Breaking News: The F.B.I. is seeking a second man in the Manhattan terror attack. Officials just charged the driver and said he drew inspiration from ISIS.

The news that the authorities were interested in a second person significantly expanded an inquiry into the deadliest terror attack on New York City since Sept. 11. The F.B.I. released an alert saying they were seeking information about Mukhammadzoir Kadirov, 32, an Uzbek, in connection with the attack.
