leader Mitch McConnell, Kentucky Republican. "Basically, first things first."
All 42 Senate Republicans - including Sen. 50,000 Inmates Claim Tax Refunds, Report No Wages
A government investigator says nearly 50,000 prison inmates claimed more than $130 million in tax refunds this year without providing any wage information to the IRS.
A report by the Treasury Department's inspector general for tax administration stops short of saying the refunds were fraudulently claimed. It does, however, say the Internal Revenue Service should investigate further.
The report, scheduled for release on Thursday, is the latest in a series of audits looking at prison inmates claiming tax credits and other government payments.
Waters Wants Answers
Rep. Maxine Waters (D-Calif.) is calling on the ethics committee to explain why it placed the two attorneys handling her case on administrative leave the same day it delayed her public trial.
“It appears that we now know the real reason for the delay: Something has gone wrong in the ethics process,” she said in a lengthy statement issued late Wednesday afternoon.
She also called into the question the panel’s integrity and argued the investigative process had been compromised.
“We don’t know the specifics, but we know that the integrity of the committee and its investigative process have been compromised,” she said. “The longer the committee withholds the details of its actions, the more the public’s confidence in the House ethics process is eroded.”
Cindy Morgan Kim, the deputy chief counsel and lead attorney on the Waters case, and Stacy Sovereign, who supplemented Kim on the case, were placed on administrative leave the same day Reps. Zoe Lofgren (D-Calif.), who chairs the panel, and Jo Bonner (R-Ala.), its ranking member, announced an indefinite delay of Waters's public trial, which was set to begin Nov. 29.
The action could sound the death knell for the Waters’s case. It no doubt gives her leverage to achieve a reduced penalty if not a dismissal of the case.

GOP Determined Not To Bend On Taxation
Republican lawmakers have repeatedly vowed not to endorse any tax increases, making it likely they will turn to other bargaining chips to strike a deal with the White House on the expiring tax cuts.
Lawmakers from both parties sat down on Wednesday with representatives of the Obama administration in the hopes of ironing out an agreement, but it is doubtful that Republicans will meet them halfway.
While Democrats have indicated they are willing to bend on Obama’s plan to lift taxes on families making more than $250,000 a year, Republicans assert any tax increase will do further harm to the ailing economy.
Sen. Charles Schumer (D-N.Y.) recently proposed extending all the George W. Bush-era tax cuts except for people making more than $1 million annually. Republicans quickly rejected that plan.
Conservative-leaning groups anticipate some sort of extension of the tax cuts for all brackets. Anything less than such an extension would trigger strong criticism from the right.
If Republicans agree to any tax hike, it would be “completely catastrophic,” according to Ryan Ellis, the director of tax policy for Americans for Tax Reform.
“I think you’d find not only us but the entire American conservative movement go apoplectic, because that’s been the expectation,” he said.
Based on that pressure and their public statements on the campaign trial, Republican negotiators are likely to use bargaining chips that have nothing to do with taxes.
President Obama is strongly urging lawmakers to approve a pending U.S.-Russia treaty and to extend unemployment benefits. Senate Republicans have softened their stance on the Strategic Arms Reduction Treaty (START) in recent days and have said they will not back an unemployment-benefits bill until a tax deal is in place.
Senate Minority Whip Jon Kyl (Ariz.), one of several GOP negotiators on the tax cuts, is a key figure on START. Kyl last month indicated the Senate should not tackle START in the lame duck, but in recent days has indicated it could be addressed this month in the upper chamber.
Kyl said Wednesday that if negotiators don’t reach a deal on the Bush taxes within a week, “then you’re not going to have time to do START.”
Meanwhile, two high-profile conservatives, Rep. Mike Pence (R-Ind.) and Sen. Jim DeMint (R-S.C.), will formally introduce legislation on Thursday seeking to extend all the tax rates permanently. Both House GOP Leader John Boehner (Ohio) and Senate Minority Leader Mitch McConnell (R-Ky.) support a permanent extension of the Bush-era tax cuts. However, many Republicans and Democrats on Capitol Hill believe the tax cuts will be extended for a certain amount of time.

Now Hispanic, Female Farmers Plead For Bias Claims Action
Despite seeing Congress pass funding to resolve black farmers’ claims this week, the Agriculture Department (USDA) is still under pressure to settle discrimination claims from minority groups.
Advocates for Hispanic and female farmers claiming discrimination by USDA say they have not been treated the same as their black and Native American counterparts by the Obama administration.
“[Blacks and Native Americans] are going to get more money and a better process. It is a slap in the face,” said Stephen Hill, a partner at Howrey who represents Hispanic farmers.
At stake in the cases is hundreds of millions of dollars in government money that lawyers are trying to secure for their clients to resolve longstanding discrimination lawsuits.
The new black farmers’ settlement, known as Pigford II, is capped at about $1.25 billion. That total includes the $1.15 billion the House passed Tuesday, along with $100 million already authorized to pay off discrimination claims in the 2008 farm bill.
Separately, USDA has reached a $760 million settlement with Native American farmers, a case known as Keepseagle.
USDA has been trying to negotiate similar agreements with Hispanic and female farmers. The department has offered about $1.33 billion to be split between claimants in the Hispanic farmers’ case, known as Garcia, and the female farmers’ case, known as Love. Reid To File Cloture On DREAM Act TODAY - Call Your Senators NOW!
Today Sen. Majority Leader Harry Reid (D-NV) stated that he planned to file a cloture motion on the DREAM Act this evening -- beginning debate on the legislation and possibly forcing a vote in the Senate as soon as Thursday! (CQ Today, Nov. 30, 2010)
Three versions of the DREAM Act are alive in the Senate and there is no telling which version of the bill Sen. Reid will advance. Even White House representatives claimed to not know which version of the bill Sen. Reid would file cloture on during a conference call with amnesty advocates this afternoon. While Sen. Reid and Sen. Dick Durbin (D-IL) continue to mislead the public into believing that the DREAM Act would only benefit children, in reality, all three Senate versions of the bill contain a retroactive benefits provision that would grant amnesty to illegal aliens of virtually any age. Moreover, once illegal aliens receive amnesty they will be able (at the age of 21) to petition the government to bring in their parents, siblings, and other family members.
Call your Senators NOW and tell them that you want our immigration laws enforced, not another amnesty that encourages more illegal immigration. Tell them:
The DREAM Act rewards those who broke U.S. immigration laws and only encourages more illegal immigration;
The DREAM Act unfairly allows illegal alien students to tap federal and state benefits, when those benefits are desperately needed by Americans who are struggling every day to make ends meet.

Joe- Just wanted to report to you and your public that the "scams are running for the holidays" Yesterday I received a call from "Fraud Dept. Card Services" that back in 2006!!!! someone had tried to use our credit card and tried to charge over $3,000.00! and first report of this was the call yesterday!!!! in the first place rational people would know you would be notified of this before 4 years elapsed! I notified them after 4 supervisors that this was utterly ridiculous and I wanted a letter from them stating the fact that I did not ever have such a card, and that what ever they think they had was to be closed and never contact us again. After this to be on the safe side I obtained on line a credit report, and even further contacted the credit cards we have, which is two about this matter no attempted fraud has ever been attempted or reported at all. Be very careful what they are trying to do is to get you upset that these things occured and you need additional fraud protection on your cards, which benefits them. Know your credit card company services and know that with a credit report and calls to your credit card companies you can catch fraud quickly. These credit reports can be obtained minutes online, per a local collection agency the best they recommend is Annual Credit Report.com. Church Street and Naylor Street and attempted to conduct a traffic stop on a vehicle operated by the below listed suspect for traffic violations. Fraud Investigation
The Salisbury Police Department Criminal Investigation Division is investigating a report of check fraud.
