The House That Salisbury Taxpayers Paid For


At the last meeting of the Salisbury City Council one item on the agenda was appropriating more money for Salisbury City Attorney Paul Wilber. Small wonder. Wilber has a new $700,000 house to pay for.

While ordinary citizens and business owners have been forced to pay a tax increase, at least one Salisbury resident has benefited from Salisbury Mayor Barrie Tilghman's mismanagement of the city's finances. While the ordinary Salisbury taxpayer can't view Wilber's work due to his practice of stamping "Privileged and Confidential" on almost everything short of toilet paper, Tilghman and her "council leadership" of Louise Smith, Gary Comegys and Shanie Shields seem sufficiently pleased with his work. It is my understanding that SAPOA, the city's slumlord guild, is also extremely happy with Wilber's work and plan on inducting him into their Hall of Fame.

Has the ordinary taxpayer received value for their money? Let's see... Wilber drafted a rezoning for the developers of the old mall that was challenged by a group of retirees and homemakers. Wilber's legal prowess was so great that they managed to have it overturned. Recently another ordinance crafted by Wilber was before the courts. This time the stated that he had no choice but to find for the city... because Wilber's ordinance was crafted to benefit the slumlords rather than the citizens that he supposed to serve.

If I am not mistaken, Wilber received an increase in his hourly rate in the last budget. Now the Mayor and her serfs on city council want to pay him even more. Of course Wilber needs that money to pay for his new house. Tilghman realizes that its hard to find a man willing to twist the law in order to allow Tilghman and her new "Dream Team" to continue abusing the citizens of Salisbury. They need to keep him happy.

I hope that Wilber shows his gratitude by inviting everyone who paid for his house over for a little soirée. And don't forget, if you ever need a place to crash ... YOU PAID FOR IT.

    I know Paul Wilber as well and he is a disgusting Piece of Shit that I have had to deal with several times and his day will come. I hope he is led out of the GOB in handcuffs along side DingleBarrie Tilghman.

GA that is a very interesting and most likely true statement about our supposed "City Solicitor" who seems determined to never give any worthwhile oppinions that might be of help to the only two council ladies worth listening to on this Council. I would still like to know why Bob Eaton was canned when BPH came to power? Most times you get what you pay for, with this one big exception!

  5. I work hard too anon 1033, am honest and have my own business. But I certanly cant go out and buy a new home that costs close to $700,000.00.

  6. Honest and attorney are two words that should be against the law to use together. Many spend a lifetime looking for loop holes to keep criminals out of jail or working around the law to suit their purpose. hmm um yes they all can be trusted bwaaa

  8. I don't have a good opinion of Mr. Wilber based on what I have observed on PAC 14. I think he is overpaid considering Mrs. Colgrove appears to know more than he does. However, I do think the extra $ recently discussed by the council is in case another atty. needs to step in on an issue due to a conflict of interest with a client in Mr. Wilber's private practice and the business of the city. Which leads me to my next thought--why have a city atty who also is in private practice whereby that type of issue can arise and cost the city extra money? Why can't the job be bid out with a firm salary agreement for the job. My husband is a salaried employee- and let me tell you, when he works on projects with all kinds of hours on weekends and holidays, he gets not one penny more.

    My other concern is in posting the public officials homes unless there has been a crime there, or they are arrested there. Remember--their family members also live in those homes, and it just feels a bit disconcerting to me. I hope you will give that some thought. Thanx.

  10. I agree with 10:33. Paul Wilbur's job is to represent his client, who in this case is the City council, not the citizens of Salisbury. If people have a beef about what matters are assigned to Paul Wilbur, than address it with the council; don't blame him. He has a right to charge for his services, just like any other attorney. What do you think he should do, work for free?

  11. Now we know why Barrie got Wilber to present that budget amendment ordinance at the last meeting -- if it had passed it meant almost $90,000 in legal fees for him before June 30.

  12. Let me guess... 2x4 exterior walls, but granite coutertops? Or, cheap insulation but ceramic tile shower. Or, cheap windows and doors, but detailed trim work. You know, all those "must have's".

    They use lattice on the rear deck? Please.... $700,000 I believe it, but give it 1 year and I bet it's not worth anymore than the ground it was built on.

    Mr. City Attorney should have known when he bought it the payments were too high, but no, he knew his friends would get him the raise he needed to pay his debts. Wish I had friends like that.

  14. It's interesting that Wilber's buddy, Bill Duvall (Duvafiles), no longer says anything good about Debbie Campbell or bad about Barrie Tilghman. Ya gotta wonder why.

Hey, guys, let's do a roadtrip: We will caravan to see Wilber's new digs, stop by to see Pick's house just down the street from Wilber, then on to see Barrie's new deck and just around the corner from her we can see Gary's house. Last stop will be Shanie's house (if we can find out where she is living now, since the foreclosure).

I have heard that Paul Wilber has already done things that could be considered conflict of interest with him representing the city's side and another member of his firm representing the other side. At the very least, he has written poor legislation that has had financial gain for him when it had to be defended in court. I know MANY lawyers who would work for a lot less, dedicate themselves only to the city, and be happy to live in houses that cost under $300,000!

  20. I think everyone should flood the mayor and the 3 stooges with email {save what you send, for prove later} and request immediate attention to these matters.If enough are sent they have to respond. If not we will have our prove of coruption, the sent emails.

  22. Anon 12:09 - it's attorneys like this who give the rest a bad name. There are a number of honest, hardworking attorneys in this town. You can tell who they are by the modest homes they live in, in town, the small, somewhat shabby offices they have, because they don't gouge their clients financially, the cases they dare to file for the citizens, for free, and the people they refuse to represent because they follow a strict code of ethics, unlike some attorneys out there.

  23. Hey Joe, go take a picture of Ed Baker's house and compare it to Paul Wilber's. You'll see a marked difference! Not only is Baker representing a bigger client, I'd be willing to bet he doesn't charge as much as Wilber and I know he delivers a better service and doesn't get the county tangled in legal battles over legislation.
