Baltimore Police Commissioner Michael Harrison Announces ‘Milestone’ Reforms

BALTIMORE (WJZ) — Baltimore City’s Police Commissioner Michael Harrison announced new policies covering officers’ use of force. They went into effect on Sunday.

They are the first regulations that meet the approval of the Department of Justice as part of Baltimore’s consent decree with the federal government.

“These new policies will go a long way to helping us rebuild trust with the community,“ Commissioner Harrison said. “For that reason, their importance cannot be overstated.“

Harrison said the policies focus on de-escalation techniques.

  1. 300 murders and 1000 shootings and they are still talking about Freddy Gray ? It was a hoax. Cops never hurt him. Obama administrations said the department was racist because of the number of black stops but DID NOT take in account color of the officer and the color of the population they patrolled. Crazy if you work their.

  3. Officers will no have to ask the perp to please stop and if he feels like he don't want then he has permission to tell the officer NO.
If the perp feels threatened he can tell the officer he wants a "Time out".
Handcuff will no longer be used, the officer must politely ask the perp to accompany him to the station.
Before an officer can pull out his gun he has to ask the captain if he can use his nerf gun or would it upset the perp.

Well said, but the 300 murders should be noted as "per year."

  5. All the traffic stops on A.A.'s is because they did something wrong, not because they were black.

  8. I read the policy, I’ve seen the quality of BPD officers, all this is going to do is tie up internal affairs with ridiculous policy violations. And I’m turn, diminish the police force even further. This policy is laughable. If you thought Baltimore was out of control now, wait another 3 years to see the aftermath of this cluster.
