Because that's their excuse. Do you actually believe that's what really happened? These politicians know exactly what to say in order to satisfy people and make them go away. For all we know, someone could have gotten drunk and beat the crap out of someone and we'd never know.
I know that with my home security system... If it is tripped, the local police are notified by my alarm company... So I am sure that is the same deal...I doubt she called them
