Delaware Electric Cooperative "Peak Alert"

URGENT “BEAT THE PEAK”

6 A.M. to 8 A.M., Tomorrow Morning, December 11th

Because of the cold weather forecast in our area tomorrow morning, between the hours of 6 A.M. and 8 A.M., we are asking you to delay the usage of all unnecessary lights and appliances during these hours.

The largest users of electricity in the home during these hours are lighting and major appliances such as dishwashers, washing machines, clothes dryers, water heaters and ranges. Other important steps to take might include adjusting thermostats down 3 degrees during this “Peak” time of 6 a.m. to 8 a.m.

By delaying the use of unnecessary lighting and appliances between 6 A.M. and 8 A.M., tomorrow morning, we can save energy resources, avoid high cost energy and help the environment.

We thank you for your help. Together we can “Beat the Peak”

Phoney Stimulus Jobs In Crisfield And Princess Anne

SOMERSET COUNTY CLAIMS "39" PHONEY "JOBS" WITH $ 723,688.00 STIMULUS MONEY

According to Recovery.gov, the Maryland Hawk Cooperative at UMES (zip 21853 ) created 23 permanent jobs with spice and extract manufacturing. According to Dan Keenan who filed the paperwork, this is actually a group of 23 legal foreign born Latino restaurant and grocery owners that borrowed $73,888. as a revolving loan for bulk purchases of spices and re-packaged for their use and resale. The submitted forms, however, incorrectly categorize this as 23 PERMANENT JOBS. No jobs here, just a loan to existing restaurant and grocery owners.

In Crisfield (zip 21817), 16 permanent jobs are claimed by the Housing Authority of Crisfield for $649,800! This at a cost of $40,612. per job. In actuality, this was a short term project, six weeks, to retile the floors of 330 units with vinyl. The submitted data shows 1 construction engineer, one supervisor, 10 flooring tile installers, and four laborers. Although only a six week contract and not permanent, the tile was purchased locally and several laborers were local residents. The submitted forms, however, incorrectly categorize the creation of 16 permanent construction jobs The Housing Authority stated that the forms leave no opportunity for clarification of temporary/permanent postions and they do not intend on issuing any corrections to Recovery.gov. Sorry, no jobs here either.

CRISFIELD HEADSTART RECEIVES $138,314.00 to add 17 Children

www.Recovery.gov descrbes this as ongoing operating costs and initial start-up for early childhood.

The framework calls for one teacher and one aide for 17 children. Mr. Dean Burrell of Salisbury Shore-Up oversees Crisfield HeadStart was hard pressed to explain utilization of $138,314. for this single class.

Burrell's attempts to rationalize these expenses include three meals during a 51/2 hour day, medical, dental care, and 10-15 days training for support staff.

Certainly staff training is included in days worked and would never be paid out separately, it is called 'professional days'.

Another concern is how this class will be financed next year.

Check out WWW.RECOVERY.GOV for yourself. Enter zip code to learn spending in that area.

GRANTS:
Crisfield $649,800
Princess Anne $205,596
Somerset County $33,709,427
Somerset County Commissioners $8,499,057.

NYC Cop Kills Man In Times Square Shootout

Authorities say panhandler fired first near Marriott Marquis hotel

NEW YORK - A panhandler opened fire on police in busy Times Square on Thursday afternoon and was shot to death by an officer near the famed Marriott Marquis hotel, police said.

No one else was injured. The 25-year-old suspect was recognized by a plainclothes sergeant on a task force that monitors aggressive panhandling, and took off running through to the hotel's passenger drop-off area, chief NYPD spokesman Paul Browne said.

At some point, the man turned and opened fire on the officer, continued running, then turned and fired again, Browne said. The plainclothes officer returned fire, killing the suspect, Browne said.

Mortgage Relief Reaches Fraction Of Homeowners

Setback for Obama administration effort to stem growing foreclosure crisis
WASHINGTON - Just over 31,000 homeowners have received permanent loan modifications under the Obama administration's mortgage relief plan, a big setback for the government's embattled effort to stem the foreclosure crisis.

Lenders blame the low success rate — only about 4 percent of the nearly 760,000 who have signed up — on borrowers who don't return the necessary paperwork to complete the process.
Among big lenders, Bank of America Corp. had the worst results. The nation's largest lender had only completed 98 modifications at the end of November. GMAC Mortgage had done 7,100, the most of any lender in the program launched in March.

Suspect Arrested For Robbery And Carjacking

Location: Delaware State Fairgrounds, Harrington, DE

Date of Occurrence: Sunday, December 6, 2009 1:35 a.m.

Suspects:

Michael D. Clark, 22, Dover

Unknown second suspect, black male, 18 to 24 years old, 5’06” to 5’10” and wearing a red hoodie.

Resume:

Delaware State Police have arrested a 22 year-old Dover man after he and second suspect robbed 5 college students and carjacked a sixth victim.

Troopers charged Clark after he was stopped on US 13 near College Road by Dover Police early Sunday morning. Clark and a second unidentified suspect were allegedly on the state fairgrounds when they confronted 4 Wesley students and 1 Delaware State University student outside the Dover Building. The students had been attending a dance sponsored by the Delaware State University Student Government Association.

As three of the five students were entering a car to leave, the driver saw Clark and the second suspect approach the car. The driver, an 18 year-old Wesley student, got in the driver’s seat and drove off because he felt the suspects were going to rob him. As the Wesley student drove off he realized he had left 2 of his friends behind. When he returned to the area the remaining victims were running toward the car. Clark displayed a handgun and confronted the students. After Clark and his accomplice cornered them by the car they began to fleece the vicitms.

After the robbery the two suspects fled. As the suspects were fleeing one the victims began to follow the suspects and the pair split up. Clark forced his way into a 1999 Dodge Neon and told the 20 year-old Delaware State University student to drive towards the university located in Dover. The car was also occupied by 3 other female students at the time. As the Neon drove north on US 13 witnesses followed the car and called police. Dover Police stopped the car near the university and took Clark into custody.

Troopers recovered the firearm that was used and discovered it was reported stolen from South Carolina.

He was charged with 5 counts of Robbery 1st, Carjacking, Possession of a Firearm During the Commission of a Felony, Wearing a Disguise, Receiving a Stolen Firearm and Conspiracy 2nd.

He was committed to the Department of Correction in default of $36,100.00 bail.

Troopers are still searching for the other suspect who was involved in the crime. Anyone with any information is asked to call “Crime Stoppers.” Callers may remain anonymous. Tips may also be forwarded to law enforcement through tip lines maintained by Delaware Crime Stoppers at 1-800-TIP-3333 or on line at www.tipsubmit.com.

Have You Seen The Salvation Army Charts

Folks, what can I say, you're just unbelievable! A Post or two below this one is an updated Chart showing how fast the slots are now filling in. We truly need your help and you're delivering.

There's only a month or so in which the Salvation Army can get out there and ring the bells and during these harsh economic times people clearly need our help more than ever.

If you have the spare time, (and all you need is time) please consider filling in these open slots. Bring a child, a friend or a family member along with you and feel the joy/pleasure of giving the gift of your time.

Believe me, I have done my fair share of ringing the bell and even though there are times when I think, how am I going to get through an 8 hour straight shift, day after day, it passes by like it was only an hour. Man, what I wouldn't do to only have to ring the bell for 2 hours.

When I deliver photos of the food and Christmas Presents and you see the thousands of Families the Salvation Army has helped this year, you just won't believe what you're seeing. To know in the end that you played a role in helping these Families and Children, it's just so well worth it.

Keep those calls coming into the Salvation Army and let's fill these open slots so we can help other locations. Thank You!

If you'd like to volunteer for a slot at any of the above locations please, send your request to ringabell4tsa@verizon.net or call Kettle Campaign Headquarters 410-749-RING (7464).

New Jobless Claims Rise, Trade Gap Narrows

Data point to a recovery that may be digging itself in

WASHINGTON
- The number of U.S. workers filing new claims for jobless benefits rose more than expected last week, but a surprise narrowing in the trade gap in October suggested the economic recovery was becoming entrenched.

Initial claims for state unemployment insurance rose 17,000 to 474,000 last week, the Labor Department said on Thursday, after five straight weeks of declines.

Analysts polled by Reuters had forecast claims climbing but only to 460,000. A Labor Department economist said claims had been bumped up by seasonal industries laying people off and by applications that had been held back during the Thanksgiving holiday week.

Bikes For Christmas Drive

Dear Mr. Albero,
My name is Hunter Fooks of Federalsburg, MD and I’m a senior at Salisbury Christian School. Recently I went on a trip with Gethsamane UMC to Pungoteague, VA and volunteered for a weekend in a small church. While there, I witnessed the need for bicycles for transportation and Christmas presents for children and adults. For the past 16 Christmases, I’ve been receiving presents and this year I want to give something back. There are so many disadvantaged families and children on Delmarva who would love nothing more than to receive a bicycle for Christmas. So I got the idea to put together a drive to collect bicycles and helmets to give to needy families on Delmarva. I brought my idea to Senior Ben Katzaman of Delmar, DE and we put together plans for the bike drive to share the love of Christ and the blessings we have been given. We made calls to contacts in the area, made flyers for donations, and presented the idea to our school administration. We will be accepting donations of used or new bicycles and helmets in good condition at Salisbury Christian School before December, 18, 2009 to deliver to various organizations including Crisfield Village Youth Center, Christian Shelter and Pungoteague Community Church for Christmas. Bicycles can be dropped off before or after school at either entrance of SCS.
In the first week of our drive we have received over 30 bicycles and hope to have many more come in before December 18. If you are able to assist us in the spreading the word about this great cause, please do so. We accept all bikes that are in good condition. We’re currently working to make sure each of the bikes has working brakes and tires. We are in need of donations of new tire tubes and brakes as well as used or new bicycles.
Thanks!
Ben Katzaman

Obama to Accept Nobel Peace Prize as War President, Address Afghanistan Troop Surge

There is a bit of irony in that just 10 days after announcing the deployment of 30,000 more American troops to Afghanistan, President Obama will accept the 2009 Nobel Peace Prize Thursday in Oslo, Norway.

The award, which the Nobel committee said was for Obama's "extraordinary efforts to strengthen international diplomacy and cooperation between peoples," comes as he presides over wars in Iraq and Afghanistan and faces an American public that is increasingly skeptical about the U.S.-led efforts there.

Obama will walk a delicate line in his acceptance speech, and the White House said he will acknowledge that he accepts the peace prize as a war president.

Aides said he will address Afghanistan and the decision to add troops there and present it in the overall context of the award he is accepting. Senior administration officials said that Obama will discuss what the wars in Afghanistan and Iraq mean in the context of peace and his role as president and the role of the United States.

Kratovil Backs Bill That Brings Tax Relief To Small Businesses And Working Families

Washington, DC – Rep. Frank Kratovil supported the Tax Extenders Act of 2009, which extends tax relief provisions for working families and businesses to help spur job growth. The legislation will extend the R&D tax credit for nearly 11,000 businesses, provide up to 30 million homeowners with property tax relief, and provide a college tuition deduction that will make college possible for 4.5 million families.

“Tax credits that encourage innovation and education are essential for our nation’s long-term economic health. Extending these prow-growth tax credits are important to our economic recovery,” said Rep. Kratovil. “By making these targeted tax incentives a key part of our economic recovery strategy, we are creating jobs and laying the foundation for long term growth.”

Kratovil Announces $300K Federal Grant For UMES To Train And Assist Socially Disadvantaged Farmers

Washington, DC – Rep. Frank Kratovil announced today that the United States Department of Agriculture will be awarding a $300,000 federal grant to the University of Maryland Eastern Shore that will provide training and assistance to socially disadvantaged farmers and ranchers on the Eastern Shore.

“This grant will expand opportunities for farmers and ranchers on the Eastern Shore who otherwise are prevented from accessing the USDA resources that can keep their farms productive and viable,” said Rep. Kratovil. “The more farmers we can encourage to utilize these resources the better we can protect the agricultural heritage of the Eastern Shore, support our local economy, and put food on our tables.”

The Outreach and Assistance for Socially Disadvantaged Farmers and Ranchers (OASDFR) grant program is administered by the National Institute of Food and Agriculture (NIFA). The program enables socially disadvantaged farmers equitable participation in the full range of USDA programs. A socially disadvantaged farmer or rancher is one of a group whose members have been subjected to racial or ethnic prejudice without regard to their individual qualities.

“We are delighted to receive funding from USDA for another three-year term and especially appreciative of Rep. Frank Kratovil’s determined efforts to bring federal resources to our university and the Eastern Shore,” said Dr. Thelma B. Thompson (Ph.D.), president of the University of Maryland Eastern Shore (UMES). “In addition to upholding our historic Land Grant mission, this grant allows us to continue providing educational programs and training that provides new opportunities as well as lightens the economic and social strain many of our limited-resource and minority farmers face here on the Delmarva Peninsula.”

GOVERNOR O’MALLEY ACCEPTS TASK FORCE REPORT TO STRENGTHEN, SUPPORT SMALL BUSINESSES

Governor Hosts live Small Business Town Hall at Baltimore’s Blue Sky Factory

ANNAPOLIS, MD
- Governor Martin O’Malley today joined with members of the Governor’s Task Force on Small Business to formally accept their recommendations to strengthen and support Maryland’s small businesses and create jobs. The Task Force, which is made up of small business owners, legislators, and leaders of several State and local agencies, presented the Governor with a report on the key issues impacting small businesses and a list of strategic recommendations on expanding access to capital, procurement, regulatory reform, sustainability and workforce that could be addressed during the upcoming legislative session.

“I want to commend the members of the Small Business Task Force for taking on the monumental challenge of crafting a roadmap for sustaining and growing Maryland’s small businesses,” said Governor O’Malley. “Maryland small businesses and the jobs they support represent the engine that drives economic progress in Maryland and I look forward to working with the Task Force to move these recommendations forward and putting our hard-working citizens back to work.”

The Task Force, chaired by Ackneil Muldrow, CEO of Parker Muldrow & Associates LLC, outlined five key recommendations for the Governor to consider. The Governor previewed some of the Task Force recommendations at a Maryland Chamber of Commerce event last month:

· Extend the State’s Small Business Reserve Program, and define small business as it pertains to State assistance and opportunities.

· Retool State financing programs to compliment federal and private sector offerings for small businesses.

· Streamline and fast track regulatory review processes.

· Establish a center for small business excellence under DBED’s jurisdiction and create a standing Maryland Small Business Commission.

· Centralize and effectively market workforce resources.

“In developing this report, the Task Force reached out to small business owners, State policymakers and stakeholders to fully understand the issues most critically impacting small businesses and the recommendations that we needed to make to eliminate the barriers to progress,” said Mr. Muldrow. “I want to thank my fellow Task Force members for their time and commitment to making Maryland a stronger place to start and grow a small business.”

Following the Small Business Task Force meeting, the Governor hosted his first online Small Business Town Hall meeting with a panel of small business owners live from Blue Sky Factory in Federal Hill. The Governor, joined by Mr. Muldrow; Julie Gabrielli, Owner of Gabrielli Design Studio; and Greg Cangialosi, President of Blue Sky Factory, fielded questions on access to credit, procurement and health care. The Town Hall, which was moderated by WYPR’s Mario Armstrong, can be viewed by visiting www.choosemaryland.org.

Yesterday’s event in the latest in a series of initiatives by the O’Malley Brown Administration focused on Maryland’s small businesses. At the Maryland Small Business Summit earlier this week, the Governor outlined three key initiatives as part of a broader economic agenda to help strengthen small business in Maryland and create jobs.

The initiatives included streamlining the loan approval process for small businesses and expanding access to credit by creating the Maryland Small Business Credit Recovery Program, offering a loan guaranty on small business deals through the Maryland Department of Business and Economic Development’s current loan guaranty program - the Maryland Industrial Development Financing Authority Program (MIDFA); establishing a Job Creation and Recovery Tax Credit, which would award businesses a $3,000 tax credit for every unemployed worker it hires and introducing emergency legislation to address the rate increase for small businesses to the Unemployment Trust Fund.

Proposed Property Tax Reform For Marylanders

LeRoy Whiteley of Marylanders for Fair Property Taxation will be guest speaker at the December 14 meeting of the Mid-Shore Chapter of Americans for Prosperity. Whiteley will discuss MFPT’s proposed legislation to bring about property tax reform through changes in the assessment and appeal process, caps on tax rates, and taxpayer education. He will also give an overview of the appeal process describing what actually takes place in the three levels of appealing and give tips on preparing for the appeal. “The property tax assessment procedures and appeals process are in desperate need of change,” said Whiteley.

The topic of property tax reform is a follow-up to Mid-Shore AFP’s previous meeting in which a representative of the Maryland Department of Assessments and Taxation provided information to property owners about Maryland’s current assessment, taxation, and appeal process.

“Maryland will begin its July 2010 Fiscal Year with a shortfall of two billion dollars or more in the budget, thus counties will receive less money from revenue sharing. It is speculated that counties will make up the revenue from another tax source, most likely property taxes or some new tax,” said Maureen Harper, co-chair of Mid-Shore AFP. “At a time of double-digit unemployment rates, increases or additional taxes of any kind would be a catastrophic burden to residents and businesses.”

The meeting will be held on Monday, December 14, 6:30 p.m., in the meeting room of the Dorchester County Library in Cambridge. The meeting is open to the public. For information, visit http://www.afpmaryland.com/ or call 410-221-7933.

Jack Daniels Fishing Story

I finally got around to going fishing this mornin' – but after a while, I ran out of worms.

Then, I saw a cottonmouth with a frog in his mouth, and frogs are good bass bait. Knowing the snake couldn't bite me with the frog in his mouth, I grabbed him right behind the head, took the frog and put it in my bait bucket.

Now, the dilemma was how to release the snake without getting bitten. I grabbed my bottle of Jack Daniels and poured a little whiskey in its mouth. His eyes rolled back and he went limp! I released him into the lake without incident and carried on with my fishing, using the frog as bait.

A little later, I felt a nudge on my foot. There was that dang snake with 2 frogs in his mouth!

Telephone Fraud Scheme

LOCATION: Wicomico County, Maryland

On the above date and time, Maryland State Police Salisbury Barrack received a telephone call from a concerned citizen wanting to report a telephone scam. The citizen advised an elderly relative received a telephone call that a grandchild was incarcerated and the caller needed $2500 to bond them out. This information was incorrect and it was determined to be a scheme to extract money from the unsuspecting elderly individual.

This release is to warn citizens to beware of such schemes. Despite the troubled economy, it is also the Holiday Season. It is a known fact that crime increases with these two factors. Please use caution and do not fall victim to these types of schemes. Use common sense. Do not give any personal information over the phone to include bank accounts or credit card numbers. If it doesn’t sound right, do some checking to verify if in fact it may be a scheme. Never give money over the phone.

Maryland State Police hopes this information assists citizens in making smart decisions if faced with a telephone scam like the one above.

Hurricane Expert Dr. William Gray On Climategate

"The recent 'ClimateGate' revelations coming out of the UK University of East Anglia are but the tip of a giant iceberg of a well organized international climate warming conspiracy that has been gathering momentum for the last 25 years," said Colorado State University's William Gray.

Gray said, "This conspiracy would become much more manifest if all the e-mails of the publicly-funded climate research groups of the U.S. and of foreign governments were ever made public."

Gray warns that the likely agreements coming out of Copenhagen, the cap-and-trade bill before Congress and the Environmental Protection Agency's decision announced this week to treat carbon dioxide as a pollutant "represents a grave threat to the industrial world's continued economic development."

"There has been an unrelenting quarter century of one-sided indoctrination of the Western world by the media and by various scientists and governments concerning a coming carbon dioxide-induced global warming disaster," he said. "These warming scenarios have been orchestrated by a combination of environmentalists, vested-interest scientists wanting larger federal grants and publicity, the media, which profits from doomsday scenario reporting, governmental bureaucrats who want more power over our lives, and socialists who want to level out global living standards.

"These many alarmist groups appear to have little concern over whether their global warming prognostications are accurate, however. And they most certainly are not. The alarmists believe they will be able to scare enough of our citizens into believing their propaganda that the public will be willing to follow their advice on future energy usage and agree to a lowering of their standard of living in the name of climate salvation."

He has long described global warming as a hoax, telling the Post three years ago, "I am of the opinion that this is one of the greatest hoaxes ever perpetrated on the American people."

November 2009 Local Real Estate Market Review:

Ocean City Condos:

WOW! What a drastic improvement from only a year ago! Since following the Ocean City MD market over the last couple of months I am safe to say that the “Ocean City condo market has hit bottom”. Over 65% new contracts from a year ago goes to show that prices are where they need to be! Ocean City MD was hit hard by the foreclosures. Fastest to fall, but fastest to rise. New buyers can realize over 40 to 50 cents on the dollar in this market. The buyers who have always sought Ocean City for a second home or investment property are showing up in numbers. I personally have 2 pending deals in this market had 2 settlements in Ocean City in November - all the buyers are from out of town. Settlements this month were up 50%! And year to date over 14%! Thinking of staying on the fence much longer? Not in this market…you better get off before prices start to climb. Its going to be a long winter for real estate but buy now because when the weather turns, so will the Ocean City real estate market!

OCEAN CITY CONDO REPORT

Wicomico County Single Family Homes:

Wicomico County is still behind in sales as sellers are coming to terms and face price reductions to sell. The Roop Group Rentals is seeing an increase in Salisbury MD executive rentals in the area because buyers are waiting longer to purchase and would rather rent than buy because of the volatility in the market. There was a big rush in October settlements – over 80 in a month! This was due to buyers wanting to cash in on the $8,500 first time home buyer credit (its been extended!!)! It stirred up the market but Wicomico County still didn’t see the returns we hoped for. 2009 figures were down across the board but compared to the first and second quarter of the year, the third and fourth are showing positive signs. Inventory is coming off the market but foreclosures and short sales are still clogging up the system. Positive news is that the government just passed a new short sale program under the Making Home Affordable Act that will streamline the process, helping sellers, and offering forgiveness on their first mortgages. This will help the market along but it will not come into effect until April 5, 2010. Settlements were down only 2.3% in the month of November to about 35. A big difference since October – and down 21% for the year. New business and job creation will need to happen in Wicomico county before larger gains are realized. Thousands Of Stimulus Reports Missing, Resulting In Potential Undercount Of Jobs Created

Eagle Peak Rock and Paving created and saved 32 jobs thanks to an $8 million federal stimulus contract to repair Glacier Point Road in Yosemite National Park.

But you won’t find that on Recovery.gov, the government’s Web site for tracking stimulus money.

You also won’t find the eight employees hired by Owensboro-Daviess County Regional Airport in Kentucky, or the 46 jobs claimed for some $65 million in grants awarded to the Louisiana Department of Social Services.

The three are among thousands of recipients who didn’t file the required reports detailing what they did with stimulus money and how many people they hired or retained.

With mounting criticism over the accuracy of jobs numbers, the White House budget office is scrambling to identify recipients who didn’t report.

School Kids - And The Rest Of Us - Fed Meat That Fast-Food Joints Wouldn’t Touch

Shouldn't The Daily Times Be Paying Salisbury News A Commission?

Clearly the Daily Times reads Salisbury News as they6 couldn't have picked up THIS STORY anywhere else.

The Daily Times sits back and watches Salisbury News, (much like WBOC) and waits till the comments soar on one topic and one thing is for sure, within two or three days our story is headlined as one of their own.

That's cool with me however because one of the main reasons I created Salisbury News was to change the local MSM to a point they'd start covering stories they would never have considered in the past, or should I say cover up.

There's no doubt Salisbury News has arrived and stories like the link above prove just that. Oh, at least we're professional to ALWAYS ad a link to their Site. Thanks for spreading the news but guess what guys, it's recycled news and you're really starting to look pretty bad at this point.
