ALL 3 Murder Suspects In Custody
INCIDENT: Homicide
DATE: January 22, 2009
LOCATION: Williams Mill Pond Road, Delmar, MD
NARRATIVE: Update to yesterday murder investigation. The Wicomico Bureau of Investigation and the Maryland State Police Homicide Unit have been investigating the murder of Anitra Pirkle which first came out just after 8:00 PM on 1/22/09. The below listed individuals have been arrested and charged. They are being held at the Wicomico County Detention Center.
Members of the investigation learned the suspects asked the victim to take them to the Delmar area. Once in route they began to force the victim to go where they said. Once reaching the location where the victim was found, the suspects forced the victim from the vehicle. Once out of the vehicle, the victim was fatally stabbed by the suspects. At that point the suspects fled in the victim’s vehicle. They drove several places in the vehicle before returning to each individuals residence. The vehicle was reported and detectives located it on Roger Street at Princeton Ave. Suspect Barkley entered the vehicle and was subsequently stopped and questioned. This started a chain of events that lead to the arrest of all three suspects.

Tracy, Fernando couldn't be more excited for you as well as Hal Chernoff. They were watching this thing so close, they had no clue what the answer was and quite frankly, neither did Mike Lewis. Well, I should say, Mike Lewis told me it was on December 6th 2006 and believe me, Mike is so great with dates, even I started wondering.

Supreme Court Kills COPA Child-Porn Law
The court rejected the case, Mukasey v. ACLU, without comment.
COPA provides for up to six months in jail, in addition to civil penalties, for those found guilty of posting information online for commercial purposes that's considered harmful to minors. Harmful material, as defined by the bill, includes obscene communications, the depiction of sexual material that could be considered offensive, or material that lacks serious literary, artistic, political, or scientific value for minors.
Groups like the American Civil Liberties Union (ACLU) argued that the law criminalized constitutionally protected free speech.

Administration Sets Agenda for Veteran Care
WASHINGTON -- President Barack Obama has promised to deliver the care and benefits the nation's military veterans deserve while transforming the Department of Veterans Affairs into a 21st century organization, according to an administration agenda posted on the White House Web site.
"Keeping faith with those who serve must always be a core American value and a cornerstone of American patriotism," President Obama said during a April 2007 speech in Kansas City, Mo.
"Because America's commitment to its servicemen and women begins at enlistment, and it must never end," he said.
President Obama, who served on the Senate Veterans Affairs Committee, plans to reverse the 2003 ban on enrolling modest-income veterans into the VA system, allowing all veterans the opportunity for care, according to the agenda on veterans. The administration also plans to continue the fight to end employment discrimination for guardsmen and reservists.
Additionally, the administration aims to improve the process of transitioning from active duty to civilian life for military members leaving the service or returning from deployment. To improve the benefit decision system, the administration will look at hiring additional claims workers with an improved accountability and training criteria, according to the agenda.
Also, the administration plans to launch new programs and expand proven programs to prevent homelessness among veterans, as well as to explore the possibility of a national "zero tolerance" policy to ensure no veterans end up on the streets.

Kansas Fears Getting Gitmo Inmates
If not Guantanamo, then where? Anything but a welcoming party is forming here.
When President Barack Obama signed an order Thursday forcing the closure of the Guantanamo Bay detention center within a year, he put in sharp relief the possibility that some of the world's most potentially dangerous terror suspects could be hauled to Kansas.
The U.S. Disciplinary Barracks at Fort Leavenworth is on a list of imperfect choices for holding scores of men whose legal status is as murky as their backgrounds.
Obama's long-promised action only heightened chances that Leavenworth could be the new focus for a contentious debate over how to prosecute noncitizens for alleged actions overseas, and whether their legal limbo has a foreseeable end.
"We're a military community and people understand that we need to do what the commander in chief says," said Andrea Adkins, Leavenworth's economic development administrator. "But there is a security threat anyplace where these people are located."
Kansas politicians and local government officials have complained loudly about the possibility of America's most troublesome captives being brought to the Midwest. Opponents' arguments center on security -- both that the military prison might not be equipped for such high-risk inmates, and that the fort and the community might be targeted by terrorists.
"This is just not going to happen on our watch," said U.S. Sen. Pat Roberts, a Kansas Republican.
U.S. Sen. Sam Brownback, a Kansas Republican, said he had been told by officials from Muslim countries that they would no longer send officers to the Army Command and General Staff College if the detainees came to Fort Leavenworth.
"We've already heard from students from Egypt, Jordan and Saudi Arabia that they will leave, or be pulled by their governments, if the detainees from Guantanamo are moved there," Brownback said. "It's where these relationships are built with foreign officers, particularly in the Islamic world. This really hurts us."

MAJOR BREAKING NEWS!!!!!!!
The Wicomico County Sheriff's Depart & WBI not only FOUND Anitra Pirkle's vehicle early this morning, they staked out the surrounding area in the hopes the suspects were somewhere close by and sleeping. The vehicle was found in the Princeton Street area of Salisbury.
Low and behold, just moments ago, 2 suspects went directly to the vehicle, unlocked it and attempted to get in and drive away. They were immediately arrested and detained. The suspects are 1 Male and 1 Female.
The Sheriff's Department has them in custody under a charge of a stolen vehicle. More to come.......
WBI Press Release On Murder Case
Detectives from the Wicomico Bureau of Investigation (WBI) responded and assumed the investigation with assistance from the Maryland State Police Homicide Unit. The investigation revealed that Pirkle was the apparent victim of a carjacking and that her car was stolen by the suspects. Her vehicle is described as a 2006 Nissan Ultima, four door, gold in color, with Maryland Registration 8BFA92. It is still missing. A similar vehicle is pictured on the attached pages. If this vehicle is seen, do not approach it but please call WBI immediately at the below listed number.
The investigation also showed that Pirkle was at the Tastee Freez, 1515 North Salisbury Blvd., Salisbury, MD at approximately 8:00 p.m. Anyone who was at that location from approximately 7:30 p.m. to 8:15 p.m. is asked to contact WBI at the below listed number.

Sadly, this beautiful young woman Anitra Pirkle was the woman murdered last night in Delmar, Maryland. This is her vehicle as well. Dead Body In Ocean City/Berlin Identified
The article had to do with the skeletal remains found in the woods. The remains of the body are of one Richard Tarrance Wright. Richard was wanted for the rape of a 6 year old girl. He had been arrested in Ocean City after the warrant went out on him for the rape but he spelled his middle name Terrance, (Te) instead of Tarrance, (Ta) and he was released.
He left the OCPD and found his way into the woods in West Ocean City, called his girlfriend on his cell phone and told her he had just slit his throat and hung up the phone. This was some 6 months ago, if not longer.
Anyhow, Salisbury News is the ONLY source on the East Coast that knows what actually happened and who the body belonged to. I'm told DNA has been done on the body and one parent came back positive but didn't on the other parent. HMMMMMMMM? Sounds like maybe there was more trouble there than they had known, if'n you know what I mean.
One thing that closed the deal for the Police was the fact that they had found his cell phone next to the body and when they put two and two together they pretty much were convinced this is who it belonged to.
Anyhow, case closed. Another rapist got what he deserved, IMO.
Postponed Again!!!!!!!
Just when we were getting used to a new trial date in early March, I got word from my attorneys that they have now moved the court date into some time in April. For some reason or other they're trying to find an out of town Judge that will allow an entire day with an open docket.
Sounds to me like this case is becoming bigger than life itself. I do know for a fact that Harvard Law School is following this case very closely and when I spoke with them last I assured them there was absolutely NO WAY this case was going to walk away resolved and or with any kind of settlement. I made that promise to all of you long ago and I always keep my promises. I want this case so bad I can taste it, YUK!
I wonder if HBO, Show Time and ESPN 2 would be willing to cover it live on Pay Per View. Even better, put up a massive wide screen at the Civic Center and sell tickets to the show, Tilghman vs Albero LIVE! No matter what the date is, I'll be there.
County Executive Rick Pollitt Goes Off On Daily Times On The Bill Reddish Show
County Executive Rick Pollitt came in to WICO unexpected this morning and went on the Bill Reddish Show going off about recent articles written in the Daily Times accusing them of not getting their story accurate. Apparently there was a follow up Editorial yesterday that really set Rick off.
The County is stating they are not trying to cover up anything and Bill Reddish simply asked, Rick, why don't you put it in writing? Hopefully the County Executive's Office puts out a Press Release on this entire matter, giving them the opportunity to use ALL resources available to give the "other side" keeping the Citizens of Wicomico County better educated and informed.
Nevertheless, the story sounds very familiar lately, doesn't it? The Daily Times has been challenged by some pretty important people lately on not getting their stories accurate and the agenda actually seems to be theirs and not the people they're interviewing. Hopefully we'll have more to come on this matter later today. Did YOU hear the interview on WICO?

It seems some department heads have denied her access to financial data needed to perform her job -- payroll, human resources and business tax information have been withheld no the grounds that, according to departments heads, could "compromise" the integrity of that data.
Immediately, red flags are raised.
How can an auditor possibly determine whether the books are in order or whether any changes should be made if she is not given financial information -- all of it?
More importantly, county residents and taxpayers now have good reason to be suspicious of county government and its operations. It is possible there is nothing to hide, that everything is being done correctly and that procedures are in place to prevent fraud and waste, and are being strictly enforced. But we have no way of knowing unless the audit is completed and presented to the council and county executive.

County Executive Rick Pollitt said he is is planning a meeting this week to clear up these problems. We hope this issue can be resolved without further incident.
Continuing to deny the auditor's requests, however, will only stoke the fires of suspicion and will benefit no one --unless there is something to hide. If that is the case, a serious investigation is called for immediately. Otherwise, full cooperation with the auditor is necessary."

Have It My Way At BK? Yeah Right!

Today I was at the Burger King on S. Salisbury Blvd and ordered a 12 oz chocolate shake from the value menu. The menu on the drive thru said $1.39. The girl who took the order said it would be $1.90 at the second window. When I got there I asked how that was possible when the sign said a lower price. I said the menu says $1.39 and she very rudely said "my computer says $1.90".
At this point I realized there was no point in arguing with her and asked to speak to a manager. A young guy came to the window and I explained it again. He looked at the cashier and said "on the drive thru sign?" and took off without a word to me. After 2 minutes or so he came back and said that price was for coffee not the shake and I told him it said 12 oz shake. He pulled his cell phone out and said "No it doesn't, I took a picture of it, see?" I pointed out that it was a different section of the menu and he started to argue with me. ; I said nevermind and told him to read your blog.
I went back around and took a picture myself which I have attached. I realize that this is a small amount of money but this is happening more and more and we need to be aware especially with the economy. This happened to me last week at a large retail store in Salisbury. I will not say who it was because the management was very quick to respond to my concerns. 100 shakes a day at 50 cents difference = $50 profit for them if people don't realize it. This would be easy to not catch if you are ordering several items."
A Letter To The Editor
Just a foreword to my question....
I really enjoy reading your blog site. I log on daily so that I can remain informed. Last night on my scanner I heard police officers conversations regarding an earlier carjacking/homocide. I immediately went to the WBOC website, only to find no information. Then I remembered your website. I logged on to find all information on the incident, as well as an assault at Subrunners I knew nothing about. Needless to say, I will be checking your site first from now on if I need information.
That being said I now pose my question. Last night I listened for a couple of hours to scanner and was hearing what seemed to be the Wicomico Sheriffs Office, MSP and local emergency rescue officials located at Snethen Church Rd and Norris Twilley Rd for a stand-off with a man who had a gun to his head, reading his Bible, threatening suicide. They were waiting on a negotiator to arrive. I finally fell asleep around 1am and did not hear how this ended.
Have you heard anything regarding this incident?

In cases such as this, the Police do not usually give out such said information as they do not want to glorify the situation and lend even more attention to those considering suicide. However, I have not received a Press Release on this particular situation and or learned anything from my conversations early this morning with the Sheriff's Department. Transparency in Government...Where Have We Heard That Before?
Did you know that President Obama had to be re-sworn into office?
Yes, he talked over the Chief Justice as he was swearing him in and missed a few 'Key' words.
So later in the evening after they arrived back at the White House President Obama was re-sworn in.
But he only allowed four members of the printed press in the room. No cameras were allowed, and neither was his Bible.
No, when asked about the Bible, Obama, said he didn't know where his Bible was so he was sworn in without one.
Don't you think if the President of the United States says
I don't know where my Bible is at least 20 people would run off in 20 different directions and fetched the man a Bible?
The White House Press core was really ticked.
Especially after the whole speech on transparent government and they weren't allowed in. They are wondering how good this relationship will actually be.
The faux pas during the swearing in, isn't the first.
Apparently 3 other presidents were not able to make it through the swearing in without making a mistake and the Chief Justice just simply comes buy the White house and swears in the President a little later.
It was however the first time this has been done without a Bible.

On January 17, 2009 at approximately 9:06 am, Officers of the Salisbury Police Department received a call to respond to the T-Mobile Store on North Salisbury Boulevard for a report of a theft from the business. The business had been broken into earlier the same morning.
The investigation revealed that the suspect had made entry through a broken glass door from an earlier incident and had stolen a number of cellular telephones. The suspect was apprehended as he exited the business and the property was recovered and returned to the owner.

On January 19, 2009 at approximately 1:49 am, Officers of the Salisbury Police Department were on routine patrol in the area of Brown and Baker Streets and conducted a traffic stop on a vehicle operated by below listed suspect # 2 for traffic violations. Suspect # 2 was found to be driving with a suspended license and was arrested.
As the officers were making contact with below listed suspect # 1, who was the front passenger, suspect # 1 became disorderly and refused to cooperate. Suspect # 1 assaulted the officers and was also taken into custody. A records check of suspect # 1 revealed that he was currently wanted on an outstanding arrest warrant for an incident that occurred in April of 2008.

On January 19, 2009 at approximately 4:00 pm, Officers of the Salisbury Police received a call to respond to the Walmart Store for the report of a shoplifter. Upon arrival, officers were advised that the below listed suspect had attempted to take property from the store without making payment. The property was recovered from the suspect and returned to the store.
On the same date at approximately 11:17 pm, Officers of the Salisbury Police received a call to respond to a residence on the two hundred (200) block of Monticello Avenue for the report of a burglary. Upon arrival the officers found that the same suspect had made entry into a residence without permission. Upon initial contact, the suspect gave the officers a false name.

CHARGES (First incident): Theft (under $ 100)

On January 20, 2009 at approximately 11:58 am, Officers of the Salisbury Police arrested the below listed suspect on a warrant for an incident that occurred on January 1, 2009. An investigation revealed that on that date the suspect assaulted a victim on E. Main Street and caused extensive damage to the victim’s ankle. The victim was assaulted by the suspect for attempting to intervene in the suspect’s assault of another victim.
ARRESTED: Robert Adrian Bozman, 39 years of age Salisbury, Maryland

First degree assault

On January 20, 2009 at approximately 7:50 pm, Officers of the Salisbury Police Department received a call to meet a taxi cab driver at E. Church St. and Naylor St. for the report of a disorderly passenger. Upon arrival, the officers found that the driver had picked up a passenger at a local bar who became disorderly during the ride and threatened the driver. The suspect continued to be disorderly with the officers and was arrested.

Woman Murdered In Delmar, MD Last Night

The investigation also showed that Pirkle was at the Tastee Freez, 1515 N. Salisbury Blvd., Salisbury, at approximately 8 p.m. Anyone who was at that location from approximately 7:30 p.m. to 8:15 p.m. is asked to contact WBI at the below listed number.
Anitra Pirkle, 25, was stabbed multiple times and found in a field on Williams Pond Rd. in Delmar last night. We posted the situation last night before emergency vehicles arrived on the scene. Nevertheless, it was so sad to learn she had passed away.
Unlike Chief Webster and the murdered prostitute, Sheriff Lewis is releasing most of the information surrounding this case as they want these three murderers and wants ALL Citizens of Wicomico County to be on the alert of this carjacking and murder. They are looking for 3 black men and this vehicle. Let's help them solve this murder by finding this car.
Sadly, there have been two murders in one week in Wicomico County. WBI has been working throughout the night for leads. The State Police have 6 Homicide Detectives on this case and a total of 16 Investigators trying to get these murderers off the street.
