Detectives Investigating The Death Of Man After Taser Deployment

Location:  Center median of the roadway in the 1000 block of S. Market Street, Wilmington, DE
Date of Occurrence:   Thursday, November 4, 2010, 12:00 a.m.
Victim:   40 year old Wilmington, DE man

Resume:   The Delaware State Police are investigating the death of a 40 year old Wilmington man after a struggle with Troopers late last night in Wilmington.
The incident occurred just after midnight on Thursday, November 04, 2010, as State Troopers from Delaware State Police Troop 2 were dispatched to the 1000 block of S. Market Street, Wilmington, DE in reference to the report of two people fighting in the roadway. The first trooper arrived to find a male and a female in the middle of S. Market Street. It appeared that the two subjects were fighting. As the trooper attempted to escort the two subjects out of the roadway, the male suspect refused to comply. The male subject then became agitated and combative and actively resisted arrest. A struggle then ensued between the trooper and the male subject. The trooper then deployed his divisionally issued taser; however the trooper was unable to successfully take the suspect into custody. At this point, two additional troopers arrived at the scene and attempted to assist in taking the subject into custody. The subject continued to actively resist arrest. It was at this time that a 15 year veteran of the state police assigned to Troop 2 then deployed his divisionally issued taser. The subject then discontinued resisting arrest and was placed in handcuffs. It was at this point that the troopers realized that he had gone into cardiac arrest and immediately began administering CPR and additional life saving efforts until paramedics arrived. The male subject was then transported to the Christiana Hospital where he was pronounced dead at 1:13 a.m. His body was turned over to the Delaware State Medical Examiner’s Office where an autopsy will be performed today to determine the exact cause and manner of death.

The 15 year veteran of the state police was not injured. A three year veteran trooper sustained a minor injury to his knee and refused treatment. The third trooper, a 6 year veteran, who had responded to the incident, was transported from the scene to the Christiana Hospital where he was treated and released with a hand injury. All three Troopers involved in this incident have been placed on administrative leave, as per department policy, pending the outcome of this investigation by the State Police and the Attorney General’s Office.

  5. We don't know all the facts yet. It could be that the suspect was high on some kind of illegal substance. The police could have been following procedure, but the drugs combined with the taser could have caused the cardiac arrest. I think that the police acted appropriately in this matter. If they had shot the suspect, there would have been a bunch of you on here complaining about police brutality. You all can't have it both ways.

  6. Why was the second officer able to cuff him after he used the taser and the first officer could not?

  9. Tasers do not kill people. Dirt bags that fight the police kill themselves. His death was probablly related to a heart condition that was created by abuse of drugs or maybe he just had a bad heart either way its his fault he died. The police were not looking to fight this guy, they were called here.

  10. 4 troopers, one suspect, at least two tasers used? Are you kidding me? Can you spell Rodney King? how is it that 4 troopers can't arrest one suspect without him getting killed? but, they will probably get away with it as they all tell the same code blue statements. did you see recently what happened to a LE officer in Baltimore for his abuse and the other officers tried to cover it up? There are law breakers on both sides of the badge. Treat them the same way. and, no...i am not black, a socialist, facist, liberal or anything else. I just want FAIR treatment for ALL!

You stupid idiot don't you dare second guess the job of a police officer. Tell that stupid comment to the family of this police officer!!!

Patrolman Chad Spicer, 29, Georgetown Police Department, Sept. 1, 2009, shot and killed as he and his partner attempted to stop a vehicle involved in a previous shooting.

  13. 2:27 You aren't the only one who has put his/her life on the line. I never put mine on the line for personal gain or even a thank you but out of genuine service to others. I do have a right to ask why this happened? And, if you're an officer, you know that because you are a law ENFORCEMENT officer and this is my legal right. don't bring up a dead officer or a brutally killed child to make your point! Let them rest in peace and be honored for their service or innocence. You my friend are the IDIOT! I'm tired of people like you who ride the coat-tails of those who died to make a political point. You should be ashamed of yourself and everyone else who is doing it!

  14. 3:10 PM please tell us what kind of job you do putting your "life on the line?"

Don't hide behind your diversion tactic of mentioning a dead officer of dead child for your defense. No one mentioned a child on this post you freaking moron. 2:27 made a great point. You are obviously one of those cop haters!!
