Public Defender: Body Camera Video Shows Officer Planting Drugs



Officials with the Office of the Public Defender said they are concerned that Baltimore City prosecutors persist in pursuing cases involving officers who appear to be depicted in body camera video footage planting drugs that resulted in a criminal arrest.

The body camera video shows three officers -- one hiding and then finding what appears to be drugs, while two other officers look on and take no action, the public defender's office said.

An assistant public defender, who represented the person charged with the planted drugs, forwarded the video to the Baltimore City State’s Attorney’s Office last week, the public defender's office said.

Melba Saunders, a spokeswoman for State's Attorney Marilyn Mosby, said in a statement the assistant state's attorney originally made a plea offer to one count of a controlled dangerous substance. Two days before the trial date, the defense attorney came to the assistant state's attorney about the body camera footage and the prosecutor immediately took steps to get the case dismissed.

  1. He should do the time that would have been given to the suspect. After all he was carrying drugs illegally without authorization. If I were the lawyer I would have let the three cops commit perjury before playing the video.

  4. Without the camera, ANOTHER citizen goes to prison based solely on the word of someone sworn to uphold the law. And to tell the truth. WE ARE THE POLICE!!
    I'm sure that is the first time he's ever done that. Further, not only did 7:16 point out a CRIME committed by the police, he also noted that the other two committed conspiracy. It's on FILM.
    Because the drugs were packaged for sale and Heinrich was carrying them on his person, does HE get charged with possession with intent to distribute, too? ANY charges at all? Or do the police have special rights to carry some crack or a throwaway stolen handgun??
    Guess what's next?
    EVERY drug case they have involving these three criminals with a badge will be thrown out.
    How much money (our money, don't forget) did these three gangsters just waste?
    Are you beginning to see why black people don't trust the police? Or want any interaction with them? At anytime, they could find themselves in possession of some crack and facing 5 years (after the States Attorney offers the a plea bargain). Right. It's just unfounded paranoia by black folk, huh? Good thing the camera never blinks.

  5. I didn't see any problem , planted ? I saw a man pick up a baggy with something in it. That doesn't mean crap. As a matter of fact they may have found it earlier and put it back to monitor the drug. Baltimore the cesspool of Maryland.

  6. On just watch it. He clearly picked up a can that was laying on the ground and pulls out drugs. This was where the dealer was going to while selling.... how is that planting drugs? He FOUND the DRUGS..

  8. Didn't any of you read accompanying WORDS and press releases from the chief and DA? Charges were dropped, he was suspended and the other two were placed on non-contact duty.

    It also calls into question the other active cases this disgrace is involved with. When the police break the law, there is no law.

    No, I'm not a cop or related to any, nor know any. I am a ole boy raised in Salisbury and watched the town go to hell, while police have their hands tied by staffing. regulations and funds to name a few. I guess I'm dreaming to want my hometown back the way it should be, clean, respected and fewer criminals.

  12. I don't know that the video or any of the accompanying narearove5 indicates that anything was "planted". Its more likely that the items were legally found and the officers returned the items and then attempted to capture their actions and manner in which the items were located. There is mention of the officer turning off his camera. Don't think that's the case. I think the officer was given the opportunity to explain the course of events before it was blown completely out of proportion. After all its is dirty Mowsby we are talking about.

  15. Ray Charles could see he didn't plant anything. Kinda funny but also scary he is suspended for finding drugs in a "stash spot". Edit a video add a few words and let the riots begin. Sad mosbly has ruined the city.

  18. Cops thought cameras were off so they planted the drugs. They thought video was off but it was just audio so they went back to the street and turned what they thought was video back on but just turned audio on.
