LAUREL MIDDLE SCHOOL SUBSTITUTE TEACHER CHARGED WITH OFFENSIVELY TOUCHING A STUDENT

Subject:On March 13th, 2018 the Laurel Police Department received a complaint from a Laurel Middle School student’s mother of her child being offensively touched by a substitute teacher during school hours. This incident was turned over to and investigated by Laurel Police Department.

Further investigation showed Michael Luciano, 45 of Seaford, Delaware was hired by the Laurel School District 10 days prior to the incident as a substitute teacher. While acting in his official capacity, Luciano was offensively touching the juvenile victim; causing alarm. Upon notification of the incident the Laurel School District took immediate action to terminate Luciano’s employment.

Laurel Police concluded their month long investigation of the incident on June 6th, 2016 by subsequently charging Luciano with offensive touching. Luciano turned himself in to the Laurel Police without incident. Luciano was released on $500 unsecure bond and ordered to have no unsupervised contacted with anyone under the age of 18 years old.

  2. This is exactly why I won't work around kids. Not sure if he is guilty or not, but all it takes is someone to make a complaint and your life is ruined. Can you imagine having to register as a sex offender the rest of your life knowing you are innocent?

    There are always 3 sides to a story. His/her side, their side and the truth. Never forget that.

    Now if he did intentionally violate a child then he should have his nuts removed with a dull rusty razor blade.

    That's WTH I was wondering. How about all those principals and teachers who hug their students all the time. All a parent has to do is claimed it was "offensive touching" and your career is OVER! DONE! FINNIE!

    And if by chance the "offender" is found innocent they may not hire them back, but if they do they will move them to another school. Nevermind that the person the made the false claim gets to stay at the same school and probably gets a cash pay off.

  9. Here's a fact that not many people know about.

    When I worked at the Wicomico County School Board there were lots and I mean lots of school teachers that were accused, by witnesses, of improper touching and or relationships with students and it was mostly women/boys, women/girls and men/boys. The white men were the most innocent teachers and employees that weren't involved in those perverted gay sex scandals.

    Do you remember this case? Black Coach had many young high school football players at his house and some lived with him and he had gay sex with them.

    SALISBURY, Md.- A child abuse case against a Wicomico High School football coach has ended with a hung jury.

    A Wicomico County Circuit Court jury deliberated for more than five hours Thursday but could not reach a verdict in the case of David Nettles.

    Nettles denied allegations that he had inappropriately touched his 29-year-old accuser with deep tissue muscle massages when the man was a teenager. Nettles' lawyer Thomas Yeager said his client had cooperated with investigators from the start and that it did not make sense that his client would have abused a child in a place where other people were present.

    Yeager said Nettles continues to maintain his innocence. In closing arguments Thursday, he told jurors, "All you have to do is have reasonable doubt. I have pointed out many holes in this case."

    Nettles, who was Wi-Hi's head football coach for eight seasons, was arrested in February 2011 and charged with abusing two children between 1997 and 2001. In September, in the first of two trials, a jury found him not guilty of a third-degree sex offense.
    Nettles said he has been suspended but not fired from his football coaching job at Wi-Hi.

    The Wicomico County State's Attorney's Office said there is a good chance it will re-try the case.

  11. Offensive can be interpreted as "of a sexual nature" or physically violent and/or abusive....which was this?
