PEDESTRIAN CROSSING RT. 50 FATALLY INJURED AFTER BEING STRUCK BY TROOPER IN QA CO


(Queenstown, MD) – A pedestrian who walked into heavy traffic on a controlled-access highway while attempting to cross Route 50 in Queen Anne’s County this morning was struck by a state trooper and later died from his injuries.

The man is identified as James H. White, Jr., 70, of no fixed address. White had been living at the Chesapeake Motel on Rt. 50 in Queenstown.

At about 9:15 a.m. today, First Sergeant Livingston Banks, of the Maryland State Police, had just exited onto westbound Rt. 50 from Nesbit Road and was approaching exit 45A, at the Chesapeake Motel. First Sergeant Banks was driving his department issued 2008 Chevrolet Trailblazer with the front lights on.

As he neared the large sign for exit 45A at Hissey Road, First Sergeant Banks observed vehicles on the three-lane westbound highway in front of him veer suddenly and slow abruptly. Without warning, a pedestrian, later identified as White, was in the trooper’s direct path of travel in the slow lane. The trooper attempted to stop immediately and took evasive action, but could not avoid the pedestrian. White was struck by the driver’s side headlight and bumper area of the vehicle.

The trooper was uninjured and immediately called for emergency medical services and notified the barracks of the crash. He then administered emergency care to White until an ambulance arrived. White was transported to Easton Memorial Hospital, where he was pronounced dead.

The Maryland State Police CRASH Team responded to the scene and is conducting the continuing investigation. The preliminary investigation indicates pedestrian error was the cause of the crash and that White stepped from a traffic island at Hissey Road and Rt. 50 directly into traffic. Route 50 is a controlled access highway in that area and pedestrians are not permitted on the roadway in any area.

First Sergeant Banks is a 25-year-veteran of the Maryland State Police. He is assigned to the Automotive Safety Enforcement Division in headquartered in Glen Burnie.

Traffic was detoured around the scene for about four hours today as the investigation was conducted. State Highway Administration personnel coordinated the traffic detour.

The 1st "Joe Albero Show" Will Leave You Wanting More


OK, I just got in my copy of our very first Show and for what it's worth, it's good!

Of course I want to say it's great but I'll leave that up to all of you to judge. Nevertheless, the Show is filled with information many of you were not aware of and quite frankly you'll be shocked hearing much of this news for the very first time.

The format I received it in is difficult to convert but we're working on it and hopefully we can provide an on line version of it some time soon, for those of you who cannot get any of the channels it will be broadcast on.

We'll see you here tomorrow just after the show and get a feel for what you liked or disliked. One thing is for sure, everyone is talking about it and can't wait to see it. I'm confident that the information I provide on this show will not disappoint you.

Kratovil Statement On Health Care Reform Legislation


Washington, DC – Rep. Frank Kratovil released the following statement regarding HR 3962.

“We need health care reform that reduces long-term health care spending and expands coverage, but we must find a fiscally sustainable approach to accomplish these goals. After months of thoroughly reviewing legislative proposals and speaking with constituents and stakeholders, I am not satisfied that this bill before us is a sustainable solution. While I applaud the efforts to improve this bill, I still am concerned that this bill does not do enough to bend the long-term cost curve and that it lacks adequate provisions to reduce the deficit and protect small businesses. While I will continue to work with my colleagues to pursue a better bill as this process continues, I do not support HR 3962 and will vote against it when it comes to the floor this weekend.”

OCPD NARCS ARREST SUSPECTED DRUG DEALER



On November 5, 2009, at approximately 8 P.M., the Ocean City Police Narcotics unit with the
assistance of OCPD patrol personnel made traffic stop of a vehicle after the driver of the car sold
suspected crack cocaine to an undercover OCPD detective.
During the stop, the driver of the suspect vehicle was identified as Shanice Eriz Chandler; 24-yearsold of Frankford, Delaware. Chandler and Jennings were taken into custody without incident. It should be noted, that there was a two year old child inside of the vehicle during the drug transaction.

Chandler has been charged with:
• Distribution of Controlled Dangerous Substance, to wit: Crack Cocaine
(Felony)
• Possession of Controlled Dangerous Substance, to wit: Crack Cocaine
(Misdemeanor)
• Possession of Controlled Dangerous Substance, to wit: Marijuana THC
(Misdemeanor)

A passenger inside of the vehicle during the drug transaction identified as Sheronda Renee Jennings; 38-years-old, of Frankford, Delaware was also arrested and charged with:
• Conspiracy to Distribute Controlled Dangerous Substance, to wit:
Crack Cocaine (Felony)
• Possession of Controlled Dangerous Substance, to wit: Marijuana THC
(Misdemeanor)

A family member of Jennings did respond to the scene to take custody of Jennings 2-year-old child. OCPD Detectives will be following up with social services regarding the welfare of the child.
Both Chandler and Jennings were seen by an Ocean City District Court Commissioner; Chandler is being held on a $10,000 bond. Jennings is being held on a $5000 bond.

OCPD NARCOTICS UNIT MAKES ARREST FOR DISTRIBUTION OF CRACK COCAINE




On November 4, 2009, the Ocean City Police Narcotics Unit concluded a two month
drug distribution investigation with the arrests of Deshawn Cornelius Handy, 26-yearsold and Benny Marion Mullins, Jr., 31-years-old, both of Selbyville, Delaware.

During the investigation, an undercover OCPD detective was able to purchase crack cocaine from Handy on two separate occasions.

Ocean City Police served a search and seizure warrant on Handy’s person and a
vehicle Handy was occupying. Handy was taken into custody without incident. The
vehicle was also seized during the investigation and is pending forfeiture.

Handy was charged with the following:
• Two counts of Distribution of Controlled Dangerous
Substance(Crack Cocaine)(Felony)
• One count of Distribution of Non-Controlled substance
(Felony)
• Two counts of Possession of Controlled Dangerous Substance
(Crack Cocaine)

Mullins Jr., was charged with the following:
• Conspiracy to Distribute CDS (Crack Cocaine)(Felony)
Handy and Mullins, Jr. were both seen by an Ocean City District
Court Commissioner. Handy was held on $10,000 bond and transferred to the Worcester County Jail. Mullins, Jr. was released after posting a $5000 bond.

STATEMENT FROM GOVERNOR MARTIN O’MALLEY ON NATIONAL UNEMPLOYMENT SURPASSING TEN PERCENT

House Passes Extension Of Home Buyer Tax Credit

Washington, DC – Yesterday the House of Representatives passed and today President Obama signed into law legislation that will extend the $8,000 homebuyer tax credit past the November 30th deadline to first-time homebuyers with a binding contract before April 30, 2010.

“Realtors and home buyers alike are reporting that the first time home buyer tax credit is working to revitalize the housing industry. In this economy it would be foolish to allow something that is working to simply expire,” said Rep. Frank Kratovil (D-MD). “I was please to help in the fight to extend the first time home buyer tax credit because when more first time buyers have an opportunity to enter the market the entire economy gets a shot in the arm.”

The bill will expand the homebuyer tax credit to more families, phasing out for individuals with income above $125,000 and for joint filers with income about $225,000 (the current law credit phases out for individuals with income starting at $75,000 and for joint filers with income starting at $150,000). It also creates a $6,500 credit available to homebuyers who have been in their current residence for five or more consecutive years out of the last eight years.

In late September Reps. Frank Kratovil (D-MD) and Travis Childers (D-MS) introduced The Tax Credit Extension for Homebuyers with a Loss Deduction Incentive Act (H.R. 3640), similar legislation to what was passed yesterday to help families buy and sell homes and spur growth and stability in the American housing market. Congressman Kratovil’s legislation was backed by the National Association of Realtors.

“In my short time here I have certainly learned that building consensus for good policy is how the Congress can gets things done on behalf of our constituents,” said Rep. Kratovil. “There was overwhelming support for this very popular tax break and I am pleased that we were able to create language that will extend it so that many more families can take advantage of it.”

The language was included in H.R. 3548, The Worker, Homeownership and Business Extension Act, by a vote of 403-12. House passage now sends the bill to the President’s desk for his signature. In addition to extending the tax credit the legislation also extends unemployment insurance for out of work Americans in all 50 states.

Lost Dog In Hebron

I am asking you to post a lost dog notice please. Yesterday my friends dog disappeared. She lives on main street in Hebron, MD not far from the carnival. The dog is a female silver Yorkie that goes by the name Trixie. Her fur is cut very short and she is shy around strangers most of the time. She has never spent much time outside other than to go to the bathroom. Last evening was spent walking the streets of Hebron looking for her as well as calling for her. Salisbury Man Gets 25 Years For Home Invasion


A Salisbury man is sentenced to 25 years for his role in a home invasion that occurred nearly a year ago.

This morning, a Wicomico County Circuit Court judge sentenced 22-year-old Deshawn Stevenson to 20 years for each count of Armed Robbery and 1 count of 1st Degree Burglary and 5 years consecutive for Conspiracy to Commit Armed Robbery.

Last month, Stevenson was convicted of 3 counts of Armed Robbery, 3 counts of Robbery, 3 counts of 1st Degree Assault, 3 counts of 2nd Degree Assault, 3 counts of Reckless Endangerment, 3 counts of Theft, 1st Degree Burglary, 4th Degree Burglary, Conspiracy to Commit Armed Robbery, Conspiracy to Commit 1st Degree Burglary, and Illegal Possession of a Regulated Firearm.

Deputy State’s Attorney Sam Vincent says on November 9, 2008, Stevenson was with two other men, 23-year-old Michael Ingram and 26-year-old Deonte Spratling, when they invaded a home wearing masks and carrying handguns at Marley Manor Apartments. Vincent says one of the victims answered the door, and Stevenson, Ingram, and Spratling ordered the victim and two others to hand over their valuables at gunpoint. A shotgun, medication, a laptop computer, a PlayStation, paintball gun, jewelry, and cash were stolen from the apartment.

Ingram pleaded guilty to Armed Robbery on April 21, 2009 and was sentenced to 18 years. Spratling pleaded guilty to Armed Robbery on May 28, 2009 and was sentenced to 15 years.

Electricity Rates to Go Up on Shore?

Delmarva Power Do you want to pay more for your electricity?  Probably not.  Unfortunately, that could be in the cards unless you speak out!

On Tuesday, November 10th there will be a public hearing of the Maryland Public Service Commission at Salisbury University.  The hearing will be at 7:00 PM in the Nanticoke Room (Room 236) of the Guerrieri Center.

Maryland Del. Mike Smigiel (R-36) One hearing has already been held in Salisbury.  However, Delmarva Power advertised the hearing (and several others on the Shore) in a less than honest manner.  (No mention was made of a rate increase).  Fortunately (for rate payers) Del. Mike Smigiel (R-36) called Delmarva Power on their little game and the PSC has called for a new round of hearings.

I know that Tuesday will be a tough day.  There is a WCBOE meeting (that has been moved to the afternoon so folks from the school board can go to the County Council hearing on Tuesday night and tell us that they don’t waste a dime, but “it’s for the children” anyway).  At the same time Tuesday evening the Wicomico County council is holding a hearing on the disastrous Rick Pollitt budget proposal.

Try to hit both Tuesday night meetings.  Go to SU first and register your opposition to higher electrical rates and then head over to the Civic Center.  There will be plenty of county and BOE employees trying to argue their case at that one.

CHIEFY WEBSTER’S “WHISTLE-BLOWER” BALONEY


Shortly before he sued the City of Salisbury, Chiefy Webster began to portray himself as a public-spirited whistle-blower in his protracted attempt to smear Councilwoman Campbell in the local mainstream media. This fiction – that Webster is acting as a diligent watchdog against crime – is embellished to absurdity in the lawsuit filed on his behalf by Robin Cockey, who is known for his obvious stage acting in various venues.

The allegations are designed to paint a portrait of Webster almost single-handedly saving Salisbury from an ignominious fate by his selfless effort to recover a tape recording that allegedly was given to Ms. Campbell in 1998 by Webster’s trusty ally and foot-soldier, Mark Tyler, who (some might surmise) deserves a round of sustained applause for disclosing that he did so. That Tyler’s disclosure was made more than 10 years later and came just as Ms. Campbell was standing for reelection this year is mere coincidence, of course. Better late than never, right?

This patent public posturing by Webster-Cockey is pure nonsense. The City’s “whistle-blower” policy and protection exist to promote rapid reaction to legal violations by City employees in the course of conduct in that capacity. Ms. Campbell is not a City employee, and she did not become a member of the City Council until more than 6 years after Tyler claims that he gave the tape to her. There is no suggestion that he loaned it to her or said that it should be returned.

Now, if the City should proceed to sanction Tyler for improperly disposing of what is now said to be significant “evidence,” Webster might be shielded by that whistle-blower protection against retaliation. But, it appears that Tyler has not even been reprimanded.

The Webster-Cockey ploy is to “fast forward” to this year and suggest that Ms. Campbell is in violation of the law by (allegedly) having possession of the tape that Mark Tyler gave to her in 1998. The fantasy that Cockey filed in the Wicomico County Circuit Court proclaims that Ms. Campbell is “in unlawful possession of police property (soon to be labeled “the missing tape”).” Wow, that’s stellar stuff – look for Cockey on one of those “law” shows on TV real soon now.

As Davis Ruark no doubt realized immediately upon hearing the tale told by Webster and friends, it is not unlawful to have possession of something given to you by the party claiming theft. Cockey must have been sick (or performing somewhere else) the day that point was discussed in law school.

But even if (1) Tyler gave the tape to her in 1998, which she denies; (2) Ms. Campbell still has the tape; and (3) it remains “police property” after being given to her, she has not committed any violation of law under that scenario, either. The law does not take kindly to “Indian givers.”

Also, the matters alleged by Cockey-Webster involve actions as an ordinary person and not as a member of the City Council or as a city employee. Thus, the whistle-blower protections are inapplicable.

Still, it’s nice that there is so little crime in Salisbury that Webster can spend hours if not days trying to recover a “missing tape” that the Police Department deliberately disposed of more than 10 years ago but didn’t know was “missing” until this year.

Why This Real Estate Bust Is Different


Unrealistic assumptions, layers of investors, sky-high prices, and possible fraud will make it hard to clean up the mess in commercial real estate

When Goldman Sachs (GS) sold complex bonds backed by the Arizona Grand Resort and other commercial properties in 2006, it suggested the returns would be strong. The 164-acre luxury Arizona Grand, set against the Sonoran Desert in Phoenix, boasted an award-winning golf course, deluxe spa, and several swank restaurants. The on-site water park was named one of the best in the country by the Travel Channel. With the resort's new owners planning to refurbish hotel rooms and common areas, Goldman told investors that the renovations would help boost cash flow.

As was so often the case during the real estate boom, the lofty projections didn't pan out. When the economy softened and business travel slumped, Arizona Grand's bookings slipped to 67%, from 80%. The resort defaulted on the $190 million underlying loan in 2009—a hit that alone could largely wipe out investors who bought the riskier pieces of the Goldman mortgage-backed securities deal.

"It's one of the largest losses we have forecasted for an individual loan," says Steve Kuritz, a senior vice-president at Realpoint, an independent credit-rating agency. The property, once valued at $246 million, is now worth just $93 million. A spokesman for Goldman says the pricing on the bonds was in line with market levels at the time and not above what investors could get on similar securities. Grossman Co. Properties, which owns Arizona Grand, didn't return calls for comment.

Unemployment Seen Nearing 10 Percent


Employers likely are skeptical about the sustainability of the economy

- The economy is rebounding from its deepest slump since the 1930s, but it probably won't seem that way when the government releases its monthly employment report on Friday.

Employers aren't expected to start adding jobs for several more months. Many are skeptical about the strength and sustainability of the recovery,

The nation's economy probably lost a net total of 175,000 jobs in October, pushing the unemployment rate to 9.9 percent, according to a survey of Wall Street economists by Thomson Reuters. The Labor Department report is scheduled for release at 8:30 a.m.

The "Costs"Of Medical Care: Part III

One of the strongest talking points of those who want a government-run medical care system is that we simply cannot afford the high and rising costs of medical care under the current system.

First of all, what we can afford has absolutely nothing to do with the cost of producing anything. We will either pay those costs or not get the benefits. Moreover, if we cannot afford the quantity and quality of medical care that we want now, the government has no miraculous way of enabling us to afford it in the future.

If you think the government can lower medical costs by eliminating "waste, fraud and abuse," as some Washington politicians claim, the logical question is: Why haven't they done that already?

Over the years, scandal after scandal has shown waste, fraud and abuse to be rampant in Medicare and Medicaid. Why would anyone imagine that a new government medical program will do what existing government medical programs have clearly failed to do?

If we cannot afford to pay for doctors, hospitals and pharmaceutical drugs now, how can we afford to pay for doctors, hospitals and pharmaceutical drugs, in addition to a new federal bureaucracy to administer a government-run medical system?

Nothing is easier for politicians than to rail against the profits of pharmaceutical companies, the pay of doctors and other things that have very little to do with the total cost of medical care, but which can arouse emotions to the point where facts don't matter. As former Congressman Dick Armey put it, "Demagoguery beats data" in politics.

Economics and politics confront the same fundamental problem: What everyone wants adds up to more than there is. Market economies deal with this problem by confronting individuals with the costs of producing what they want, and letting those individuals make their own trade-offs when presented with prices that convey those costs. That leads to self-rationing, in the light of each individual's own circumstances and preferences.

Politics deals with the same problem by making promises that cannot be kept, or which can be kept only by creating other problems that cannot be acknowledged when the promises are made.

Price controls are a classic example. At various times and places, in countries around the world, price controls have been put on any number of goods and services-- going all the way back to the days of the Roman Empire and ancient Babylon.

Crime Task Force Meeting - Show Up

Posted under Letter to the Editor, this anonymous comment is a very good idea. The time is not convenient for all but many could attend if they really wanted to.

There is a crime task force meeting Nov. 10 @ 1:00. I suggest anyone who has any suggestions towards curbing crime attend thus forum. It's at City Hall.

Actual 10-Year Cost Of Pelosi Plan: $1.8 Trillion

Nancy Pelosi tried selling the notion that her version of ObamaCare would only cost $900 billion in the first ten years, later bumped to over $1 trillion when looking at gross costs. Harry Reid’s Senate version promises to come in at around the same level. However, both versions rely on three years of delay in implementing their spending plans, which allows for accrual of revenues from new taxes as well as a false sense of the real ten-year costs in the bills. The New York Post reads the CBO report and discovers that the actual ten-year cost is twice what Pelosi claimed:

Don’t buy the claim that the Sen ate health-care bill is substantially more moderate than the House measure. While Speaker Nancy Pelosi’s legislation is even more onerous than the package created by Sen. Max Baucus and now championed by Senate Majority Leader Harry Reid, the larger story is how similar the two Democratic bills are.

First, we need to get past the misleading accounting games. Each bill is routinely “scored” for its 10-year costs from 2010-19. Yet this includes several years when the spending wouldn’t yet have kicked in. According to the Congressional Budget Office, fully 99.9 percent of the Pelosi bill’s costs would hit from 2013 onward. Similarly, 98.3 percent of Reid’s spending would come after 2014.

If you start the tally when the bills’ spending would actually start (in 2013 for the House bill and 2014 for the Senate bill), then the bills’ real 10-year costs become clear — and are remarkably similar.

The CBO reports that, in their true first 10 years, the House bill would cost $1.8 trillion, and the Senate bill would cost $1.7 trillion. Pelosi would raise Americans’ taxes by $1.1 trillion over that period, while Reid would hike them by $1 trillion.

And the House bill would siphon about $800 billion from Medicare to spend it elsewhere, while the Senate bill would suck out about $900 billion.


What does that do to the deficit? According to the CBO, the first ten years of the Pelosi plan would add $650 billion to the deficit, while the Reid plan in the Senate would hike it by $740 billion. And that assumes that one can count the money coming from Medicare cuts as true deficit reduction, which is arguable, since the Medicare system is already deeply in the red.

In other words, both Democrats have relied on accounting gimmicks to lie about the true costs of the bills. This may not come as much of a shock to Hot Air readers, but the scope of the lie is simply breathtaking. If this bill was truly cost-beneficial to the country, its advocates would not be spending this much effort to cover up its costs.

FRUITLAND MAN INDICTED FOR PRODUCTION OF CHILD PORNOGRAPHY


Indictment Seeks Forfeiture of Defendant’s House


Baltimore, Maryland - A federal grand jury indicted Russell Glenn Burnett, age 44, of Fruitland, Maryland, today for production of child pornography, announced United States Attorney for the District of Maryland Rod J. Rosenstein.


“Anyone who photographs a child engaged in sexual activity faces a mandatory minimum sentence of 15 years in federal prison,” said U.S. Attorney Rod J. Rosenstein. “We hope that forfeiting any property used in the commission of such crimes will help to deter violations and provide restitution for victims.”


The indictment alleges that on approximately June 9, 2005, Burnett coerced a minor to engage in sexually explicit conduct for the purpose of producing a visual image of the conduct. The indictment also seeks forfeiture of property used to commit the crime, including a residence in the 100 block of Parsonage Street in Fruitland.


Burnett faces a minimum sentence of 15 years and a maximum sentence of 30 years in prison for production of child pornography, followed by supervised release up to life. Burnett is currently detained on related state charges. No federal court appearance has been scheduled.


This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division's Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims. I wanted to start a trend, we spend so much time being watchdogs that we forget to say thank you. I want to say thanks to Mayor Ireton, for standing up, for going by the book, and giving the citizens of the city the mayor they voted for.

Thanks Mayor Ireton for standing up for us against the egoist, liar Chief Webster. This is the third or fourth time he has sued the city. How much has that cost us? It should come out of his salary.

The law suit he filed is a clear malicious of Councilwoman Campbell has nothing what so ever to do with his alleged grievance. Further the attorney who filed the complaint should have his license taken away, because he knowingly filed papers in the court that are full of lies and misrepresentations. That in itself is illegal he should be disbarred.

There are many persons who want change and want good government, it is important to show our elected officials our support.

I would like to see a public hearing about crime and the police in Salisbury. The people need a forum, the elected officials should hear what people have to say about crime and our police force, let’s have a public hearing…"

Justice For Max

On Friday October 30, 2009, my friend (we will call him Bob) received a call to come "help" his neighbor (we will call him John) and was asked to bring a bolt cutter.

Bob went to his neighbor’s house to find that John’s dog (Max) was almost choking because his collar was so tight. Bob used his bolt cutters to cut the chain from around Max’s neck. Once he had freed the chain, they saw that the chain was still hanging from Max’s neck. The collar had grown into his neck and the skin had grown over the collar. This collar that Max was wearing was a choker collar that was designed for a puppy. Max is now a 65 lb German Shepard mix who had obviously outgrown the collar a long time ago.

Bob told John that he had to get Max to the vet immediately. John was not in a hurry to do so because he was worried about the cost. He didn’t want Max to run away, so he put him in the shed for the night. Bob came home very upset and called his wife. His wife in turn called me and asked for advice. I told her that we needed to get Max to a vet, the Pet ER.

Bob went back over to John’s house and told him that we would take Max to the Pet ER for him. John allowed us to do so. Once in the Pet ER, they had to put him under in order to operate to remove the collar. The smell was so bad and we found out he had an infection from the collar growing in his neck. He also had a fever from the infection. The vet at the Pet ER took pictures and documented the extent of his injuries. We also received the collar they removed with chunks of Max’s skin still attached.

While at the Pet ER, we called the Salisbury City Police to notify them of the situation. They took our report and said that we should call Wicomico County Sheriff’s Department and the Humane Society due to jurisdiction. The only reason we didn’t contact the Humane Society then was because they were closed.

Max was treated and ready to be released a few hours later. We did not want him to go back to John’s house because he was fragile and needed his wounds cared for. My friend, Bob, paid the $450 vet bill. Max spent the night with a "friend".

The next day, I contacted the Humane Society. I told them my friends were scared to press charges because they were afraid of retaliation. John had been calling Bob and wanted to know where Max was because he wanted his dog back. He was making threats towards Bob and they were a bit nervous.

The Humane Society told me that we could not bring Max there anonymously. If we brought him there, it would have to be under one of two ways. (1) John would have to surrender ownership of Max. Then the Humane Society would take care of Max and no charges would be pressed. (2) John would be investigated for animal cruelty and we would probably have to go to court.

We ended up taking Max to the Humane Society because we didn’t know what else to do. The Humane Society assured us that Max would be well taken care of and that John would not be told of his whereabouts until right before closing time.

Not more than two hours later, Max was released to the custody of John. When the Humane Society was asked "WHY", they stated that he had received vet care and they had no reason to keep him there.

Why would they release a dog back to an owner that has "ALLEGEDLY" been abusing him? They had the pictures and the report and the bloody collar with the skin attached. They still let him go. What happened to holding the dog there while they investigate? That way if there was a confirmed case of abuse, the dog would not have been put in harms way.

When asked if charges would be filed or if John would be investigated, the answer was "no". What is the point of the Humane Society? Why are they there? They could not have had more evidence of abuse. They could have at least done an INVESTIGATION on John to ensure that Max wasn’t going back to an abusive home.

Now my friends are out $450 and are devastated because we don’t know what kind of life Max is living now with that monster. Animals cannot speak for themselves. We have to be their voice. I thought the Humane Society was their voice, too.

I am so disillusioned and disgusted with them right now. I really don’t understand how they could have let this happen. Of all places we thought we could trust to take care of Max, the Humane Society gave him right back to his "owner", who made several comments to my friends that Max was "just a dog". Nice, huh?

We need justice for Max and something needs to be done.

COMMUNITY GENEROSITY ALLOWS DOWNTOWN SALISBURY TO SHINE FOR THE HOLIDAYS


Mayor James Ireton, Jr., is pleased to announce that on Saturday, November 7, 2009, hundreds of lights will be strung downtown to decorate for the holiday season. Members of the International Brotherhood of Electrical Workers (IBEW), Local Union 24; students from Salisbury University; volunteers from Urban Salisbury; and Mayor Ireton will be putting up holiday lights along the Riverwalk and downtown.

These holiday lights were purchased thanks to the support of generous community sponsors who donated a total of $1,300. Additionally, Ace Hardware provided the lights at cost. The holiday lights will be put up on 24 poles along the river’s edge from Chesapeake East to the Marina, and also on trees downtown along Main Street, from Mill Street to Route 13.

“I thank all the businesses and individuals who helped the City raise the necessary funds to decorate our downtown for the holiday season,” said Mayor Ireton. “Their generosity in helping with holiday decorations will bring visitors to our downtown, which adds to the continued revitalization. Also, thanks to the members of the local IBEW, Salisbury University students, and Urban Salisbury for giving their time to put up these wonderful lights.”

Connie Strott with Urban Salisbury and the Salisbury Arts & Entertainment District Steering Committee said, “This shows the enthusiasm of the community. Especially with the economy, every aspect of the community pulled together and donated time and money to help make Salisbury a great place to live. This truly shows how vibrant Salisbury is.”

Nick Caruso of the IBEW, Local Union 24, said, “It is for the community. It is what it’s all about!”

Julia Glanz of the Salisbury University SGA said, “Salisbury University students are excited for Saturday because we take such pride in Salisbury. We want to help with whatever we can to keep this community beautiful and full of life.”

Pelosi Breaks Pledge To Put Final Health Care Bill Online For 72 Hours Before Vote

Speaker Nancy Pelosi's office tells THE WEEKLY STANDARD that the speaker will not allow the final language of the health care to be posted online for 72 hours before bringing the bill to a vote on the House floor, despite her September 24 statement that she was "absolutely" committed to doing so.

House members are still negotiating important issues in the bill--whether it will provide taxpayer-funding for abortions, for example. Pelosi is pushing for a Saturday House vote, and a number of big changes will be introduced, likely less than 24 hours before the vote takes place (if in fact it does). The Rules Committee hasn't yet released its resolution, or rule, that must be passed before the bill can move from committee to the floor. The rule will set the terms of debate and determine what amendments are in order.

It seems likely that the rule will allow very few, if any, up-or-down votes on amendments on the House floor. Rather, the rule will include a series of amendments that will all be adopted at once if the rule passes.

On September 24, Speaker Nancy Pelosi told THE WEEKLY STANDARD that she was "absolutely" committed to putting the text of the final House bill online for 72 hours before the House votes:

TWS: Madam Speaker, do you support the measure to put the final House bill online for 72 hours before it's voted on at the very end?

PELOSI: Absolutely. Without question.


But tonight, when asked if Speaker Pelosi will leave the bill online for 72 hours after we see what's in the rule, Pelosi spokesman Brendan Daly replied in an email: "No; [the] pledge was to have manager’s amendment online for 72 hours, and we will do that."

Apparently Pelosi's agreement to leave the "final" bill online "at the very end" of the process wasn't such a straightforward pledge.

The Sheriff, the Maryland State Police Barrack Commander, all the Chiefs of Police from all of the municipalities are present here to send the message to those who might consider committing any violent crime in Wicomico County that they are facing a united and strong law enforcement effort.

Crime knows no boundaries between cities and the county. Crime knows no boundaries between race, religion or ethnicity. We are united to ensure that criminals know, and learn if they don't already know, that Wicomico County does have boundaries and that those boundaries are enforced to the maximum by those of us here in this room.

If violent crimes are committed by organized groups or gangs, we will legally detect, dismantle and destroy that organization. If violent crimes are committed by individuals, we will detect and deter through seeking and obtaining extensive removal from Wicomico County.

If state laws are weaker than federal laws in a particular area, we will refer cases to the federal agencies and the United States Attorney for Maryland, with whom we have developed a close working relationship. Between the state and the federal offices, we will jointly determine which jurisdiction has the best opportunity to remove criminals from the streets and protect our people.

This is not to diminish any efforts in the past. They have been and are ongoing. We will continue to seek whatever resources are necessary in order to accomplish our purposes.

A modern day cowboy has spent many days crossing the Texas plains without water.

His horse has already died of thirst. He's crawling through the sand, certain that he has breathed his last breath, when all of a sudden he sees an object sticking out of the sand several yards ahead of him.

He crawls to the object, pulls it out of the sand and discovers what looks to be an old briefcase.

He opens it and out pops a genie. But this is no ordinary genie.

There's a calculator in her pocketbook. She has a pencil tucked behind one ear. 'Well, cowboy,' says the genie....You know how I work....You have three wishes.'

Eastern Shore - Flood Insurance Map Updates - Open House Sessions

New Flood Insurance Maps for Dorchester, Somerset, and Wicomico Counties – What to expect and how to help your clients and citizens.

The National Flood Insurance Program (NFIP) is updating its Flood Insurance Rate Maps (FIRM) for Dorchester, Somerset, and Wicomico Counties. FEMA expects these new maps to become effective in the summer of 2010. Before then citizens and NFIP policy holders can take action that may reduce their flood insurance costs.

To help our NFIP Stakeholders prepare for these new flood maps and understand the full implications of these map changes, FEMA will hold two Open House sessions for the professionals that work in the National Flood Insurance Program. We invite all surveyors, real estate agents, insurance agents, lenders, municipal officials, and others to learn about the map change process. Topics we will cover include Map Grandfathering, Options to Appeal Floodplain Determinations, Insurance Documentation Requirements, and answer your questions.

The economy is hitting the dog show circuits and our club has many vendors that come with wonderful dog supplies and cheaper than you can buy from anyone including online. So please ask everyone to come and spend some time at the dog show and cheer for your favorite breed. There are lots of local dogs entered at this show as well as from all over the East Coast. Groups will start each day about 2:00 p.m. with Best In Show around 4:00 p.m. Admission $5.00 adults, $1.00 students and anyone under 5 free. These people travel to Salisbury, spend their money on gas, rooms and various other items and I hope our community will come out and see the dogs. There is Obedience and Rally Obedience all three days as well so there is something for everyone to watch. Please do not bring your dog. It is only for entered dogs. For the safety of everyone, we ask that you do not bring a baby stroller into the main arena. It is very easy to roll a strolller over a dog's foot when the area is so crowded.

A retired man went into the Job Center in downtown Salisbury and saw a card advertising for a gynecologist's assistant. Interested, he went in and asked the clerk for details.

The clerk pulled up the file and read; "The job entails getting the ladies ready for the gynecologist. You have to help the women out of their underwear, lay them down and carefully wash their private regions, then apply shaving foam and gently shave off the hair, then rub in soothing oils so they're ready for the gynecologist's
examination. The annual salary is $65,000, and you'll have to go to Annapolis, MD, which is about 120 miles from here."

Governor will deliver 10 point strategy in an address before the Maryland Chamber of Commerce

Governor Martin O’Malley will address business leaders at the Maryland Chamber of Commerce Business Policy Conference tonight where he will outline the State’s efforts to strengthen Maryland’s small business community during these difficult economic times. The Governor’s remarks will come on the same day he addressed travel and hospitality professionals at the Maryland Travel and Tourism Summit.

“If we’re going to turn the corner from recovery to prosperity, we need all of you, and we must continue to recognize that our progress as a State depends on the prosperity of small businesses,” Governor O’Malley will say before the Maryland Chamber of Commerce. “If we want a strong, growing middle class, we must have strong family-owned businesses. And to have strong businesses, we must strive to improve public safety and public education and to expand opportunity to more people rather than fewer.”

The Governor’s remarks come as he releases the first in a series of economic web updates on the state of Maryland’s economy, outlining both statistical and anecdotal evidence of an economic recovery, including rising real estate sales, an unemployment rate consistently below the national average, and companies throughout Maryland that are hiring additional staff. Maryland remains one of only six states that continues to defend a Triple A Bond rating, and is home to America’s number one public school system and one of the most highly skilled workforces in the nation.

Governor O’Malley will outline a Ten Point Strategy today to strengthen small business in Maryland:

Set aside a percentage of certain state contracts for small business through the Small Business Reserve Program, extending the program six more years, allowing Maryland small businesses to navigate the bidding process without being overwhelmed by the bidding power of large corporations.

Through our Federal Facilities Task Force, work with the federal government to open up federal procurement and contracting opportunities for more Maryland businesses.

Work with the business community to finds ways to do an even better job providing skills training and promoting career readiness in our schools, particularly as it relates to things like Career and Technology Education (CTE) and Science, Technology, Engineering, and Math (STEM) education.

Work with the business community to find a sustainable solution to the unemployment insurance challenges facing Maryland small businesses.

Wanted Felon Taken Into Custody By Troop 3 Governor's Task Force


Location: Rubeon May Drive, Woodland Manor Mobile Home Park, Felton

Date of Occurrence: Wednesday, November 4th, 2009 at approximately 7:50 pm

Suspect(s): Mr. Keith Bessicks, 29, of the Unit Block of Palmer Road, Star Hill, Dover, DE

Resume:

On Wednesday, November 4th, 2009, at approximately 7:50 pm, Delaware State Police Troop 3 Governor's Task Force was working in conjunction with Kent County Probation and Parole on Rubeon May Drive, Woodland Mobile Home Park, Felton. Members of the unit observed Mr. Keith Bessicks on foot in the area. Computer checks confirmed prior to observing Mr. Bessicks that he had several active warrants for his arrest which prompted the members of the unit to attempt to contact Mr. Bessicks.

Mr. Bessicks fled the area on foot, crossing Plymouth Road, and attempted to conceal himself in approximately three-feet of water in a drainage ditch located along the edge of the roadway. A struggle ensued between Mr. Bessicks and unit members. Once Mr. Bessicks was taken into custody he was transported to DSP Troop 3.

Mr. Bessicks had outstanding capiases dating back to May 2007. The following are a list of the pending capiases against Mr. Bessicks:

2-Failure to Appear Capiases from Kent County Superior Court

3-Failure to Appear in Kent County Family Court

An outstanding warrant issued from Cheswold Police Department included the following charges resulting in a $7,000.00 cash bond:

1-Count of Possession with Intent to Deliver Cocaine (Felony)

1-Count of Possession of Cocaine (Felony)

1-Count of Possession of Drug Paraphernalia

1-Count of Resisting Arrest

1-Count of Possession of Marijuana

Another outstanding warrant issued from Smyrna Police Department included the following charges resulting in a $1,310.00 cash bond:

1-Count of Unauthorized Use of a Vehicle (Misdemeanor)

1-Count of Resisting Arrest

1-Count of Driving While Suspended

1-Count of Failure to have Registration Card

1-Count of Failure to Stop at a Stop Sign

1-Count of Failure to Signal a Turn

Lastly, Mr. Bessicks was charged with the following charges from the November 4th incident resulting in a $1500.00 secure bond:

1-Count of Offensive Touching of a Law Enforcement Officer (Misdemeanor)

1-Count of Criminal Impersonation

1-Count of Resisting Arrest

5-Counts of Criminal Mischief

Mr. Bessicks was committed to James T. Vaughn Correctional Center in lieu of $63,060.00 cash bond and $1500.00 secure bond.

MAN CHARGED IN ROCK THROWING ASSAULTS IN CECIL CO.


(North East, MD) – A man throwing rocks at cars in Cecil County Tuesday night and subsequently wounded by a trooper after threatening police officers was released from the hospital last night and has been charged criminally.

The accused is identified as Clyde S. Patterson III, 50, who had been staying at the Perry Point Hospital, a Veteran’s Administration facility in Perry Point, Md. State Police investigators served a warrant last night charging him with six counts of first degree assault, six counts of second degree assault and one count of malicious destruction of property. He was processed at the North East Barracks and, after an appearance before a court commissioner, was incarcerated in the Cecil County Detention Center on $250,000 bond.

Patterson was wounded the night of November 3, 2009, when he threatened police during a confrontation on Rt. 40 near North East. Troopers had been called to the area of Rt. 40 and Red Toad Road where Patterson had been seen throwing large stones at vehicles. Three vehicles were struck and damaged. Patterson told the driver of one of the vehicles he had a gun and showed the gun to the driver.

Patterson threw stones at two of the responding troopers, breaking the window glass on one of the patrol cars. He refused to surrender or show his hand that he kept putting in his pocket, implying he was armed. When he lunged threateningly at one of the troopers, he was shot once in the upper torso.

The Maryland State Police investigation is continuing.

DSP Presently Investigating A Shooting - Preliminary Release

1st Location - 3200o Block of Delaware Avenue, Oak Orchard, Millsboro
2nd Location - 32000 Block of River Road, Oak Orchard, Millsboro
3rd Location - Harris Teeter Grocery Store, 26370 Bay Farm Road, Millsboro
Date of Occurrence: Friday, November 6th, 2009 at approximately 12:13 am

Suspect(s): Unknown black male and white male possibly operating a gold or tan minivan; armed with an unknown shotgun

Resume:

The Delaware State Police received an initial 911 call from the 32000 Block of Delaware Avenue, Oak Orchard, for a possible burglary and shots fired complaint at approximately 12:13 am. Troopers converged on the residence. Preliminary reports from the victim indicated that an unknown black male approached the residence, asked for a person by name, whom the homeowner was not familiar with. The suspect then fired two rounds through the front door and fled. No injuries were reported at this location.

At approximately 12:29 am, Delaware State Police received a call indicating shots fired in the area of 32000 Block of River Road, Oak Orchard. Witness reports indicated that the shots were fired from a gold or tan minivan occupied by two individuals, one white and one black male. No injuries were reported at this location

At approximately 12:36 am a 911 call was received from the Harris Teeter Grocery Store, located at 26370 Bay Farm Road, Millsboro, for a robbery and shooting. The investigation is presently unfolding, however, at the present time reports indicate that two individuals were approached by a white and black male traveling in the above described minivan. The black male suspect exits the vehicle and ordered the two individuals to the ground. The suspect subsequently removes various articles of their property and fires one round striking one of the victims in the hand and torso area. The suspect vehicle then fled in an unknown direction.

The male victim that sustained injury was transported to Beebe Medical Center. The nature of the injuries are unknown at the present time.

As previously mentioned, the investigation is in very early stages. Police units from throughout the county have saturated the area and are working in conjunction to locate the suspect vehicle.
