Incident: Possession of Crack Cocaine
Date of Incident: 1 September 2008

Location: 29000 Block of Log Cabin Road, Salisbury, MD
Suspects: Pamela Grace Poe, 47, Salisbury, MD

Narrative: On 1 September 2008 at 7:18PM, deputies from the Sheriff’s Office responded to a reported assault that occurred in a yard in the 29000 block of Log Cabin Road. While investigating the assault, the deputy checked a bag carried by one of the parties in the assault, Pamela Poe. While looking in the bag, the deputy located a pipe that had been used to smoke crack cocaine. The deputy was also able to ascertain that crack cocaine was still in the pipe.

Poe was arrested and transported to the Central Booking Unit at the Wicomico County Detention Center where she was processed and brought in front of the District Court Commissioner. After an initial appearance, Poe was held in the Detention Center in lieu of $2,500.00 bond.

Incident: 1st Degree Assault
Date of Incident: 27 August 2008

Location: 200 Block of Wall Street, Salisbury, MD
Suspects:
1. Ulyses Seawright Jr., 29, Salisbury, MD
2. Marshall K. Maine, 43, Salisbury, MD

Narrative: On 27 August 2008 at 9:04 PM, deputies from the Wicomico County Sheriff’s Office responded to a residence in the 200 Block of Wall Street for a reported Home Invasion incident. Upon arrival, deputies met with a victim who claimed to have been involved in an altercation with Ulyses Seawright outside his residence. The victim claimed he entered his residence and brandished his rifle for protection, when Seawright and another individual followed the victim inside. Seawright proceeded to disarm the victim and then placed a handgun against the victim’s head. During this altercation, another victim in the residence was the victim of an assault. When Seawright and the other assailant left, they took the victim’s rifle with them.

During the investigation, the second assailant was identified as Marshall K. Maine, 43, of Salisbury. Deputies were able to locate both Seawright and Maine and after further investigation placed both under arrest.

Seawright and Maine were transported to the Central Booking Unit at the Wicomico County Detention Center where they were processed and taken in front of the Commissioner. After an initial appearance, Seawright was held on $200,000.00 bond while Maine was held on $150,000.00 bond.

Robbery, Theft, Breaking and Entering, 1st Degree Assault

Incident: Violation of a Peace Order
Date of Incident: 27 August 2008

Location: 900 Block of Powhatan Blvd., Salisbury, MD
Suspects: Troy Emmanuel Smith, 42, Salisbury MD

Narrative: On 27 August 2008 at 1213PM, deputies responded to a residence in the 900 Block of Powhatan Blvd. for a reported violation of a Peace order. Upon arrival, deputies discovered that Troy Smith was alleged to have entered on to the property of an individual who had taken out a Peace Order that required Smith to stay off their property. Smith was still in the area of the complainant’s residence upon the deputy’s arrival. After speaking with witnesses, the deputies discovered that Smith was also observed yelling at the complainant, which was another violation of the conditions of the Peace Order.

Smith was arrested and transported to the Central Booking Unit at the Wicomico County Detention Center where he was processed and taken before the District Court Commissioner. After an initial appearance, Smith was held in the Detention Center in lieu of $25,000.00 bond.

Failure to Comply with a Peace order

Incident: Possession of Marijuana
Date of Incident: 20 August 2008

Location: 9000 Block of Parsonsburg Road, Salisbury, MD
Suspects: Brittany Melissa Hitch, 20, Laurel, DE

Narrative: On 20 August 2008 at 6:45PM, an off duty Wicomico County Sheriff’s Deputy in his agency vehicle observed a suspicious vehicle driving in the Melson Church road area in Delmar. The deputy followed the vehicle as it drove slowly through neighborhoods in the area and attempted to stop the vehicle on Parsonsburg Rd. The vehicle sped up in an apparent attempt to elude the deputy and pulled into a driveway in an effort to make the deputy believe they belonged there. The deputy made contact with the occupants and determined they did not live at the house whose driveway they pulled into. While speaking with the occupants, the deputy detected a distinct odor of marijuana emanating from passenger compartment. Upon searching the vehicle, the deputy located a bag with 16 grams of marijuana and a smoking device. The driver of the vehicle, Brittany Hitch, claimed ownership of the marijuana.

Hitch was arrested and transported to the Central Booking Unit at the Wicomico County Detention Center where she was processed and taken in front of the District Court Commissioner. After an initial appearance, Hitch was released on Personal Recognizance
