WOW, SPD Keepin It Real!

On January 18, 2008 at approximately 10:20 pm, Officers of the Salisbury Police Department conducted a traffic stop on a vehicle in the area of Jefferson St. for traffic violations. During the traffic stop the passenger, listed below, exited the vehicle and fled from the area on foot. The subject was located and detained by another officer. A search of the passenger’s area in the vehicle revealed a plastic bag containing a quantity of suspected crack/cocaine.

ARRESTED # 1: Larry Donell McCarter, 28 years of age Salisbury, Maryland

CHARGES:
Possession of cocaine
Obstructing and hindering an investigation

DISPOSITION: Released to Central Booking CC # 200800002087

On January 19, 2008 at approximately 10:53 pm, Officers of the Salisbury Police Department received a call to respond to the parking lot of the Tamarac Village apartment complex in reference to subjects entering parked vehicles. The witness on the telephone was able to give descriptions of the subjects for the officers. The officers responded and located the suspects in addition to several vehicles that had been entered. The owners of the vehicles were contacted and the subjects were arrested.

On January 20, 2008 at approximately 12:10 am, Officers of the Salisbury Police Department received a call to respond to the area of Jefferson St. and Kent Ave. for the report of a motor vehicle accident. Upon arrival, the officers found that the driver of a vehicle that had hit a second vehicle and left his vehicle and fled from the scene on foot. A description of the subject was received from witnesses and the suspect was located approximately one (1) block away. A search of the subject’s vehicle, incident to arrest revealed a quantity of suspected marijuana and a smoking device containing suspected marijuana. The subject was also to be found driving while intoxicated.

On January 23, 2008 at approximately 7:00 pm, Officers of the Salisbury Police Department received a call to respond to the Peninsula Regional Medical Center for the report of a stabbing.

Upon arrival, the officers found that at a location on the seven hundred block of South Division Street, the victim became involved in an argument with a female subject who cut the victim in the throat with a knife. The victim, identified as 27 year old Clayton Hankerson of Salisbury was treated at Peninsula Regional Hospital and remains in stable condition. The suspect, listed below, was located and placed under arrest for the assault. Detectives of the Salisbury Police Department received a search and seizure warrant for the premises and recovered the knife.

On January 23, 2008 at approximately 12:44 am, Officers of the Salisbury Police Department were advised by a citizen of a disorderly subject in the area of the Thrift Travel Inn. The officers were advised that the suspect appeared intoxicated and was disrupting the flow of motor vehicle traffic in that area. The officers responded and located the suspect, who was intoxicated and was in possession of an open container of alcohol. As the officers made contact, the suspect refused to quiet down and became more disorderly, resulting in his arrest.

Open container of alcohol
Disorderly conduct
Littering

A Comment Worth Posting

"Exactly it would be great to have a team like this on this side of county but the fire departments here already work themselves to death to just provide the everyday equipment that they need. The SO team in salisbury is only used a handful of times in a whole year. Incidents like those at the water tower do not happen often, how can companies justify spending all of this money when it isn't used. I just don't think these fire departments can swing that kind of money. Yes, it is a fantastic idea for the volunteers of wicomico county, so we can stand as one and not have to rely on others (salisbury FD) but they get tax dollars to fund that, guarantee parsonsburg won't and their team would probably more put together than that of salisbury. But we all know Wicomico county won't do anything to help."

That being the case and that being your feelings, do explain to me why Salisbury needs a $800,000.00 Fire Boat then?

New Orleans Inspector Struggles To Get Started

The man in charge of auditing city finances and uncovering local corruption in New Orleans is off to a slow start. Bob Cerasoli, who made a name for himself investigating Boston's "Big Dig" project, is fighting the city's slow bureaucracy.

I was listening to this story on NPR about a guy they hired to look for waste and corruption in the City of New Orleans. He'd previously done this in Boston, Mass. It caught my attention when the guy said he estimated all the employees driving city vehicles around with free gas was probably costing the City of New Orleans about $12 million. I think Salisbury could use a watchdog like this guy. Here's a link to the story:

Parsonsburg Speacial Ops Team








The Parsonsburg Fire Department called for a special meeting last night at WORWIC College inviting the Fire Chief's throughout the County to attend as well as County Executive Rick Pollitt and the County Council.

While they proudly displayed some of the equipment they have recently purchased outside the building, the Parsonsburg Fire Department announced they were in fact creating a Special Operations Team.

The City of Salisbury is funded by Wicomico County for their Special Operations Team but as usual, the Salisbury Team has been funded by the Taxpayers. Parsonsburg wants to recruit special individuals from throughout the County who are qualified and willing to go through more extensive training to be on the Team.

Parsonsburg currently has 60 active Fire Fighters, 5 of which are trained for Weapons of Mass Destruction through Homeland Security. They too are currently holding Plans to build a new Fire Station, much like almost every other municipality on the Eastern Shore.

"Working together is what we're all about," said Captain R. Whittington, (the key speaker for this event). Mr. Whittington said he wants Delmar, Salisbury, Willards, Sharptown and others to join forces and creating a County Wide Special Operations Team.

Chief See from the Salisbury Fire Department raised his hand and said. how are you going to insure outside Fire Fighters if someone gets hurt. Mr. Wittingham replied, I have spoken with the County Attorney and IWIF and they agree it can be done because they would be a "TEAM". Chief See replied in disbelief, "I couldn't even get that agreement." See then asked to see the letter showing such.

At this point I chimed in and asked, will this compete with the Salisbury Team or complement it? I added, how much money are you asking the County Executive and Council for? Mr. Whittingham responded, it would certainly complement Salisbury. An example would be the Water Tower accident some 14 months ago. Salisbury couldn't handle it on their own, nor could Parsonsburg and this is why we need a TEAM to handle these difficult situations.

Mr. Wittingham went on to say it would cost around $90,000.00 to put the whole thing together. However, get this Ladies & Gentlemen, the very first photo shows one of the many pieces of equipment and supplies it would take to accomplish such a TEAM and Pasonsburg already raised ON THEIR OWN $53,000.00 of the $90,000.00 necessary to complete their project.

Unlike Salisbury, who goes after the Taxpayers to fund just about everything, these men and women worked their butts off holding fundraiser events and BBQ Chicken sales to fund what they could so far and everything they have is PAID FOR! I then asked, what happens if the County refuses not to participate to make this a reality? Mr. Wittingham replied, well, I guess we'll have more BBQ sales and fundraisers.

Joe Holloway and Gail Bartgovitch were present and shared their support by stating they fully support ALL of the Fire Departments throughout the County and would entertain their package during budget time.

Parsonsburg also hopes that FEMA aid and grants will also help complete this TEAM and they have met with the Director of FEMA.

IMO, it's truly REFRESHING to see the equipment and efforts these men and women have delivered. Their meeting was one of the most organized meetings I have yet to attend in this County and when it came to questions or suggestions, barely anyone, (besides See) had anything to say. It was well put together, they were extremely confident in what they introduced and clearly the many Chief's who attended from Fire Departments throughout the County welcomed the idea with open arms. Congratulations to all and I hope you are able to achieve your goals sooner than later.

I'll add, I hope the County Executive and Council recognize all the hard work that has been put into it already as well as the money raised, (more than 50%) to achieve their goal.

UPDATE: I just spoke directly with County Executive Rick Pollitt and he clearly stated to me he knew nothing about the meeting. I do know he also spent the entire day in Annapolis yesterday with the Governor but I wanted to confirm why he was not there and again he said he was not made aware of the meeting.

1/24 - THE NEW HIP HOP COFFEE SHOP ON OC104 (103.9) ARE MAKING NOISE AGAIN ON DELMARVA.....THIS MORNING AT 7AM BILL BAKER, JESSICA, AND CROOKIDD WENT ON THE AIR AND ANNOUNCED THAT AFTER MEETINGS ALL DAY YESTERDAY THAT MANAGEMENT AT GREAT SCOTT BROADCASTING FOUND THAT IT WOULD BE IN THE BEST INTEREST IF THEY WOULD NO LONGER PLAY HIP HOP AND R&B MUSIC. THEN THEY WENT INTO "SHOW TUNES" FOR 30 MIN LISTENERS CALLED, E-MAILED, POSTED COMMENTS ON THEIR MYSPACE, ETC ETC. THEN THEY CAME BACK ON THE AIR AND SAID JUST LIKE THE "WHOPPER FREAK OUT" THAT BURGER KING DID WHEN THEY TOOK AWAY THE WHOPPER FOR A DAY....THEY DID THE "HIP HOP AND R&B FREAK OUT" TO SEE WHAT WOULD HAPPEN IF THEY TOOK AWAY THE HIP HOP AND R&B. AND IT WORKED!!

The SFD Isn't F/N WalMart


While shoppers park by the thousands and shop inside WalMart, they installed a video surveillance camera system outside for your protection and theirs. The system secures the parking lot and lowers the cost of insurance for WalMart.

That being said, WTF does the SFD think they're doing? I have heard complaints going on two years now on why they won't fence in the parking area of the FD for those working there and volunteering when an alarm goes off.

Instead, they built a "Safe Room" with BULLET RESISTANT GLASS, at taxpayers expense and tried lying about it at first. Now they want a camera surveillance camera system to secure a parking garage with doors on it?

While WalMart MAKES money and has reason to have such a system, since the SFD refuses to have a kitchen and banquet room in this $10,000,000.00 building to help pay for it, how can they justify all the money it will cost for a surveillance system?

Now here's a building that will be manned 24 hours a day, seven days a week, but they have to have it all! There's also an add for someone to Network their computers, hopefully so everyone can access Salisbury News?

At $10,000,000.00 and growing, add on a new $1,000,000.00 Fire Truck and a $800,000.00 Fire Boat to boot, the SFD is a money pit that just refuses to work with the people. I hope many of you did in fact throw away those donation envelopes and for those of you who got pissed off at me for suggesting everyone do so, I hope you are the ones that added additional donations to help things because the donations were so light. You're the ones that should be fronting all the cash anyway because you're the ones that want all those toys.

Why don't you get some of your Staff off their asses and hang OUTSIDE and OFF the computers 24/7 and keep an eye on the parking lot at the new Station? Oh, that's right, you have to be bigger and better than ANY other Fire Station in the Nation. Sorry, I forgot. Delmar, Delaware is laughing their asses off at the City of Salisbury.

Pittsville Fire Dept. Starts Fund Raising For New Expansion


With a 10,800 square foot expansion to their existing building, Pittsville will be similar in size of the new Station 16 in Salisbury, yet 1/10th of the cost! That's right Ladies & Gentlemen, the new 60' x 180' expansion will cost LESS than $1,000,000.00 to build, not $10,000,000.00!

It will have 8 bays, (sound familiar) a Bunk Room for 10 people, a new Kitchen as they will continue to SELF SUPPORT themselves, (unlike Salisbury) by renting out a Banquet Room and Cater food.

Chief See from Salisbury clearly says they're not in the business of renting space and feeding people. He must have been raised in the same Boarding School Mayor Barrie Tilghman sent her children to. They seem to forget where they come from and simply throw it on the backs of the Taxpayers, unlike Pittsville and other fine Fire Departments throughout the County.

So far, (they just started) the Pittsville Fire Department has raised $32,000.00 towards their $1,000,000.00 goal and considering how successful this Fire Department has been, they have a reputation of out doing any other Department in the County and the awards they have received clearly proves it.

So my hat is tipped to this fine group as they know how to keep it real and not shove their wants and needs on the Taxpayers. The Taxpayers clearly have a CHOICE i Pittsville and I hope this plug brings them even more people interested in donating more funds to get them where they need to be sooner than later.

Why Is the Old Mall Project Receiving a Triple Subsidy?

Back in 2007 the Barrie Tilghman administration, in conjunction with Mike Dunn led Salisbury City Council, pushed through the TIF bonds for the old Salisbury Mall project and the Collector Road project / subsidy for the Aydelotte Farms subdivision. Now it's early 2008 and we've learned a few things about the old mall TIF bond.

Despite all claims to the contrary by Tilghman and her minions, the TIF bond is a subsidy. Remember back to December, 2006. Mike Dunn was expecting to receive a blanket endorsement of TIF's from attorney Keenan Rice and was shocked when Mr. Rice stated the old mall TIF was a subsidy. That's SUBSIDY NUMBER 1.

The next subsidy comes in the form of interest paid. It seems that the terms of the bond permits the developer - Salisbury Mall Associates, LLC - to use bond proceeds to pay interest on the bonds until they are able to sell some condos, some offices, some storefronts, etc. Then those folks will be paying off the bonds in the form of property taxes. REMEMBER - the old mall project will be receiving city services, but the vast majority of the property taxes paid will be used to pay off the TIF bonds. SUBSIDY NUMBER 2.

Now here's the kicker. This is what makes the old Salisbury Mall a trifecta of what's wrong with economic development subsidies. Guess who bought the bonds. No, it wasn't a bank. It wasn't some insurance company. It was ... (drumroll please) ... Salisbury Mall Associates, LLC!

That's right folks. The same people who are receiving the subsidy, while you (if you are unfortunate enough to be a Salisbury taxpayer) receive double digit tax increases, are collecting the interest from the bonds. Now follow this again, because it's too surreal:

When the condo owners, storekeepers, etc. are paying taxes, the taxes will be going to the developer. SUBSIDY NUMBER 3!

But that's not all, loyal vassals of Barrieland. One of the arguments made against the subsidy back in 2006 was that this didn't seem economically sound and that the city could end up eating the bond. We all know that these aren't general obligations, but no one from the Tilghman administration would go on the record and categorically state that this could not happen.

The response was that if the project wasn't sound then the "institutional investors" who would be buying the bonds would not buy them. Not true. We now know that it was always planned for Salisbury Mall Associates to purchase the bond. We know this because there was no prospectus / offering memorandum prepared. They knew that the project was not in shape to be offered to the public (meaning outside investors). Why was this deliberately hidden from the public?

It's another beautiful day in Barrieland.
