ATTENTION ALL SALISBURY FIREFIGHTERS
Kratovil, Blue Dogs Succeed In Pushing Vote On Health Care To September
Congressional Leadership heeds Conservative Dems’ call for more time to review legislation.
Washington, DC – Today, House Speaker Nancy Pelosi (D-CA) and Majority Leader Steny Hoyer (D-MD) announced that a vote on health care reform legislation will not be considered on the House floor until after the August District Work Period. In a joint statement Pelosi and Hoyer thanked members of the Blue Dog Coalition and credited them with their leadership on the issue saying, “At the request of the Blue Dog Coalition, in order to allow more time to carefully review the additional proposed legislative language, we will bring the bill to the House floor in September.”
Rep. Frank Kratovil, a member of the House Blue Dog Coalition, has been particularly vocal about the need to provide the appropriate amount of time for Members of Congress to review this important legislation and discuss with their constituents. He had repeatedly advocated for pushing a vote until after the August recess in numerous conversations with Speaker Nancy Pelosi, Majority Leader Steny Hoyer, and White House Chief of Staff Rahm Emanuel. Kratovil released the following statement about the decision to hold the vote until September.
“Pushing the health care vote to September means that my colleagues and constituents will have the appropriate amount of time to consider, review and assess any health care reform legislation before a vote. Members of Congress may continue to disagree on the merits of the legislation, but reasonable folks from both sides of the aisle can agree that getting this done right is more important that getting it done quickly based on artificial timetables. I’m proud that we in the Blue Dog Coalition succeeded in arguing for more time.
“Our health care system in need of some reform, and we have a lot of progress we need to make in the areas of coverage, cost, and rural access. The current legislation still needs a lot of work, and so I’m glad we will now have more time to debate constructive changes to the bill. After decades of debate, we now have a chance to craft reform that puts us on path toward fiscal stability and middle class prosperity. That means that Congress has a responsibility both to this generation and future generations to get it right.”

Do health reform right instead of doing it quickly
By Frank Kratovil
July 26, 2009
In his press conference last week focusing on health care reform, President Barack Obama stated, "If we do not control these costs, we will not be able to control our deficit." I could not agree with him more. Our economy is buckling under the weight of a health care system that has us spending nearly twice as much per capita than other industrialized countries. Health care already represents 17 percent of our gross domestic product, and that figure is projected to rise to 25 percent by 2025 if action is not taken. With our national debt now topping $11.6 trillion and growing at a rate of more than $1 trillion this year, we urgently need to pass comprehensive health care reform that expands coverage while bringing costs under control.
In the rural parts of our state, including much of the Eastern Shore, we face the added challenge of having to address a worsening shortage of qualified providers. Low insurance reimbursement rates and a flawed Medicare payment formula make it difficult for Shore communities to attract and retain skilled doctors and nurses. Even if health care reform eliminates the coverage gap, rural Marylanders will still have a tough time finding a doctor if these systemic flaws are not adequately addressed within the reform legislation.
The challenges facing lawmakers on all three of these fronts - coverage, cost and rural access - are considerable. After decades of debate, we now have what may be a short window to finally make progress by passing health care reform legislation that will put our nation back on a path toward fiscal stability and middle class prosperity. That means that Congress has a responsibility both to this generation and future generations to get it right.
That is why recent comments from Doug Elmendorf, director of the nonpartisan Congressional Budget Office (CBO), were so concerning. Mr. Elmendorf testified before a Senate panel that the legislation pending before the House would not adequately address the cost crisis, and would actually worsen our federal government's long-term fiscal outlook. While I agree with President Obama that skyrocketing costs and a lack of coverage signal a need to reform health care in our country, the CBO's findings cast legitimate doubts as to whether the legislation before the House will accomplish these shared goals.
At the very least, these questions about this bill's long-term fiscal implications should highlight the need to be deliberative and thorough in reviewing this health care reform legislation. We should not rush any plan through Congress that has not been properly vetted. The bill must be tweaked until neutral budget analysts confirm that it will sufficiently bend the cost curve to improve our fiscal outlook.
Members of Congress must then have the time to talk with local stakeholders - such as the health care providers on the Eastern Shore who are at the front lines of the rural access crisis - to judge whether it adequately address these regional concerns. Getting this right is more important than getting this done by an artificial deadline.
I realize that there are some in Congress who will oppose any type of reform, not based on merit but for purely political reasons. But for those of us who reject this obstructionism and are firmly committed to reforming our system the right way, it is imperative we spend the time to get this right. I have urged both the White House and Democratic congressional leaders to make sure we have enough time to thoroughly review any proposal before a vote. I believe that anything worth doing is worth doing right, and I will not support any legislative proposal until its full consequences for cost, coverage and rural access have been thoroughly examined.

Blue Dog Statement on Health Care Reform Legislation In The House
Washington, DC - Today, Representative Stephanie Herseth Sandlin (D-SD), Blue Dog Co-Chair for Administration, issued the following statement regarding the continued development of health care reform legislation in the House.
“The Blue Dogs have been successful in ensuring the House will have time to assess the committee products on health care reform, both in the House and the Senate, as there will be no vote on the House floor before August.
“Blue Dogs believe fundamental reform of our health care system is needed to control rising health care costs, increase quality and value, and improve access to coverage and care. Comprehensive health care reform must be deficit-neutral and bend the cost curve in the long run. We also believe health care reform must preserve patient choice of provider and maintain competition within the marketplace.
“Progress has been and will continue to be difficult, but getting it right is more important than getting it done right away or working on artificial timetables. Before the full House considers a bill, the Blue Dog Coalition will assess the scoring by the Congressional Budget Office and ensure it appropriately reflects the principles we have articulated. While it appears ongoing negotiations at the committee level have yielded a number of important concessions in the direction of our principles, many Blue Dogs remain concerned with various aspects of the bill draft. We remain committed to being a positive and productive influence in the process and improving the bill even further, including through the amendment process in committee.
“The 52-member Blue Dog Coalition has not taken a group position on the draft health care legislation that is working through the committee process. Today's announcement signifies that the committee process is moving forward. The committee will work its will, but the broader coalition has not ratified any agreements related to the draft legislation.”
The fiscally conservative Democratic Blue Dog Coalition was formed in 1995 with the goal of representing the center of the House of Representatives and appealing to the mainstream values of the American public. The Blue Dogs are dedicated to a core set of beliefs that transcend partisan politics, including a deep commitment to the financial stability and national security of the United States. Currently there are 52 members of the Blue Dog Coalition. For more information, visit the Blue Dog Website at http://www.house.gov/melancon/BlueDogs/.
Blue Dog Democrats Announce Deal On Health Care Reform
After days of intensive negotiations, a group of key moderate Democrats on Wednesday announced that they reached a health care reform deal with the White House and congressional leaders.
The compromise would cut the cost of the $1 trillion-plus package by $100 billion, according to one member of the fiscally conservative Blue Dog Coalition. The deal would also ensure that the proposed government-run insurance program would not be forced on anyone.
"We have reached an agreement that will allow health care reform to move forward," said Rep. Mike Ross, D-Ark.
Seven Blue Dogs had held up passage of the bill in the House Energy and Commerce Committee over concerns about cost and the speed at which Democrats were advancing the legislation. The committee is the only House panel that hasn't voted on the bill.
Ross said four of those seven agreed to the compromise Wednesday. But that gives Chairman Henry Waxman, D-Calif., enough votes for passage.
With the announcement, the committee is set to meet Wednesday afternoon for a mark-up of the bill. A mark-up is where lawmakers finalize legislation.

BREAKING NEWS: House Republicans Release $700B Health Care Plan
Some of the ideas in the plan appeal to moderate Democrats, but with Republicans out of power, there's little likelihood their proposal will be enacted. Nonetheless, it will give GOP lawmakers under fire for their opposition to President Obama's plan something positive to point to when they go home for the congressional August break.
"We are introducing this bill because we support health care reform, but in way that empowers patients," said Brendan Buck, a spokesman for the House Republican Study Committee. "While the president continues to insist there is appetite for the status quo in Congress, it's not coming from Republicans."

"Blue Dog" Democrats May Be Folding On Health Care
RALEIGH, N.C. – Congress reported progress on legislation to overhaul the nation's health care Wednesday as President Barack Obama introduced a retooled message asserting his plan would protect Americans and limit insurers' power.
"We have a system today that works well for the insurance industry, but it doesn't always work well for you," Obama told more than 2,000 people in a North Carolina high school gymnasium. "What we need, and what we will have when we pass these reforms, are health insurance consumer protections to make sure that those who have insurance are treated fairly and insurance companies are held accountable."

HEBRON PUBLIC HEARING POSTPONED
It is the Town of Hebron's desire to provide accurate, clear and consise information to the public and other commenters and these adjustments are necessary for us to achieve our goal. A new hearing will be set after these changes have been reviewed and approved by the Hebron Planning Commission."

One Citizen wrote into Salisbury News and said:
Hebron must have realized that the requests of citizens to postpone the public hearing set for Friday night on its Comprehensive Plan could not be denied! It is unbelievable that a municipality would have even scheduled a public hearing on a Friday evening, which appeared calculated to minimize attendance of citizens and officials wishing to testify. But....in Hebron, it's a different world!
Big Government Medicine
Tribune Media Services
Big new taxes. Big new spending. Big new government. This seems to be the proposed cure for the Wall Street-inspired recession.
The government now runs major banks and companies, and plans to take control of the American health-care system. And it aims to tax how energy in the United States is used to monitor carbon use.
But wait! Recent financial rescue and stimulus plans, together with other new government initiatives, have already led to the largest dollar deficits in American history, projected to be near $2 trillion at fiscal year's end.
Before some of these new proposals are even enacted, public spending will eat up 45 percent of our gross domestic product — the largest percentage in our history except for the war years 1943-45. And in two years — or even less — our national debt will soar to 100 percent of GDP. Yet the pie shrinks even as we promise to serve more slices.
Recent Rasmussen and Politico polls show that voters still like the embattled President Obama — but not so much his new policies on the stimulus, cap-and-trade and further regulations on business. Why?
First, our present troubles were not just a result of Wall Street's undeniable graft, and bigger government isn't necessarily the proper cure.
The incompetence of the government-run Freddie Mac and Fannie Mae — staffed by greedy Washington political insiders and overseen by blowhard politicians like Barney Frank — first triggered the September 2008 meltdown. If the present growth in government regulation is a response to avaricious bankers and investors, what is the proper antidote to the chicanery of the government-run Freddie and Fannie?
Second, well over 40 percent of American households now do not pay federal income taxes and so traditionally don't mind getting more entitlements that they don't have to pay for. But that could change soon.
With such staggering deficits, it's becoming more difficult to believe that Obama can keep his campaign promise that 95 percent of taxpayers will not have to pay new taxes. There just are not enough wealthy sheep to shear — despite an array of new federal, payroll and state taxes.
Third, for all the spread-the-wealth talk, the new government overseers do not think the rules apply to themselves. News accounts highlight the expensive entertainment, dining and clothing tastes of the First Couple. Remember, also, that our Treasury secretary, Timothy Geithner, who oversees the Internal Revenue Service, avoided thousands of dollars of his own tax obligations. So did some in Congress like Rep. Charles Rangel, head of the House Ways and Means Committee, and a number of others nominated to the president's Cabinet.
In other words, we typically are not seeing big-government grandees with lifestyles to match their populist rhetoric.
Fourth, it's hard to accept the notion that the government can do things better than the private sector. If the government controls health care, will doctors' waiting rooms soon resemble the dreaded Department of Motor Vehicles offices? Will cap-and-trade bureaucrats daily monitor our life-giving electricity-producing plants to ensure they don't have too large a carbon footprint?
Finally, even after the financial meltdown, history is still running against collectivism. Communism self-imploded. Socialism doesn't work in Venezuela. Even in the midst of bank collapses, European statist governments are moving rightward, not more to the left.
It's clear that Americans are mad at Wall Street crooks and corporate elites who took mega bonuses despite falling profits. But why does that mean the government, in its quest for more regulation, now targets job-producing small and family businesses with steep new taxes and health-care regulations?
In other words, the medicine of big government is even worse than the original disease on Wall Street, and the falling polls for the president's initiatives show the American people are catching on to this.

Well, here's a pic that I took last Saturday while Cheri and I were on

When we saw this little gem on the side of the road, we just had to stop

Car Bomb Strikes Spain Barracks, Wounding 46
MADRID - A car bomb exploded outside a Civil Guard barracks in the northern Spanish city of Burgos early on Wednesday, injuring 46 people in an attack authorities blamed on Basque separatist rebels ETA.
The blast at around 4 a.m. (10 p.m. ET) ripped away most of the outer wall of the multi-storey barracks in one of the biggest attacks for some time by ETA, whose ranks have been decimated by arrests.
"It's almost a miracle no one was hurt more seriously," an emergency services spokesman said, adding that the barracks had been evacuated and fire fighters were going through the building.

Dear Mr. Kratovil
I was so disappointed when I called your DC office. I am a very busy working mother of two, who called you in route to my job today. I asked your staffer where you stood on the healthcare bill and simply to convey to you that I think the healthcare bill proposed, is horrible and does not address any issues specific to healthcare costs. I requested that you please vote against it because I feel it is too expensive to the taxpayer. It's another real tax, that in our present economy, we can't sustain. I believe it to be a job killer and in a time when we need small businesses to create jobs. This is not a time to increase personal or business taxes, which this bill surely will. I went on to explain the impact on small business and the tax implication to all workers, patients, and doctors.
Your staffer told me you were undecided on the bill. He then went on to debate me about the bill. He was a somewhat indignant and condescending as he asked me for specifics of what I disagreed with in the 1,200+ page bill. Frankly, it seemed as if he was testing me to see if I actually had solid reasons to oppose it (outside the fact that we can't afford the additional taxes) I explained that I hadn't read all 1,200+ pages of the bill, but I hope you had. I had read numerous pages of the bill and found plenty of concerns with it within the first 60 pages. Your staffer requested specifics, so I told him about my concerns regarding the unexplainable rush to get a bill passed through the house before the August break. I don't understand this crazy rush to pass it. That is not transparency. We need to know every specific to this proposal. I sited issues regarding the elimination of the private insurance sector that is apparent in this bill as well a deep concern for the social security office conducting end of life consultations for our elderly. Additionally I stated, we can not afford this. (AGAIN) I forgot to mention that the bill appears to cover non-citizens as well. I don't know about everyone, but I can not take care of the entire world, nor do I desire to.
I thought that when I called your office I would be able to voice my opinion and say yay or nah on a vote and give a brief explanation, that would be communicated to you. I had NO IDEA I was calling to provide sources for a debate to your staffer. I surely would have had the bill in front of me if I knew this was the venue. I was also shocked the staffer never even asked for my name and address for your records that I am sure you keep of your constituency. I mean, I could of been anyone. You do keep public records of our calls, right?
I AM in an independent household and I'm really very unhappy with this sort of condescension regarding my communication to your office. I mentioned to your aid, I had concern because I KNOW you had a huge amount of people call you to ask you to vote against cap and trade and you did anyway, while you took a ton of money from the league of conservation voters, who threatened you. (on public record) if you did not vote for it.
I'd appreciate a more respectful response than what I got from your office, which was again condescending, insightful, argumentative and disrespectful.
California Is Bankrupt - The United States Of America Is Next.
Nobody listened to the warning signs and it happened to California. To make the situation worse, their politicians are not willing to sign off on the needed cuts. In the meantime, the State writes I.O.U.'s to many of its creditors. Their inaction is only compounding and prolonging the inevitable financial and structural devastation.
Alarmist - No - Factual
Our Country is being crushed by bail outs, bureaucracy and debt. Current U.S. Federal debt is $546,668 per U.S. household. Do we really expect the politicians who have been a part of our crisis' to suddenly awaken from their denial and fix what has been put off for decades?
The difference between California and our Country is: The U.S. government will bail out California directly/indirectly. Our largest debt holder, the Chinese government, will determine terms for repayment if the U.S. government defaults. It is time "We The People" save America ourselves. With hard work, sacrifice and common sense, we can avoid the unthinkable. Capitalism is not broken, it is being destroyed by Federal debt, high taxes and overreaching government controls. Revenue and employment is being lost nationwide because our free market economy is not being allowed to be free.
1) Medicare reform and the health care crisis has been resolved (and rejected by Congress 5/09) compliments of The Mayo Clinic Health Policy Center (see Health Care page).
2) Incinerate a majority of our garbage, instead of overfilling our landfills, to clean up our water and generate clean efficient energy.
3) Build 50 nuclear power plants today and we will solve our energy crisis.
4) Resolve our illegal immigration crisis using existing laws today (see Immigration page).
5) Structure our deficit into a 30 year fixed payment plan and operate within a real balanced budget (see Monetary Policy page).
6) Use the original recipe that made The American Pie the envy of the world (see Faith page).
Yes, it is actually this quick and easy to avoid the unimaginable. The resolutions are sitting on the table and are being completly disregarded by the powers that be. Let's elect a President who thinks outside of the Washington box. We need someone who will not only encourage and support these practical solutions, but will back it up by implementing them. We need someone who is focused on the next generation of Americans, not the next set of poll numbers (see Why Tom page).
I am Thomas J. Miller and I want to be our next President of the United States of America.

HANDBAGS
Happens a lot! It's not always the 'restaurant food' that causes stomach distress. Sometimes 'what you don't know will hurt you'!
Read on.............
Mom got so upset when guests came in the door and plopped their handbags down on the counter where she was cooking or setting up food. She always said that handbags are really dirty, because of where they have been.
It's something just about every woman carries with them. While we may know what's inside our handbags, do you have any idea what's on the outside? Women carry handbags everywhere; from the office to public toilets to the floor of the car. Most women won't be caught without their handbags, but did you ever stop to think about where your handbag goes during the day.
'I drive a school bus, so my handbag has been on the floor of the bus a lot,' says one woman. 'On! The floor of my car, and in toilets.'
'I put my handbag in grocery shopping carts and on the floor of the toilet,' says another woman 'and of course in my home which should be clean.'
We decided to find out if handbags harbour a lot of bacteria. We learned how to test them at Nelson Laboratories in Salt Lake , and then we set out to test the average woman's handbag.
Most women told us they didn't stop to think about what was on the bottom of their handbag. Most said at home they usually set their handbags on top of kitchen tables and counters where food is prepared.
Most of the ladies we talked to told us they wouldn't be surprised if their handbags were at least a little bit dirty.
It turns out handbags are so surprisingly dirty, even the microbiologist who tested them was shocked.
Microbiologist Amy Karen of Nelson Labs says nearly all of the handbags tested were not only high in bacteria, but high in harmful kinds of bacteria. Pseudomonas can cause eye infections, staphylococcus aurous can cause serious skin infections, and salmonella and e-coli found on the handbags could make people very sick.
In one sampling, four of five handbags tested positive for salmonella, and that's not the worst of it. 'There is faecal contamination on the handbags' says Amy. Leather or vinyl handbags tended to be cleaner than cloth handbags, and lifestyle seemed to play a role. People with kids tended to have dirtier handbags than those without, with one exception.
The handbag of one single woman who frequented nightclubs had one of the worst contaminations of all. 'Some type of faeces, or possibly vomit' says Amy.
So the moral of this story is that your handbag won't kill you, but it does have the potential to make you very sick if you keep it on places where you eat. Use hooks to hang your handbag at home and in toilets, and don't put it on your desk, a restaurant table, or on your kitchen countertop.
Experts say you should think of your handbag the same way you would a pair of shoes. 'If you think about putting a pair of shoes on your countertops, that's the same thing you're doing when you put your handbag on the countertops.'
Your handbag has gone where individuals before you have walked, sat, sneezed, coughed, spat, urinated, emptied bowels, etc!
Do you really want to bring that home with you?
The microbiologists at Nelson also said cleaning a handbag will help. Wash cloth handbags and use leather cleaner to clean the bottom of leather handbags.

A Letter From Congressman Kratovil On Health Care
Thank you for contacting my office to share your thoughts on healthcare reform. As you are aware, Congress is currently considering numerous reform proposals, including H.R. 3200, America's Affordable Health Choices Act. H.R. 3200 is currently being considering in the House Committee on Energy and Commerce, and House Leadership has expressed a desire to bring the bill to the floor this week if possible. Given the importance and timely nature of this issue, I appreciate you taking the time to share your opinion with me.
In my view, comprehensive healthcare reform is necessary and long overdue. Healthcare costs have been on the rise for years, and these costs represent one of the biggest threats to our nation's fiscal health. If we fail to act and allow the status quo to continue, then healthcare inflation will continue to burden families, small businesses, and the federal government with unsustainable costs. We therefore must carefully craft legislation to expand health insurance coverage while reforming the healthcare delivery system to reduce costs and improve quality. We must also ensure that any reform proposal corrects regional inequities in the Medicare reimbursement formula that make it difficult for rural areas like Maryland's Eastern Shore to attract and retain enough skilled healthcare providers.
Healthcare reform is one of the most important legislative issues that will be considered by the 111th Congress, which is why I have been urging both the White House and Congressional leaders to take the time to develop a deficit-neutral plan to fully address the priorities of coverage expansion, cost containment, and rural access. While the process of developing this legislation is still ongoing, I wanted to take this opportunity to share with you an op-ed from Sunday's edition of the Baltimore Sun that lays out where I stand at this point of the debate.
At this time, it is not clear when H.R. 3200 will come to a vote before the full House of Representatives. Many of its key provisions are still the subject of negotiations between House Leadership and a number of my colleagues in the Blue Dog Coalition of fiscally conservative Democrats. Until the outcome of these negotiations are known, it would be premature to say whether or not I could support the final bill, but I have stated plainly that I will not support any proposal until I have had ample time to read, review, and evaluate the full text of the bill. To that end, I am also pleased to tell you that I have signed on as a co-sponsor to H.Res. 554, a resolution that would require that all Members of Congress be given a minimum of 72 hours to review any piece of legislation before the legislation could be brought to a vote.
It is imperative that we enact a strong bipartisan healthcare reform bill that works for all Americans. We must pass legislation that enjoys broad support and effectively and efficiently expands health insurance coverage, reduces costs, increases access, improves quality, and is deficit neutral. Healthcare reform must be considered with reasonable time allowed for thoughtful consideration to provide confidence in the legislation's real costs and to ensure that rural America is not left behind.
Please be assured that I will keep your views in mind and continue to communicate with you as Congress considers healthcare reform legislation. Please do not hesitate to contact me again in the future regarding issues that concern you. I believe that continuous communication with the residents of the First District is essential to helping me be an effective advocate for you in Congress. To stay informed, please visit my website at www.house.gov/kratovil.
Thank you again for contacting me and I look forward to hearing from you.
Sincerely,
Frank M. Kratovil, Jr.

Health Care?
On page 425 it says in black and white that EVERYONE on Social Security, (will include all Senior Citizens and SSI people) will go to MANDATORY counseling every 5 years to learn and to choose from ways to end your suffering (and your life). Health care will be denied based on age. 500 Billion will be cut from Seniors healthcare. The only way for that to happen is to drastically cut health care, the oldest and the sickest will be cut first. Paying for your own care will not be an option.
Now, CALL YOUR PEOPLE IN WASHINGTON!!!!!!!!!!!!!!!!!! Tell them to read page 425 if they don't read anything else. Surely some of them have parents.
