Slow Start



Good Morning Everyone.

I'm going to have a slow start this morning because I have to go into Court as a witness to a case in which I really don't want to be a part of.

A little more than a year ago, I was at the wrong place at the wrong time when a Salisbury Police Officer attempted to arrest a homeless gentleman and felt he was resisting. I probably cannot be an expert witness to that point but I can say the guy certainly wasn't resisting to a point in which this new Officer claimed to be and called for backup like the world was coming to an end.

The bottom line is, the Officer was 1/2 this guys size and when he felt his strength, he knew he was in deep sh*t IF this guy had fought back or resisted. Anyhow, this has me in a jam. I have to do what is right and tell the truth. I'm just hoping this go around I don't have to actually get up on the stand.

When the Officer attempted to handcuff this gentleman, he repeatedly asked, why are you arresting me, what did I do? The Officer refused to answer the man's question. Even after several other Officers arrived, they started asking the Officer why he was arresting him and he refused to respond, Finally after quite some time passed by, one Officer became a bit more aggressive and asked again, what did he do wrong? The Officer finally answered and said, "He spit on the ground."

I'll learn more about this today but from what I heard yesterday, this guy has been in jail for more than a year waiting to go to trial. Yes, for allegedly spitting on the ground. So I'm not looking forward to doing my duty this morning as I would truly like to stand up for the SPD and support them 100%, honestly. However, in this particular case, I disagree with the arrest and charges.

The truth is the truth and in this case, justice is not being served. At least the man has had a warm bed, medical attention and three meals a day?

  1. Lets see, spit on the ground, go to jail. Spit while sitting on city council, live on PAC 14 in front of everyone with cable, get paid 10grand annually. Sounds to me like this guy should run for a District 1 seat, he's got the spitting part down.

  4. how much will this incident cost me? A year in jail 3 hots and a flop. I am banking I spent $25,000.00 on this in hard tax dollars. Andy Harris what will you do about this kinda stuff?

  5. I know a couple SPD officers that will lie and steal. It seems to run right down from the Mayor's office to the Chief and to some of the officer's. I also know some that have used prostitutes.

  6. I am sorry to say. SPD has been corrupt since the building went up. They have just kept on with there normal bullshit to keep that good name of corruption, keep rolling. Most of the good cops left. There is a few a select few that needs to leave before they are brought down into the ring.

    Joe, can lie or tell the truth but the point i am making he dont need to lie to know salisbury police are corrupt and you cant trust them worth of a dime.

  17. I'm totally convinced that this town needs an enema. More important I think we need a good Exorcist, to rid this town of it's bad influences and city employed demons.

    Too bad we can't get that Culligan water cooler blessed into holy water, then we could see the demons out of control live on PAC-14 throwing up pea soup with their heads spinning 360 degrees. Like I have said a million times, election 2009 can't get here fast enough for me.

The "perp" has a relaxed face and is not leaning from the officer in any fashion -- it looks like one of those cartoons where the big critter has a little critter beating on it all to hell, but the big critter just yawns and keeps doing whatever he's doing.

    A year in jail??? Where is the public defender's office on this?

    I'm glad the fellow is warm and fed. Maybe it's like Andy Griffith putting Otis in the slammer to dry out every Friday night.

    But I suspect not, sadly, and the guy'd probably rather be on the street. (Some homeless folk are very independent that way.)

  19. Go back and look at the date on your pictures, that will tell you when the incident occured, if you have the date/time stamp set.

  20. Correction. Roosevelt Scott did not spend a year in jail pending trial. He was released upon arrest and has never been incarcerated on this case. An assistant public defender represented him in court today and halfway through the case, in front of the jury, got the judge to throw the case out.

    Mr. Scott needs to hire an attorney and sue SPD for the pain and suffering caused by this incident. Please explain to me why it took 6 officers to contain a non resisting person and charge him with spitting on the ground? Where would this foolish representative of SPD have him spit? In his hand, like Shanie? Thank God the judge saw right through the errors of SPD and released this man without incident. It just amazes me the lengths the SPD will go to just to make an arrest.

    Was the arresting officer fired for being plain stupid?

  24. I am sick and tired of all you bitches bad mouthing SPD and their officers. You make these comments that SPD officers are racist, they lie, cheat, steal, and other offenses. Where is your proof. If you have it then take it to the PD and let them investigate it. You bitches make these things up to make yourselves feel better about the sorry lives you live. I have had the oppertunity to work with alot of these officers, and they are great officers. Yes there are alot of young officers, but they are great men, women, and officers. I don't know anything about this incident, but I would be there was a little more to this story. None of you know what happened out there and what he was arrested for. All of you get a life and start backing these great men and women who are protecting you while you sit in you houses thinking up more lies about the officers that risk their lives everyday in an effort to make you life safer. All of you bad mouthing any officers need to get your bitch ass off the sofa and try to do their jobs. Good bless all officers not only at SPD, but also at WCSD and MSP. There are people out here who love and respect all of you.

  26. Mr. Albero, I see this story is slowly migrating to the bottom of your page. There's so much more to be said here. The poor and minorities are harrassed ALL THE TIME. Often, when they tell their stories, nobody believes them or nobody cares. Look at this instant case. You just happened to be there to take pictures. Pictures worth gold that shows this man wasn't resisting arrest. Also in this case, a laywitness testified at trial. This witness was identified in the initial police report. It just happened to turn out that his testimony was benificial to the defense, not the state. Now only about half a percent of accused persons are going to have photos and an independant lay witnesses (it's not like people getting arrested can stick around and get names, addresses and phone numbers). Many of the rest get found guilty because judges and jurys believe cops over the accused. Take note.
