Maryland Energy Administration, Maryland Environmental Service Jointly Announce Award for Clean Natural Gas Infrastructure Project for University of Maryland Eastern Shore and Eastern Correctional Institution

BALTIMORE, MD — The Maryland Energy Administration (MEA) and Maryland Environmental Service (MES) announced today that Chesapeake Utilities will install critical energy infrastructure for both the University of Maryland Eastern Shore (UMES) and Eastern Correctional Institution (ECI) in Somerset County. The awardee was selected after a competitive MES procurement process.

“This project will create jobs while bringing lower energy prices to the residents and businesses on the Eastern Shore. It will also significantly reduce the carbon footprint for both facilities and provide a pathway forward for clean natural gas,” stated Dr. Mary Beth Tung, MEA Director. “Cleaner energy is the key to an improved environment and for expanded economic development for the residents of the Eastern Shore. "

“MES will facilitate this project, providing a cleaner and more reliable fuel source for our State business partners Maryland Department of Public Safety and Correctional Services (DPSCS) and University of Maryland Eastern Shore (UMES),” said Roy McGrath, Maryland Environmental Service CEO and Chairman. “This project serves as an important transition to a much more environmentally sustainable and efficient method of operation, and an investment to spur further regional economic development.”

“This project demonstrates the State of Maryland’s commitment to finding the most environmentally responsible and efficient methods of supplying power to our facilities,” said DPSCS Acting Secretary Michael Ziegler.

“The University of Maryland Eastern Shore is pleased to welcome this new opportunity for our campus to be more environmentally friendly,” said President Heidi M. Anderson. “UMES thanks Governor Hogan and the Maryland Environmental Service (MES) for their work to make Maryland cleaner and greener.”

The awardee was selected after an exhaustive and competitive procurement process involving DPSCS, MEA, UMES, the University System of Maryland (USM), and was led by MES. UMES is a public institution of higher education within the University System of Maryland, and operates 48 buildings on 745 acres. UMES currently uses a mix of fuel oils and propane to operate its heating system

ECI is a medium-security state prison for men, owned and operated by the Maryland Department of Public Safety and Correctional Services and, currently utilizes debarked wood chips as its primary source of fuel.

The State of Maryland has been working diligently to expand alternative energy options like natural gas to residents and businesses. In December of 2017, Governor Larry Hogan announced that the State of Maryland, Montgomery and Prince George’s counties, and Laborers’ International Union of North America (LIUNA), had reached a $161.1 million settlement agreement in the proposed merger of Washington Gas Light’s parent company, WGL Holdings with AltaGas, Ltd. The State negotiated strongly to ensure the highest level of benefits for Marylanders including a Most Favored Nation clause, a residential rate credit ($50 per ratepayer), robust ring fencing, outreach and education programs, construction safety, and international arbitration protections.

Rep. Alexandria Ocasio-Cortez has grown less popular in New York – even among Democrats – following Amazon's decision to scrap its planned offices in Queens.

Thirty-one percent of registered voters in the state view the freshman House Democrat favorably, while 44 percent have an unfavorable view, according to a Siena College poll released Monday. In January, 34 percent of New York voters viewed Ocasio-Cortez favorably, versus 29 percent who had an unfavorable opinion, a Quinnipiac University poll found.

Kentucky governor signs bill outlawing sex between people and animals

LOUISVILLE, Ky. – It's official: Bestiality will become illegal in Kentucky.

Gov. Matt Bevin signed a bill Tuesday that outlaws sex between humans and animals in the Bluegrass State.

Senate Bill 67 prohibits sexual contact between a person and an animal, defining sexual contact as "any act committed between a person and an animal for the purpose of sexual arousal, sexual gratification, abuse or financial gain."

Kentucky had been one of the final few states to not have a law banning bestiality, alongside Wyoming, New Mexico, West Virginia, Hawaii and Washington, D.C.

Movie Review: Tim Burton’s live-action ‘Dumbo’ too sad for intended audience

In 1941, Walt Disney was at a crossroads, breaking box office records with his first feature “Snow White and the Seven Dwarfs” (1937), but losing money on both “Pinocchio” (1940) and “Fantasia” (1940), which are now deemed classics but struggled on the brink of World War II.

As a result, Disney set out to make his next project a simpler, cheaper effort in an attempt to recoup some money. Thus, we got “Dumbo,” clocking in at a truncated 64 minutes and using watercolor backgrounds instead of the traditional oil paints. The low-budget gamble worked, as “Dumbo” became the most profitable Disney film of the 1940s, such a cultural hit that Time magazine nearly dubbed Dumbo its “Mammal of the Year” until the attack on Pearl Harbor.

And yet, for all its success upon its release, “Dumbo” remains one of the more dated films of the early Disney canon, from its cell animation to its controversial Jim Crow flock. This is probably why it’s getting such a massive makeover this weekend in Tim Burton’s new live-action remake of “Dumbo,” which eliminates too many of the beloved elements of the original classic for a relentlessly gloomy endeavor that’s way too sad for its intended child audience.

Autopsy of girl who died in border patrol custody released

The 7-year-old migrant girl from Guatemala who died while detained by the US Border Patrol succumbed to a bacterial infection, according to an autopsy released Friday.

Jakelin Caal Maquin died on Dec. 8, a day after she and her father crossed the US border into a remote part of New Mexico in a group of 163 migrants.

She was the second child to die in Border Patrol custody in December, which sparked questions about the agency’s ability to deal with migrant families.

After Pledging to Release His Taxes a Month Ago, Sanders Still Has Yet to Do So

During a CNN town hall on Feb. 25, Democratic presidential candidate Sen. Bernie Sanders (I., Vt.) said that he would release his taxes "sooner than later." Over a month later, Sanders has yet to release them.

CNN anchor Wolf Blitzer asked the senator when he would release his tax returns. Sanders responded that he would but didn't specify a date.

Blitzer pressed him as to why there has been a delay.

"Well, you know, the delay is not—our tax returns will bore you to death," Sanders said. "It was—nothing's special about them. It just was a mechanical issue. We don't have accountants at home. My wife does most of it. We will get that stuff out."

"So, when do you think we will see your tax returns?" Blitzer asked.

Teen who admitted to shoving her friend off Washington bridge will spend 2 days in jail and serve 38 days on a work crew

A judge granted a Washington state mother's request to lock up a young woman, who admitted to shoving her daughter off a 60-foot bridge, for "as many days in jail as her daughter" spent in the hospital.

Tay'Lor Smith was expected to walk out of court on Wednesday to begin a promised plea bargain of 60 days of electronic home confinement, 30 days of community work crew and 30 days of community service. Instead, Genelle Holgerson, the mother of Jordan Holgerson, asked the judge "to force" Smith to "spend as many days in jail" as her daughter spent confined to a hospital bed, while recovering from the incident.

In a surprise turn of events, the judge went against the planned plea agreement and sent Smith to jail for 48 hours.

Jared Kushner called Walmart to get job for first woman freed by FIRST STEP Act

Catherine Toney began February in prison and ended the month with a job at Walmart after White House adviser Jared Kushner called the Arkansas-based retailer on her behalf.

Toney, 55, is believed to be the first woman freed by the FIRST STEP Act, which President Trump signed in December. She was released Feb. 1 after serving 16 years, benefiting from the law's retroactive crack cocaine sentence reductions.

Toney will join Trump on Monday for an event celebrating the criminal justice reform law, his first major bipartisan policy achievement. Other recently released inmates were invited to attend.

Toney met Kushner, Trump's son-in-law and an architect of the reform law, on Feb. 21 when she attended a White House Black History Month event.

Dick’s Sporting Goods reports $150 million in lost sales after halting assault-weapons sales

Dick’s Sporting Goods’ bottom line took a very big hit after halting the sale of assault-style weapons in response to the Parkland school massacre.

The policy change cost the nation’s largest sporting goods retailer about $150 million in lost sales, about 1.7 percent of annual revenue, Bloomberg News reported Friday.

But boss Ed Stack isn’t complaining.

“The system does not work,” Stack said, according to the news outlet. “It’s important that when you know there’s something that’s not working, and it’s to the detriment of the public, you have to stand up.”

According to The Detroit News, "Jose Antonio Lopez, 24, is wanted by police after he skipped a March 12 probable cause hearing in 36th District Court, following his March 2 arraignment in 34th District Court in Romulus. He had confessed to the crime, police said."

Lopez pled guilty to "trying to smuggle more than 6 kilos of cocaine and heroin into Detroit" But, "despite the confession, the severity of the charges and Lopez's status as a non-U.S. resident, visiting magistrate Vesta Swenson set bond at $2,000/10 percent. The defendant posted the $200 needed to get out of jail and fled."

Estranged husband, 23, faces revenge porn charges after 'sending sexual pictures of his wife to a state lawmaker

A Virginia man is facing revenge porn charges after he allegedly sent suggestive pictures of his wife to a state lawmaker.

William Tyler Sims is accused of using his estranged wife's email account to send the pictures, pretending they were from her.

His wife was working as an intern for the unnamed General Assembly member at the time.

The 23-year-old now faces seven charges including 'harassment by computer' which could each carry a year in prison.

Nigerian brothers' lawyer says they were blindsided by Jussie Smollett decision

The lawyer for the Nigerian brothers caught up in the Jussie Smollett scandal said on Thursday that it was 'atrocious' and 'offensive' for his team to say they were wearing whiteface when they attacked him as she doubled down on their claims that the whole thing was a publicity stunt orchestrated by the Empire actor.

Gloria Schmidt appeared on CNN on Thursday night as the fallout surrounding the case gathered pace and prosecutors faced tough questions over their decision to let Smollett go scot-free.

She revealed that she was just as stunned by the decision as the rest of the world and had been in touch with the State's Attorney's office days beforehand to arrange the brothers' appearances as witnesses at the trial.

Schmidt also slammed Smollett's lawyer Tina Glandian for saying that the brothers could have been wearing whiteface when they attacked him.

Democratic effort to subvert the Electoral College plows into immovable GOP wall

An effort led by Democrats to scrap or bypass the Electoral College and shift presidential elections to contests decided by the national popular vote has almost no chance of succeeding, guaranteeing Democrats will again have to defeat Trump in the Electoral College they lost in 2016 while winning more votes nationally.

The Electoral College places the power to elect presidents in the hands of individual states and is enshrined in the Constitution.

The hurdles to amend the Constitution and move to the national popular vote are steep. So the bipartisan National Popular Vote interstate compact seeks to subvert this constitutional shield by convincing states to throw their electoral votes to the winner of the national popular vote, regardless of which candidate wins their state. Compact supporters believe this doesn't require amending the Constitution, but that notion would be challenged in the courts.

Judge Blocks California's High-Capacity Ammunition Ban

High-capacity gun magazines will remain legal in California under a ruling Friday by a federal judge who cited home invasions where a woman used the extra bullets in her weapon to kill an attacker while in two other cases women without additional ammunition ran out of bullets.

"Individual liberty and freedom are not outmoded concepts," San Diego-based U.S. District Judge Roger Benitez wrote as he declared unconstitutional the law that would have banned possessing any magazines holding more than 10 bullets.

California law has prohibited buying or selling such magazines since 2000, but those who had them before then were allowed to keep them.

White People’s Eating Habits Hurting the Environment, Academia Claims

A report published in the Journal of Industrial Ecology claims that white people’s eating habits are contributing more to climate change than their black and Latino counterparts.

Report authors concluded, using data on food production — use of water, land, production, and distribution — that white people’s diet causes more greenhouse gas emissions.

“Potatoes, beef, apples, and milk are some of the worst offenders,” the New York Postreported.

“The food pipeline — which includes its production, distribution, and waste — contributes significantly to climate change through the production of greenhouse gases and requires significant amounts of water and land, which also has environmental effects,” Joe Bozeman, a student at the University of Illinois who helped produce the report, said.

Administrators at one West Virginia middle school have introduced a new disciplinary alternative to traditional suspension that they believe could be more effective in reforming troubled students.

At Huntington East Middle School, non-violent, non-verbally abusive behavior is handled by offering parents the option of a “reverse suspension."

In a reverse suspension, instead of sending a child home, the student's parent is invited to come to school and spend the entire day by his side.

"When we started combining schools we had a lot of kids getting in trouble and getting suspended," school parent partner Stephanie Powell told WOWK-TV.

"Fetal heartbeat" abortion ban approved by Georgia lawmakers

The Georgia House gave final approval Friday to a "fetal heartbeat" abortion ban outlawing almost all abortions in the state -- bucking intense opposition from abortion rights groups, citizens and doctors.

A heartbeat can be detected in an embryo as early as six weeks, before many women know they are pregnant. Women in Georgia can currently seek an abortion during the first 20 weeks of a pregnancy.

The ultimate goal is to get a case in front of the U.S. Supreme Court to challenge its 1973 Roe v. Wade ruling that legalized abortion nationwide.

The bill, House Bill 481, now goes to Republican Gov. Brian Kemp, who supports it. In a statement Friday he thanked the lawmakers "for their leadership" and applauded "their undeniable courage."

This Week In Annapolis

We are nearing the end of the 2019 legislative session, with just over one week remaining until the Sine Die date. With that said, there is still plenty of time for bills to move through both chambers and get to Governor Hogan for approval.

On March 26th, the Senate unanimously passed HB 100 – Budget Bill (Fiscal Year 2020). This legislation came over from the House of Delegates with some concerns but the Senate Budget and Taxation Committee worked to compromise and prioritize budget items and funding.  

SB 311 – End-of-Life Option Act (Richard E. Israel and Roger “Pip” Moyer Act) failed the Senate on second reader with a 23-23 vote on March 27th. This legislation, which would have allowed for an individual to request and receive aid in dying, was confusing with the suggested amendments. I believe that we should focus on our hospice and palliative care facilities, making the end of life easier and more peaceful for all. 

On March 28th, both the Senate and the House of Delegates voted to override three of Governor Hogan’s vetoes: SB 280/HB 166 – Labor and Employment – Payment of Wages – Minimum Wage, SB 128 – Community Control of School Calendars Act, and HB 1052 – Alcohol and Tobacco Commission. My colleagues and I remained firm in our support for Governor Hogan and voted to sustain his vetoes but, unfortunately, we were outnumbered and these bills will go into law.

TEXAS AG KEN PAXTON OFFICIALLY LAUNCHES INVESTIGATION INTO CHICK-FIL-A BAN

Texas Attorney General Ken Paxton announced on Thursday that he will be launching an investigation into San Antonio city councilmen after they banned Chick-fil-A from the San Antonio International Airport over “anti-LGBTQ behavior.”

“I have directed my office to open an investigation into whether the City’s action violates state law,” Paxton said in a letter to San Antonio Mayor Ron Nirenberg and the city council.

Paxton also penned a letter to Secretary of Transportation Elaine Chao urging for a federal investigation to be opened, according to documents obtained by KEN5. The city of San Antonio may have violated federal law and Transportation Department regulations by denying a contract to Chick-fil-A on religious grounds after voting to remove the franchise from a new airport concession contract.

The city council passed a motion on March 21 to approve the Food, Beverage and Retail Prime Concession Agreement with Paradies Lagardère for the airport with the condition that Chick-fil-A be excluded from the agreement.

Maryland schools can once again open before Labor Day following veto override

Maryland’s House of Delegates voted to override Gov. Larry Hogan’s veto of a school calendar bill that lets school districts set their own school calendar.

The Friday morning vote in Annapolis came one day after the Senate took similar action, and it effectively strikes down the governor’s 2016 executive order that required public schools to delay opening until after the Labor Day holiday and wrap up classes by June 15.

The vote took place as Hogan spoke to reporters along with members of Maryland’s congressional delegation.

Hogan was asked about the override vote.

A former Nevada politician has accused former Vice President Joe Biden of kissing her without her consent backstage at a campaign rally in 2014.

Lucy Flores, 39, a former assemblywoman in Nevada, wrote in The Cut that the incident took place when she was running for lieutenant governor and she "felt two hands on my shoulders."

Flores recounts: "I felt him get closer to me from behind. He leaned further in and inhaled my hair," Flores writes. "I was mortified. I thought to myself, 'I didn’t wash my hair today and the vice-president of the United States is smelling it. And also, what in the actual f&ck? Why is the vice-president of the United States smelling my hair?' He proceeded to plant a big slow kiss on the back of my head."

New York City to give additional $1.6 million to city attorneys to defend immigrants slated for deportation

Calling it a defensive fund against President Trump’s immigration policies, New York City officials plan to put an extra $1.6 million toward public defenders representing immigrants slated for deportation, according to the New York Daily News.

The move to bolster the funding arose from a deal between New York City Mayor Bill de Blasio and Council Speaker Corey Johnson.

Attorneys and immigrant rights groups had pushed for money, saying that courts were rushing decisions on deportation and that immigrants were at a disadvantage if they did not have the help of an attorney.

"My Son's History Teacher Taught Him That The Electoral College Should Be Abolished"

During my son’s junior year of high school, he was taught by his U.S. history teacher that the electoral college is unfair and should be abolished.

How do I know? My husband and I had made a habit out of asking him what he learned in school each day over dinner.

And so over a plate of chicken enchiladas, our then-16-year-old son told us about how his public school teacher had bemoaned and decried the electoral college as an outdated and unjust system that subverts the will of the people.

Needless to say, we quickly explained to him how the electoral college is the best presidential voting method for our republic, as it helps protect states’ rights, ensures checks and balances, and defends against tyrannical majorities.

But my point here isn’t to cheer the electoral college, it’s to warn parents that the indoctrination starts in high school.
