Incident: Disorderly Conduct
Date of Incident: 28 September 2009
Location: Emerson Avenue, Salisbury, MD
Suspect: Will S. Dean, 3rd, 28, Salisbury, MD

Narrative: On 28 September 2009
at 1:12 PM, a deputy responded to a report of an intoxicated and disorderly subject refusing to leave private property. Upon the arrival of the deputy, the subject, Will S. Dean, became disorderly and began screaming curse words that began to obviously disturb area residents. After refusing requests to calm down, the deputy placed Dean under arrest. Upon trying to place Dean into handcuffs, Dean swung at the deputy and told the deputy to get off him. After a struggle, the deputy managed to get Dean placed into handcuffs.
Dean was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Dean was released by the Commissioner on Personal Recognizance.

Incident: Possession of Marijuana
Date of Incident: 30 September 2009
Location: Dagsboro Road, Salisbury, MD
Suspect: 1. Zachary J. Bunner, 21, Laurel, DE
2. Robert Curtis, 22, Stockton, MD

Narrative: On 30 September 2009
at 3:29 AM, a deputy stopped a vehicle operated by Zachary Bunner for failing to stop for a Stop Sign. Upon making contact with Bunner, the deputy determined that he was under the influence of alcohol. A subsequent investigation into Bunner’s condition led the deputy to place Bunner under arrest for Driving Under the Influence of Alcohol. Also, during contact with Bunner and his passenger, Robert Curtis, the deputy detected an odor of marijuana emanating from within the passenger compartment of their vehicle. Upon searching the vehicle, the deputy located two baggies of marijuana and two smoking devices. Both Curtis and Bunner were arrested for Possession of Marijuana.

Both Bunner and Curtis were transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, both were released by the Commissioner on Personal Recognizance.

Incident: Possession of Marijuana
Date of Incident: 1 October 2009
Location: Lillian Street, Hebron, MD
Suspect: 1. Ryan J. Ellis, 19, Hebron, MD
2. Iswor Thapa, 24, Hebron, MD

Narrative: On 1 October 2009
at 10:22 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Iswor Thapa for travelling 60 MPH in a 30 MPH zone. Upon making contact with Thapa, the deputy observed that he was extremely nervous to be in the presence of a law enforcement officer. Also the deputy observed pictures of marijuana in plain view inside the vehicle. A WCSO drug K9 team arrived to scan the vehicle for the presence of the odor of illegal drugs.

During the scan the K9 alerted positively to that odor. A search of the vehicle was conducted based on the alert and the deputy located marijuana and rolling papers.
Both Thapa and his passenger, Ryan Ellis, were placed under arrest and transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, Ellis and Thapa were both released on Personal Recognizance by the Commissioner.
