INDIANAPOLIS — A 750-pound woman who died in her bed was covered with a carpet and pulled out of her apartment on the mattress in view of neighbors, then hoisted onto a flatbed wrecker to be taken to the county morgue. Marion County Coroner Frank Lloyd Jr. says he's investigating why a contractor with equipment capable of handling obese corpses was not used, and he has apologized to the family.

"It could have been handled in a better fashion, there's no question about that," he said Thursday.

Teresa Smith, 48, died Tuesday at her apartment, where she had been confined to bed because of her weight.

Lloyd said it wasn't clear why coroner's officials contacted a wrecker company to transport the corpse instead of using the regular body removal contractors who were at the scene. He said that the regular contractor is equipped to handle large corpses, and he was looking into why a different contractor hired more rarely was used.

"You know how you hoist a car on a flatbed with a chain? That's how they took her up there," Smith's boyfriend, David Johnson, told The Indianapolis Star.
Lloyd said that the carpet was the only suitable covering available but acknowledged it was not the best way to handle the situation given that Smith's body was visible to some apartment dwellers in a small courtyard between buildings.

"We cannot control what neighbors do on balconies," he said, adding that privacy was a key concern.

He said his office was considering purchasing a special cart for obese corpses.

Wilmington Man Dies In ATV Accident

Location of Incident: Private residence along the 20000 block of Sapp Road in Milford, Delaware, Sussex County

Date and Time of Occurrence: Friday, May 22, 2009, at approximately 12:38 p.m.

Resume: Troopers and emergency personnel were called to the above listed residence today in reference to an ATV Crash.

This investigation revealed Michael Schifferer, 28, of North Clayton Street in Wilmington, was operating a 2006 Arctic Cat Proweler ATV (resembles a dune buggy with a roll bar). During the operation, this vehicle overturned and Mr. Schifferer struck his head on the ground, resulting in a fatal injury. He was transported from the scene to Milford Memorial Hospital where he was pronounced dead.

At the time of the crash, Mr. Schifferer was wearing a seatbelt, but not a helmet.

No charges are expected to be filed.

FIRE MARSHALS AND TROOPERS INVESTIGATE DEATH AND FIRE IN CARROLL COUNTY

(Hampstead, MD) – Deputy state fire marshals and state troopers are investigating the death of a man whose body was found inside a burning truck on a Carroll County church parking lot early this morning.

The victim is described as a white male, possibly 35-45 years of age. The name of the individual is not being released at this time. Although a possible identity is known, a positive identification of the body has not been made.

At about 4:15 a.m. today, a 9-1-1 call was received from a near-by resident who reported a fire on the parking lot of St. Mark’s Lutheran Church, in the 1600-block of Cape Horn Road, Hampstead, Md. Units from the Hampstead Volunteer Fire Department responded to the scene and extinguished the blaze that had engulfed a 2006 diesel Ford utility pickup truck with a crew cab. Fire personnel found the victim deceased in the back seat of the truck and notified law enforcement authorities.

Deputies and a K-9 team from the Office of the State Fire Marshal and troopers from the Westminster Barracks responded to the scene. Investigators from the Westminster Barracks Criminal Investigation Section, the State Police Homicide Unit, and crime scene technicians from the State Police Forensic Sciences Division also responded to assist with the investigation.

The victim’s cause of death is not known at this time. His body was taken to the Office of the State Medical Examiner in Baltimore for an autopsy. There were no immediately obvious signs of trauma on the body, other than what are consistent with burn injuries.

The truck was destroyed in the fire. A cause of the fire has not been determined at this time and remains under investigation by the Office of the State Fire Marshal.

The truck was owned by Sunrise Safety Services of Glen Burnie, Md. The company is one of the contractors working on the Hampstead Bypass.

Anyone with information about this incident, or who may have been driving on Cape Horn Road between the hours of 9:30 p.m. yesterday and 4:15 a.m. today, is urged to contact Maryland State Police at the Westminster Barracks. Investigators can be reached at 410-386-3000.

What I intended to say was that during EMS week there are a couple of free classes provided, and perhaps for the future we could consider offering the free classes more often for the public. 2. Shawn James Lewis, 18, Berlin, MD

Narrative: On 16 May 2009 at 11:11 AM, deputies from the Wicomico County Sheriff’s Office responded to a reported residential burglary in the 36200 block of Mount Pleasant Road in Willards, MD. Upon meeting with the victim it was learned that cash and personal electronics were taken. During the investigation, the deputy discovered a witness who was able to provide suspect info and a description of the vehicle they used. With the assistance of the Worcester Sheriff’s Office, the vehicle used along with one of the suspects, Michael J. Ruarke, were located at a residence in Berlin.

The investigating deputy responded to Berlin, identified Ruarke and also seized property in his possession that had been stolen from the victim. Investigation identified Shawn Lewis as the second individual involved in this crime; however Lewis could not be located.

Ruarke was arrested and transported to the Central Booking Unit at the Wicomico County Detention Center where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Ruarke was detained by the Commissioner in lieu of $100,000.00 bond.

A warrant for the arrest of Shawn Lewis has been obtained, charging him with 1st Degree Burglary. Lewis is a white male, 18 YOA, 5’7”, 135lbs. Anyone with information as to his whereabouts is asked to contact the WCSO at 410-548-4890 or Crime Solvers at 510-548-1776.

Mayor Remedies Council Health Insurance Issue

Salisbury Mayor James Ireton, Jr., is pleased to announce that he has resolved the issue of health insurance for City Council members, which has recently been a subject of disagreement. Mayor Ireton has directed that the cost of health insurance for City Council members be added to the amended budget ordinance that is to be considered by the Council at their May 26, 2009 meeting. The Mayor stated that he has researched this issue and concluded that the exclusion of this cost from the proposed budget was an error on the part of the mayor’s office. “My research shows that there has to be a separate vote by resolution to change the health care policy and contract,” said Mayor Ireton. “The mayor’s office cannot cut this funding without that vote.”

Mayor Ireton continued, “The Council can no more refuse this correction than reject other budget corrections, such as the additional cable revenues and additional payment to PAC14, or apply $27,000 additional in Highway User Funds to something other than streets. As with these examples, there does not need to be a separate budget amendment for the health insurance. Corrections to the budget have been made before by the mayor’s office during the budget process. The mayor’s office must correct this error as well.”

“I know Council President Smith supported this funding reinstatement at Tuesday night’s budget session and would want the Council to be in compliance just as much as I want the mayor’s office to be in compliance,” said the Mayor. “If the Council wishes to change the health insurance coverage policy by a resolution to be sent to my desk, then that is within their domain.”

Wicomico BOE Swaps Dollars Rather Tighten Belt

Yesterday, in what was probably the most important work session of Wicomico County Council's FY 2010 budget deliberations, the Wicomico County Board of Education (WCBOE) showed even more disdain for Maryland and Wicomico taxpayers. To meet a $2 million shortfall the WCBOE proposed a multi-million dollar bait and switch that would land Supt. John Fredericksen and his crew in prison if we were talking about a private company rather than a government bureaucracy.

Here are the basics of the "grand scheme":

• Last year, Wicomico County funded the WCBOE with $700,000 ABOVE the state mandated maintenance of effort (MOE). The WCBOE proposes to transfer that money BACK to Wicomico County and then have the county transfer the funds back to WCBOE.

• A few years ago the county passed legislation enabling the WCBOE to establish a "School Construction Savings Plan" (SCSP). Any surplus left at the WCBOE is supposed to go into the SCSP. The WCBOE proposes that $1.3 million be taken from this fund, transfered BACK to the county, and then transferred back to the WCBOE.

Only in government would such a scheme be considered "savings".

Salisbury Police Department Press Release

On May 20, 2009 at approximately 7:39 am, Officers of the Salisbury Police Department received a call to respond to the railroad track area at the rear of Pat’s Pizzeria for the report of an attempted armed robbery. Upon arrival the officers met with a single victim who advised that he had been located behind the Pat’s Pizzeria business near his vehicle when he was approached by two (2) suspects. The suspects produced small wooden sticks and threatened the victim, demanding his U.S. Currency. The victim resisted the suspects and fought with one suspect, causing both suspects to flee from the area on foot without any of the victim’s property. Other witnesses observed the suspects run to an older red two door passenger vehicle and flee from the area. There were no injuries.
The suspects are described as:
White male, 20 years of age, 215 lbs., wearing a black shirt, black pants, and a black mask over his face.

This investigation is continuing.

On May 21, 2009 at approximately 1:45 am, Officers of the Salisbury Police received a call to respond to the Burger King Restaurant on South Salisbury Boulevard for the report of an armed robbery. Upon arrival the officers were advised that three (3) suspects had confronted the employees of the business and had taken U.S. Currency from the store. The suspects made entry into the business then two (2) of the suspects produced handguns and threatened the employees. Once the suspects received the U.S. Currency from the business, the suspects fled from the area. There were no injuries. The suspects are described as:
Black male, 5’08”, 150 lbs., wearing a blue hooded sweatshirt with orange sleeves and white and orange stripes, and dark colored jeans.
Black male, 5’08”, 150 lbs., wearing a blue sweatshirt which appeared to have white paint on it, blue jogging pants with an orange stripe and white shoes.
Black male, 5’07”, 130 lbs., wearing a black hooded sweatshirt and blue jeans.

WICOMICO STUDENT SHOOTS DOWN THE COUNTY’S BUDGET WAIVER

Well, Danke Derek Wu, actually participated in the decision, as the current "Student Member" of the Maryland State Board of Education. Last week that body denied the request by Wicomico County for a waiver of the "maintenance of effort" requirement, so that the $2 Million reduction in funding for the school system proposed for the FY2010 County budget by County Exec. Rick Pollitt could be made without resulting in forfeiture of a considerably greater amount of state aid for education. Mr. Wu is a senior at James M. Bennett High School in Wicomico County. He serves as president of school’s Student Government Association (SGA) and as a member of the Maryland Association of Student Councils.

Unfortunately, if Mr. Wu’s goal was to make sure that Wicomico County did not shortchange the school system, he may be disappointed. The County is now touting a plan in which various funds in accounts of the Board of Education would be transferred to the County, which would then add that money to the budget appropriation, and it could be put back in those accounts, but only after counting against the maintenance of effort requirement as part of the "appropriation" in the budget.

Today I will be at a seminar for most of the day. I had been invited a couple of months ago and chose to participate for the good of our community.

That being said, comments will post slower than normal and we may even lack in Posts for the day. Thanks for understanding and I will fill everyone in on the outcome of today's success at some point this afternoon.

Protect And Serve?

Some time ago you posted a picture of a Deputy Sheriff who was changing a tire for someone alng the side of the road. This was a prime example of a law enforcement officer going above and beyond to help someone in the community in which he serves.

But I have an example of a law enforcement officer who operates on the other end of the spectrum.

This afternoon at around 2:30 the Maryland State Police received a complaint of a hit and run in the parking lot at the Good Fella's Restaurant in Pittsville. A female trooper named Tingle responded and met with the victim who advised that she had parked her car in the parking lot at that establishment where she works earlier in the day and that her car had no damage to the rear bumper and that when she returned to the vehicle a few hours later her rear bumper was damaged. I observed as Trooper Tingle looked at the damage. The damage consisted of the rear vinyl bumper cover being cracked with white paint transferred to it over an area of approximately two square feet. Trooper Tingle told the owner that she didn't believe that damage was caused while it was in the parking lot. Trooper Tingle further told the owner that she thought that someone else had taken the car somewhere and the damage was caused elsewhere. The owner explained that she had the only set of keys and that no one else took the car anywhere. Trooper Tingle the told the owner that there was no way someone could have caused the damage without the owner hearing it from inside the establishment. Come on Trooper Tingle! It's a friggin' vinyl bumper cover! How much noise do they make when they crack? Do they make enough noise for someone to hear when they are cooking on a grill with the large exhaust fans running? The Trooper Tingle advised the owner that the State Police doesn't do investigations on accidents that occur in parking lots and left.

The owner of the vehicle was very disappointed with the fact that she had been accused of lying and that her complaint of a hit and run accident meant nothing to a law enforcement officer. The owner of the vehicle then called the Duty Officer and was told by him that the Maryland State Police doesn't investigate accidents in parking lots.

I am very familiar with the fact that a minor 10-50 in a parking lot in which no one is injured requires no police investigation. An exchange of information takes place between the vehicle owners and the insurance companies handle the rest. But this was different. This was a situation where a driver left the scene of a property damage accident commonly called a hit and run. This ALWAYS requires a police investigation when reported by the victim. What's happening to the State Police? Are they too busy generating revenue to come to the assistance of a citizen? Have they forgotten why they took the job.....to help people? It's clear that the Sheriff's Office hasn't forgotten.

The image of law enforcement across the country rests on each of you and the way you handle yourselves each time you answer a call for service. Trooper Tingle I have known Ernie Leatherbury for years. When he comes back after the holiday I will be talking to him to try to find out what the policy is of the Maryland State Police relating to the investigations of reported hit and run accidents. I feel this way about it Trooper Tingle. If you didn't want to write reports and do investigations maybe you should have found another line of work.

A United States Marine was attending some college courses between assignments.. He had completed missions in Iraq and Afghanistan . One of the courses had a professor who was an avowed atheist and a member of the ACLU.

One day the professor shocked the class when he came in he looked to the ceiling and flatly stated, 'God, if you are real, then I want you to knock me off this platform. I'll give you exactly 15 minutes.' The lecture room fell silent. You could hear a pin drop.

Ten minutes went by and the professor proclaimed, 'Here I am God. I'm still waiting.' It got down to the last couple of minutes when the Marine got out of his chair, went up to the professor, and cold-cocked him, knocking him off the platform. The professor was out cold.

The Marine went back to his seat and sat there, silently. The other students were shocked, stunned, and sat there looking on in silence. The professor eventually came to, noticeably shaken, looked at the Marine and asked, 'What the heck is the matter with you? Why did you do that?'

The Marine calmly replied, 'God was too busy today protecting American soldiers who are protecting your right to say stupid stuff and act like an idiot. So, He sent me.'

Urban Salisbury Donates To A Church?

Look, I'm all about Urban Salisbury wanting to rebuild the Downtown area but I have some very serious issues with a non profit donating to a non profit.

I'm not exactly sure if the Church is paying taxes on that property, or not? My guess would be yes but I wouldn't be surprised if they're not.

Secondly, you have to question why they would consider that particular building, since it has been completely renovated. That would be like Urban Salisbury coming to me and offering 5 grand for 300 W. Main Street. I would not accept the offer.

The way I see it is very similar to gifting a child a car. If they work for it and EARN it, they'll certainly take better care of it. I see buildings right on the Downtown Plaza that could use the help. Some of the buildings have not been renovated.

After all, the Church could clearly pay for the building. I don't know Folks, I just have a problem with this one.

Event Celebrates Completion Of US Route 13/Route 404 Project

Bridgeville -- Secretary Carolann Wicks of the Department of Transportation and William Jefferson, President of Commissioners for the Town of Bridgeville joined together today to celebrate the official completion of the US Route 13/Route 404 Intersection Realignment and Bridgeville Service Roads Project. This project addressed safety and traffic flow problems which previously existed at this major intersection on the US Route 13 corridor.

Mumford and Miller Concrete, Inc. completed the work on the $15 million project approximately $1.2 million under budget.

Secretary Wicks states, "I'm thankful for the opportunity to work with the Town of Bridgeville on these improvements in support of the economic development growth of this area."

Secretary Wicks also indicated that this location was identified as a high-accident area in both 1998 and 2001, since there were 83 accidents over a five year period (1994-1999). Many of the accidents occurred because of the skewed angles that previously existed as Delaware Route 404 intersected with US Route 13.

The project realigned Route 404 to intersect US Route 13 at a perpendicular angle. Additional lanes through the intersection were also included to improve both traffic flow and safety.

The project was also identified as being one of the sites under the Corridor Capacity Preservation Program. The program established in 1996 preserves the regional function of selected corridors in Delaware. The program's approach on US Route 13 is to improve local streets, construct service roads and limit new access in rural areas along the corridor. In doing so, the function of US Route 13 can be restored to one of regional nature and new/improved local roadways would accommodate local traffic.

A secondary purpose of the improvement project is to accommodate additional traffic generated by ongoing and proposed developments along US Route 13.

WICOMICO COUNTY CIRCUIT COURT TO HONOR ADULT DRUG TREATMENT COURT TEAM

The leaders of the program that has been recognized as “The Most Innovative Drug Court in the State of Maryland” will honor the treatment, counsel and public safety members of the drug court team in a special ceremony on Wednesday, May 27th at 2:30 P.M. in the

Ceremonial Courtroom of the Old Courthouse at 101 North Division Street in Salisbury.

This event follows the completion of another successful drug court year that concluded with the graduation of four participants on May 8th. Drug Court started in 2005 and the Ceremonial Courtroom event will recognize “the collaboration of our many state, local and private agencies who work tirelessly with Circuit Court Drug Court Program participants,” said Cherie Meienschien, Drug Court Coordinator.

Delaware Welcome Center Travel Plaza Web Site Launched

Provides Updates on Closure and Re-opening

Newark -- The Delaware Department of Transportation (DelDOT) and contractor HMSHost Corporation are pleased to announce the launch of the Delaware Welcome Center Travel Plaza Web site. This Web site at www.delawarewelcomecenter.com will be a vital resource to the traveling public, providing updates on the closure and re-opening of the plaza.

At 1 a.m. Sept. 8, 2009, the existing travel plaza on I-95 near Newark will close so that construction can begin on the new Welcome Center. As soon as next summer, travelers can expect to see a 43,000-square-foot main building and 4,200 square-foot gas facility, including a convenience store, and 21 fuel pumps that will also include high-speed diesel fuel dispensers. The main facility will incorporate many elements of Leadership in Energy and Environmental Design (LEED) standards in design and construction. Energy and water conservation equipment and fixtures will be used throughout the facility in conjunction with local stone and recycled materials.

"The new Delaware Welcome Center is a great way to promote Delaware and encourage partnerships between agencies," Governor Jack Markell said. "From selling local merchandise to exhibiting Delaware archaeological finds, DelDOT and DEDO are working together to make this center represent the state in its best light. They will also work closely during the temporary closure to inform travelers of which I-95 exits to take so that they can dine and fuel up while still in Delaware."

DelDOT and HMSHost will work closely with the Delaware Economic Development Office (DEDO), the Wilmington Convention & Visitors Bureau and other state and local tourism agencies to create a new Delaware State Visitor Center, within the Welcome Center. The Visitor Center will provide information on local and statewide attractions, events and activities. An upgrade to the entire parking lot will include a new truck parking area, a new Sunoco gas service station and an A Plus Convenience Store. This site will be environmentally friendly with the addition of 50 spaces of Cabaire truck parking with anti-idle truck electrification hookups. One of the retail stores will be "Postcards from Delaware" - home to regional Delaware products that highlight the state's distinctive history, heritage and culture.

"We are excited about this opportunity to build a new Welcome Center and make a great impression on out-of-state travelers," DelDOT Secretary Carolann Wicks said. "Memorial Day weekend kicks off the busiest travel season of the year. Since we are closing the existing plaza after Labor Day, we thought that the best policy would be to start informing travelers that change is coming. The Welcome Center Web site will supplement brochures and posters that will be posted at the current service plaza and various tourist attractions."

"It is a pleasure to work together with other state agencies to design, develop and most importantly communicate plans to bring improved services to Delaware visitors and residents who depend on these facilities," DEDO Director Alan Levin said. "This project also holds important job-creation potential at a time when a number Delawareans need the opportunity to work."

Construction will last for about 10 months. Approximately 250 jobs will be created throughout the renovation timeframe. When complete, the new Welcome Center will employ 175 HMSHost associates.

"We're pleased to launch this Web site as an information source for Delaware visitors who plan specific stops in their travels. Once we start construction in September, look for updates of photos and news between the fall of 2009 and the center's re-opening in 2010," said Michael Jones, HMSHost's Vice President of Business Development.

Beginning in June 2010, HMSHost will stagger the openings, delivering the Sunoco gas station and the A Plus convenience store first, followed by new food and retail offerings. Brand name food outlets and retailers will include: Baja Fresh, Z Market, Starbucks Coffee, Burger King, Brioche Doree Bakery Cafe, Cinnabon/Carvel and Famous Famiglia Pizza. Annually more than 3 million people make the existing plaza a stop on their travel itinerary.

DUI CHECKPOINT STRIKEFORCE

On 5/21/09, a cooperative effort between the Maryland State Police from Barrack E and the Wicomico County Sheriff’s Office, resulted in the arrests of 6 alcohol impaired motorists. Additionally, there were 2 arrests for possession of a controlled dangerous substance and 1 arrest for disorderly conduct.

The arrests stemmed from the “Checkpoint Strikeforce” sobriety checkpoint which was conducted on W/B Rt 50 at Woodyard Rd, Wicomico County, MD. The operation was conducted on the evening of May 21, 2009, between 10:00 PM and 0200 AM. During the operation, 470 vehicles were checked. The checkpoint was manned by 14 Maryland State Troopers and 5 Wicomico County Sheriff Deputies.

State Police Investigating Death Of Bridgeville Man

Bridgeville – The Delaware State Police are currently investigating the death of a 47 year old Bridgeville man. Last evening at approximately 9:41 pm, troopers responded to the 21000 block of Mill Park Drive, east of Bridgeville, in regards to a possible death investigation.

When emergency personnel arrived they discovered Eugene B. Tilghman, 47 of Bridgeville lying in the roadway suffering from an apparent head injury. EMS crews attempted CPR on Mr. Tilghman; however he died after being taken to Nanticoke Hospital.

The Delaware State Police Homicide Unit was contacted to conduct the investigation due to the suspicious nature of the death. Detectives have learned that Mr. Tilghman was involved in a verbal dispute with a 22 year old Bridgeville man. During this argument, Tilghman pulled a box cutter knife and threatened the 22 year old.

The man, in fear of his safety, armed himself with a piece of split rail fence that was lying nearby. Mr. Tilghman, armed with the box cutter, reportedly charged the 22 year old when the 22 year old struck Tilghman in the head with the piece of fence causing the injury. Tilghman died a short time at Nanticoke Hospital.

Today, a post-mortem examination will be conducted on Mr., Tilghman to determine cause and manner of death. This will be performed by the Sussex County Medical Examiner’s Office in Georgetown. The case remains under investigation and when additional details are known they will be provided.
