Rt. 13 Bridge Over Rt. 50
Joe,
After reading the comments yesterday about the underside of the bridges, I went back and took these photos. They clearly show that the bridge has been falling apart for a very long time, as the planks used to catch the crumbling roadway above have mold and rot themselves; plus you can see they have been added to over the years!
A Letter To The Editor
Joe,
RE: The Maintenance of Effort post this afternoon.
Mr. Pollitt’s request to be relieved from meeting the MOE standard speaks volumes.
It meant that he wanted permission from the MD BOE to provide local funding to the schools which would fall short of this soft requirement. MOE is a carrot attached to a stick….if a local board won’t pony up at the MOE level, then certain state funds won’t be provided to the school district, creating a double whammy of the local ‘shortfall’ plus the state ‘holdback’. Since the resulting combined ‘loss of revenue’ to the schools could readily be linked to the actions of the local County Executive or County Council who withheld the MOE funds it’s a spotlight most elected officials don’t want to have shining on them.
I’m doubtful Dr. Fredricksen would have taken a position in Annapolis that was not in sync with the BOE he reports to, which coincidentally Pollitt belonged to for the better part of a decade.
I don’t think a food fight is desirable over this topic, but I believe in this case the appointed official is a far better qualified and talented manager than the elected one.
Wicomico County would be foolish not to ‘man up’ to the MOE standard because the funds are really needed due to the increase in FARM kids (free lunches, and like programs). These are not local concoctions, but the district has to meet specs. By no means do I equate turning on the money hose as an answer, but if the County won’t keep pace in its funding then the district will 'lose' from two directions.
The folks who put these provisions in place were, it seems to me, both pragmatic and crafty. They understood the need for school systems to have some funding consistency as opposed to an oscillating budget driven by political winds and whims.
The Revenue Cap continues to be useful and practical; it’s the only working taxpayer-friendly constraint on the spendthrifts at the GOB.
Have a fine weekend,
Wirewheel

Dumping Of Animals
Hey Joe,
I was wondering if you could help me with something...sometime this morning, someone left 4 adult cats in 2 cat carriers along the road near the landfill station just past the Humane Society. While I realize it might be hard for someone to bring their pets to us to give up, I don't see the logic (or love) in dumping them along the road in hopes that someone may see them and either take them home or bring them to us. What if someone had not come along? Or worse, what if someone saw the carriers along the road and, not knowing cats were in them, ran over the carriers just because they had a vehicle that could? The horrible things that can happen to an animal that is dumped, either in a carrier or not, is far worse than bringing it to the Humane Society where it may be put down due to illness, disease, injury or temperment. Contrary to the belief that some people hold about us, we do not enjoy euthanizing animals and it is a decision and responsibility we do not take lightly or make quickly. If you can help me get the message out, I would appreciate it. And to the person who dumped their cats along the road, I want you to know they are well and doing just fine in our care and we will do all we can to find them a new home.
Thanks Joe,
Linda

Has Superintendent John Fredericksen Burned A Major Bridge In Wicomico County?
The Superintendent of the Wicomico County Board of Education recently put a hurting on Wicomico County like you've never seen before.
County Executive Rick Pollitt went to Annapolis recently to ask the State if they would kindly waive the "Maintenance of Effort" funding policy for Wicomico County. In case you're not familiar with what this means, the Maintenance of Effort Policy is where the State puts up a certain amount of funding into all Wicomico County Public Schools and the County has to exactly match those funds or the State pulls all of it.
Considering the fact that the State has reduced millions of dollars from the County this year, this will play a major role on what the County can and can't do for the taxpayers. I should add, after discussing it among themselves, the Board of Education did not take a position on this matter.
I spoke with County Executive Rick Pollitt and he said: "Dr. Fredericksen did testify that the administration was opposed to the waiver. He offered to work with us to find other ways to be supportive. Unfortunately, our options are just too limited when trying to balance the budget and the waiver was our “last resort” strategy."
How do YOU feel about this major issue that never made it to the Press? Who do YOU support? Can YOU think of another way around it?
Another Major Breaking News Post By Salisbury News
Salisbury News will break yet another Major News Post at 12:01 TODAY.
National Nurses Week
National Nurses Week always opens on May 6th and ends on May 12th, the birthday of Florence Nightingale.
National Nurses Week recognizes the contributions and commitments nurses make and educates the public about the significant work they perform. The American Nurses Association (ANA) supports and encourages National Nurses Week through state and district nurses associations, educational facilities, and independent health care companies and institutions.
The week-long celebration is designed to accommodate the wide variety of schedules nurses are required to work. Activities typically include banquets and recognition dinners, state and city proclamations, and other community events. Nurses are typically honored with gifts, dinners, and flowers by friends and family members, coworkers such as doctors and administrators, and patients who want to show their appreciation.
Take a moment to thank a nurse.
This Is What We Call Salisbury City Council Selective Memory, AKA LIES
OK Folks, this is a very important Post. I have provided much evidence above in which we have absolutely proven beyond a shadow of any doubt that Louise Smith and Gary Comegys have flat out lied.
Once again they have found something to draw your attention away from the main key issues plaguing the City of Salisbury. Although they have been pampering taxpayers by gently telling everyone, (especially Gary Comegys on his Campaign Trail) that they were going to have to raise taxes. Instead of raising taxes, they decided to throw things into Barrie Tilghman's Budget like the Standpipe, a HAZMAT vehicle and trailer, NO RAISES as promised to the SPD and finally, they want to take away the City Council's health insurance. Why, because it punishes Debbie Campbell and Terry Cohen.
I had stated in a previous Post that I could not believe Gary Comegys once again treated these Ladies like dirt in their work session the other day, yet he sat silent when Shanie Shields flat out admitted she was double dipping on health insurance. Let me assure you, if I was sitting on the Council in Gary's seat and I found out she had been making the taxpayers pay almost $10,000.00 a year for health insurance, all the while she already had health insurance and now all of a sudden they could get back at Debbie & Terry, I don't need it any more. You heard the audio clip. If I was in Gary's shoes I would have gone off.
Mayor Martin, A PART TIME MAYOR had health insurance. Michael Day, Sam Siedel, many, many other Council Members have been afforded health insurance. The documents above, (if you follow the dates) clearly show the game against Debbie & Terry started right after the Mayor's budget session a year ago. They have been plotting this for almost a year and it was NEVER brought to the table.
One Council Member's spouse has experienced some health issues this past year, Barrie Tilghman and other Council Members knew this. To lose their health insurance today would place them in a horrible position as they would be considered a person with a pre existing condition. The Policy offered by the City is just too costly and they know this.
While Gary, Shanie and Louise preach UNITY, they have spitefully gone after Debbie & Terry, even to the point that some of them have flat out lied. It is very important you listen to the audio file link above and the read the letter. I believe once you've examined both, you're going to simply be upset. If there's one thing I hate about someone, it's a liar.
Gary Comegys numbers during every election he has been in have dropped. His popularity has lowered each and every time and like it or not, from here on out I am going to expose these lies. Gary will either come clean and start being more truthful and get over his anger for losing or we will bring him down politically just as we did Barrie Tilghman.
Barrie Tilghman is no longer the Mayor of the City of Salisbury but as long as she continues to control her puppets in the hopes of rebuilding an empire no one is interested in any more, the City will continue to fail in every aspect of the word. They will make it impossible for Mayor Ireton to get anything done and I'm sorry Folks, the City of Salisbury is not a GAME!
Because they have lost power, they're going to use the City Council as their way of slowing down progress for the next 4 years, (or at least 2 years anyway) and even though you voted for change, they're laughing all the way to the Bank because there will be no change.
Do you want liars on your City Council? By the way, I don't want to hear any more language about a recall. Not only would it take hundreds of people working the streets knocking on doors and getting signatures, then you have to get them out to vote and from the look at the history of Salisbury Voters, it's not going to fly.
Instead, we need to continue to expose how Gary, Shanie and Louise are stopping progress purposely and trying to hurt their fellow Council Members. This is not UNITY, this is SPITE. Mayor Ireton has asked the city Council to reinstate their health insurance, now let's see what they choose to do. If the insurance was good enough for Mayor Tilghman, Michael Day, other Mayors and Council members, it's flat out wrong to take this away right here and now. There are far too many other major issues to deal with.
I look forward to your comments.
Newark Man Charged In Trying To Cash Boss’ Check
Michael W. Booker-Cruz
Location of Incident: TD Bank, 101 Hygia Drive, Newark, Delaware; Dog Days Deli, 4130 Stanton Ogletown Road, Newark, Delaware, New Castle County
Date and Time of Occurrence: May 4th, 2009
Suspect(s): Michael W. Booker-Cruz, 20, of Winchester Road in Newark, Delaware
Resume: On Thursday, May 7th, a Troop 6 patrol officer was dispatched to the Dog Days Deli on Stanton Ogletown Road for a fraud report.
The officer arrived on the scene and spoke with the business owner (victim). This person advised he just received a call from his bank, TD Bank on Hygia Drive, and was advised a subject named Michael Booker-Cruz had tried to cash one of his own checks in the amount of $978.00. The victim said Booker-Cruz was an employee at his store and he never authorized him to take or cash a check.
Officers conducted a routine computer inquiry and learned that Booker-Cruz was wanted on three outstanding court capiases. Troopers responded to the suspect’s residence and took him into custody without incident. He was subsequently transported back to Troop 6 for processing.
This investigation revealed the suspect had stolen the victim’s check on May 4th while he was working. He then forged the check and signed the victim’s name to the bottom. When Booker-Cruz tried to cash the check on May 7th, the teller would not complete the transaction because the signature on the check could not be verified. In an attempt to still have the transaction go through, Booker-Cruz provided his own identification card from which the teller copied his personal information (name, date of birth, etc). In the end, the bank still would not cash the check.
Michael Booker-Cruz was formally charged with Forgery (felony), Theft (misdemeanor) and Attempted Theft (misdemeanor). Bail was set at $450.00 and he was released for custody.

Motorcyclist Dies In Clayton Fatal Crash
Clayton – The Delaware State Police Collision Reconstruction Unit is investigating a fatal crash that claimed the life of a 42 year old Chestertown, MD man. Troopers responded to the two vehicle crash last evening at 8:48 pm in the area of the 1900 block of Millington Road (SR 6) west of Clayton after it was reported a motorcyclist struck a vehicle.
Investigators learned a 2007 Suzuki GSX150 motorcycle, operated by Vincent E. Harris, 42 of Chestertown, MD was traveling eastbound on Millington Road. A 2001 Hyundai Santa Fe, operated by Maria A. Roman Esparza, 24 of Dover had pulled out of a private residence in the 1900 block of Millington Road to travel east. Shortly after entering the roadway and traveling eastbound on Millington Road the motorcyclist struck the rear of the Santa Fe resulting in the crash.
Because of the crash, Mr. Harris was ejected from the motorcycle and died as a result of injuries sustained. He was wearing a helmet. Ms. Esparza was taken to Kent General Hospital because she was several months pregnant and admitted for observation. She was wearing a seatbelt.
Preliminary investigation suggests speed was a factor on behalf of the motorcycle. Alcohol was not involved. The roadway was closed for approximately 2 hours. The crash remains under investigation and currently no charges have been filed.

Prayer... America's Hope
Yesterday was the 58th annual observance of "National Day Of Prayer." I visited the Trinity Methodist Church and was very pleased to see and recognize many of the fine people I know locally.
Did you attend any special Mass yesterday?
Are you a regular visitor to any Church?
I'm not asking what you believe in. I think we'd all like to know how many Americans still attend Church. Many things have changed over time and I think a lot of people would like to see and know if we as parents are raising our Children the same way we were brought up. No names, just a kind of internal poll through comments.
IT’S VERY CLEAR: JOHN PICK IS HERE TO STAY (maybe!)
We should take with several grains of salt Mr. Pick’s statement, made following the selection of another candidate to be the next City Manager in Urbandale, Iowa, that he is “satisfied with his position here,” which he has held since 1995. If that’s so then why the episode in which he went there as a finalist for that position?
And if that occurred entirely because he was discovered by the professional recruiter (“head-hunter”) that Urbandale used in the selection process, it seems very likely that Mr. Pick is at or near the top of that firm’s list of persons looking to relocate. And can you really blame him if he sees greener pastures elsewhere?
Nonetheless, it’s very good news that he will continue as Salisbury’s City Administrator for the time being, what with a neophyte mayor and nobody else in the Mayor’s office who is even remotely qualified to replace him. Let’s hope that he will remain long enough for Mayor Ireton to really learn the ropes, which will take at least two years.
I spoke with Mr. Pick directly yesterday and he seemed very pleased for the gentleman who did accept the position. He was well qualified and deserved it, said Pick.
ANGER
How do you control your anger?
Wife says: I clean the toilet...
Husband says: How does that help?
Wife says: I use your Toothbrush....
So Why Did Watermen's Seafood Restaurant Close?
It has been reported that Watermen's could not pay their taxes and may be in foreclosure.
Considering the timing, in order to obtain your alcohol license in Maryland, specifically in Wicomico County, all taxes have to be current. You cannot get a traders license without having all taxes paid. This would have been necessary by May 1, 2009.
I have to be honest with you Folks, Watermen's has actually been a huge topic over the past week. I have had many people confront me about this business closing, all of which each person said it used to be a great restaurant but it hasn't been so great over the past couple of years.
Then I'd get to hear the stories about "the past." You know, stories like, Joe, did you know so and so the bartender? Or, do you remember the waitress so and so, man she was great.
I hope ALL of the employees are able to find work elsewhere. Even more so, I hope a couple of them get together and open up their own place. My guess is, if Watermen's would have closed 2 years ago, everyone would have really been bummed out. Today, because things had fallen apart quality wise, we'll talk about them closing for a little while but it won't be missed.

ONE STATE TROOPER RIDING FOR ONE GIANT CAUSE
(Baltimore, MD) – One of Maryland’s finest is representing the Maryland Department of State Police in the 13th annual Police Unity Tour, a 300 mile bicycle ride to honor all law enforcement officers who have lost their lives in the line of duty.
First Sergeant Elizabeth “Cricket” Beck, an 18-year veteran of the Maryland State Police, is one of 1200 members, mostly police officers, riding in the annual Police Unity Tour. The annual bicycle ride kicks off National Police Week. The ride commences on May 9, 2009 out of Florham Park, New Jersey and culminates on May 12th at the National Law Enforcement Officers Memorial in Washington, D.C. It is here where the names of each law enforcement officer in the United States who died in the line of duty will be etched onto the blue and gray marble stone.
This year, Maryland will add five names to the wall, one of which is Trooper First Class Mickey C. Lippy, a Maryland State Trooper Flight Paramedic who perished in a tragic helicopter crash on September 28, 2008 while on a medevac mission. To date, the Maryland State Police, alone, honor 41 state troopers who have made the ultimate sacrifice.
First Sergeant Beck’s motivation to take on this challenge for the first time is multi-purposeful. First, she is riding to raise awareness of the police officers and their families who have suffered a line of duty death. Second, she is riding to raise funds for the National Law Enforcement Officers Memorial and Museum which is located in Judiciary Square, Washington, D.C. Finally, her driving force is to ride for Maryland’s Fallen Heroes, particularly those with whom she has worked closely at the Maryland State Police Aviation Command.
“As troopers, we understand and accept the inherent risks of the job. An otherwise courageous act becomes a routine daily deed for us," said First Sergeant Elizabeth Beck, a 13-year Trooper Flight Paramedic assigned to the Aviation Command. "I ride to honor my fallen comrades who made the ultimate sacrifice. I ride for their families, their friends and their fellow officers who are left behind to somehow pick up the pieces and more forward in life." In 2008, the Maryland State Police suffered the loss of three very special people, all of whom will be remembered for their commitment to the Aviation Command: Retired Corporal Pilot Stephen H. NAG, NAG, NAG
An attorney arrived home late, after a very tough day trying to get a stay of execution.
His last minute plea for clemency to the governor had failed and he was feeling worn out and depressed.
As soon as he walked through the door at home, his wife started on him about, What
time of night to be getting home is this? Where have you been? Dinner is cold and I'm not reheating it'. And on and on and on.
Too shattered to play his usual role in this familiar ritual, he poured himself a shot of whiskey and headed off for a long hot soak in the bathtub, pursued by the predictable sarcastic remarks as he dragged himself up the stairs.
While he was in the bath, the phone rang. The wife answered and was told that her
husband's client, James Wright, had been granted a stay of execution after all. Wright would not be hanged tonight.
Finally realizing what a terrible day he must have had, she decided to go up stairs and give him the good news.
As she opened the bathroom door, she was greeted by the sight of her husband, bent over naked, drying his legs and feet.
'They're not hanging Wright tonight,' she said.
He whirled around and screamed, 'FOR THE LOVE OF GOD WOMAN , DON'T YOU
EVER STOP?'

Delaware Legislators Bicycle Ride
Aiming for a Goal of 100 Cyclists to Pedal in Delaware Legislators Bicycle Ride
Annual Event is a Delaware Tradition
Dover -- The Department of Transportation's (DelDOT) Delaware Bicycle Council is hoping 100 cycling enthusiasts will participate in this year's Delaware Legislators Bicycle Ride to Dover on May 13. The final destination is Legislative Mall in Dover at noon.
"This is my 19th year riding in the Delaware Legislators Ride, but I have been biking for a lot longer than that. The Legislators Ride is an important tradition. Every year, dozens of cyclists throughout the state take a few hours to ride to the capital and remind the Governor and the General Assembly that cyclists and pedestrians should be at the forefront of transportation decisions," Sen. Dave Sokola (D-Newark) said.
The schedule, including stops, is as follows (times are approximate):
Southbound cyclists
7:00 a.m. - Polly Drummond Hill Shopping Center, Newark
Depart 9:30 a.m. - Main Street/Route 299 and Broad Street/Route 71, Middletown
Depart 10:45 a.m. - Clayton Avenue and Main Street, Clayton
Northbound cyclists
7:45 a.m. - Riverwalk parking lot, Union Street and Magnolia Street, Milton
Depart 8:45 a.m. - Superfresh parking lot, U.S. 113 and Route 14, Milford
Depart 11:15 a.m. - Hall's Family Restaurant, North Railroad Avenue, Camden-Wyoming
The stops will provide the opportunity for riders to catch their breath and for more riders to join the group. Please arrive 30 minutes prior to departure time.
The Legislators Ride began in May 1990, when Rep. Roger Roy led bicycling enthusiasts from the Polly Drummond Hill Shopping Center to the steps of the state capital. The ride, measuring up to 56 miles one-way from Newark, was created in order to attend the signing of the bill that created the Delaware Bicycle Council, a bike advocacy group. Since then, it has become an annual state event to promote bicycling during National Bike Month.
"DelDOT is taking bicycle and pedestrian issues seriously. In honor of National Bike Month and the department's continued commitment to multimodal transportation, Governor Jack Markell signed the Complete Streets policy into effect April 24. This will provide more and more opportunities for DelDOT to improve the state's bike and pedestrian facilities through coordination and collaboration with local governments, community organizations, and bicycle groups," DelDOT Secretary Carolann Wicks said.
The facts support biking as a great transportation option:
Almost 90 percent of all trips are made in personal vehicles. More than 40 percent of these are solo. Less than one out of seven trips use transit, a bicycle, or are on foot. (According to Italladdsup.gov.)
With nearly half of all trips less than 3 miles, biking - which is perfect for short trips - saves gas money, and reduces air pollution and traffic congestion. (According to a Federal Highway Administration 2006 report.)
To promote healthy lifestyles and combat the rising trend of obesity and inactivity in the United States, the Center for Disease Control and Prevention (CDC) recommends getting 30 minutes of moderate physical activity at least five days per week. This can happen in a number of ways: walking or biking to work, running errands on foot instead of by car, or taking a quick bike ride or stroll through a park. The CDC's emphasis is less on grueling workouts at the gym, and more on encouraging Americans to be active during their everyday lives.
According to the trends for overweight and obese Americans, youth today are the first generation predicted not to outlive their parents. (According to a National Institute on Aging 2005 report.)
No registration is needed! Just show up with your bicycle and helmet and get set to ride. The event is rain or shine. Due to the current economic times, there will be no refreshments offered this year.
"Sag" service will still be provided on the route to Dover for those experiencing mechanical problems. Return transportation from Dover to Polly Drummond Hill Shopping Center can be provided for approximately 25 riders on the Biking Blue Hens Bus. To reserve a spot on the return bus or organize your own starting point, call 302-760-BIKE. To get a cue sheet, visit www.deldot.bike.gov.
DelDOT staffs the Delaware Bicycle Council, whose No. 1 priority is safety and education for cyclists statewide. The Council also advocates for improved bicycle facilities. DelDOT, in coordination with the Delaware Bicycle Council, has put bike-friendly rumble strips on Route 1, added trails at Blue Ball Properties in Brandywine, works with developers to provide bicycle facilities along road frontages, teaches bicycle safety to children, and develops bicycle and pedestrian plans for local communities.

CIA Says Pelosi Was Briefed On Use Of 'Enhanced Interrogations'
By Paul Kane
Intelligence officials released documents this evening saying that House Speaker Nancy Pelosi (D-Calif.) was briefed in September 2002 about the use of harsh interrogation tactics against al-Qaeda prisoners, seemingly contradicting her repeated statements over the past 18 months that she was never told that these techniques were actually being used.
In a 10-page memo outlining an almost seven-year history of classified briefings, intelligence officials said that Pelosi and then-Rep. Porter Goss (R-Fla.) were the first two members of Congress ever briefed on the interrogation tactics. Then the ranking member and chairman of the House Intelligence Committee, respectively, Pelosi and Goss were briefed Sept. 4, 2002, one week before the first anniversary of the 9/11 terrorist attacks.

Tomorrow - Tire Disposal Amnesty Day - A Freebie!
Saturday, May 9th is the Wicomico County Landfill's Tire Disposal Amnesty Day. Drag your old tires to the landfill on Brick Kiln Road and they'll take them for free, instead of charging the normal recycling fee. The landfill will accept old tires from consumers (no businesses, please) from 7:00 a.m. until 3:00 p.m. Ten tire limit from each donor.
Worcester County will be doing the same thing from 7:00 a.m. until 2:00 p.m. at the Central Landfill on Timmons Road, off Route 113, just outside of Snow Hill.
As we said in an earlier post, old tires kept outdoors are places where water collects and mosquitoes breed. Eliminating the breeding spots means fewer mosquitoes.

Alex Guerrero Moves Up To Golden Gloves Semi Finals
Salt Lake City, Utah,
After two previous wins, Alex Guerrero continued on his streak to Thursday night win a big performance over David Imoesiri of Nevada. The win puts Guerrero, (older brother to Fernando Guerrero) in the semi finals of the National Golden Gloves, that will be held Friday. Coming out in the first round, Guerrero landed a clean hard left hook that sent Imoesiri to the canvas. After an 8 count he was taken to his corner where a good deal of time was spent replacing his mouthpiece. The extra rest gave Imoesiri enough of a break to come back and take the fight to the third round by shoving Guerrero into the ropes and holding him. When Guerrero was able to get his hands free, he worked a nice jab that landed often and and an occasional hook.
The win come on the heels of last nights big win by Imoeisiri over Paul Koon, the number 4 rated Heavyweight in the Country and last years sliver medalist in the National Golden Gloves. His opponent for the next bout is Lamar Finner of Chicago, Ill. Alex's coach, Hal Chernoff of the Main Street Gym said, "I am very proud of what he has done but we still have a tough road ahead, these things get harder as they go and the boxers bodies are taking a toll fighting the best of the best every day for five days. I know his family must be happy. Fernando has called a few times before the fight to get the news, even if it is 10:00 pm here, which makes it 1:00am back home. I can tell he is excited and nervous but he is so happy that after all these years his brother is finally getting some payoff for his hard work. Like Fernando, anyone that knows Alex will tell you he is a not only a very good boxer but a super nice person."
