Poplar Hill Pre Release Center Closing

The Poplar Hill Pre Release Center is going to be closing. No date has been given as of yet but all pre release inmates will be moved from Poplar Hill to ECI Annex building. All officers will be reassigned to ECI and ECI annex.

This could get VERY interesting!

    I worked @ ECI for 7 years. In that 7 years I heard this same announcement 3 times. It never happened. I think it's just a way for the owners of the property to increase the rent the state pays for the use of the property. I could be wrong, but I don't think so.

  2. They better build more housing because when I was there there was no more space. The new building they built was the only one they could double bunk in and not violate the space requirement per convict. They could save money by doing this because then they could eliminate 50% of the Supervisors and Administrators. They could then become more efficient work force. OOPS !!!! I forgot they can't. The Home Boys / Good Ole Boys are in charge. Nice thought. They got rid of or forced the knowledgable ones to retire. They were the ones who could and would have brought change to a more efficient Correctional system for the Public, Workers and Inmates.

  6. Wasn’t it in the news last week that the state of MD is buying thousands of acres? Some of it in Worcester county and some out in western MD I think? How is it that they can afford to do this yet are having to close down everything under the sun and lay off countless people due to budget constraints? It is just such a waste for the state to use taxpayers money to buy property... then when the state owns it it is taken out of the tax map thus reducing their revenue even further.

  7. Tom Sawyer I spent 18.5 yrs there before i transfered to ECI. The state owns that land. When it was bought the state agreed to not build a fence around the property. We used convicts to farm that land and supplied the system with farm products all summer.We also provided inmate work forces for the forest service,state/county rds,Md Park Service,State Rds. etc. However the convicts are saints now.Work is beneath the dignity of the state administrators

  8. I agree 4:59. The state buying millions of dollars worth of land and complaining about being broke. This administration is just nuts. Popular Hill is a beautiful waterfront piece of property that could be sold for a lot of money. Does anyone think that the state will even consider selling it? I doubt it. At most they will save the salaries of a few CO's. I'm sure O'Malley would rather raise your taxes AGAIN than sell a piece of unused land.

  9. If it does close for its present use, it will be a great place to put our hundreds of juvenile offenders! Lets get them out of our school system and let the kids who want to learn do so without distraction.

  10. They are closing it atleast temporarily with a return to open date in approximately 6 months (after the fiscal budget year has passed) They are most likely going to release some of the ones who are due to get out soon..even sooner to make some room for the ones coming from poplar hill

  11. Poplar Hill is closing. The programs will be run from ECI. They can play on words if they want to. Everyone who works there is moving. 70 inmates will move to ECI annex and the rest will go up the road. So is it closing? Yes and no. The building will be empty, but it will per running, per se, out of ECI Annex. So the politicians cover their behinds by saying it is a constriction. The doors on Nanticoke rd will be locked by the middle of Feb.

    is a HELLHOLE.....THAT ABUSES ALL
    THE GOOD OFFICERS ,Rewards all the Bad ,so called, Officers.....
    With a Bad History, ECI has had over 11 Wardens, All Bad, All Corrupt........
    All the good officers have, and will, LEAVE........only the Bad will stay........
    The FBI should have Locked Up all
    the Bad Brass there along time ago
    NO One wants to go and work there
    so, who cares about Popular Hill,which comes under ECI command

    SUPPOSED TO TAKE BACK....under a new State program, that started 3
    years ago, by which, the Retired
    officers Can come back for 22. ??
    per hour, work Contractually for
    4 years, NOT Affecting their Pensions, SAVING THE STATE ALOT OF MONEY, INSTEAD OF HIRING NEW OFFICERS, WHO GET BENEFITS,LIKE
    PENSIONS,ETC......This, in a time
    when Maryland claims to have no money, THIS WOULD SAVE MD MONEY
    tHE GOVERNOR should Make Her do it
    She wants new Rookies, she can Kick around, that's why, she don't
    want the older officers, that she
    CAN'T KICK AROUND ..............

    It has been a negative thing
    since it was put here (forced on us) by the governor at the time

    It has mistreated the good officers, and the inmates get out and stay here, to do more crime.

    We don't need more crime here on
