Narrative: On above date and time, Troopers from the MSP Berlin Barracks responded to the above address for two missing juveniles. Upon arrival they made contact with the complainant Kevin Harman and Denise Kelleher. Harman and Kelleher advised that their two children listed above gathered some belongings at approximately midnight on 11/30/2009 and left the area in a tan Buick Road master bearing MD registration 2ESS73. Several attempts to locate the subjects have yielded negative results. Last possible location was at 0559 hours on 11/30/2009 was in Portsmouth Virginia. Possible destination of Texas or Mexico. We are asking anyone with information as to the whereabouts of the subjects to contact the Maryland State Police in Berlin at 410-641-3101.

Another Armed Robbery in Salisbury Last Night
Allegedly there was yet another armed robbery in Salisbury last night. A Red Door Sub Shop delivery driver was robbed at gun point around 9:00pm Monday night.

I heard a rumor that Dennis Ketterer was gone from WBOC, so I checked out their website and he is gone from there too....Anyone know what happened?

My guess, severe weater reports that just wasn't so. However, perhaps our readers will know more. I did watch last night and saw a new guy and thought, well, I guess Dennis is gone.
Salisbury Police Department Press Releases
On November 30, 2009 at approximately 5:50 pm, Officers of the Salisbury Police received a call to respond to the East Side Deli on East Main Street for the report of an armed robbery with gunshots fired. Upon arrival the officers met with witnesses and a single victim of two (2) gunshots. The victim was identified as 56 year old Gregory David Knowles of Delmar, Maryland. Knowles was transported to the Peninsula Regional Medical Center by Salisbury Emergency Services and was in surgery at the time of this release. The witnesses advised the officers that a single suspect had entered the business and approached the victim with a handgun pointed at the victim. The suspect fired two (2) shots at the victim then took U.S. Currency from a cash register at the rear of the business. The suspect fled from the business on foot and was last observed traveling east along the front of the building. A K-9 track was attempted with a K-9 from the Wicomico County Sheriff’s Office and yielded negative results. This investigation continues, and the suspect was described as:

On November 26, 2009 at approximately 7:15 am, Officers of the Salisbury Police received a call to respond to a residence on the seven hundred (700) block of E. Church Street for the report of a domestic assault. Upon arrival the officers met with an adult female victim who advised that she had been involved in a domestic type argument with a suspect known to her. During the argument the suspect struck the victim in the head area and threatened the victim with a knife. The suspect also refused to let the victim leave the residence for a short period of time. The victim did not need medical attention.

Former Delmar Mayoral Candidate Tom McGuire A No Show At Council Meeting
More than 100 angry residents were prepared last night to take on Tom McGuire and his challenges towards escorting the Delmar Football Team Home this Saturday night. Mr. McGuire claimed that they make too much noise and he'll have nothing of the sort going on in his part of Town.
The fnniest part about last nights meeting was when the Mayor of Delmar Maryland formally asked the Mayor of Delmar Delaware if they would consider making their trip home to also include traveling through the Maryland side of Delmar as well.
Even though it was a very long day for me yesterday, there was no way I was going to miss attending this meeting to watch an entire Town up in arms against one man who has proven to be an absolute fruit cake.
The Delmar Football Team and their supporters deserve this special moment in time, win or lose and last night more than 100 of them not only jam packed the Council Chambers, they lined the hallway heading into the building and even went out the front door where some citizens stood in the rain waiting to see if Tom McGuire would actually show up.
Once I realized he was going to be a no show, I left knowing the Town would quickly support this event. Mr. McGuire spent the entire day yesterday contacting the Salvation Army over and over again trying to get on the schedule in an attempt to relieve me personally from one of my long shifts. The Salvation Army has chosen to reject Mr. McGuire's request. My guess would be he and his Wife's remarks referencing Brooke Mulford. The Salvation Army is a Christian Based Organization and I highly doubt they want to be involved with Mr. McGuire. Besides, I'd rather stand there in 10 below temperatures freezing my butt off before I'd ever allow this man to replace me in any way, shape or form.
People know what you're all about Tom, give it up.
Wicomico County Wants To Start Charging For Fire Services
I was surprised to read Pending Bill 2009-14 on the Resolutions and Bills page of the Wicomico County website. They are creating a new requirement for a open burning permit -- at the cost of $100 -- but -- more importantly -- they are going to start charging land/home owners for emergency services rendered. Here are my problems with this bill:
We pay taxes to cover these expenses
We will be charged at rates -- although the bill gives initial fees -- which may change at any time. This is giving the County open authority to determine what fees should be set whenever they please. If they see that this is becoming profitable, they will continually increase fees to increase income with no restrictions.
We have no control over the charges - if I was burning leaves in my backyard (which I will not be permitted to do anymore due to the new 200 foot restriction) - and a passerby calls 911 because he does not know the source of smoke - I will be charged for the call and each piece of equipment dispatched.
The reason this concerns me so much s this is another back door attempt at adding "taxes" on the citizens without increasing taxes. If this passes, it will open the door for fees to be charged for all county services in addition to our normal taxes. Could you imagine that if a tree falls down on the road from your property and you get a bill from the county for removal from the road -- and you submit the bill to insurance but they pay only a portion - so you are responsible for the rest AND your insurance rates increase? Or -- if someone passing by calls the ambulance because they thought they saw someone hurt on your property -- so you receive a bill from the ambulance for responding to a call? How about you receiving a parking ticket AND an invoice for the deputy's time to write the ticket? Right now it sounds a bit far fetched -- but this legislation opend the door for this type of abuse.

Landowners On Florida Beaches Fighting To Be Sand Owners, Too
Supreme Court to examine 'taking' of private property
DESTIN, FLA. -- The sugar-white sand that stretches from Slade and Nancy Lindsay's deck to the clear, green waters of the Gulf of Mexico is some of the finest in the world. Tiny, uniformly shaped quartz crystals make the beach that stretches along the Florida Panhandle unique, experts say.
So what could be wrong with creating more of it?
That is what Florida's beach restoration and renourishment program has been doing statewide for years, pumping in wide new strips of sand to save eroding shorelines.
But the Lindsays and other homeowners challenged the program because it comes with a catch: The new strips of beach belong to the public, not the property owners. They feared their waterfront view of bleached sand and sea oats would include throngs of strangers toting umbrellas and coolers.
The Florida Supreme Court disagreed that the homeowners' property rights had been infringed upon just because their waterfront property line may not actually touch the water.
And that decision, in turn, has created a new challenge from the landowners: that the state high court ditched 100 years of common law to endorse the popular beach renourishment program, depriving them of their constitutional rights.
It is the latter charge that created the unusual case that the U.S. Supreme Court will hear next week. Justices will examine a concept they have pondered for more than 40 years without resolution: whether a decision by the judicial branch, rather than the executive or legislative, can create the kind of taking of private property forbidden by the Constitution.
"It's one of the great open questions" in property law, said D. Benjamin Barros, a law professor at Widener University who edits a blog on such topics. The importance of the issue of whether a judicial decision "can eliminate important property rights and leave the owner without a remedy" will only increase with the growing number of public-private disputes over waterfront property, he said.

Cardin today in applauding the announcement by the General Services Administration (GSA) and the U.S. Department of State that the Hunt Ray Farm in Queen Anne’s County is the preferred site to build a new 1,250-acre Foreign Affairs Security Training Center.
The State Department and GSA have been considering several sites to house the Foreign Affairs Security Training Center. Senators Mikulski and Cardin and Congressman Kratovil fought hard to bring the building to Maryland. Frank Kratovil. “This new facility will immediately create hundreds of construction jobs and will support 500 new full-time positions once completed. The construction workers, permanent staff, and students housed at this facility will inject millions of dollars into the local economy and support small businesses throughout the area. I am also pleased that members of the community will have an opportunity to voice their opinions at public hearings as planning for this facility moves forward.”

Under the agreement reached today, the State Department will buy 2,000- acres of land in Queen Anne’s County to build a State Department Diplomatic Training facility. Up to 1,250 acres may be developed. The Foreign Affairs Security Training Center will consolidate training that is currently spread across nineteen separate facilities. The next step in this process is negotiations between the GSA and owners of the property for the acquisition of the property.
The GSA has also announced their intention to hold a public hearing/comment period to give Queen Anne’s County residents an opportunity to voice their ideas and concerns about the facility. More information will be released when it becomes available.
Every year, thousands of Foreign Service officers and their families move overseas to work in American embassies and consulates around the world. The Foreign Affairs Security Training Center will help them learn tips and tricks to stay safe and secure when they live and work in environments where terrorists and other bad actors would seek to harm America by harming them.

Death Penalty In 9/11 Trials May Be Difficult

Incident: False Statement
Date of Incident: 26 November 2009
Location: Johnson Road, Salisbury, MD
Suspect: James A. Maddox, 33, Salisbury, MD
Narrative: On 26 November 2009 at 1:50 AM, a patrol deputy from the Wicomico County Sheriff’s Office stopped an individual walking on Johnson Road in an inappropriate manner. When the deputy asked the individual his name, he provided one to the deputy, which would later be discovered to be false. Upon running a warrant check on the provided information, the deputy discovered a warrant and placed the subject under arrest.
Upon searching the now arrested individual, the deputy located an identification card that provided the individual’s correct name, James A. Maddox. When asked why he lied about his name, Maddox told the deputy he believed a warrant existed for him. Upon running a warrant check under the correct name, no warrant was discovered.
Maddox was transported to the Central Booking Unit where he was booked for Making a False Statement to a Law Enforcement Officer. Maddox was processed and taken in front of the District Court Commissioner. After an initial appearance, Maddox was released by the Commissioner on Personal Recognizance.

Location: 23000 block of Ocean Gateway, Mardela Springs, MD
Suspect: Male Juvenile, 16, Mardela Springs, MD
Narrative: On 26 November 2009 at 7:39 PM, a deputy from the Wicomico County Sheriff’s Office responded investigate an altercation that occurred inside the Maple Shade Youth facility in the 23000 block of Ocean Gateway in Mardela Springs. Upon arrival, the deputy learned that a 16 YOA resident came into the kitchen area of the facility, grabbed a pumpkin pie and threw it at the back of one of the counselor’s heads. The deputy saw pieces of the pumpkin pie in the hair and on the back of the counselor which corroborated the account. The deputy placed the juvenile under arrest.
The deputy transported the juvenile to the Wicomico County Sheriff’s Office where the Department of Juvenile services was notified of the arrest. Upon informing the Department of Juvenile Services of the incident, the arresting deputy was instructed to release the juvenile to the Youth Facility pending formal court action.

Narrative: On 27 November 2009 at 1:22 AM, a patrol deputy from the Wicomico County Sheriff’s Office was traveling on West Road in the area of Westbrook Commons when the deputy observed five young individuals walking in the area. As the deputy came closer to the individuals, the deputy saw what he believed to be a handgun pointed towards him. The deputy heard what he recognized as shots of air and the deputy believed that the weapon was actually an air soft gun. After this occurred, all five individuals ran from the deputy.
The deputy along with additional patrol units, located and detained two of the individuals involved in this incident. It should be noted that both individuals detained were dressed in red from head to toe. Their clothing along with other indicators, pointed to their involvement with a gang.
Both juveniles were transported to the Wicomico County Sheriff’s Office. Both were released to parents pending formal court action. The investigation will be continuing in order to identify the other three individuals involved, including the one who pointed the air soft gun at the deputy.

Narrative: On 27 November 2009 at 10:53 AM, a patrol deputy from the Wicomico County Sheriff’s Office responded to investigate a burglary in the 22000 block of Royal Oak Road in Quantico. The resident had been out of town for a few days and returned home to discover his pick-up truck, camper, and house had been forcibly burglarized. The deputy observed a window smashed out of the truck, the camper door open and a rear window to the house smashed out. Stolen during the burglary was a Nintendo Game Cube and 18 games, a CD stereo and other small electronics. It was also discovered that whoever broke into the truck tried to steal it, as evident by the tampering with the ignition and the steering column.
During the course of the investigation, the victim stated he recalled a young man who lived at the nearby Maple Shade Youth Facility approached the victim in his yard just prior to leaving and asked if the victim had any work the young man could perform. The victim also recalled how this young man commented on the different items present in the victim’s yard, including the camper.
The deputy responded to the Maple Shade Youth facility, also located in the 22000 block of Royal Oak Road and located the resident in question. Upon speaking with the counselor, the deputy learned that this resident and two others had left the facility without permission recently. Upon further investigation by the deputy, the deputy recovered all of the property stolen from the victim and obtained admissions of guilt from each of the three juveniles.
During the search for the stolen property, one of the facility’s counselors located marijuana and four smoking devices hidden in the room of one of the juveniles involved.
Two of the juveniles were charged on a referral and released to the Maple Shade Youth Facility pending court action. A third was transported and held at the Lower Shore Children’s Center pending formal court action.

Worcester County Sheriff’s Office Press Release
On November 29, 2009 at 5:00 p.m., the Worcester County Sheriff's Office responded to a residence on Snow Hill Road, Snow Hill, Maryland in reference to subject who had been assaulted by a man with a rifle. Upon arrival, Deputies met with the victim who indicated that he had been involved in a verbal argument with another male subject who was later identified as, Juan Terrones Castillo age 64 of Snow Hill, Maryland.
During the course of the argument, Mr. Terrones is alleged to have pointed a loaded rifle at the victim and threatened the victim. Deputies arrested Mr. Terrones and charged him with 1st and 2nd Degree Assault, and reckless endangerment. Mr. Terrones was taken before a judicial officer and released on a $25,000 unsecured bond. A 30-30 rifle was recovered from Mr. Terrones.
During the course of the argument, Mr. Terrones is alleged to have pointed a loaded rifle at the victim and threatened the victim.
