Delaware Electric Cooperative "Peak Alert"

URGENT “BEAT THE PEAK”

3 P.M. to 7 P.M., Tomorrow, May 1st

3 P.M. to 7 P.M., Sunday, May 2nd

Because of the warm weather forecasted in our region this weekend, we are asking you to delay the usage of all unnecessary lights and appliances during these hours as well as turning your thermostat up 3 degrees.

While the largest consumers of electricity in the home during these hours and during this time of year are cooling costs and lighting, other large consumers of electricity include major appliances such as dishwashers, washing machines, clothes dryers, water heaters and stoves.

By delaying the use of unnecessary lighting and appliances as well as turning your thermostat up 3 degrees between 3 P.M. and 7 P.M., Saturday and Sunday, we can save energy resources, avoid high cost energy and help the environment.

For more information on our “Beat the Peak” program visit http://www.beatthepeak.coop/ and be sure to signup for a free In-Home Indicator which you plug into the wall and it will alert you when a Beat the Peak event happens.

You can also follow our Beat the Peak alerts and other news by becoming a follower of Delaware Electric Coop on and/or.

If we all save a little, together we save a lot.

KEEPING PREAKNESS IN MARYLAND

GOVERNOR O’MALLEY, ATTORNEY GENERAL GANSLER, MAYOR RAWLINGS-BLAKE ADDRESS THE SETTLEMENT AGREEMENT KEEPING PREAKNESS IN MARYLAND

BALTIMORE, MD (April 30, 2010)
– Governor Martin O’Malley, Attorney General Doug Gansler, Baltimore City Mayor Stephanie Rawlings-Blake and Tom Chuckas, President and COO of the Maryland Jockey Club, today addressed the settlement agreement that ensures the Preakness will remain in Maryland.

“For 134 years (and counting) the Preakness Stakes has been run in the State of Maryland and has belonged to the people of our state,” said Governor O’Malley. “The Preakness Covenant will ensure that people of Maryland continue to enjoy this time-honored tradition, and that the State of Maryland and City of Baltimore will continue to realize the economic benefits of this annual event. I want to thank Attorney General Doug Gansler, and his staff for working quickly and aggressively with us with us to secure the future of the Preakness Stakes right here where it belongs in Maryland.”

“When Magna entered bankruptcy last year, working with the Governor’s Office, the Office of Attorney General immediately drafted emergency legislation granting Maryland condemnation authority over Magna’s Maryland assets, including Preakness,” said Attorney General Gansler. “That law, in conjunction with the State’s existing right of first refusal over any transfer of Pimlico, gave Maryland the hammer we needed to work out an agreement with new owner MID. I’m pleased that we were able to provide the legal support to the Governor to ensure the Preakness forever remains a Maryland tradition.”

“This is wonderful news for the City of Baltimore,” said Mayor Stephanie Rawlings-Blake. “The Preakness belongs in Baltimore City, and I want to thank Governor O’Malley and Attorney General Gansler for their leadership and partnership in acting quickly and aggressively to ensure that the Preakness remains a Baltimore tradition for years to come.”

“This is great news for the Preakness Stakes, the Maryland Jockey Club, the City of Baltimore and the State of Maryland,” said Tom Chuckas, President and COO of the Maryland Jockey Club. “The Preakness has a long tradition at Pimlico, and we were proud to work with Governor O'Malley and Attorney General Gansler to make sure that tradition continues.”

Under the agreement announced today by Governor O’Malley and Attorney General Gansler, Maryland waives its statutory right of first refusal to buy the Preakness Stakes and parent company MI Developments (MID), agrees that it will not move the Preakness from Maryland. The agreement also specifically states:

MID agrees that the Preakness Covenant will be binding on MID’s successors and assigns;
The State of Maryland and MID agree that any disputes about the agreement, including a dispute about the Preakness Covenant, will be decided in a Maryland court;
The parties acknowledge that money damages would not be a sufficient remedy for breach of the Preakness Covenant, and agree that Maryland is entitled to specific performance and injunctive or other equitable relief as a remedy for a breach of the Preakness Covenant; and
Nothing in the Agreement alters or negates the State’s statutory, police, or regulatory power.

Rutledge for Senate Campaign Continues to Gain Momentum and National Recognition

Foote Convicted, Sentenced To 10 Years And Only Serves TWO

Background: Foote grew up in a middle-income family in Wicomico County, Md. She has a 14-year-old daughter, Samantha.

She has an associate of applied science degree in business management from Wor-Wic Community College in Salisbury, Md., and was pursuing a bachelor's degree at the University of Maryland Eastern Shore.

Foote says she had a good, stable childhood. She attributes her criminal trouble to wanting to be on her own too soon and hooking up with the wrong men, which often led to physically abusive relationships. "I'm not blaming the men, because I could have made better decisions," she says. "It took me going to prison to look at everything that I do."

Criminal history: In 2007, Foote was sentenced to 10 years for felony theft. She was convicted of stealing more than $68,000 from her employer, a roofing company in Salisbury. She had been working as an administrative assistant.

Foote has had a few other run-ins with the law, including a conviction for submitting a false insurance claim, which is under appeal. She is scheduled to be released on parole this month.

The plan: Foote has been doing statistical data entry as part of a job-training program.

It's been difficult trying to find a job for her, especially in this economy. To help earn some money, Foote will be selling products for Pure Romance, an in-home direct sales company. She estimates she can earn a minimum $250 in commissions for each party she sets up. Her goal is to plan two to three parties a week.

IRETON GETS -- AND ACCEPTS -- COLD SHOULDER FROM WICOMICO COUNTY ON FIRE DUNDING

In a recent memo to the Salisbury City Council, John Pick (the "City Administrator") discussed the "negotiation," if you can call it that, by the City and County for renewal of their "Fire Service Agreement," which apparently controls the allocation among the fire companies of the County’s funding for fire services. Under the current scheme – in which each company gets the same share of the pie provided by the County – the City receives 28% of the total. However, the City fire companies respond to about 42 % of fire calls and almost 70% of EMS calls and their service area includes 55% of the County residents, many of whom reside outside the City.

As discussed in the memo, the City requested a much more equitable allocation on the basis of the calls handled – as done in Worcester County – which would probably double the funding share and amount received by the City fire companies, but that was flatly rejected by the County. So Mr. Pick, surely with Ireton’s OK, has recommended that the current funding share continue for 3 more years under a written agreement. During her final years as mayor, Barrie Tilghman would only consent to an annual extension of the very unfair arrangement, in which the City gets the much shorter end of the stick.

Ireton’s response is ridiculous. Why has he not gone before the County Council at one of its meeting and demanded fair treatment of the City? Instead of doing that, he has proposed that the City should donate land for a new County library.

Two Years Ago Today

Two years ago today we introduced Mr. John Wade allegedly claiming he was a resident of Princess Anne, he was not. We also discovered he had allegedly signed many of the absentee ballots himself, all were rejected.

Frank White won the election and is still on the Town Council of Princess Anne.

On another note, the Town of Princess Anne recently made some serious advertising changes. Even though the Somerset Herald allows advertising in their paper, it's a free paper. Municipalities are restricted from doing legal advertising in a free paper so they had to advertise with the Daily Times and their ad would also be included in the Herald.

After some research the Town ultimately changed their advertising by running their ads in The Crisfield Times instead. It's been reported The Daily Times was charging $30,000.00 a year for their ads and the Crisfield Times will be charging the Town of Princess Anne $3,000.00 for the same volume of ads.

Maybe someone should start a local Salisbury Newspaper and hook up the same deal with the City of Salisbury? No, I'm too busy as it is.

Congress Ignores Obama, Takes Up 'Amnesty'

On Wednesday, President Obama appeared to close the door on addressing immigration reform this year, saying, "We've gone through a very tough year, and I've been working Congress pretty hard. I know there may not be an appetite to dive into another controversial issue."

But yesterday, Democrat leaders in Washington announced a new effort just days after Arizona Gov. Jan Brewer signed a bill that enables her state to enforce illegal immigration.

The reaction to the Arizona law has ranged from condemnation by Obama to the sometimes violent protests by illegals who don't want to face police questioning about their status and the Mexican government's new warning about travel by Mexicans in Arizona.

Senate Majority Leader Harry Reid announced the new Democrat effort, noting its requirement that illegal aliens learn English and pay taxes."

I say to my Republican colleagues, work with us to fix this broken system, and secure our borders," Reid said.

But Rep. John Boehner, the House minority leader, said Republican support wasn't likely after the president's massive health-care reform plan was "shoved down our throats."

Nevertheless, some opponents of illegal immigration worried that the federal plan was being assembled as a deliberate attack on Arizona's new efforts to protect its citizens.

Obama's statement yesterday seemed to lend credence to their concerns.

"It is the federal government's responsibility to enforce the law and secure our borders, as well as to set clear rules and priorities for future immigration," Obama's prepared statement released by the White House said.

Obama said it is "unacceptable to have 11 million people in the United States who are living here illegally and outside the system."

Critics such as Federation for American Immigration Reform, or FAIR, agree, but they argue that simply enforcing the nation's existing immigration laws would make a great deal of difference.

The group, which obtained an advance copy of the legislation outline, said Americans need to call their representatives in Washington.

"Tell them you want enforcement, not amnesty," FAIR said.

"The [new] proposal offers all kinds of promises regarding the future enforcement of our immigration laws. But we know through years of experience and hard lessons that the federal government has broken virtually every enforcement promise it has made to the American people. Now, Senators Reid, Schumer and Menendez go so far as to say: 'there will be zero tolerance for illegal entry and reentry into the U.S.' Who can believe this?" the organization said.

The group warned that the new plan would pre-empt state and locals laws encouraging immigration enforcement and would grant amnesty.

Brooke The Queen

Hi Everyone,

Sorry it has been so long since the last update. It’s so much harder to do when we are at home! The past week has been a tough one for me. One of our NB friends, Jolee, from CHOP relapsed just after Easter and the cancer spread quickly and she passed away last Thursday. Jolee was originally diagnosed last summer while Brooke was in for her transplant and I quickly fell in love with the whole family. She had been doing so well. She had just flown through her first stem cell transplant, celebrated her 2nd birthday and was due to start her 2nd transplant the day after Easter when they found out that the NB was back. My heart is breaking for Jolee’s family…please pray for them. It’s been a brutal reminder of how nasty this cancer is and how much we still need everyone’s prayers for Brooke to remain NED (No Evidence of Disease). We go back to CHOP for end of study Bone Marrow Biopsy, CT Scan, MIBG Scan, Ophthalmology, Audiology, and Oncology clinic May 10-12. Every little thing that Brooke complains about I panic…Could it be the NB is back? She mentioned once today that her leg hurt a little last night when she was sleeping…Is it back? Part of me can’t wait for the scans for peace of mind but part of me is scared to death for the alternative…

On happy notes, Brooke has been doing great at home and at school. The staff, students and parents at Salisbury Christian School have been wonderful and have made the transition back to school such a positive experience for Brooke.

Some of the highlights from the past 4 weeks:

4/10- Brooke was supposed to go to her friend Alex’s birthday party (she hasn’t been able to go to a birthday party for almost a year and a half so she was so excited) but she got a fever that morning and couldn’t even get out of bed. She had 2 low grade fevers and they told us if she had another we would have to bring her to the ER but by early afternoon the fever broke and she hopped out of bed ready to play but had missed the party.

4/11- I had a blast participating in “An Amazing Race” The Great Clue Caper with my girlfriends (Chris, Kellie, Laurie & Margie) to benefit Village of Hope. We were way out in front in first place until clue #9 (out of 10) totally stumped us and we wound up finishing 10th out of 55 teams but we had such a great time and hope to do it again next year.

4/14- Oncology Clinic at CHOP. Everything went well and Brooke enjoyed visiting everyone but her hemoglobin was a little low so her doctor wanted us to have a lab work done locally in 2 weeks to make sure it didn’t drop any further. We went today to have the blood work drawn and will know the results tomorrow (Fri) at some point.

4/16- Some amazing men came over to put together Brooke’s new swing set! Thank you Jeff Anderson, Joel Beiler, Jerry Sipes, Ed Wilgus & Kevin Hayes! You have made Brooke one happy little girl! I don’t think a day has gone by that she hasn’t played on it.

4/17-Brooke was the Elk’s Team Queen for the Fruitland Little League Opening Day Parade and Ceremony! She rode in the back of a convertible in the parade with a tiara and flowers and mastered the princess wave! When they announced her during the Ceremony the crowd really cheered her on and it brought such tears of joy to my eyes.

4/18- Brooke’s first day back to church. Rev Patterson brought her up to the Alter and told everyone how great she was doing and when we walked back to our seats she got a standing ovation (more tears of joy…don’t you just love happy tears?).

That night we went to The Crab Cake Factory, USA in Ocean City where they were having their 14th Anniversary and so generously decided to have Brooke be a part of that by raffling off 2 round trip airline tickets and raised $2500 for the Brooke Mulford Foundation! Thank you so much John, Krista, Mr. & Mrs. Brooks, and Lollipop the Clown!

4/28- Brooke took her last dose of Accutane which I guess means that she is now officially done with her treatment! Woo Hoo!

Well, I guess that is it for now. We have a lot going on in May so I’ll be posting when I can to fill everyone in. Thank you so much for the prayers!

God Bless,

Amy

See The Spill From Space

The massive oil spill in the Gulf of Mexico is being tracked from outer space, where the sea's ugly slick takes on a strange kind of beauty.

Ever since the Deepwater Horizon drilling rig exploded on April 20, the National Oceanic and Atmospheric Administration has been analyzing satellite imagery to help figure out how far the spill has spread, and where it's likely to go next. The best projections suggest that oil will reach the Mississippi River delta as early as tonight. For the latest from NOAA, check out the agency's Incident News Web site, which includes maps of the oil spill's "footprint."

You'll also want to keep track of the U.S. Coast Guard's Joint Information Center on the Web.
NASA provided this April 25 picture of the slick, as seen by the Aqua satellite's Moderate Resolution Imaging Spectrometer, or MODIS:

Schwarzenegger Wants To Run For President

Calif. governor tells Leno he would run ‘without any doubt’ if he could

BURBANK, Calif.
- Gov. Arnold Schwarzenegger would love to run for president — if he could.

California's actor-turned-governor was born in Austria and the U.S. Constitution prevents foreign-born citizens from holding the nation's top job.

Jay Leno asked Schwarzenegger on "The Tonight Show" Thursday if he would make a White House run if the law was changed.

IS MARYLAND REALLY "BUSINESS-FRIENDLY"?

A recent study conducted by Ernst and Young for the Council on State Taxation (Cost) seems to belie the conventional wisdom that Maryland is a business-hostile state when it comes to the local tax burden. The study examined the level of all taxes paid by businesses (property tax, sales and excise tax, gross receipts tax, corporate income and franchise tax, unemployment tax, and income tax paid by owners of pass-through entities) and compared the level paid by each of the states and by industry segment over various periods during the past 5 fiscal years.

Among the findings in this study include:
Maryland had the lowest tax-benefit ratio (the measure of the amount of taxes paid by business to the benefits received by business from government - Md. ratio was 0.80 compared to US average of 1.12 when using the assumption that 50% of the spending on education by local jurisdictions benefits business. Even when it was assumed that none of the education spending benefited business, Maryland's tax-benefit ratio of 2.3 was at the bottom of the pack and was significantly lower than the US average of 3.5)

Maryland ranked in the lowest tier of states when ranked on the percentage of state and local business taxes as a share of private sector Gross State Product - the average ratio was 4.7% while Maryland's was 4.2% (states ranged from a low of 3.5% in North Carolina to 14.8% in Alaska).

The increase in business taxes imposed by state and local governments over the period Fy 2005 - FY 2009 in Maryland was second lowest in the country (17.5% compared to a national average of 46.7%)

Obama Team Plotting Overthrow Of Israel's Netanyahu

The administration of President Barack Obama has launched what officials termed a psychological warfare campaign meant to topple Israeli Prime Minister Benjamin Netanyahu.

Sources in the administration and Congress asserted that the White House and State Department have sought to destabilize Netanyahu's government by forcing him to agree to an indefinite freeze on Jewish construction in the West Bank and most of Jerusalem as well as the establishment of a Palestinian state by 2012. They said the campaign sought to replace Netanyahu with opposition leader and former foreign minister Tsipi Livni.

"Bibi is extremely vulnerable to pressure," a source familiar with the White House effort said. "We know this from his first term in office and believe he will collapse this time as well."

The sources said the administration's strategy aimed to de-legitimize Netanyahu in his government and right-wing constituency. They said Obama and his aides have sought to portray Netanyahu as a weak and unstable politician who will destroy relations with Washington as Israel seeks U.S. support for a military option against Iran.

Judge Asks Feds To Show Militia Did More Than Talk

A federal judge challenged prosecutors Wednesday to show that nine members of a Michigan militia accused of plotting war against the government had done more than just talk and should remain locked up.

U.S. District Judge Victoria Roberts heard nearly 10 hours of testimony and arguments over two days. She did not make a decision about whether the nine will remain in custody, saying only that a ruling would come soon.

The members of a southern Michigan group called Hutaree have been in custody for a month. An indictment accuses them of weapons violations and a rare crime: conspiring to commit sedition, or rebellion, against the government by first killing police officers.

Prosecutors say the public would be at risk if the nine are released. But defense lawyers claim the government has overreached with a criminal case based mostly on hateful speech.

An undercover agent infiltrated the group and secretly made recordings that have been played in court. While there is talk about killing police, it's not specific. In one conversation, there are many people talking over each other and laughing.

Roberts pressed that point more than once as Assistant U.S. Attorney Ronald Waterstreet argued in favor of keeping the nine in jail. The judge suggested she didn't hear or read in the transcripts any indication that violence was imminent.

Stunning Level Of Hypocrisy In Campaign Finance Bill

Republican Study Committee Chairman Tom Price (R-GA) issued the following statement after Democrat leadership unveiled a partisan campaign finance bill crafted by the Chairman of the Democratic Congressional Campaign Committee, Rep. Chris Van Hollen (D-MD).

“Under the guise of reform, this Democrat majority is threatening to legislate against our most basic fundamental right to free speech, all the while shamelessly protecting its own favored special interest allies,” said Chairman Price. “The very act of banning political speech raises serious concerns. On top of that, the Democrats have shown a stunning level of hypocrisy with favored treatment for their friends in Big Labor, who have a vested interest in seeing government expand and taxes rise.

“It’s become so routine as to be no surprise, but Democrats once again wrote this bill behind closed doors and ignored attempts by Republicans to engage in a bipartisan process. The political motivation is clear. House Democrats put their lead campaign strategist in charge of writing this bill, which seeks to silence those opposed to their big government liberal agenda. This type of partisan political maneuvering only further erodes the American people’s confidence in their government.”

Washington Takes Break From Porn Surfing To Bail Out Wall Street

Democrats have decided that in order to prevent Wall Street from starting more financial meltdowns, wrecking the economy and leaving the American taxpayer holding the bag, we need to give more oversight authority to the same government employees who were busy surfing Internet porn as private investors frantically tried to warn them about Bernie Madoff.

The Democrats' financial "reform" bill also includes a $50 billion bailout fund -- that's million with a "B" -- that will save the Democrats from the unpleasant task of having to go on record voting for another Wall Street bailout.

Under the Democrats' bill, the FDIC will distribute the bailout money to Wall Street bankers without Congress having to take any action at all. (In the House version, the slush fund for the Democrats' Wall Street friends is $150 billion.)

True, the billions of dollars will be doled out to banks for the purpose of "dissolving" them. So what? They'll come back under a new name. But the guilty parties will lose no money for making bad bets -- although if the bets paid off, they'd take all the profits. That's what Democrats mean by "accountability."

Army Preps For Tea Party 'Terrorists'

Publisher's Note: Regarding my essay, Army Preps for Tea Party 'Terrorists,' I was contacted by senior command staff at Ft. Knox on the afternoon of the date of publication. There was a security exercise at Ft. Knox this week, but an officer in the security loop altered the scenario "in order to make it more realistic." Those alterations were described in my essay, exactly as they appeared. The command staff informed me that the alterations were not approved at the command level and that the individual who circulated the scenario through official channels will "receive appropriate counsel." I was assured that the Command staff would not have authorized such a scenario.

Newt Gingrich: Obama Has 'Fantasy' Foreign Policy

Whether you are a Newt Gingrich aficionado or not, you have to admire his skill at framing the issues of the day. The former speaker of the House is the intellectual spine of the Republican Party.

That talent was on display at a recent breakfast talk sponsored by the American Spectator magazine and Americans for Tax Reform. Here are some highlights:

On the GOP approach: "We have to be the party with solutions. I use the term 'party of yes' because we have to break this effort to describe us as the 'party of no.'

"Now, the solutions we have are balance the federal budget, control spending, cut taxes to create jobs. The solutions are all things that virtually every conservative believes in, but we are so maniacally in the habit of allowing our opponents and the news media to set the terms of the debate that we get sucked into being the antithesis party, rather than being the thesis party."

Preston Motors Lacks In Customer Satisfaction?

Hey Joe,

My name is Eric Konopka. I've recently had an issue with a vehicle that I'd bought from Preston Motors. My neighbor recommended I talk to you about possibly getting the word out about the poor service that I've received since I bought the vehicle. In short, there's a feature that is defective in the vehicle that I hadn't found out about until a couple of days after I had taken it home. When I inquired with my sales person about having it repaired, he assured me that it wouldn't be a problem. However, once I took it to be repaired, I was told that it needs a $400 part and that they were not going to fix it unless I paid for it. This defective feature (unknown to them or not at the time) was never disclosed to me prior to the sale. As with most people, had I known about it, it would have played a large part in my decision to purchase the vehicle. My argument with them is that the vehicle was sold under the premise that everything worked fine, but the sales manager that I spoke with is telling me that everything is tested prior to being sold and that it worked fine then, but clearly it doesn't.

Now I'm not sure what all you could/would be willing to do, but I hope that maybe this would be a story that you'd be interested in running. I will be up front and admit that I am looking for this to assist in my gain, as I am still battling with them to repair the defective feature. They've had my car for over a week now (since Wednesday 4/21), and the only communication I've received from them was the message on 4/21 stating that my car was done and ready for pick-up. I have called in two times to inquire on the status of the situation. The first time (4/21) which was when I was told about their view of the repair and "the battle" had started, I was told that I'd receive a call back the following day, but I hadn't heard anything. The second time (4/27), I was directed a manager whom I was told was at his desk, however he never picked up. I left him a voicemail asking him to call me back as soon as he could, but I also have yet to hear anything back from that request. So now, not only am I screwed over, but I'm also being ignored.

Thanks for your time,
Eric Konopka

Navy To Allow Women To Serve On Submarines

KINGS BAY NAVAL SUBMARINE BASE, Ga. – The first U.S. women allowed to serve aboard submarines will be reporting for duty by 2012, the Navy said Thursday as the military ordered an end to one of its few remaining gender barriers.

The cramped quarters and scant privacy aboard submarines, combined with long tours of up to 90 days at sea, kept them off-limits to female sailors for 16 years after the Navy began allowing women to serve on all its surface ships in 1994.

There were some protests, particularly from wives of sub sailors, after the military began formulating a plan last fall. But it received no objections from Congress after Defense Secretary Robert Gates notified lawmakers in mid-February that the Navy intended to lift the ban. The deadline for Congress to intervene passed at midnight Wednesday.

1906 Film In San Francisco

This film was "lost" for many years. It was the first 35mm film ever. It was taken by camera mounted on the front of a cable car. The number of automobiles is staggering for 1906. Absolutely amazing! The clock tower at the end of Market Street at the Embarcadero wharf is still there.
Great historical film worth watching.

This film, originally thought to be from 1905 until David Kiehn with the Niles Essanay Silent Film Museum figured out exactly when it was shot.
From New York trade papers announcing the film showing to the wet streets from recent heavy rainfall & shadows indicating time of year & actual weather and conditions on historical record, even when the cars were registered (he even knows who owned them and when the plates were issued!).. It was filmed only four days before the earthquake and shipped by train to NY for processing. Amazing but true!

FTC Keeping Eye On Possible Blog Payola Cases: Ann Taylor Not Punished

A reminder to any bloggers who like free stuff, and companies working on exciting new Internet marketing strategies: the Federal Trade Commission is watching you, so keep to their guidelines that dictate bloggers must disclose any compensation that they receive for posting about or reviewing a product. While they didn't take any action against clothing retailer Ann Taylor for offering gift cards to bloggers who posted about a new collection, the scrutiny was an important message in itself.

AFP-Maryland Poll Finds TEA Party Viewed Favorably, Health Care And Stimulus Very Unpopular

-Poll of First Congressional District gives temperature of one of the country’s biggest political battlegrounds-

ANNAPOLIS
– The Maryland chapter of Americans for Prosperity has released a survey of 400 likely voters in the First Congressional District that was conducted on April 25th and 26th. Various issues and philosophical questions were tested to give a temperature reading in what will be one of the most competitive electoral battlegrounds in the country. Consistent with Americans for Prosperity’s message, both the health care bill and Stimulus package are wildly unpopular amongst likely voters. On the other hand, the TEA Party movement is viewed favorably by a near 2-to-1 margin.

“The TEA Party movement is held in high regard among first congressional district residents,” said AFP-Maryland state director Dave Schwartz. “It seems that likely voters are also overwhelmingly disenchanted with big government schemes such as health care and the Stimulus package. The message from this poll is clear: residents want to move in a different direction.”

Q: Do you favor or oppose the [health care] bill signed into law by President Obama?
· 35% - FAVOR
· 58% - OPPOSE
· 7% - DON’T KNOW

Q: Do you have a favorable or unfavorable opinion of the TEA Party Movement, or do you not have an opinion?
· 36% - FAVOR
· 19% - UNFAVORABLE
· 45% - NO OPINION

Q: Which of the following phrases comes closest to your opinion of the impact of the economic stimulus package passed by Congress and signed into law by President Obama last year?
· 30% - The economic stimulus package is working to create jobs and pull the economy out of the recession.
· 65% - The economic stimulus package was just a government spending program that did not create enough new jobs for the money.
· 4% - NO OPINION

City Of Salisbury Press Release

The City of Salisbury Neighborhood Services & Code Compliance (NSCC) is proud to announce the implementation of “Comcate” – a new code enforcement software that was purchased with grant funds awarded with the recent Safe Streets Grant. NSCC will go live with this software on June 1, 2010.

Comcate is a web-based data entry software program that simplifies the resolution of municipal code violations. Comcate places powerful case management tools in the hands of code enforcement officers and administrators, improving compliance rates and reporting.

Governor O’Malley said, “Comcate demonstrates the importance and effectiveness of performance-based government. It allows for timely and accurate information sharing; rapid deployment of resources; effective tactics and strategies; and relentless follow-up. As a result there are better outputs and better outcomes for Salisbury's citizens.

Comcate has total customization allowing the system to exactly match the needs of the City. It offers web-based access, allowing the City’s staff of officers to easily use the software in the field on their laptops while they are performing inspections. This will enhance accuracy and provide pertinent information regarding previous case history and use requirements for structures. The web-based access will bridge the gap in communication between departments. The Salisbury Police Department has a user account set up to access the software. This will allow Police Officers to view the most current code enforcement case history on any property in the City limits at any time of the day. The simple fact of not having to wait to contact another department ensures more proactive across the board enforcement.

Comcate creates better time management for code enforcement officers allowing them to spend more time in the field performing inspections rather than doing paperwork in the office. It also allows administrators to track time management of the officers and offers enhanced reporting.

Mayor Ireton said, “The Comcate technology purchased through our Maryland/Salisbury Safe Streets Grant enables our housing inspectors to more quickly and effectively do their jobs. Governor O’Malley and his Office of Crime Control and Prevention know that our battle to bring down crime rates requires that we increase our policing of slum and problem properties that are draining our resources. Director, Tom Stevenson and the Department at Neighborhood Services & Code Compliance, works tirelessly in this battle. I am pleased to partner with Governor O’Malley and NSCC to capture and use data in a 21st century manner to make Salisbury a safer place to live.”

Comcate also has GIS (Geographic Information System) integration. This provides automatic address verification, allowing the most current owner information to be uploaded into cases. GIS also provides layers of violations on street or regional mapping. Areas such as Historic Districts, CDBG, and high-violation/crime areas can easily be tracked in reports and maps. This is a very beneficial aspect of this program to help identify “problem areas” citywide.

Key Features:

Departmental sharing of information
GIS integration: Providing layering of violations for districts and high violation/crime areas
More time spent in the field performing inspections rather than doing paperwork in the office
Enhanced reporting
Web-based access – can be accessed at any location at any time
Enhanced management tools to increase compliance

Tom Stevenson, Director of the Neighborhood Services & Code Compliance Department said, “The recent acquisition of mobile computer terminals and supporting Comcate Code Enforcement software will certainly increase the department’s ability to accomplish our mission.”

The US Constitution Only Delegates The Power Over Immigration Or Asylum To The States

Pima County Attorney Barbara LaWall on behalf of herself and several other county attorneys and sheriffs, recently said a Arizona proposed immigration provision is an unconstitutional intrusion by the state into immigration policies, which are solely the purview of the Federal Government.

This struck me kind of odd because in order to come under the purview of the Federal Government the authority must be found delegated or, incidental to a delegated power granted to Congress under the US Constitution. There is a significant reason why Congress has no delegated power leading to jurisdiction under the US Constitution in matters of immigration or Asylum.

Prior to the adoption of the current Constitution, which was intended to correct for deficiencies found in the Confederation (hint: “to form a more perfect union”), States decided for themselves who could reside and later become citizens within their limits. This was simply a function of sovereignty each State enjoyed and had no desire to surrender to national government.

During the Constitutional Convention of June 16, 1788, George Mason asked if the new Constitution would secure and guarantee the rights the States then currently enjoyed. Said Mason:

Ehrlich Visits Small Business To Discuss The “Progress” In Maryland’s Economy

Columbia – As part of his effort to assist small business and revive Maryland’s economy, Bob Ehrlich visited the automotive restyling company, E&G Classics in Columbia this morning to discuss with employees whether “progress” is being made in Maryland’s economy. “Progress” is a favored term for Governor Martin O’Malley, but the “progress” of the last four years includes a doubling of unemployment in Maryland, the closing of 3,000 small businesses, the largest tax increase in Maryland history, and going from a budget surplus in 2006 to a record budget deficit under O’Malley.

“For four years, Governor O’Malley has staked his government’s legacy on a single word: progress,” Governor Ehrlich said. “Maryland can’t afford another four years of this kind of ‘progress.’”

The owners of E& G Classics also questioned whether “progress” was achieved when the O’Malley administration increased the state sales tax by 20%, making the already anti-business climate of Maryland worse, and making it harder to grow their business and hire new workers. E & G Classics has experienced significant layoffs in recent years. Ehrlich has promised to repeal the increase in the sales tax if he is elected in order to create jobs and bolster the economy.

First Deck Pour And Other Successes On Indian River Inlet Bridge

Bethany Beach -- The Department of Transportation (DelDOT) announces several accomplishments this week on the Indian River Inlet Bridge Project including the first concrete pour on the bridge deck, a successful Public Workshop and the wrap up of the design phase of the contract.

This week, weather pending, the first major concrete pour for the roadway (deck) portion of the new bridge will be placed. Over 200 cubic yards of concrete mix will be pumped from a concrete pumper truck below the deck via a large pump mechanism to the deck portion of the bridge. It will take almost 30 concrete trucks to provide enough material for the 72 foot section of roadway being poured this week. It will take a small army of more than 230 construction workers and another large piece of equipment to finish the concrete. With 2600 feet of roadway to complete, this is the first of many deck concrete pours to occur over the remainder of 2010. This marks a milestone, as the bridge continues to take form and this deck pour strengthens the visual realization of a bridge structure.

Sunshine and blue skies made for a busy Public Workshop/Open House for the Indian River Inlet Bridge on Saturday, April 24. The open house held by DelDOT and Skanska USA, Civil Southeast, Inc. grabbed the attention of over 500 people, who took the opportunity to tour the site of the new bridge as it is being constructed. The open house included an information tent with over 20 stations that told the story of the new bridge, from design to construction to completion. Visitors were given the chance to speak with numerous experts working on different aspects of the bridge, which enabled them to get a clear view of the complex and technical nature of bridge building. For people wanting a closer look at the bridge structure, both walking and bus tours were available to the southside of the job site. Tour guides from DelDOT and Skanska escorted visitors to various areas of the site that gave them unparalleled views of the work that has already been completed on the site. Even as public looked on, work continued on the bridge on Saturday, as crews conducted a concrete pour on the pylon tower on the southside of the project.

The design phase of the bridge, which is approximately 95% complete, is beginning to slow as most of the plans have now been finalized. Minimal design work will, however, continue between now and the end of the project as design will now support the construction phase. The four pylon towers, the most striking and visible part of the bridge, will be nearing completion by the end of summer.

Reminder: Grades from This Marking Term Will Determine Eligibility For Extracurriculars In Fall

Statement from Kim Miles, Director of Secondary Education:

Report cards went home recently for the 3rd marking period in Wicomico County Public Schools. We hope all school families have taken time to review the report card for their child or their children, and that parents and guardians take advantage of the chance to schedule a teacher conference to discuss the report card with a student’s teachers. Conferences provide an excellent opportunity to evaluate what a student has achieved, discuss areas where improvement has been or could be made, and set goals for the new marking period.

Now is also the best time for Wicomico students in grades 6-11 to be thinking about how their performance in school during this final marking period will affect their eligibility for extracurricular and cocurricular activities at the start of the 2010-11 school year. On March 9, the Wicomico County Board of Education raised the minimum grade point average (GPA) for extracurricular and cocurricular activity eligibility from 1.6 to 2.0. Wicomico middle and high school students must have a 2.0 grade point average for the 4th marking period of this school year to be eligible for activities such as athletics, cheerleading, clubs, plays, dances, and extracurricular band and chorus activities when the new school year begins in August.

While the school system hopes its students will enjoy the many cocurricular and extracurricular activities that are available as part of a well-rounded educational experience, participation in these extra activities must be accompanied by academic achievement.

Students will be informed midway through this marking period – on May 14 – if their grades may jeopardize their eligibility. Tutoring and study assistance are available in each middle and high school for students who need academic support.

The GPA Eligibility Policy is posted under Quick Links on the school system website at www.wcboe.org. Please contact your child’s school if you have any questions or concerns.

SHOREBIRDS DROP HEARTBREAKER, 2-1, TO TOURISTS

Berry Strikes Out Career Best Eight Batters

Asheville, N.C.
– The Asheville Tourists plated a run in the eighth inning to defeat the Delmarva Shorebirds, 2-1, in game two at McCormick Field. The Shorebirds squandered numerous opportunities at the plate, going 0-for-13 with runners in scoring position.

Asheville was first to act in the bottom of the fourth inning. Joe Sanders drew a leadoff walk. Sanders then broke for second and Luis Bernardo fired to second, but nobody covered the bag as the ball skipped into center field. Sanders moved to third on the throwing error. Following a walk to Tyler Massey, Sanders scored on a groundout by Angelys Nina.

The Shorebirds responded immediately. Tyler Stampone energized the ‘Birds with a sharp double down the left field line. A wild pitch pushed him to third and he scored on a groundout by Garabez Rosa.

In the eighth, the Tourists plated the go-ahead run. Randy Henry came on in replace of the Ryan Berry. Avery Barnes was hit by a pitch to start the frame. He moved to second on a groundout. Barnes then stole third base. With the infield playing in, Joe Scott grounded towards Ty Kelly at second, who lost the ball in the exchange to throw home and the Tourists took the lead.

Mikey Planeta led off the ninth with a double off the right field. The ‘Birds were unable to take advantage as Charles Ruiz earned his fifth save of the season.

Sheng-An Kuo earned the win in 4.2 innings pitched. He allowed just three hits and one run. Henry was tagged with the loss.

Shorebirds starter Ryan Berry was excellent in seven innings. He surrendered just five hits and a run. Berry also fanned a career best eight batters.

The ‘Birds return to action on Friday night for game three against the Asheville Tourists. RHP Jake Cowan (2-0) makes the start for the Shorebirds.

ATTORNEY'S ADVICE - NO CHARGE

1. Do not sign the back of your credit cards. Instead, put 'PHOTO ID REQUIRED.'

2. When you are writing checks to pay on your credit card accounts, DO NOT put the complete account number on the 'For' line. Instead, just put the last four numbers. The credit card company knows the rest of the number, and anyone who might be handling your check as it passes through all the check processing channels won't have access to it.

3. Put your work phone # on your checks instead of your home phone. If you have a PO Box use that instead of your home address. If you do no t have a PO Box, use your work address.Never have your SS# printed on your checks. (DUH!) You can add it if it is necessary. But if you have It printed, anyone can get it.

4. Place the contents of your wallet on a photocopy machine. Do both sides of each license, credit card, etc.. You will know what you had in your wallet and all of the account numbers and phone numbers to call and cancel.. Keep the photocopy in a safe place.
I also carry a photocopy of my passport when I travel either here or abroad. We've all heard horror stories about fraud that's committed on us in stealing a Name, address, Social Security number, credit cards..

Unfortunately, I, an attorney, have first hand knowledgebecause my wallet was stolen last month. Within a week, the thieves ordered an expensive monthly cell phone package, applied for a VISA credit card, had a credit line approved to buy a Gateway computer, received a PIN number from DMV to change my driving record information online, and more.
But here's some critical information to limit the damage in case this happens to you or someone you know:

5. We have been told we should cancel our credit cardsimmediately. But the key is having the toll free numbers and your card numbers handy so you know whom to call. Keep those where you can find them.

6.. File a police report immediately in the jurisdiction where your credit cards, etc., were stolen. This proves to credit providers you were diligent, and this is a first step toward an investigation (if there ever is one).

But here's what is perhaps most important of all: (I never even thought to do this.)
7. Call the 3 national credit reporting organizations immediately to place a fraud alert on your name and also call the Social Security fraud line number.. I had never heard of doing that until advised by a bank that called to tell me an application for credit was made over the Internet in my name.

The alert means any company that checks your credit knows your information was stolen, and they have to contact you by phone to authorize new credit...

By the time I was advised to do this, almost two weeks after the theft, all the damage had been done. There are records of all the credit checks initiated by the thieves' purchases, none of which I knew about before placing the alert. Since then, no additional damage has be en done, and the thieves threw my wallet away this weekend (someone turned it in).. It seems to have stopped them dead in their tracks...

Now, here are the numbers you always need to contact about your wallet, if it has been stolen:

1.) Equifax: 1-800-525-6285

2.) Experian (formerly TRW): 1-888-397-3742

3.) Trans Union : 1-800-680 7289

4.) Social Security Administration (fraud line): 1-800-269-0271
