Four Juveniles Arrested For Vehicle Theft

Location: State Street, Delmar, Delaware, Sussex County

Date of Occurrence: Wednesday, July 29, 2009- at approximately 1:27 am

Suspect(s):
● Tori Luff, 15, of Bucks Branch Road in Seaford, Delaware
●Alexandria Phippen, 14, of Brittingham Road, in Delmar, Delaware
●Amber Austin, 15, of Traci Drive, in Laurel, Delaware
●Tyler J. Cornish, 17, of Traci Drive, in Laurel, Delaware

Resume: On Wednesday morning at approximately 1:27 am Troopers from Troop 5 were dispatched to the area of Sussex Highway and Dorothy Road for subjects throwing rocks at passing vehicles. Upon arrival in the area a Trooper observed a Ford Expedition pulling into a church parking lot.

Due to the church being closed along with the vehicle proceeding to the rear parking lot, the Trooper stopped the vehicle. As the investigation unfolded it was discovered that the Ford Expedition had been stolen from a local business. Troopers then contacted the owner of the business who advised them he did not know the vehicle was missing.

All four occupants of the vehicle were taken into custody and charged with, Theft of a Motor Vehicle, Conspiracy Second Degree, Criminal Trespass Third Degree, and Receiving Stolen Property. All four defendants were then released to their parents pending an arraignment in Family Court.

  1. In Sussex County..The Car owners may as well submit the damages to their Insurance company...Nothing will happen th juvenile offenders...I was in The Sussex county Family Court Yesterday...Nothing is going to happen to a juvenile !!!!

  4. Interesting that the names were released, being that all the perps were juveniles.

    Family court won't get you anywhere. Instead, go after the parents:

    I believe that victims can file claims against the parents for damages. Many homeowner policies have certain "liability" coverages, some of which have "no fault" provisions.

    Best to try that avenue first, rather than your own comp coverage on your auto.

  5. For more severe crimes they release the names.They should release the parents names too i think,maybe it would give them an incentive to reign these kids in.

  7. It does not matter if these were more serious crimes. They have to be charged as adults to get their names released. The reason they are not released is becuase it is the law. Trust me these turds are turds and probally will get nothing out of it like most juveniles. But I tend to side with the law and there names should not have been released and my guess is that they will be retracted and some officer/trooper will be in the jackpot for this slip.

  8. Ok I own an expedition and I was told it will NOT start unless the key with the electronic chip is used. How did they manage to steal this vehicle? Was the key left in it?

  9. I know these kids and their parents don't hold them accountable for their actions. They are probably bragging on their Myspace about it. It's sad!

  11. they didnt "steal" the car they had the keys and took the car from the parking lot that the car was located at

  12. Having the key to the vehicle does not make it any less of a theft,it is still "stealing" a car.

  13. What is sad is when your child makes the wrong choice. What is sad is when everyone is so quick to pass judgement or gossip, instead of praying for the teenagers or offering support to the family. If everyone would pass the book over to us on how to raise the perfect teenagers, I would be so grateful. Very bad incident, I am very upset and embarrassed, however; I can honestly say it has been a wake up call and a lesson to be learned from.

  14. I know the parents of three of the four children. They are upstanding members of the community and VERY involved in the lives of their children. One of you commented that you know the parents and they don't hold them accountable. I can tell you that is absolutely NOT the case with the parents I know. In addition, their kids are good kids who made bad choices. Totmom, come back top us when yours is no longer a Tot. You thinking changing diapers is hard work? Wait until you have to raise a teen, that's a real treat. You can only teach them right from wrong, it is up to them to use the knowledge you have given them. Sometimes, the way we learn is through our own mistakes.

    Are you serious?I know raising teenagers is not easy-not too long ago I WAS one myself.I am not a perfect parent,nobody is...
    If my child sneaks out at 14 to run the streets at 1am she had better make a night of it because she will not be allowed outside again(besides school)for a long time.I hope the kids involved in this incident are dealt with as severely.

  16. i also know the kids very well and i know the parents also and i dont think that "blutojthetotmom" has any room to speak in this matter because she doesn't know the kids at all. the kids are honestly good hearted kids who just made a mistake. i know them on a personall level, and i know that they will learn from this especially alex and amber.

  17. I know these kids.. this isn't the first time most of them have been in trouble, big trouble. Kids make mistakes but at some point they have to be seriously held accountable.. these parents aren't and haven't done that.

I would like to know how in the world does the person that states they know these kids and parents know that they have not been held accountable for their actions and know what punishment has taken place???? They ASSUME they know everything and what happens in the home...but....then again its just more fun for them to talk about them and run them and us as parents in the ground. Let me use her words and say...."that's sad".

  20. kids make mistakes. point blank. and i can garuntee that most of you dont know the kids, you just think you do. the kids are sorry for what they did and unless you know them, you should have nothing to say. and for some of you to critisize the parents? wow. parenting is a hard job and you all should know that. the point of all of this is that THEIR TEENAGERS. they're going to make mistakes, and in the end they will learn from them. keeping them in the house and not allowing them to do anything isnt going to solve anything. they will learn from their mistakes.

  21. judge not or you may be judged. i know 2 of these young people before they were born . yes they made a bad choice getting into that car and their parents have dealt them their punishment as well has family court. they are good kids who made a mistake and have never been in trouble before .i know of only one man who is sinless. i thank god every day for these two wonderful kids.
